The Australia Council for the Arts is the Australian Governments arts funding and advisory body. Each year, we deliver more than $160 million in funding for arts organisations and individual artists across the country.
This guide provides you with an overview of our 2013 funding programs and the funding application process. Once you have decided which grant you intend to apply for, you need to visit our website at australiacouncil.gov.au/grants for further grant-specific information such as application and eligibility requirements, and selection criteria. If you do not have internet access, or if you have questions after reviewing the content on the website, please call us. See page 82 for our contact details.

Languages other than English We accept applications in any language. To speak to us in your first language, call the Translating and Interpreting Service on 131 450 and ask to be connected to the Australia Council. Indigenous languages We acknowledge and support the use of Australias Indigenous languages. To discuss your project or submit an application in your first language, we recommend you contact an Indigenous language centre. The programs outlined in the 2013 funding guide reflect the Australia Councils commitment to investing in excellence across all artforms and throughout artists careers.
Our programs cover a wide range of activities including the creation, presentation, publication, performance, and exhibition of artistic works. Funding is also available for artists to develop new skills, undertake residencies and fellowships, and access domestic and international markets for their art. The most significant additions to our 2013 grants are a number of touring programs, which were previously offered through the Office for the Arts. They are: the Contemporary Touring Initiative, the Contemporary Music Touring Program, Playing Australia, Festivals Australia and Visions of Australia. The Creative Australia Artists Grants program continues in 2013. This important five-year, $10 million initiative is designed to support artists across all artforms. In 2013, Creative Australia Artist grants will be available for artists working in the artforms of Dance, Inter-Arts, Literature and Music, and fellowships for early career and established artists are available to inter-disciplinary artists. This funding guide provides information about the 92 grants programs and initiatives currently on offer in 2013. The Australia Council offers a broad range of funding for Australian artists and arts organisations.
Grants Australia Council grants are available to any practising professional artist or arts worker who is an Australian citizen or permanent resident. Grants are also available to Australian or overseas organisations for international projects that involve Australian artists and their work. Before applying, you should check the specific eligibility criteria for a particular grant category on our website. You cannot apply for a grant if: you have not satisfactorily acquitted a previous grant you owe the Australia Council money. Initiatives The Australia Council also supports a range of short-term initiatives that build the capacity of the Australian arts sector. Typically, these initiatives have been identified by the Australia Council as important to the continuing vitality and sustainability of the arts in Australia. We also fund initiatives that develop audiences for Australian arts.

How to apply There are three steps to completing an Australia Council funding application. 1. Select a grant or initiative Read the relevant sections of this guide. Decide which grant category is suitable for your project. Visit australiacouncil.gov.au/grants to review the full details relevant to your grant category or initiative. Read the grant category information online, or ask us for a grant information and application pack (includes hard copy printouts of the application form as well as general information about the category and how to apply). Be sure to check you meet the eligibility criteria and note the closing date for the grant or initiative. 2. Register or login to apply online Register to apply online at australiacouncil.gov.au/grants. Dont have internet access? Contact us to obtain a grant information and application pack. If necessary, discuss your proposal with an Australia Council team member from the relevant artform section. 3. Lodge your application and support materials Complete and lodge your application form online through australiacouncil.gov.au/grants or by using a hard copy application form, making sure you include the required support material.

Your application
After you apply If you apply online you will receive an email acknowledging your application immediately. If you apply by mail you will usually receive acknowledgement of your application within 10 working days of the closing date. After an application is submitted, we first check it meets the eligibility criteria. If your application is not eligible, we will let you know why and return your application. Eligible applications are forwarded to the relevant artform board, committee or assessment panel for consideration. Applications are assessed against stated selection criteria and in relation to other applicants. Remember, there is a limited funding pool and even competitive applications cannot always be funded. Once decisions are made, we will notify you by email or letter. It takes between 12 to 16 weeks after the closing date for the decision to be announced. How your application is assessed We assess your application using two basic principles: peer review and funding decisions that are arms length from government. Applications are assessed by an artform board, committee or assessment panel of peers. These assessments are made against the stated selection criteria and applications are rated and ranked in relation to each other. The decisions are based primarily on information supplied in your application and support material. Boards, committees and assessment panels The Australia Council has boards, committees and assessment panels that assess applications to our funding programs. Members of these bodies are peers who practise, or have practised in an artform, are closely associated with the arts or are community interest representatives. In addition to board members, assessment meetings draw on the expertise of participating peer advisers, as required. The Market Development section and Arts Organisations division also manage initiatives where applications are assessed against each other. In these cases, details of the assessment panel are included on our website. Visit the website for details on current membership of the Australia Council artform boards and committees.

