Antoni, minority bloc to file charges vs City Hall ocials


TACLOBAN CITYVice Mayor Arvin Antoni along with minority members of the SangguniangPanlungsod will file administrative and criminal charges against some high ranking City Hall officials for allowing the auction of portions of lot within the Tacloban New Bus Terminal in Barangay Abucay. At the very least, we see the executive branch of the city government has violated Sec. 3-e of RA 3019, or the Anti-Graft and Corrupt Practices Act. The city government failed to inform beforehand the existing stallholders of the new bus terminal and shopping complex before portions of lot have been auctioned and eventually sold to a giant mall operator, Antoni said. The city government has already awarded a prime lot within the new bus terminal complex to Robinsons Land Corp. after winning the auction for a 24,353-square-meter (sq. m.) area for P316 million. The City Hall, through its city disposal and auction sale committee, auctioned off a total of 37,612 sq. m. of vacant lots, about a third of the total area of the new bus terminal in Barangay Abucay. Proceeds reached P322 million. Aside from that very condemnable act, the (city government) lost about P48 million from that transaction. The price of which, on a cash basis was at P13,000 per square meter, but the city allowed the buyer to pay on an instalment basis. The price should have been P15,000. We lost P2,000 per square meter, and multiply that by 24,000 square meters, we lost P48 million, Antoni said. The opposition vice mayor stressed that the executive branch has

Samar politicians to attend peace covenant signing


TACLOBAN CITY The peace covenant to be held today in Samar spearheaded by the Philippine National Police and the Diocese of Calbayog, is the first major activity that the law enforcement agency will lead for this forthcoming midterm elections. Regional Police Community Relation Division Chief, Senior Superintendent Roel Acidre, said that the peace covenant signing is to be attended by no less than the Secretary of the Department of Interior and Local Government Mar Roxas and some high ranking officials of the PNP. Samar was chosen to be the first stop of the covenant signing after it was declared by Roxas as of the 15 priority areas in the country for this upcoming elections due to election -related violence and intense political rivalry. Prior to the peace covenant, a Holy Mass will be held first at the Saints Peter and Paul Cathedral with Bishop Isabelo Arbarquez officiating. Candidates for this coming elections for provincial, congressional and city positions are among those who were invited by the PNP and DILG to sign the covenant. Candidates for municipal officials in Samar are not covered in the covenant signing as there will be separate schedules of covenant signings in the municipal level which will also be led by the Comelec, PNP, Church, CSOs, and other convenors. However, it was not clear, according to the PNP official, if candidates identified by their agency to be protector of private armed groups(PAGs) will attend the peace covenant signing today. Another activity to be conducted in line with the peace covenant signing is the submission and commitment of former members or remnant of PAGs. Taking effect also today, according to Senior Superintendent Manuel Cubillo, regional operation and planning division chief, is the implementation of gun ban, wherein even guns used in airsoft competition would not be allowed to be carried. Replicas of guns like those used in airsoft competition are not allowed and all firing competition is temporarily suspended until election time is over, Cubillo clarified. He added that for those who would want to be exempted to be cover by gun ban should seek or apply exemption in the PNP subject for investigation of the application. Cubillo added that checkpoints will also be implemented in all municipalities with one checkpoint per area but this is also subject for study if there is a need to put several checkpoints depending on the needs in every locality.

He added that proper identification of each law enforcers with the official leading the 8-personnel must have a rank of an inspector. Checkpoint areas should also be put well-

lighted according or in case of checkpoints located in areas where there are no streetlights, a portable light should be used by the operating team, Cubillo said.

TACLOBAN CITY On or about 6:20 in the evening of January 11, 2013, a strike team of PDEA RO VIII netted one Bernardo QuilaquilClaridad, who was arrested in the act of selling one piece of heat-sealed transparent sachet containing suspected dried marijuana leaves to a law enforcer posing as buyer. In a report to USec. Jose S. Gutierrez, Jr, PDEA Director General, Dir. Julius R. Navales of PDEA Eastern Visayas said that Claridad, 42 years old, married and a welder/construction worker residing at El Reposo Street, Tacloban City, sold the dangerous drug to the poseur-buyer for five hundred pesos, which subscribed money was recovered from his possession. Aside from the shabu and marked money, an identification card was also taken from the suspect, who will be facing cases of violation of Section 5 or the Sale of Dangerous Drugs and Section 11 or Possession of

