Standard Setting:
How national standards are developed
PEFC sets out requirements for national standard setting, as well as the performance and

National Standards: Exceeding Global
PEFCSustainability Benchmarks

We require local stakeholders to develop their own

national standards. As a result, issues considered to be
relevant and significant at national level, but that are not
captured in our globally applicable requirements, are
naturally incorporated intothese standards.

This means that while the PEFC endorsement process

ensuresthat all national forest certification systems
are in compliance with the global PEFC Sustainability
Benchmarks, they tend toexceed ourinternational
requirements.

Infact, significant advancements in forest certification

have been pioneered by national systems, suchas
social requirements in Chain of Custody certification.
Initially introduced in theMalaysiannational forest
certification system more than a decade ago,
stakeholders felt that such requirements would add
value at aglobal level, and integrated them into
thePEFC Sustainability Benchmarks.

The Three Pillars of Credible Certification

Credible certification requires certification decisions to be impartial, independent and competent. This means that
