No.02/2009 dated 16.02.2009 and addendum No. 54PSC/E-3/2008-2009 dated Guwahati the 20th May/2009, it is notified for information to all concerned that the Govt. in the Personnel (A) Deptt. have intimated another 83 (eighty three) Nos. of vacant posts of ACS and other Allied Services vide their letter No.AAP.121/2007/109 dated 14.12.2009 over and above the posts already advertised to be filled by way of Direct Recruitment through Combined Competitive Examination, 2009. The break up of the aforesaid 83 (eighty three) Nos. posts of ACS & other Allied Services as communicated by the Govt. is given below:

The terms and conditions of this advertisement will remain same as Advt. No. 02/2009 dated 16.02.2009 which are reproduced below: 1. The centre(s) of the Combined Competitive (Prel.) Examination are: BONGAIGAON, BARPETA, DHUBRI, DIBRUGARH, DHEMAJI, DIPHU, GOLAGHAT, GOALPARA, HAFLONG, JORHAT, KOKRAJHAR, KARIMGANJ, MANGALDOI, MORIGAON, NAGAON, NALBARI, NORTH LAKHIMPUR, SILCHAR, SIVASAGAR, TEZPUR, TINSUKIA AND GUWAHATI. The Centre(s) of the Combined Competitive (Main) Examination will be intimated to concerning candidates in due course. Exact date will be notified in due course. The Centre(s) and the date for holding examination may however be changed at the discretion of the Commission if circumstances warrant. 2. HOW TO APPLY: A candidate must send the following documents with his/her application duly filled in as per form printed herewith. One candidate should not submit more than one application. The envelope sending the application should be superscribed Combined Competitive (Prel.) Examination 2009 on the top right hand corner. The size of the format is approximately 21cm x 34cm. (i) Treasury Receipt of Rs. 50.00 (Rupees fifty only) as Examination fee, Rs. 25.00 (Rupees twenty five) only for candidates of S.C./S.T. community under the Head of Account viz., NON TAX REVENUE OTHER NON TAX REVENUE 0051 PUBLIC SERVICE COMMISSION 102 STATE PUBLIC SERVICE COMMISSION, APPLICATION/EXAMINATION FEE RECEIPT OF ASSAM PUBLIC SERVICE COMMISSION. (ii) One copy of recent Passport size photograph should be pasted on the application form in the space as provided. One self addressed post card. One self addressed unstamped envelope of 18cm x 27cm size (approx.) and another self addressed

2 unstamped envelope of 11.5cm x 27cm (approx.) for dispatching the syllabi and the admission certificate etc. The practice of furnishing attested copies of certificates, marksheets etc. since been discontinued by the Government. The applicant shall furnish copies of certificates/mark sheets etc. declared by himself/herself as certified to be true copy of the original along with the application. However, in case of detection of any false declaration made by the candidate/applicant, he/she will be penalized as per rules/law. 3. Application for the Preliminary Examination duly filled in will be received upto 22.01.2010 only. APPLICATION RECEIVED AFTER THAT DATE IS LIABLE TO REJECTION. Candidates whether in Govt. service or in the service of Govt. undertaking/Banks/Corporation/Bodies/private employment must submit their applications through proper channel. They may submit an advance copy direct to the Commission. In the advance copy it should be clearly written on the application as Advance Copy. They should ensure receipt of their applications through proper channel within 15 (fifteen) days from the closing date of receipt of application failing which it is liable to be rejected even if it had been submitted to the controlling office/employer before the closing date. The Advance copy of application shall not be treated as valid for determination of eligibility of a candidate. 4. ELIGIBILITY CONDITION: Nationality: The candidate must be an Indian citizen. Age limit: A candidate should not be less than 21 years and more than 38 years as on 01.01.2009 relaxable by 5 years for SC/ST candidates i.e. upto 43 years. There will be relaxation of upper age limit in respect of Exservicemen by 2 years i.e. upto 40 years. The age limit of the candidates will be calculated on the basis of the Martic/HSLC certificate issued by the recognized Board, the Council or University, as the case may be, and no other document shall be accepted in lieu thereof for the purpose. The candidate must hold a Degree of any of the Universities incorporated by an Act of Central or State Legislature in India or other Educational institutions established by an Act of parliament or declared to be Deemed as a University under section 3 of the University Grants Commission Act, 1956 or possess such qualification as may be declared equivalent by the Government. FEE: The Combined Competitive (Prel.) Examination fee of Rs. 50.00 (Rupees fifty only) is to be deposited in Treasury under the Head of Account viz., NON TAX REVENUE OTHER NON TAX REVENUE 0051 PUBLIC SERVICE COMMISSION 102 STATE PUBLIC SERVICE COMMISSION, APPLICATION/EXAMINATION FEE RECEIPT OF ASSAM PUBLIC SERVICE COMMISSION. The candidates belonging to SC & ST are required to deposit half of the amount i.e. Rs. 25.00 (Rupees twenty five). The original copy of the Treasury Receipt showing the deposit of the Examination fee as above must be enclosed along with the application. The fees are not refundable and no other mode of deposit of fee other than through Treasury Receipt shall be accepted. Those candidates selected to appear in the Main Examination will have to pay another Examination fees of Rs.50.00 (Rupees fifty) only separately through Treasury Receipt under the same Head of Account specifying the fee as C.C.