POLARISATION Liberal, leftist and socialist parties called a big protest for Tuesday to force Mursi to row back on a move they say has exposed the autocratic impulses of a man once jailed by Mubarak. In a sign of the polarization in the country, the Muslim Brotherhood called its own protests that day to support the president's decree. Mursi also assigned himself new authority to sack the prosecutor general, who was appointed during the Mubarak era, and appoint a new one. The dismissed prosecutor general, Abdel Maguid Mahmoud, was given a hero's welcome at the Judges' Club. In open defiance of Mursi, Ahmed al-Zind, head of the club, introduced Mahmoud by his old title. The Mursi administration has defended the decree on the grounds that it aims to speed up a protracted transition from Mubarak's rule to a new system of democratic government. Analysts say it reflects the Brotherhood's suspicion towards sections of a judiciary unreformed from Mubarak's days. "It aims to sideline Mursi's enemies in the judiciary and ultimately to impose and head off any legal challenges to the constitution," said Elijah Zarwan, a fellow with The European

Al-Masry Al-Youm, one of Egypt's most widely read dailies, hailed Friday's protest as "The November 23 Intifada", invoking the Arabic word for uprising. But the ultra-orthodox Salafi Islamist groups that have been pushing for tighter application of Islamic law in the new constitution have rallied behind Mursi's decree. The Nour Party, one such group, stated its support for the Mursi decree. Al-Gama'a al-Islamiya, which carried arms against the state in the 1990s, said it would save the revolution from what it described as remnants of the Mubarak regime.
Samir Morkos, a Christian assistant to Mursi, had told the president he wanted to resign, said Yasser Ali, Mursi's spokesman. Speaking to the London-based Asharq Al-Awsat newspaper, Morkos said: "I refuse to continue in the shadow of republican decisions that obstruct the democratic transition". Mursi's decree has been criticized by Western states that earlier this week were full of praise for his role in mediating an end to the eight-day war between Israel and Palestinians. "The decisions and declarations announced on November 22 raise concerns for many Egyptians and for the international community," State Department spokeswoman Victoria Nuland said. Hamas, Washington is giving Morsi a fairly easy time. In the first Obama Administration comment on the apparent power grab in Cairo, the State Department meekly said that it raises "concerns" because "the revolution" was supposed to mean that no one man will ever again wield too much authority in Egypt. But, beyond that, the U.S. only urged that everyone keep calm -and perhaps move toward writing a constitution that would protect the civil rights of Egyptians. President Obama may decide to be more ambitious in the Middle East, but at the least he will probably wait until after the Israeli election on January 22 before launching any major initiative. He had a special envoy for peace in the Middle East for a few years, former Sen. George Mitchell, but Mitchell quit after finding that he could not make much headway in keeping Israelis and Palestinians at the negotiating table. In the Gaza talks, however, Mr. Obama demonstrated the unique
role of the U.S. by sending Secretary of State Hillary Clinton to push the talk forward in Jerusalem, Ramallah (in the West Bank), and Cairo. She was able to preside over the announcement of a cease-fire on Wednesday in the Egyptian capital, where she spoke of a need "to consolidate the progress" and improve the lives of Israelis and Palestinians. As well as trying to help Israeli and Palestinians negotiate -defying strong skepticism on all sides -- Mr. Obama could pursue a wider goal of creating a propeace, pro-stability coalition in the Middle East. Sunni Muslim nations that opposed the growing influence of Iran, a Shiite Muslim country, could take part -- notably Egypt, Turkey, Saudi Arabia, and Qatar. In Turkey, there is the challenge that Prime Minister Recep Tayyip Erdogan has been saying hostile things about Israel. But for many years, often kept hush-hush, Turkey and Israel had strong military and intelligence cooperation. They have many shared concerns -- including what
will emerge from the instability and deaths in Syria, the Arab country that is sandwiched between them. Western diplomats note that, during the recent Gaza truce talks, the heads of Turkish and Israeli intelligence were both in Cairo. President Obama could help a new push for a pro-stability regional coalition by mediating an end to the bitter argument over the killing by Israeli troops of nine people on a Turkish aid ship that was heading for Gaza in 2010. Congress Is Thinking About A Sneaky New Scheme To Raise Taxes And The Upper Middle Class Could Get Seriously Hosed

The primary Fiscal Cliff challenge is this: Democrats insist on raising taxes on the rich. Republicans, who are terrified of Grover Norquist and primary challenges (and who generally hate tax hikes) refuse to do vote for tax hikes. So the question is: How can you raise taxes and not actually vote for a tax hike? One possibility is to just wait, and let taxes automatically rise for everyone, but then this would represent fully hitting the Fiscal Cliff, and the middle class gets dinged. Jonathan Weisman at The New York Times reports on one plan that's being considered: It would prevent the rich (defined, perhaps, as people making over $250,000) from taking advantage of the lower marginal tax rates on the lower parts of their income. Weisman explains: Under the existing tax code, the first $17,400 of adjusted gross income for a couple filing jointly is taxed at 10 percent. Above that level, up to $70,700, income is [unable to retrieve full-text content]
taxed at 15 percent. Income between $70,701 and $142,700 is taxed at 25 percent. Gross incomes up to $217,450 are taxed at 28 percent. The next bracket, 33 percent, ends at $388,350 for couples. The top bracket hits adjusted gross incomes only above $388,350. All taxpayers get the advantage of the lower tax rates below the top threshold, whether they earn $40,000 or $40 million. If Republicans insist that the top
35 percent rate cannot change while Congress tries to rewrite the tax code, negotiators could decide to technically keep all the Bushera tax rates in place, but eliminate the lower tax rates for rich households. On Twitter, Bloomberg View's Josh Barro(an expert on taxation) and Nate Silver explained one huge problem with this idea. If the elimination of the lower tax rates kicked in at, say, $250K, then someone who makes $250K
