Compliance with LBR 9075-1(b)(2)(A): (The following three sections must be completed) a. Briefly specify the relief requested in the motion: The Debtor is seeking entry of an order establishing certain notice procedures to ensure that interested parties are apprised of matters in this Chapter 9 case, to reduce the costs of providing notice, and to streamline the bankruptcy process. The proposed notice procedures will: (a) limit the number of parties upon whom notice must be served; (b) provide an alternative means of access to the Courts docket and to relevant documents via a website maintained on the Debtor's webpage at the Debtor's expense; and (c) designate the manner of service as to all matters for which the Bankruptcy Code and the Bankruptcy Rules authorize the Court to designate or limit the parties entitled to notice and the manner of service.

b. Identify the parties affected by the relief requested in the motion: Parties affected by the relief requested in the motion are the Debtor's creditors and all parties that may have an interest in this Chapter 9 case.

c. State the reasons necessitating a hearing on shortened time: The Debtor wants (and, presumably, its creditors and parties in interest want) to expedite and streamline notice procedures in this chapter 9 case to advance their mutual economic interests in minimizing professional fees and costs incurred with complying with notice requirements, and ensuring that all creditors and parties in interest (as well as the residents of the City of San Bernardino) have access to important documents filed in the case via a webpage maintained on the Debtor's website at the Debtor's expense. The Debtor estimates that its mailing matrix may contain thousands of names and submits that establishing notice procedures as early in the case as possible is critical so that costs can be minimized and the Debtor can focus on its paramount objective of adjusting its debts and achieving fiscal stability. 3. Compliance with LBR 9075-1(b)(2)(B): The attached declaration(s) justifies setting a hearing on shortened notice, and establishes a prima facie basis for the granting of the motion. 4. Movant has lodged a proposed Order Setting Hearing on Shortened Notice on mandatory Form 9075-1.2.ORDER