(Main) Examination Fee, 2009 in due course. Candidates belonging to the SC/ST are required to pay at half of the rate. The Plan and the scheme of the Examination are given below: The Combined Competitive Examination will consist of two stages: (1) the Preliminary and (i) the Main Examination. 5. PRELIMINARY EXAMINATION: The Examination will consist of two papers of two hours duration each. This Examination is meant to serve as screening test only. The marks obtained in the Preliminary Examination by the candidates who are declared qualified for admission to the Main Examination will not be counted for determining the final order of merit. The questions are multiple choice objective type. COMPUTER SCIENCE ECONOMICS EDUCATION ELECTRICAL ENGINEERING ELECTRONICS FISHERY SCIENCE OPTIONAL SUBJECTS: SYLLABI Degree level course of the Universities of the State of Assam. The syllabi of the subjects for the Preliminary and Main Examination will be supplied individually to the candidates on receipt of the applications along with a copy of the Treasury receipt or may be collected from the office of the Commission after showing the Treasury Receipt on working days from 11.00 AM to 3.00 PM. For certain details of objective type questions including specimen questions, please see Information to Candidates regarding the objective type questions which will be sent to the candidates along with the Admission Certificate in due course. CANDIDATES WHO ARE DECLARED BY THE COMMISSION TO HAVE QUALIFIED FOR ADMISSION TO THE MAIN EXAMINATION WILL HAVE TO APPLY AGAIN IN PRESCRIBED APPLICATION FORM WHICH WILL BE SUPPLIED TO THEM. 6. MAIN EXAMINATION AND INTERVIEW: The Main Examination will consist of a written Examination and an interview test as given below: Candidates who obtain such minimum qualifying marks in written part of the Main Examination as may be fixed by the Commission at their discretion shall be summoned by the Commission for an interview having regard to the provision of the Assam SC & ST (Reservation of Vacancies in Service and Posts) Act, 1978 and provision of reservation for OBC including MOBC and provision of Reservation for Women and Person with Disability. The interview will carry 200 marks with no qualifying marks. The candidates will be required to write a resume about their performance at the interview. The written examination will consist of the following papers of 3 hours duration each. Science (e) Not more than one of the Engineering subjects The Commission has discretion to fix qualifying marks in any or all the subjects of the Examination. INTERVIEW TEST: MARKS 200 The candidates will be interviewed by a Board. The interview, however, will not have any qualifying marks. The marks scored at the interview will be added to the marks scored in the written Examination (Main) and the ranking of the candidates will be determined on the basis of the total marks obtained. 7. CANDIDATES ADMTITED TO THE EXAMINATION WILL BE SENT A COPY OF ATTENDANCE SHEET ALONG WITH THEIR ADMISSION CERTIFICATE PERMITTING THEM TO TAKE THE EXAMINATION. THEY WILL BE REQUIRED TO BRING THE ATTENDANCE SHEET ALONG WITH THE ADMISSION CERTIFICATE TO THEIR EXAMINATION CENTRE AFFIXING THEREON A COPY OF THEIR PHOTOGRAPH IDENTICAL TO THE ONE PASTED IN THE APPLICATION FORM. THEIR ATTENDANCE SHEET DULY FILLED IN MUST HAND OVER TO THE INVIGILATOR IN CHARGE IN THE FORENOON SESSION ON THE DAY OF THE EXAMINATION AFTER SIGNING IT IN TOKEN OF HIS PRESENCE. CANDIDATES WHO DO NOT BRING THE ADMISSION CERTIFICATE AND THE ATTENDANCE SHEET WITH A PHOTOGRAPH AFFIXED IN THE SPACE PROVIDED THEREON WILL NOT BE ALLOWED TO APPEAR IN THE EXAMINATION. 8. Admission certificate and candidates attendance sheet indicating the Roll Number will be issued to the candidates who are admitted to the examination. The mere fact that a certificate of admission has been issued will not imply that candidature of one has been finally cleared by the Commission. Candidates may note that the Commission takes up the verification of the eligibility condition only after the candidates have qualified for the Main Examination. Unless candidature is formally confirmed by the Commission it continues to be provisional. Provided that the Commission reserved the right to cancel the candidature of any one if an when any ineligibility condition is detected and any of the particulars declared by the candidates is found to be false at any stage they will be penalized as per law/rules and such applicant will be ineligible permanently for any job under the State Government. The decision of the Commission as to the eligibility or otherwise of a candidate for admission to the examination shall be final. CANVASSING DIRECTLY OR INDIRECTLY SHALL DISQUALIFY A CANDIATE. 9. APPLICATION FORM MUST be the same as printed herewith, the size being approximately 21cm x 34cm. The form may be typed/photocopy in good quality paper. The news paper cutting of the form is not allowed. The form must be filled in with good black ball pen.
