26 November 2012 DEAR FELLOW ISKOLAR NG BAYAN: Warm greetings of solidarity!

Months before the 2013 Midterm Election, as Iskolar ng Bayan, we must ensure that we will lead our fellow youth to proactively participate in an occasion where we can practice our right to vote and select the fittest and most credible leaders of our country. The election is a perfect time to manifest our demands to aspiring public servants. It is the time when we should scrutinize their motives if they are genuinely true to their goals or they are just merely an addition to the traditional politicians that only serve to particular groups. In this light, the University Student Council of UP Diliman (USC UP Diliman), through the leadership of the Education and Research Committee, and the University of the Philippines System Administration, through the UP Padayon: Eleksyon 2013, with the NCPAG Student Government, the UP Los Baos College of Development Communication Student Council, the UP Freshman Council, the UP Haring Ibon, the Alliance of Concerned Dormitories, the UP Debate Society, and the Philippine Collegian, together with the support of the Commision on Elections (COMELEC), will spearhead ANG PAGSUSURI: Pagkilatis sa susunod na mga Lingkod-Bayan. It is a series of convocations of invited Senatorial candidates for the 2013 Midterm Election. It shall serve as an avenue where Senatorial candidates will be given a chance to prove that they are worthy of the youths vote. Likewise, it shall also serve as an opportunity for students to scrutinize the candidates based on particular standards. This program is the initial project of TATAK BOTANTEs voter education thrust. ANG PAGSUSURI will be conducted through 4 convocations at the University of the Philippines Diliman [Specific venue TBA.]. Each convocation will feature 8 Senatorial candidates. Likewise, it shall also serve as an opportunity for students to scrutinize the candidates based on particular standards. This series of convocations will be the initial project of TATAK BOTANTEs voter education thrust. It will be held in selected campuses of the University of the Philippines within the months of December 2012 to January 2013. *For specific details of the project, refer to Mechanics and Format of the project. OBJECTIVES ANG PAGSUSURI aims to: Provide an avenue for students to scrutinize aspiring public officials; Establish an opportunity for candidates to prove that they are worthy of the youths vote; and Create a social-contract where candidates will be mandated to the youth by addressing general demands.

MECHANICS OF THE PROJECT 1. All Senatorial candidates will be invited to be part of ANG PAGSUSURI. 2. During the pre-invitation period, each candidate will be grouped by the organizers where he/she will be scheduled. It will be ensured that each convocation will feature a well-represented batch of candidates (e.g. 2 candidates from UNA; 2 from LP; 2 independent candidates). 3. The organizers will only accommodate the first 32 Senatorial candidates who will confirm their attendance in all of the scheduled convocations. 4. Each convocation will feature at most 8 Senatorial candidates only. 5. Each convocation will highlight a pertinent social issue that is directly connected with the youth. It will be the primary focus in the discussion of each candidates stand. Moreover, other issues will still discussed in the Open Forum. 6. Each candidate will be given a detailed briefing regarding possible issues to be tackled during the convocation. ANG PAGSUSURI FORMAT and MECHANICS Segment 1 PAGPAPAKILALA [Time allocated: 30 minutes] 1. Each candidate will be allowed to introduce himself/herself. 2. Introduction must not exceed 3 minutes. Segment 2 HARAPAN [Time allocated: 1 hour and 30 minutes] 1. GROUPING. Before the convocation, all candidates will be grouped through draw lots. Outcome will serve as role of candidates (speaker/reactor) for the 1st and 2nd rounds. For the 3rd and 4th rounds, another draw lots will be made to determine new roles. 2. ROUNDS. 4 rounds of discussion/debates will take place. Each round with only run for 22 minutes. 3. Each round will feature all 8 candidates that will focus on a concise discussion regarding a specific topic (all in all, 4 students issues) that will be randomly picked by the moderator. 4. Moderator will read a question twice pertaining to a particular issue. (2 minutes maximum) 5. COLOR CODING. Each speaker will be assigned a colour: RED, BLUE, or YELLOW. [See # 9] 6. Each SPEAKER. Maximum of 2 minutes only to explain his/her

position. (8 minutes for 4 speakers) 7. After the speeches of speakers, moderator will segue to satellite host. 8. Satellite host will ask the crowd to raise their coloured banner to signify their satisfaction with the stand of which speaker. (Maximum 2 minutes) 9. REBUTTAL. After the seeking the pulse of the audience, the other 3 candidates (reactors) will be allowed to respond/rebut the position of any of the 3 speakers. This will be made on an alternate scheme; the next round will allow the reactors to be the speakers. 10. Each REACTOR. Maximum of 2 minutes only to respond/rebut. (8 minutes for 4 reactors) 11. FIRE-AWAY. The remaining minutes will be allocated for a free-for-all discussion. This portion can be used for clarifications or points of manifestation from the speakers or reactors. (Ideally 4 minutes) Segment 3 TANONG NG BAYAN [Time allocated: 40 minutes] Considered as one of the most important segments of the forum, this part shall serve as an opportunity for students present in the venue and even through online to scrutinize the candidates. Students are highly encouraged to ask questions pertaining to issues concerning the students, the university, and the society as a whole. 15 minutes for questions from audience in the venue. 15 minutes for questions from audience of different UP campuses through live streaming. 10 minutes for questions from social media (Facebook and Twitter). PANATA PARA SA KABATAANG PILIPINO [Time allocated: 10 minutes] Before the convocation, the organizers will be presenting the YOUTH DEMANDS to the candidates. It will be explained that these demands are traits and values that each ideal senator should possess. Candidates will be asked to sign the 1st part of the demands (in front of the audience) to symbolize that they will commit to be principled public servants. Organizers will also ask each candidate to fill-out a checklist and indicate whether or not they agree on each line of the 2nd part of the oath (issue-based). Results will be revealed as they state their final message. During the program proper, each candidate will sign on the tarpaulin where the oath is imprinted. This will signify their firm commitment to address specified demands, whether or not they are elected in office. After reading and signing the oath, all candidates will be asked to raise their right hand and read the Panata para sa Kabataang Pilipino in front of the audience. HULING MENSAHE [Time allocated: 12 minutes] Each candidate will be given an opportunity to give their parting message. Each candidate can only speak up to 2 minutes only.

Isusulong ang DEMOKRATIKO at KOLEKTIBONG PAMAMAHALA; 5. Paiigtingin ang MABUTING PAMAMAHALA sa pagiging BUKAS at may PANANAGUTAN sa lahat ng aking desisyon at gawain; 6. DUTIES Shall oversee the preparations of Ang Pagususri. Shall preside over planning and meetings of the team. Shall take the lead in collaborating with relevant institutions for the effectiveness of the project. Shall represent the team in any situation needed. Shall serve as secretary of the Ang Pagsusuri Team. Shall be in-charge in inviting all candidates of the 2013 Midterm Elections. Shall be in-charge in inviting various groups as audience of the event. Shall serve as the documenting arm of the project. Shall massively promote the event. Shall provide promotional strategies that will encourage the youth to participate in this event and at the same time vote in the election. Shall provide all pertinent materials that will be needed by the team during the preparations, convocation proper, press conferences, and evaluation period. Shall ensure the reservation of venue/s.