would have lower take home pay than someone who makes $249K (and gets to keep all the lower marginal rates). It would also mean a higher tax on the 250,000th dollar of earnings, than the 1 millionth. The beauty of the current tax system is that nobody ever gets less take home pay by making more money. So if the tax code switches to just what's described above, then it's a horrible idea. A solution to this is a "phase-in" schedule, so that someone making $250,000 doesn't automatically lose all of the lower rates... just some of them. But even still you have a problem, as Josh explains, where a taxpayer's highest marginal rate, in that certain phase -in band, jumps above the official marginal rate. In short, anyone who makes just over the cap considered "rich" could get uniquely screwed. So it sounds like a very janky way to get around just raising rates on some incomes. Mass killing justifies its smug contempt for the machinery of war, but anything that smacks of an attempt to moralize warfare challenges its principles and urges it on to greater displays of outrage. Israel, in the name of peace, turned over the lives of millions of people to the control of a terrorist organization which taught their children to believe that their highest purpose in life was to die while killing Israelis. The Oslo Accords turned stonethrowers into shooters and suicide bombers. It allowed the kind of people that most of Israels Muslim neighbors had locked up and thrown away the key to, inside the country and gave them charge of the economy and the youth. Every peace dove, every peace song, every peace agreement, made the rivers of blood that followed not only inevitable, but mandatory. For decades, every time that Israel was on the verge of finishing off the terrorists, there came a call for a ceasefire or a peace agreement. The call was heeded and the violence continued because all the peace agreements and ceasefires were just prolonged unfinished wars. They were a game of baseball that never ended because no home run was ever scored. Instead the New York Yankees were being forced to
play the Martyrs of Muslimtown for thirty years with the umpire stepping in every time the hometown team was on the verge of winning the game. Each peace agreement did not mean peace, it meant that the Muslimtown Martyrs would have another few years to go on killing and being killed. Peace meant that the war would never end. Instead of perpetual peace, it made for perpetual war. In 1992 Israel deported 400 Hamas terrorists. It didnt kill them, lock them up or bake them into a pie. All it did was kick them out of a country they didnt recognize and closed the door behind them. That deportation became the leading human rights cause of the day. The UN issued a unanimous resolution condemning the deportation. The Red Cross brought them blankets. Newsweek accused Israel of Deporting the Hope for Peace. And so Israel took the 400 Hamas terrorists, the hope for peace, back. Over the next 20 years they shed rivers of blood and rivers of blood were shed because of them. There was never any peace with them and they made peace impossible. But the humanitarians had gotten their way, as they always got their way, and their way was the blown up bus and the shattered cafeteria, the burning building and the suicide bomber making his way through a crowded mall, the childs mother lovingly tying on his martyr costume complete with Alfred Nobels great invention,
the jet plane releasing its cargo of bombs and the television screaming for war. But all these were far better than that 400 Hamas terrorists should sniffle into their Red Cross supplied cups of dark coffee on the hills of Lebanon. To those who croon to that old Lennon song, peace is always better than war, and good intentions lead to good results. The only way forward is to keep extending your hand to the enemy and doing it over and over again no matter how much effort the doctors have to put into stitching it back together again after the last handshake. Peace is still better than war. It is better that Israel and Hamas fight escalating mini-wars every 3 years than that Israel finish off Hamas once and for all. That price wasnt worth paying 20 years ago when all it meant was that 400 terrorists would have been forced to get jobs slinging Halal hash in Lebanese Hashish joints. It certainly isnt worth it today. A flock of peace doves wings to Israel with proposals for engaging Hamas. But its Israel that is supposed to figure out a way to live with its explosive bride. All the proposals call for some gradual process by which Hamas will be courted, engaged and weaned off terror to become an upstanding member of the international community. And thats all well and good if you have soy for brains. Hamas is not interested in being
engaged. Its goal is the destruction of Israel. This isnt posturing, its not sullen resentment over being blockaded by Israel or outrage over the latest round of fighting. This is the essential ideology of Hamas, derived from the core Islamic principles over the proper role of non-Muslims in the Muslim world. It is not interested in a twostate solution, job creation programs or any of the meaningless shiny toys that diplomats wave when they arrive in the region. Its goal is to make Islam supreme over all other systems by destroying a nonMuslim state in what it considers to be Muslim territory. Perpetual peace was not made for such conflicts. Peace was made for reasonable people who are willing to give and take. It was not made for those who only take. Peacemaking is not a policy, it is a religion that we are all obligated to believe in. It is an immoral moral principle that ends in war. Peacemaking in the World War II cost more lives than Hitler could have ever taken on his own. Peacemaking in the War on Terror has cost a hundred times more lives than the terrorists could have ever taken on their own. The business of peace is the industry of death. Behind the peace sign is a field of flowers with a grave for every one. Behind the peace agreement and the ceasefire is another war that WAR page 10

A Vision To Transform Political Speech The good news is that there are startups close to successfully building such a space. My goal is to offer a direction to anyone else

There are five basic components necessary for a political social network to effectively solve the constituent communication problem: User-generated opinions Single units of opinion User verification Surfacing and sorting Open, demographically indexed data User-generated opinions. Users must be able to write opinions in their own words, uncensored and unmoderated. Yes, it means dealing with a host of issues such as griefing, hate speech, and duplication. But a site must allow for the full and unrestricted expression of political opinion if it is to reach broad public acceptance. To users, speech must be free, and damn the consequences for developers. The site must allow users to quickly and easily express an opinion that is immediately accessible, so when others are presented with opinions that dont quite match their own, they can speak for themselves on an issue instead of being pressured to vote on something they are uncomfortable with. Single units of opinion. It may seem counterintuitive but single