If you are successful If you submit an online application, we will send you an email advising that a decision has been made. You should then login to the online system to check and accept the terms and conditions of your grant. If you submit a hard copy application we will send you an email or letter confirming your application has been successful. The email or letter will contain a funding agreement outlining the terms and conditions of your grant. You should then check, sign and return a copy of this agreement to us. You will need to send us a tax invoice so we can make the grant payment. Once you have completed these formalities, we can pay you the funds. In some cases, this may be full payment of the grant. In others, milestone payments may be made. When you finish the project, you must submit an acquittal report for your grant that describes the key artistic outcomes. You may also be required to provide a financial statement showing how the grant was spent. Appealing a grant decision You can only appeal a grant decision if you think that there has been a specific problem with the assessment process. If you feel this has occurred, you must follow the process set out at australiacouncil.gov.au/grants/appeals. Your request for a review must be received within 28 days from the date of the email or letter notifying you of the decision about your application or proposal. The Australia Councils Decisions Review Committee will review requests that demonstrate due process was not followed.

What can I get a grant for? The Australia Council supports a wide range of arts and cultural activities that involve professional artists or arts workers. We do not fund spending on major capital items and equipment, some types of training and educational activities, academic conferences, instructional or technical activities or core costs for running competitions or awards. Grants usually support specific activities, so be sure to carefully check the relevant grant information online before applying. If in doubt, you should discuss your eligibility for a particular grant with a team member of the artform section offering the grant. What might make my application ineligible? Your application will be considered ineligible and returned to you if: You dont meet the eligibility criteria for the grant category. You dont use the correct application form for the relevant grant category. You dont include all the required information and support material for the grant category. You havent satisfactorily acquitted a previous grant from the Australia Council. You owe money to the Australia Council. You will be participating in the assessment process for the grant category to which you have applied. Your project involves someone who will participate as a peer in the assessment process for the grant category and they will be the sole or major beneficiary of the funding. You are requesting funding for activities that have already occurred or will occur before the published commencement date for the grant category. Your application is received after the closing date (in the case of applications made by mail, if it is postmarked after the closing date). It is for an activity the Australia Council does not fund.

What are the chances of getting a grant? The Australia Council receives many more applications than it can fund. Success rates vary from around 15 percent in some categories to 35 percent or more in others. You may find it helpful to review the approved grants lists or assessment meeting reports published on our website to gain insight into the types of applications that have previously been successful. How many times can I apply? In general, individuals and organisations can submit up to five applications to grant categories per calendar year. However, there are some restrictions: You can only submit two applications to the same artform board, committee or panel in one calendar year. Please note, some boards only accept one application per year (refer to individual artform sections on the Australia Council website). You can only submit one application per grant category closing date. Some grant categories have restrictions that limit how often you can make an application (refer to individual artform sections on the Australia Council website). If you are in receipt of a Key Organisations grant, you can submit up to four other applications in any year for the period of your funding (eligibility rules of the relevant artform board will apply). If you received a Key Organisations grant you cannot submit another application for a Key Organisations grant for the entirety of your funded period. If you received a Fellowship grant from any board after 1995, you are not eligible to apply to this category again. If you are applying to the following touring programs: Contemporary Touring Initiative, Contemporary Music Touring Program, Festivals Australia, Playing Australia and Visions of Australia, your application will not be counted towards the five application limit and you may apply multiple times. The Australia Council supports Aboriginal and Torres Strait Islander Arts (ATSIA) through all its divisions, primarily, via the Aboriginal and Torres Strait Islander Arts Board. The board assists Indigenous people to claim, control and enhance their cultural inheritance by funding the development and promotion of traditional and contemporary arts practices and new forms of cultural expression by Aboriginal and Torres Strait Islander people who practise any artform and live in urban, regional and remote areas. This support takes the form of grants, residencies, awards for individual artists, financial and operational support to arts organisations, market and audience development initiatives and strategic initiatives to build capacity across the sector. ATSIA encompasses dance, literature, new media, music, theatre and visual arts. Although it was eight years without any Australia Council funding toward making projects, I didnt give up. I kept producing and presenting new works and this served my support material for a Fellowship application very well fourth time lucky!