NNC joins HEMS team sent to calamity-stricken town in Mindanao


TACLOBAN CITY The National Nutrition Council (NNC) joined the Health Emergency Management Service (HEMS) team recently sent by the Department of Health (DOH) to calamity-stricken town of Baganga, Davao Oriental. Among the services provided by the NNC Region 8 were vitamin A supplementation, giving of micronutrient powder, infant and young child counseling to mothers during consultations. We have seen the impact of devastating typhoon that displaced thousands of families in that province. I am grateful for the opportunity to help typhoon victims even in our own little way, said Rina Ladrera, nutrition officer of NNC-8. The Nutrition Cluster of Eastern Visayas HEMS composed of Ladrera and Dr.EufemiaAlacant ara, DOH representative based in Northern Samar, has served 81 residents in three days to include mothers and children in 13 villages of Baganga town. NNC Regional Nutrition Program Coordinator SegundinaDevotaDilao said that the team also assessed the nutritional status of children confined in rural health units. Mothers who gave birth were given support to initiate breastfeeding within one hour afvice mayors and councilors in the different towns in the province is also scheduled to be held. The signing of the peace covenant in Samar was due to its being tagged as a priority or hot spot area in relations to the midterm elections, Senior Superintent RoelAcidre, chief of the police and community relations of the PNP-8, said. Aside from getting committment from the candidates that they would not resort to any violence just to win votes, the PNP through its regional police director, Chief Supt.ElmerSoria, is also doing their share to ensure a peaceful conduct of elections in the province. And one of these is the ter delivery. Considering the safety of the team, the HEMS-8 was just deployed to the outpatient department in the incident command post and in the RHU. Dilao said that the NNC is set to join HEMS team that will be deployed anytime this month. DILG Sec. Roxas to lead covenant signing for peaceful elections


Secretary Mar Roxas of the Department of the Interior and Local Government (DILG) will lead the signing of a covenant on April 13, 2013 for peaceful elections in the province of Samar. This was revealed by Regional Director Pedro A. Noval Jr. of DILG, who added that this pact among rival politicians, initiated by the Commission on Elections and Philippine National Police among others, would be held at the Calbayog City cathedral and be blessed by no less than Most Rev. Isabelo C. Abarquez, Bishop, Diocese of Calbayog. Candidates for governor, sangguniang panlalawigan, congress, mayor, city and municipal sanggunians in Samar are exarmed groups said to continue to exist. These groups, which the police official identified as the Moloboco and Montealto groups, have a combined force of 46 men who are fully armed. We hope to neutralize these armed groups before the start of the campaign (period), Cubillo said. The campaign period for local positions is to start on March 29 up to May 11,2013. The elections is to be held on May 13,2013. Cubillo said that while pected to join the pledge aimed at ensuring honest, orderly and peaceful elections on May 13, 2013. Hoping for H.O.P.E.

heating and political violence during elections are practices that are hard to break. Before every elections, various groups come together for a covenant to work for honest, orderly and peaceful elections (HOPE). Today, a peace covenant will be signed in Calbayog City in Samar, considered one of the countrys hotspots, by opposing political individuals and groups to be facilitated by the Department of the Interior and Local Government (DILG), Philippine National Police (PNP) and the Commission on Elections (Comelec). In the past elections, the biggest perpetrators of violence are political kingpins, who did not sign the covenant, and the New Peoples Army (PNP), which is raising funds by extorting permit-tocampaign fees from candidates. The PNP reported that the number of private

armed groups in Eastern Visayas had been whittled down to two but with loose rearms still proliferating and few suspects being arrested. The potential for violence, however remains. The Comelec, for its part, must do more than make a best efforts pledge to conduct credible elections. But among government agencies, the Comelec is one of the most set in its ways, resistant to reforms, impervious to criticisms of incompetence and complicity in cheating. Even eith automated elections, the public is unlikely to see any change in the way the Comelec does business. Still, hope springs eternal. The vigilance of various sectors, including those who are not signatories to the covenant, can still deter fraud. Every vote saved from cheaters can still make a difference.

He also predicts many who voted for the Reproductive Health Bill will be losers come 2013 election. Does Atienzas prediction in accordance with the Word of God? Is Atienza one of those fulfilling the prophecy in the last days false prophets will arise? Reading the Book of Matthew, chapter 24, verse 11: And many false prophets will arise and mislead many... A warning for true Christians should heed. However, there is calculation or guess sometimes coincide in the events. Some calculation is based on statistics or history that becomes a forecast. Like weather forecasting some became accurate and some miss. Take the case of Estrada challenging incumbent Manila city mayor Alfredo Lim. The prediction Estrada to lose may be based on Lims four times winning the seat of mayor of Manila. First- 19921995; Second-1995-1998; Third- 2007-2010; and Fourth-2010 to present. It is Jesus who gives us not only the spiritual eyes to see God, but also a heart to experience Gods presence. SENATOR Miriam Defensor Santiago asked the public on Friday to file a petition with the Supreme Court questioning the constitutionality of the distribution of huge sum of money to high officials at yearend using agency savings. Santiago said she would love to argue her case before the magistrates but she might be called anytime for duty at the International Criminal Court based in The Netherlands. I hope that a lawyers group would file such a petition under the principle of transparency, she told reporters. The senator has been engaged in a verbal tussle with Senate President Juan Ponce Enrile after he gave P1.6 million per senator last month except to four senators Santiago, siblings Alan Peter and Pia Cayetano, and Senator Antonio Trillanes IV. The four senators had disagreements with Enrile on a host of issues, including the controversial reproductive health law. Trillanes even advocated for Enriles ouster as Senate President, a post he has been holding since November 2008.