units of opinion for users to endorse or oppose are far more persuasive than compounded opinions. You can follow him on Twitter here. Most of the talk around games tends to focus on climate. Its about finding the right customers, funding, platform, business model, partnerships, metric and discovery solutions, technology, route to market and so on. How we play the Game of Games, as it were. In this context, we often think of the product as something that needs to fit into a mold. We think of them as television executives think of shows: They need to fill certain slots, address certain markets, encourage specific behaviours, and so on. To borrow a TV term, we think of them in terms of format first and content second. By format I mean that the game has to conform to some conventions. Perhaps it needs to be free-to-play and support dual currencies because that works in many other games. Perhaps a session needs to be playable in two minutes because research has shown that many mobile games work better when they can be played in this way. Perhaps it needs to be filled with friendly
graphics because the target market of yummy mummies (has that phrase gone stateside yet?) is generally believed to find realism, violence, and gore turnoffs. There are two sides to this format argument. The nays say that these kinds of restriction prevent innovation and creativity. In part this might explain why indie game developers have mostly not engaged with new platforms like the iPad and Facebook, preferring the more awkward but liberal canvas of the PC. The yays, on the other hand, say that innovation and creativity are important, but at the end of the day games is a business. And metrics show that the market behaves in semipredictable patterns, so the job of game development is to match those patterns. Of course, the truth lies somewhere in the middle. If you reject format thinking entirely, you may make something fantastically creative (such as Proteus) but which may not be viable in the long term. On the other hand if format is entirely your master then youll become trapped in that commoditised space where your games look and act the same as everyone elses (such as the bulk of casual, social, and casino games). Then scale will be your master. Whats interesting is that those from both sides of the aisle will almost always say that the first rule of making games is to make sure that the game is fun. Without
a fun game theres no rule two. What neither side will do, however, is elaborate on that statement. This is because fun is traditionally thought to be difficult to define. It is a very general term that can mean enjoyment, excitement, delight, learning, amusement, adventure, the thrill of the new, the mastery of things or just simply laughter. It is also easily co-opted, such as when studios prove that the energy mechanic in their game is fun because it drives a lot of repeat visits (which is a bit like saying that because people watch television shows with breaks, this must mean they love commercials). Some game designers have attempted to square this circle by sub-dividing fun. Nicole Lazarro developed a popular model which separates fun into four keys(hard, soft, people and serious fun) as a way of explaining different ways to approach game design. Others (such as one by Hunicke, LeBlanc and Zubek) break fun down into eight or more types, such as fantasy, discovery, expression, etc. The problem with such systems is that they become justification tools. If fun is breakable into various sub-types, then it follows that you could mix-and-match those types with equal success. This is just not true. Games that do this often show large drops in
users, generate reviews where players will say the story was enjoyable, but the game wasnt fun, and so on. Successful game design always eventually comes back to realising that one of the kinds of fun is more important than the others. In Lazarros system it would be hard fun. In Hunicke, LeBlanc and Zubeks, it would be challenge. The others are joys which emerge when the fun factor is sound. So, fun is: the joy of winning while mastering fair game dynamics. And if we accept that the first rule is that a game must be fun, then its a hard limit. For many innovative game developers who want to push boundaries, this is very difficult to admit or accept. Nonetheless, its a universal law (a creative constant), which applies to all games. Whether you are in social, casino, gamification, casual, console or indie the gameplay is the gameplay, and its always driven by fun. It has been so ever since the first sports and Senet(the oldest known board game) were invented. But the good news is that understanding that fun is a constant frees us up from thinking that format is, too. In fact the rules of format change all the time. We are all very busy trying to understand what shape the games business will have in any given year, what devices people will play on, and where the money can be made. Many games
conferences are filled with talks and panels that are all about market opportunities, distribution and all those other climatological concerns. And yet none of that matters as much as it appears to. Format wisdom has a short shelf life and is often overinterpreted. The recent success of Supercell is one example. Right now that studio is in the same blessed space that Rovio occupied a couple of years ago, where analysts are whirring around them trying to decode the magic of their success. Many other studios are picking Clash of Clans apart as we speak and trying to figure out the magic of its business model or distribution. There will be some valuable insights derived from so doing, but in the main its just a fixed data point in a dynamic system. Clash of Clans is fun, and its release is well timed. Its success is not likely to be any more mystical to understand than that. J u s t b e c a u s e players wilfully engaged in a format one year does not mean that pattern will repeat for all time ( as Zynga has discovered to its cost). Just because it seems as though they will buy Christmas trees in games does not mean that every game needs them. As with interpreting the movements of the real-world climate, the pro-format types are over inclined to overinterpret the significance of runes GAMEPLAY page 16

strong as requiring drivers license or credit card information. To balance user acquisition with political strength, the ideal political social network will allow for multiple methods of identity verification across the confidence spectrum. Surfacing and sorting. Getting the right opinions in front of the right users at the right time for their votes is delicate but essential, not only in terms of user engagement but also for political relevance. If an opinion is only voted on by a particular subset of constituents such as, say, the followers of a particular radio host then that opinion wont reflect the full support or opposition of that constituency. Careful exposure is essential both to ensure opinion conveys a representative picture of overall public support, as well as to ensure that users have the opportunity to easily voice their opinions on the most politically valuable issues. Though partisans will always cry bias of all but their supporters, if the system is entirely algorithmic with no opportunity for organizational bias, it will gradually become accepted and treated as a neutral platform. Ease of use and speed of creating and voting on existing opinions are also important factors for surfacing and political relevance. When people can vote on 10 issues a minute in a leanback experience that has political value, theyll never stop.