Confirmation of Indigenous identity The Aboriginal and Torres Strait Islander Arts Board gives priority to projects with Indigenous personnel in key positions. The board requires evidence of Aboriginal and Torres Strait Islander control and participation in decision-making. An Aboriginal and Torres Strait Islander is defined as someone who is of Aboriginal and/or Torres Strait Islander descent, who identifies and is accepted as such in the communities where he or she lives, or comes from. Formal confirmation of identity is required from an applicant and key personnel involved in a project in the form of a letter or certificate from an organisation registered under the Aboriginal Councils and Associations Act 1976 or, since July 2007, registered under the Corporations (Aboriginal and Torres Strait Islander) Act 2006, or an Indigenous land council or relevant legislation. This must be on letterhead and signed by an authorised Indigenous person who is either the Chair, Director, CEO or an Elder in the organisation, or stamped with a common seal. Cultural protocols Aboriginal and Torres Strait Islander Arts Board funding recipients must adhere to the Australia Councils Indigenous cultural protocol guides in the area of performing arts, music, visual arts, writing and media arts. These protocols can be downloaded from our website. Employment Aboriginal and Torres Strait Islander Arts Board funding for staff positions is to be used to employ Indigenous people, unless otherwise negotiated.

Code of conduct The Indigenous Art Code is an industry led code that guides ethical commerce in the Indigenous visual arts industry. The Code establishes a set of standards for commercial dealings with Indigenous visual artists, provides a benchmark for ethical behaviour and builds greater certainty for consumers that the artworks they buy are produced and sold through ethical processes. An organisation that may trade in visual arts will be funded on condition that it states support for the Indigenous Art Code and, if eligible, agree to sign the Code within 30 days. Non-Indigenous organisations Non-Indigenous organisations that deliver Indigenous arts and cultural initiatives through the provision of programs or activities which meet the standards set by the board can apply for accreditation to become eligible to make project based funding applications. You can apply online or request a form for all Aboriginal and Torres Strait Islander Arts grants from the ATSIA team. Fellowships Aboriginal and Torres Strait Islander Arts Board (grant) Amount $90,000 over two years for music and theatre projects ($45,000 per year) Applications close 19 November 2013 Decisions advised March 2014 Eligible projects commence from 1 April 2014 These grants provide financial support for two years to Aboriginal and Torres Strait Islander artists to enable them to undertake a major creative project or program in their artform. Fellowship grants are available as follows: 2013 Fellowships: music and theatre projects 2014 Fellowships: dance and hybrid cross arts projects 2015 Fellowships: arts administrators and visual arts projects 2016 Fellowships: visual arts and literature projects.

Indigenous Arts Workers Program Aboriginal and Torres Strait Islander Arts Board (grant) Applications close 16 July 2013 Decisions advised November 2013 Eligible projects commence from 1 January 2014 These grants are open to Aboriginal and Torres Strait Islander arts organisations only. The category will provide funding for either the employment of an Indigenous arts worker and a program of activity or an Indigenous arts worker only. Please note this grant funds an Indigenous arts workers salary for up to three years with reduced funding year-by-year as follows: first year 100 percent second year 75 percent third year 50 percent. The application budget must reflect this. A program of activity connected with the employment of the Indigenous arts worker is available for up to 50 percent of total costs. Applicants must show they can obtain the other 50 percent from other funding sources. You must discuss your proposal with a member of the ATSIA team before applying. National Indigenous Arts Infrastructure Program Organisations Aboriginal and Torres Strait Islander Arts Board (grant) Amount Leading Organisations maximum $200,000 & Building Organisations maximum $100,000 Category closed in 2013 This grant includes funding for Leading and Building Organisations. These organisations will be funded for outcomes in the areas of cultural vibrancy or artistic vibrancy. Purpose The purpose of the National Indigenous Arts Infrastructure Program is to make Indigenous arts stronger through a planned and reasoned partnership investment in Indigenous arts infrastructure that represents: cultural integrity sound Indigenous business planning