Open, demographically indexed data. Finally, the potential of the opinion data must be unlocked by indexing it with users demographic and location data and making it publicly available. Then the general public, news organizations and all 10 (yes, 10!) political bodies that represent each citizen will be able to fully interpret the clear preferences of each constituency. Researchers and pollsters will also gain even greater insight by analyzing and modeling the data to compensate for the underrepresented constituencies. Internet users have become more conscious of the amount of personal information they release. While that trend will continue, users will gladly volunteer their information when they realize it will give them greater political power: By aligning themselves with a particular group, they can then speak more effectively on behalf of that group. However, that depth of personal information must be used carefully to allow users to enjoy their desired level of privacy and be confident that their information wont be misused. Successful political social networks must protect users identities while they speak at whichever hue of the anonymity-advocacy spectrum they so choose. Political Social Networks In The Wings There are a number of companies that competed against Our Ballot Box that are well on their way to
providing a truly effective way for constituents to communicate. They have great products that they can expand to execute this vision: Votizen was moving in this direction with its publicly endorsable, user created Letters. Lately they seem to have tacked away from constituent communication in favor of political candidate promotion through social pressure, though that could be a momentary change to take advantage of the elections. With the elections now over they may retool again to focus more on problems of governance. Change.org has a great petition platform that could increase its political relevance by adding the parts of this vision it lacks, noteably adding open demographics and allowing votes against petitions. If they combined the brute force of large absolute numbers with the tools necessary to show percent support and evidence that their public response is relatively representative of the constituency, they could have a much more politically powerful tool. POPVOX is doing a lot right, and while focusing on public opinion for H.R. 2526 Amendment 4 has a lot of value (particularly to Congressional staffers), its unlikely to have the popular reach and political strength of stating 70% of Americans believe National Forests shouldnt host private
logging roads. Their political strength could be tremendous if they had a simple opinion layer on top of their excellent legislative depth, so casual users can easily sound off at a high level while power users can drill down further. Votifi is an excellent opinion platform with a promising analytics focus. Plus their Simplifi, Quantifi, Amplifi nearly matches our Verify, Quantify, Amplify! If they were to successfully incorporate usergenerated questions and statements they could go a long way toward becoming a central voice of the people. Apart from current players in the space, this vision could be produced by a new small startup that grew organically to be recognized as the primary venue for political opinion. It would be easiest to build by a company that already has strong brand identity as a relatively trusted and politically impartial repository of personal profiles such as a Google, Facebook, AOL or Yahoo. Nonpartisan nonprofits (particularly Pew) may be the best home for such a product from the publics perspective, but even the most responsible use of the data will have business-model potential sufficient to motivate a larger company to compete eventually if not soon (or already, quietly). Clay Shirky: one of the most momentous things to happen to a culture is that it acquires a new form of arguing. The Internet has already given us a new form of individual argumentation, but it now has the potential for the next, much greater form: collective argumentation. As a society and country, when we can definitively say this is who we are, and this is what we think, we will fundamentally reshape the political process by speaking for ourselves in an undeniable voice that is impossible to ignore. When we put the lie to claims from talking heads that they speak for us, we will have more focused and productive public debate. But the greatest change will come in how politicians operate. The one thing more important than money to a politician is votes, and when politicians know their constituents hold a clear, undeniable position on an issue, they almost always listen. LG: LTE in the Nexus 4 is an evolutionary leftover

The LTE modem discovered in the Nexus 4 is an evolutionary leftover akin to an appendix or tailbone, LG has explained, dashing any hopes of a firmware update unlocking future 4G capabilities. Interest was raised when teardowns of the latest Nexus smartphone revealed it had an LTE-capable modem, despite being billed as 3G only; as LG told TechRadar, however, thats just the vestigial remnants of the more advanced and more expensive device the Nexus 4 was based upon. In order to provide the best possible specification for Nexus 4, LG utilised the same powerful Qualcomm Snapdragon chipset as can be found in its 4G LTE product, namely LG Optimus G, a spokesperson said of the modems presence. This powerful chipset is only available with a combined processor and modem and cannot be implemented separately. Even with the modem in place, thats not enough to ensure 4G support even if the drivers from the Optimus G were ported to the Android 4.2 handset. The Nexus 4 is missing vital hardware to actually take advantage of that modem.
The modem contains 4G LTE capabilities but is only effective when combined with other essential hardware parts such as a signal amplifier and filter in order for it to work the LG spokesperson explained. It therefore cannot be upgraded to 4G LTE capability through software. LGs comments are at odds with discoveries made by Android modders earlier in the month, however, who discovered that Canadian LTE support could apparently be enabled with a
relatively straightforward hack. The decision to leave out official 4G support in the Nexus 4 met with disappointment from many, though Google has its reasons for the omission. In addition to making the phone cheaper important, since Google is placing an emphasis on unlocked, SIMfree sales it also bypasses the carrier collaboration required to test and certify LTE devices on the newer breed of 4G networks. It also avoids the headaches of supporting the various LTE bands in operation around the world; so
far, theres no one single LTE modem that can play nicely with all of the 4G networks currently deployed. As Apple has discovered with its multiple versions of the iPhone 5, currently the only feasible option for a manufacturer is to offer several variants of a device, each catering to a handful of the 4G frequencies in use. Given the last-gen Galaxy Nexus was offered in 4G form on Verizon, however, theres still the expectation so far unconfirmed by Google itself that an LTE
Nexus 4 will be offered at some point in the smartphones life cycle. So far, though, despite the frustration of the 4G-addicted, out -of-control demand for the Nexus 4 means that even with only 3G onboard, the handset has been a sales success for Google. The last few weeks have seen the market increasingly price in the probability of a Greek debt buyback. Following this week's 'failed' Eurogroup meeting that chance has risen even more as leaked details suggest a debtbuyback is becoming the cornerpiece of the 'new' deal. The leaking of details (and anticipation by the market) has driven GGB prices up and reduced much of the benefit of the buyback 'boondoggle' and as Barclays notes, " even if the debt buyback enables the IMF and EU leaders to come to an agreement, leading to a Greek resolution in the near term, in the medium-tolong-term Greek debt is not sustainable on realistic macroeconomic assumptions without notable outright haircuts on official EU loans to Greece. Therefore, a successful debt buyback might resolve the Greek debt sustainability issue on paper in the troika report but it will most likely not resolve it in investors minds." recently? There have been months of discussion between Greece and the troika (the European Commission, IMF and ECB), aimed at adjusting the current Greek programme such that the next 44bn disbursement could occur. Furthermore, all of the troikas additional reform requests have been approved by the Greek parliament. As such, the focus is no longer on the relationship between Greece and the troika, but rather, it has shifted to disputes within the troika, between the IMF and European leaders, on how to fill the financing and more importantly the debt sustainability (DSA) gap. A debt buyback is now expected to form an important part of the latter. 2. What progress is being made on the dispute between the IMF and European leaders? The primary disagreement between the IMF and European leaders is on how to fill the DSA gap. Under the new 2y extended Greek programme, the IMF still wanted to see Greek debt reduced to 120%, with additional adjustments from 144% of GDP in 2020 without any adjustments. In the absence of outright haircuts on EU loans to Greece, this is a GREEK page 19

very difficult task to achieve. However, European leaders, particularly in Germany, insist that politically and legally, outright haircuts are impossible to accept at this stage. After this weeks troika meetings, it seems that the dispute between the IMF and EU leaders has eased somewhat. Reuters reported on Friday morning that the IMF has increased its debt-to-GDP target for Greece to 124% by 2020. Moreover, recent comments from Schaeuble and Weidmann have not ruled out future compromise in the form of haircuts on EU loans, depending on the progress of the Greek government reform implementation. In the meantime, EU leaders are aiming to hit the new IMF DSA target level by 2020 with a mix of measures, such as the ECB giving up profits on its SMP and investment portfolio holdings, reduced interest on EU bilateral loans to Greece and a debt buyback programme. We summarise in Figure 1 our best estimates of how the troika is expecting to fill the financing and DSA gaps under the new Greek programme. Note that some DSA gap still remains to be filled, according to our estimates. 3. What size of buyback programme is under consideration? This weeks Eurogroup meeting on Greece implied that Europe is willing to contribute a further 10bn from the EFSF to the extended Greek programme. And the cash needed for the buyback is planned to be the same amount.
This suggests to us that this new EFSF money will most likely be used for the buyback execution. While these new funds should constitute the bulk of the buyback cash needed, some of the ECB profits can also be used to contribute too. The outstanding size of the post PSI bonds is 63bn. An average purchase price of 25, 35 and 50 cents on the euro implies 40bn, 29bn and 20bn of nominal purchases with 15pp, 9pp, and 5pp of GDP debt reduction, respectively. 4. What form will the buyback take, and is it feasible to accept a 10pp of GDP debt reduction from it? So far, there has been no official information on the debt buyback. It could be a fixed price offer or a competitive reverse auction. The fixed price offer should give all investors the same price on a voluntary basis. In order to achieve a reasonable level of debt relief, we think this price should be no more than 35cents on the euro. Currently, we estimate around 20bn of the 63bn outstanding post PSI Greek bonds are held by the Greek banks and other domestics. These domestic investors, particularly the banks, will most likely have an agreement with the government and fully participate. The rest of the Greek bondholders are probably international investors such as banks, hedge funds, real money managers, insurance and pension funds. The current Greek strip average price is 28. While some hedge funds might still not
find a 35cent fixed price deal attractive, as long as domestic investors fully participate, it is quite possible that nominal purchases ultimately come close to 30bn. Alternatively, the Greek Treasury might hold a reverse competitive auction, in which domestic investors and banks are indirectly encouraged to accept a 30cent price whilst international investors would sell their holdings of up to 10bn at prices up to 45cents on the euro, which can still achieve an average purchase price of 35cents on the whole auction. However, we think this competitive reverse auction might lead to political issues later on, as there could be questions asked over fair treatment, in the sense that domestic private investors would have to compromise to the benefit of other investor groups, As such, we believe the probability of a competitive reverse auction is very low, making the former fixed price option much more likely. 5. Can the collective action clauses (CACs) be used as part of the buyback? With the aim of achieving the highest possible debt relief for Greece, it seems that politicians have also discussed using CACs as part of the buyback offer to force a low price deal on all private investors. Given the PSI involving private investors early in the year, we believe a second coercive debt buyback could have a very negative impact on
sentiment. Indeed, this option seems to have quickly lost favour with officials. As such, we see the probability of coercive debt buyback via usage of CACs as very low. In any case, a credible threat from using CACs will be much lower now as the PSI bonds are under international law, whilst pre-PSI bonds were under domestic Greek law. 6. What are the benefits of the debt buyback? Optically, the debt buyback provides debt relief, in the order of 10pp of GDP if an average purchase price of 30cents on the euro can be achieved. It will also provide very limited financing relief of 2.4bn over the new programme period (until end of 2016) via the interest payment cancellation on the potential 30bn nominal debt bought (the coupon on this debt is 2% flat across the Greek strip). Most importantly, if executed successfully it will most likely help to form some common ground between EU leaders and the IMF to move on with the Greek issue in the near term. 7. What are the disadvantages? Previous debt buybacks show that secondary market prices rally significantly up to the actual debt buyback offer. As a result, by the time the buyback occurs, debt relief due to price action is much lower than originally expected. As such, we think a large part of the rally in Greek bonds that has occurred since the end of the summer is due to debt buyback anticipation-related buying, which
resulted in average Greek strip price appreciation of 75% since mid August. The average market value of 63bn of Greek debt was 10.2bn in mid August; however, at 35cents on the euro, the post debt buyback market value of 30bn of nominal debt will still be around 10.5bn. Therefore, this typical price appreciation in anticipation of the debt buybacks in most cases makes debt buybacks a creditor-subsidising experience. Secondly, even if an average 35cent purchase price is achieved in the debt buyback operation, as we mentioned above, up to 20bn of the participation has to come from domestic banks, which would mean up to 15bn recapitalisation needs for the Greek banking system, which has to come from EU loans. Unless officials have a way to handle additional recapitalisation needs of the Greek banking system as a result of the buyback, the optical debt relief might even be cut further. Third, as highlighted in The Buyback Boondoggle by Bulow and Rogoff, when a corporate spends resources on a buyback operation, it typically uses assets that otherwise could be seized in the event of default, which makes the deal more attractive to the borrower. However,10bn of money that will be used by Greece for the buyback could otherwise be used for investment and other growth-generating GREEK page 24

A curious thing happened in the complete collapse of the EU budget negotiations. Actually several curious things happened. UK Prime minister David Cameron was not the scapegoat. Supposedly multi-national bickering was a good thing (when heading into the summit it wasn't) German Chancellor Angela Merkel offered ridiculous platitudes as to what the breakdown means Pin the Tail on the Scapegoat Please consider Blame flies over budget bazaar. It took Europes leaders two days to discover they could not agree on a 1tn budget but less than half an hour before the blame game started over who was responsible for the latest grinding episode of euro-stasis. David Cameron accused Jos Manuel Barroso, European Commission president, for insulting the European taxpayer by failing to offer a single euro of cuts to the proposed 63bn budget for running the EU bureaucracy.