Indigenous management and control a focus on sustainability, strengths and the future diversity of Aboriginal and Torres Strait Islander arts and cultural practice in Australia. Platforms for sustainable infrastructure The program recognises there are 10 platforms needed to support a sustainable approach to Aboriginal and Torres Strait Islander arts and culture. This program is subject to a strategic plan over a 10 year period and will be implemented through a process of inter-governmental and industry sector partnerships. Leading Organisations must demonstrate: national and/or international excellence outstanding governance and management a proven track record of high-level program delivery (minimum six years) outstanding financial management (minimum of 15 percent financial reserves) with current audited accounts. Building Organisations must demonstrate: a high-level achievement in their sector or community sound governance and management successful program and/or project delivery sound financial management.

New Work Aboriginal and Torres Strait Islander Arts Board (grant) Applications close 16 July 2013 & 19 November 2013 Decisions advised November 2013 & March 2014 Eligible projects commence from 1 December 2013 & 1 April 2014 These grants support Aboriginal and Torres Strait Islander artists, groups, organisations and accredited non-Indigenous organisations to create new work with an expected public outcome. Projects may be in any artform or combination of artforms. Examples include theatre productions of new work, writing for publication, song writing for recording or performance, or the creation of new works of art for exhibition. Presentation and Promotion Aboriginal and Torres Strait Islander Arts Board (grant) Applications close 16 July 2013 & 19 November 2013 Decisions advised November 2013 & March 2014 Eligible projects commence from 1 December 2013 & 1 April 2014 These grants support projects that promote Aboriginal and Torres Strait Islander artists and their work regionally, nationally and internationally through publications, recordings, performances, exhibitions and international export. Skills and Arts Development Aboriginal and Torres Strait Islander Arts Board (grant) Applications close 16 July 2013 & 19 November 2013 Decisions advised November 2013 & March 2014 Eligible projects commence from 1 December 2013 & 1 April 2014 These grants support Aboriginal and Torres Strait Islander artists, groups, organisations and accredited non-Indigenous organisations to develop their ideas and skills such as: mentorship programs, arts workshops, professional development programs, conferences, seminars or planning and development programs.

Arts Funding delivers grants and initiatives through its artform boards to support artists and arts organisations in the fields of community arts and cultural development, dance, emerging and experimental arts, literature, music, theatre and visual arts. The division directly manages two cross-artform initiatives that support artists: the Early Career Artists and Producers Program (ECAPP) is a dynamic range of initiatives to enable early career artists to move towards sustainability in their artistic careers; and the Creative Australia Artists Grants.

Creative Australia Artists Grants In May 2011 the Australian Government announced the Creative Australia Artists Grants program, a new initiative to support artists to create and present new Australian work across all artforms. The Australia Council supports community arts and cultural development through many of its sections, but primarily through Community Partnerships. In 201112, we invested over $9.8 million in community arts and cultural development (CACD) projects. This investment takes the form of project support to individuals and organisations. Multi-year financial support for Key Producer companies is also provided, as is support for strategic initiatives that build capacity across the sector.
Artists can also apply for funding through our Early Career Artists and Producers Program (ECAPP) and Creative Australia Artists Grants including Creative Australia Fellowships. In 2012 we consulted with the community arts and cultural development sector across the country about the best way to support the development of the sector. As a result, in 2013 we will be offering a mentorship category and a fellowship for mid-career artists. These new programs will complement our recently announced support for National Sector Development Initiatives. Information on these new categories is available on our website. Community Partnerships priorities The Community Partnerships Committee has identified a number of priority areas: regional Australia, disability, young people, cultural diversity, emerging communities, Indigenous people, remote Indigenous communities, and specific critical social and cultural issues requiring focused attention. Applicants must address one of these priorities in their proposals to Community Partnerships. As a recipient of Community Partnerships Professional Development funding, I came away with new skills in costume, set and puppet making and a sound knowledge of how to apply them to interdisciplinary CACD projects with young people.

The Australia Council supports Australian music-making through the Music Board, Major Performing Arts Board, Aboriginal and Torres Strait Islander Arts Board, Community Partnerships and Market Development section. In 201112, we invested $10.8 million in Australian music-making (excluding orchestras and opera), of which $5.5 million was distributed via the Music Board. This support took the form of grants to individual artists and groups, financial and operational support to music organisations, market and audience development initiatives and strategic initiatives to build capacity across the sector.

Creative development grants cover the stages of creating a new work, such as research, workshops or commissioning a writer. Production grants are for public performances of a new work and the stages leading up to it, where a presenting partner has already committed to a project. New Work productions can be new pieces, or new productions of existing works. Young artist initiative grants are available to artists aged 30 or under to create new work. Program Presenter Theatre Board (grant) Amount $150,000 over three years Applications close 25 June 2013 Decisions advised End September 2013 Eligible projects commence from 1 January 2014 These grants provide organisations with three-year funding to assist the development and presentation of programs of new contemporary theatre work. Theatre Board funds must be used exclusively for the fees and salaries of artists who develop and present new contemporary theatre work. Organisations with a track record of successfully developing new high-quality contemporary theatre work or presenting it to the public may apply.

The Australia Council funds Australian visual arts primarily through the Visual Arts Board and the Market Development section. In 201112, we invested $15.7 million in the visual arts, including $13.6 million through the Visual Arts Board.
The Visual Arts Board supports the contemporary expression of art through the broadest range of visual media; including craft, design, media and visual arts. This support includes grants to artists and funding for contemporary arts organisations, as well as national and international exhibitions and events. Other forms of funding are made through market and audience development initiatives and cross-sector programs. In providing support to artists and arts organisations, the board aims to encourage the engagement of people in Australia and elsewhere in innovative visual art. Through the New Work and Key Organisations grant categories the board also allocates funds on behalf of the Visual Arts and Craft Strategy. The Arts Development Division aims to increase participation in Australias arts nationally and internationally. This is achieved through strategic investment in research and by connecting arts, markets and audiences.
Arts Development works closely with artform boards and offers initiatives that support audience and market development activities for artists and arts organisations. Arts Development consists of three sections: Research and Strategic Analysis, Marketing and Audience Development and Market Development. Research and Strategic Analysis The Australia Council conducts research and shares its knowledge to assist the sector in decision making and advocacy. The newly established Knowledge and Information Centre focuses on knowledge transfer, discussion and debate. Online resources include the Research Hub, Art Smarts newsletter and research project database Arts RiPPA. Offline, a national program of events explores key issues affecting the arts and promotes the use of arts and culture knowledge in policy and strategic planning. The division manages grants and assists organisations with capacity-building initiatives, including strategic planning, risk management, governance, business planning, marketing and management. The division also supports the broader sector by encouraging interconnections between MPA companies and Key Organisations.
Key Organisations Emerging Key Organisations Emerging supports outstanding organisations which have demonstrated the potential to become leaders in their artform and are part of its infrastructure. Key Organisations Emerging provides a pathway to multi-year funding. After receiving these grants for three years, organisations may be eligible to apply for Key Organisations Multi-year funding. Key Organisations Emerging funding is currently only offered in Dance, Literature, Music and Theatre. The Aboriginal and Torres Strait Islander Arts Board offers emerging organisation support through its Building Organisations category. Access both conceptual and practical is the hallmark of the Biennale of Sydney, whose exhibition and public programs are presented free, thanks to the invaluable support of partners such as the Australia Council for the Arts.

Key Organisations Multi-year Key Organisations Multi-year supports outstanding organisations that are leaders in their artform and part of its infrastructure. Funding for Key Organisations is assessed by the relevant artform board and is offered over multiple years via a fixed term contract. Major Performing Arts Base Funding As joint and equal partners with state government funding agencies, the Major Performing Arts Board (MPAB) has responsibility for oversight of the operations of 28 performing arts companies throughout Australia. To qualify as an MPA company, organisations must meet a range of designated criteria: the highest artistic standards, an ongoing commitment to developing their artform and artists, sector development through collaboration with small-to-medium performing arts companies, a commitment to regional engagement, financial viability, a significant audience base and an earned (non-grant) annual income of $1.6 million, adjusted annually for CPI. Ongoing eligibility is a negotiation between the company, the Australian Government and one or more of the state governments providing ongoing multi-year funding.