Some diplomats blamed Angela Merkel, German chancellor, and Franois Hollande, French president, for failing to patch up their strained relations to provide a lead in seeking a solution. Others said Herman Van Rompuy, the EU president and chief negotiator, showed a lack of urgency and imagination in the way he conducted the talks. But perhaps the most surprising element in the post-mortem was how little blame was attached to David Cameron, Britains prime minister, whose promise to defend his countrys rebate and call for steep cuts had caused alarm in Brussels. Europes leaders seemed determined to present Mr Cameron as a constructive partner in the negotiations rather than the isolated, veto-wielding eurosceptic portrayed by many European newspapers this week. After his isolation at a summit in Brussels last year over a new fiscal pact, Mr Cameron wants to get back into the fold as he tries to win friends for future fights on issues such as a proposed banking union and a possible renegotiation of Britains EU relationship. But his decision to hold out for a
better budget deal will be welcomed by Tory MPs at Westminster, as will his hardhitting attack on Mr Barroso, whom he accused of living in a parallel universe in refusing to countenance cuts to the EU civil service. Merkel's Platitudes The Financial Times discusses Merkel the Conciliator. Ms Merkel came to the summit in Brussels insisting that it would not be the end of the world if there were no agreement. She left on the same note, perfectly relaxed, insisting that everyone had made substantial progress. They had got a good basis for a final agreement early next year, and no one had been isolated, she said. There was a sense of palpable relief in the German delegation that David Cameron, UK prime minister, had not been tempted to wield his veto. It is not a question of a single country, she said after the meeting was halted. We agreed that only if we decide unanimously can we agree on a reliable financial basis. The worst possible outcome, she declared, would have been to
struggle to reach a deal on the seven-year financial framework, and to fail. The alternative of running the EU on annual budgets based on the existing allocation of spending would very much weaken the growth prospects in Europe. It would particularly hurt the prospects of the new member states in central and eastern Europe, who under the seven-year plan will get a greater share of spending. What a Crock Merkel is allegedly breathing a sigh of relief because more than one country objected to Barroso's budget? Supposedly we are to believe that 24 agreements out of 28 possible is better than 27 agreements out of 28. Please be serious. I am also laughing at Merkel's platitudes " The worst possible outcome, she declared, would have been to struggle to reach a deal on the seven-year financial framework, and to fail." Apparently it is better to throw in the towel and quit rather than try, because that is exactly what she said. Losing by Winning Cameron raised the EU's bluff
and Merkel promptly folded. The problem is the UK would be far better off by having a straight up or down vote on the EU by British citizens (which I am sure would be rejected), and sadly that outcome was avoided. Instead, Cameron has decided to wimp along instead of doing what needs to be done: having a national referendum on UK membership in the EU. Jerry O'Neil, six-term GOP state representative in Montana, has asked to receive his salary(which at $10.33 per hour is around $1800 per month) in gold or silver. The long-standing legislator was driven to this decision by his constituents' concerns about the nation's massive debt-load and fears of our country's collapse as"only so many dollars can be printed before they have no value." The long-time Ron Paul supporter, according to Time, cited Article 1, Section 10 of the US Constitution, which says, in part, that"No State shall... make any Thing but gold and silver Coin a Tender in Payment of Debts." State administrators have denied his request and added that "a bill could be introduced to accomplish this result." According to USA Today, ONeil is a longtime supporter of Ron Paul, the former Texas congressman and perennial presidential candidate who advocates a return to the gold standard. However, it was ONeils constituents who led him to consider requesting his salary in coins. ONeil has never before raised the subject of how he should be paid during his six terms as state representative for Montanas Flathead Valley. My constituents, when I went door to door, one of the things they were interested in was the $17 trillion national debt, he explained to the Huffington Post. Some of my constituents said we would not
have this problem if we had currency backed by gold. Montana legislative attorney Jaret Coles responded to ONeils letter last week, informing him that neither the U.S. Constitution nor Montana state law requires an agency to pay its debts with gold and silver, according to the Flathead Beacon. Coles explained in his letter that if a member of the legislature wishes to be paid in gold or silver a bill could be introduced to accomplish this result, reports Politico. The primary Fiscal Cliff challenge is this: Democrats insist on raising taxes on the rich. Republicans, who are terrified of Grover Norquist and primary challenges (and who generally hate tax hikes) refuse to do vote for tax hikes. So the question is: How can you raise taxes and not actually vote for a tax hike? One possibility is to just wait, and let taxes automatically rise for everyone, but then this would represent fully hitting the Fiscal Cliff, and the middle class gets dinged. Jonathan Weisman at The New York Times reports on one plan that's being considered: It would prevent the rich (defined, perhaps, as people making over $250,000) from taking advantage of the lower marginal tax rates on the lower parts of their income. Weisman explains: Under the existing tax code, the first $17,400 of adjusted gross income for a couple filing jointly is taxed at 10 percent. Above that level, up to $70,700, income is taxed at 15 percent. Income between $70,701 and $142,700 is
taxed at 25 percent. Gross incomes up to $217,450 are taxed at 28 percent. The next bracket, 33 percent, ends at $388,350 for couples. The top bracket hits adjusted gross incomes only above $388,350. All taxpayers get the advantage of the lower tax rates below the top threshold, whether they earn $40,000 or $40 million. If Republicans insist that the top 35 percent rate cannot change while Congress tries to rewrite the tax code, negotiators could decide
to technically keep all the Bushera tax rates in place, but eliminate the lower tax rates for rich households. On Twitter, Bloomberg View's Josh Barro(an expert on taxation) and Nate Silver explained one huge problem with this idea. If the elimination of the lower tax rates kicked in at, say, $250K, then someone who makes $250K would have lower take home pay than someone who makes $249K (and gets to keep all the lower marginal rates). It would also
mean a higher tax on the 250,000th dollar of earnings, than the 1 millionth. The beauty of the current tax system is that nobody ever gets less take home pay by making more money. So if the tax code switches to just what's described above, then it's a horrible idea. A solution to this is a "phase-in" schedule, so that someone making $250,000 doesn't automatically lose all of the lower rates... just some of them. But even still you have a problem, as Josh explains, where a taxpayer's highest marginal rate, in that certain phase -in band, jumps above the official marginal rate. In short, anyone who makes just over the cap considered "rich" could get uniquely hosed. The bottom line seems to be that finding a way to "raise taxes" while not raising taxes is worse than just agreeing on a new tax system that may have some tax hikes. Scripting News: Jeremy Lin and the small picture.

We laughed and said no, we're natives. :-) But the Knicks obviously were focused on Lin last night, at least at the beginning, and unfortunately for New York, Houston had three other players ready to go -- James Harding, Chandler Parsons and Omer Asik. All of them very young, and they kept their cool, while the veterans on the Knicks melted down. I expected it from Carmelo Anthony, but was surprised to see Tyson Chandler lose his cool (and they should have taken him out of the game after he elbowed Rocket Omer Asik in the throat, in anger). And there were some dazzling Linsane plays to remind us how good this young man is. The Houston team is made largely of reallly good young players who were on the benches of their former teams. They are the youngest team in the NBA. It's wonderful to see them playing with such enthusiasm, excellence and composure. In every way they remind one of the Knicks in the brief period of Linsanity. This is the team the Knicks could have had, now they're playing in Houston. I would swap the roster of the Rockets for the Knicks team any day.
Of course I watched the Houston Rockets play the New York Knicks last night, and I felt the way I felt on Election Day, that if the result wasn't what I hoped it would be that I wouldn't be able to face life. Luckily, both events had favorable outcomes. Both Obama and the Rockets won, decisively. The Knicks protested that it was just another game and that they weren't even thinking of Jeremy Lin, the miracle that landed by accident in New York last year, the perfect player for the next decade of basketball. Esp in NYC where the Chinese-American community is rapidly growing. And in China, which loves basketball, they must be wondering why they moved Lin from New York to Houston. I believe we could have found an extra $50 million in an economy that has apartments that sell for $100 million (they are nice apartments). I grew up in Flushing, which then was a mostly Catholic, Irish and Italian neighborhood. Now it's largely Chinese. I went out to eat with my mom at a restaurant on Main Street a couple of years ago, and they asked if we were

It's the same kind of thinking that leads you to believe that politics is about the bosses listening to the people to figure out what to say to get their votes. And reluctant to open it up to app developers. I think we all missed out on something, because movies at least to some of us are such an important form of personal expression. These days there's hardly any time for catching up on old movies. My life is filled with all kinds of entertainment, I never have a chance to see it all. Netflix played a big role in the early days by giving us access to a huge base of old movies that are worth seeing. Now it's time for something new. Maybe someone else will try to fill the gap that Netflix never wanted to fill.

For the last hundred years the best and brightest of the civilized world have been engaged in the business of peace. In the days before the Nobel Peace Prize became a joke, it was expected that scientific progress would lead to moral progress. Nations would accept international laws and everyone would get together to replace wars with international conferences. Instead technological progress just gave us better ways to kill each other. There have been few innovations in the moral technology of global harmony since Immanuel Kants Perpetual Peace laid out a plan to grant world citizenship to all refugees and outlaw all armies, invasions and atrocities with the whole shebang would be overseen by a League of Nations. That was in 1795 and Kants plan was at least more reasonable than anything we have two-hundred years later today because it at least set out to limit membership in this body to free republics. If we had done that with the United Nations, it could conceivably have become something resembling a humane organization. Instead its a place where the dictators of the world stop by to give speeches about human rights for a show thats funnier than anything you could

And yet for all this monumental effort, for all the soldiers dead because they werent sure if the man planting an IED in the road was a terrorist or just a decent upstanding poppy farmer checking the soil composition, for all the Afghan civilians killed by the moral technology of inaction, your unfriendly neighborhood peace-shouter is about as satisfied as a cannibal at a vegan banquet. Give him, her or it five valuable minutes of your time and it will begin shrieking about drone strikes, kill lists and the murderous rampage of a

Mass killing justifies its smug contempt for the machinery of war, but anything that smacks of an attempt to moralize warfare challenges its principles and urges it on to greater displays of outrage. Israel, in the name of peace, turned over the lives of millions of people to the control of a terrorist organization which taught their children to believe that their highest purpose in life was to die while killing Israelis. The Oslo Accords turned stonethrowers into shooters and suicide bombers. It allowed the kind of people that most of Israels Muslim neighbors had locked up and thrown away the key to, inside the country and gave them charge of the economy and the youth. Every peace dove, every peace song, every peace agreement, made the rivers of blood that followed not only inevitable, but mandatory. For decades, every time that Israel was on the verge of finishing off the terrorists, there came a call for a ceasefire or a peace agreement. The call was heeded and the violence continued because all the peace agreements and ceasefires were just prolonged unfinished wars. They were a game of baseball that never ended because no home run was ever scored. Instead the New York Yankees were being forced to
play the Martyrs of Muslimtown for thirty years with the umpire stepping in every time the hometown team was on the verge of winning the game. Each peace agreement did not mean peace, it meant that the Muslimtown Martyrs would have another few years to go on killing and being killed. Peace meant that the war would never end. Instead of perpetual peace, it made for perpetual war. In 1992 Israel deported 400 Hamas terrorists. It didnt kill them, lock them up or bake them into a pie. All it did was kick them out of a country they didnt recognize and closed the door behind them. That deportation became the leading human rights cause of the day. The UN issued a unanimous resolution condemning the deportation. The Red Cross brought them blankets. Newsweek accused Israel of Deporting the Hope for Peace. And so Israel took the 400 Hamas terrorists, the hope for peace, back. Over the next 20 years they shed rivers of blood and rivers of blood were shed because of them. There was never any peace with them and they made peace impossible. But the humanitarians had gotten their way, as they always got their way, and their way was the blown up bus and the shattered cafeteria, the burning building and the suicide bomber making his way through a crowded mall, the childs mother lovingly tying on his martyr costume complete with Alfred Nobels great invention,
the jet plane releasing its cargo of bombs and the television screaming for war. But all these were far better than that 400 Hamas terrorists should sniffle into their Red Cross supplied cups of dark coffee on the hills of Lebanon. To those who croon to that old Lennon song, peace is always better than war, and good intentions lead to good results. The only way forward is to keep extending your hand to the enemy and doing it over and over again no matter how much effort the doctors have to put into stitching it back together again after the last handshake. Peace is still better than war. It is better that Israel and Hamas fight escalating mini-wars every 3 years than that Israel finish off Hamas once and for all. That price wasnt worth paying 20 years ago when all it meant was that 400 terrorists would have been forced to get jobs slinging Halal hash in Lebanese Hashish joints. It certainly isnt worth it today. A flock of peace doves wings to Israel with proposals for engaging Hamas. But its Israel that is supposed to figure out a way to live with its explosive bride. All the proposals call for some gradual process by which Hamas will be courted, engaged and weaned off terror to become an upstanding member of the international community. And thats all well and good if you have soy for brains. Hamas is not interested in being
engaged. Its goal is the destruction of Israel. This isnt posturing, its not sullen resentment over being blockaded by Israel or outrage over the latest round of fighting. This is the essential ideology of Hamas, derived from the core Islamic principles over the proper role of non-Muslims in the Muslim world. It is not interested in a twostate solution, job creation programs or any of the meaningless shiny toys that diplomats wave when they arrive in the region. Its goal is to make Islam supreme over all other systems by destroying a nonMuslim state in what it considers to be Muslim territory. Perpetual peace was not made for such conflicts. Peace was made for reasonable people who are willing to give and take. It was not made for those who only take. Peacemaking is not a policy, it is a religion that we are all obligated to believe in. It is an immoral moral principle that ends in war. Peacemaking in the World War II cost more lives than Hitler could have ever taken on his own. Peacemaking in the War on Terror has cost a hundred times more lives than the terrorists could have ever taken on their own. The business of peace is the industry of death. Andrew Sullivan complained yesterday that I had engaged in a McCarthyite attack on Ron Paul by writing the following: A politician isnt answerable for the antics of every one of his supporters. But theres surely a reason, isnt there, that racists, anti-Semites, 9/11 Truthers, and Holocaust deniers are so strongly attracted to the Paul campaign. They hear something. They continue to hear it too, no matter how firmly Ron Pauls more mainstream supporters clamp their hands over their own ears. Andrews riposte: Notice how pure the smear is, enabled and not diminished by the first sentence. Notice the key concept of Beltway ideological policemen: there is a mainstream and a non-mainstream. Dabble with the latter at your peril. Since David has perished by the cult of the mainstream, its odd he should deploy it against others. But to throw in Holocaust denial and 9/11 Truthers for good measure! Really. And notice how particularly cheap and easy it is to use such tactics against a libertarian. The traditional left is often based on collective associations, building a movement out of oppressed groups and their grievances, whether it be class or race or even
sexual orientation. Libertarianism is the opposite. Its about dis associating. When you listen to Paul saying he will not turn anyone away from supporting his platform regardless of their motives or beliefs, you are hearing a reflection of his libertarianism, not his bigotry. He will accept support from any quarter and compared with the corporate money flowing into the other candidates coffers, he is about as independent as a presidential candidate can be. Because he is a radical individualist, he doesnt even understand why he should somehow explain the belief of others, or justify their support. You should ask them, not him. This kind of gotcha-association game is particularly easy because libertarians favor liberty above all, and that will necessarily mean liberty for bigots as well as others. A principled belief in states rights will doubtless lead to more racist and homophobic policies in many states but also, of course, more enlightened and successful inclusive states like Oregon or New York or Massachusetts or California. A rejection of statism might lead to more discrimination in the private sector. But it doesnt mandate it. And it need not encourage it. A noninterventionist foreign policy will allow evil to triumph elsewhere in
the world, because it believes its none of our business or too riddled with unintended consequences to try extirpating. That may be right or wrong, but it is not an approval of the evil of Assad or Ahmedinejad or the North Korean junta. And again, it is actually much deeper an American tradition than permanent warfare. But if you can trot out David Duke or Ayatollah Khamenei as potential Paul supporters, you have a very easy, cheap and essentially McCarthyite target. It saddens me that this kind of tactic works. I still believe that the newsletters, because they were in Pauls name, require a clearer explanation from Paul than the muddled ones he has given. He should not be left off the hook. And his proposals deserve a thorough vetting and discussion. But there is something awry when a candidate is assessed not on his arguments and proposals but on the shadiness and ugliness of some of his fringe supporters. Ron Pauls supporters ask that their candidate not be judged by his associates. Or by the people he chose to employ. Or by the newsletters he published. Or by the book he wrote. Or by the way he earned the largest part of his living when out of office in the 1990s. Or by his purchase of the mailing list of the Holocaust-
denying Liberty Lobby. Or by the radio shows he chooses to appear on. Or by his strategic decision to reach out to racist voters. Or by the conspiracy theories to which he lends credence, from government creation of AIDS to Israeli culpability for the 1993 bombing to a putative 9/11 coverup. And here I thought that libertarianism was a doctrine of personal responsibility? May Ron Paul at least be judged by the words he has spoken with his own mouth within the current campaign? The supporters say no again. When Ron Paul tells an interviewer that the Civil Rights Act of 1964 made race relations worse, were not supposed to consider what he might mean by better. When Ron Paul warns that a border fence would be used to prevent fleeing American citizens from exiting the country, were not supposed to conclude that hes a paranoid crank. Andrew deploys what might be called the ontological defense of Ron Paul, as follows: 1) Ron Paul is a libertarian. 2) Libertarians espouse individualism. 3) Racism is a form of antiindividualism. 4) Therefore Ron Paul cannot be a racist. That is a demonstration of what
might be called the deductive method of reasoning. But theres another way to study reality: induction. Like this: 1) Ron Paul has again and again exploited bigotry, paranoia, and hate as fundraising devices. 2) Ron Paul is a libertarian. 3) So yes, I guess it is possible for a libertarian to do that. Heres my question for Ron Paul supporters: why the denial of the undeniable? Perhaps you like Pauls message of legalized marijuana? Why not just say so? You dont think its important to stop Iran from gaining nuclear weapons? Argue it forthrightly. If you regard Social Security and Medicare as literally the moral equivalents of slavery, go ahead, make your case. But all this excuse-making, special pleading and jiggering of the rules of evidence so as to exculpate Ron Paul from the record of his whole political life? For what? Making youthful offenders do work to benefit those who they harmed (in minor cases) in full public view might turn somebodys life around. But this was a ten year sentence in the Crowbar Motel for manslaughter being put on hold and replaced with one hour per week in the pews. Im just not sure if this works. What do you think?
