Embalsado, in turn, would be replaced by lawyer Veronico Petalcorin who is currently the Comelec assistant regional director for Central Visayas. Current Comelec Regional Director Jose Nick Mendros would be assigned to the Cordillera Autonomous Region(CAR). Mendros oversaw the conduct of the May 2010 elections in the region, which was described to be generally peaceful. Aside from Mendros and Embalsado, all the six provincial elections supervisors and city and municipal elections officers would be reassigned to their new posts. Freshwater prawn congress, festival in SL a big success


TACLOBAN CITY The 1st Freshwater Prawn Congress and Festival held at the Southern Leyte State University in Bontoc, Southern Leyte was a resounding success, said Gordon Opina, chairman, promotions and communications-1st International Freshwater Prawn Congress and Festival. The event was participated by various groups from business sector, government sector and the academe. Opina said that the winners were the following: for Ulang Master Chef Contest, 1st place was awarded to Barangay Sta Cruz; 2nd place was awared to Brgy. Talisay and 3rd place was awarded to Brgy. Mahayahay. Winners received P 5,000 for 1st prize, P3,000 for 2nd prize, P2,000 for 3rd prize and P1,000 as consolation prize The heaviest and longest ulang was awarded to Adriano Idjao, a Sangguniang Bayan member of Bontoc and a local fresh prawn cultivator. Murjani crowned Miss Cebu 2013


CEBU CITY -- Ms. Namrata Neesh Murjani was crowned Miss Cebu 2013 Wednesday night, besting 11 other candidates competing for the title. As Ms. Cebu 2013, Murjani won P60,000; trips to Hong Kong, Europe, Las Vegas and the Holy Land; and overnight stay at Harolds Hotel, Crimson Resort and Spa, Marriot Cebu City Hotel, and Marco Polo Plaza Hotel. Murjani, a 19-year-old Biology student from the Cebu Doctors University who is also celebrating her birthday today, will also be taking home a digital camera and was also awarded with voice and stage performance lessons courtesy of the Center for Pop Music. Murjani was also awarded the Best in Evening Gown and Miss Megaworld. Her gown designer is Carrie Santiago. The final question asked to the top five finalists: If you were to be the third lady president of the Philippines, what will you do in the next 100 days? The newly-crowned Miss Cebu 2013 said she wants to make a difference in the lives of streetchildren. JV: Lower power supply to hurt Mindanao businesses


SAN Juan Rep. JV Ejercito Estrada warned that the reduction of power supply to areas in Mindanao could cripple manufacturers and other local business establishments in the region. Ejercito Estrada made the statement following reports that Zamboanga City will soon experience three-hour brownouts due to the decision of state-run National Power Corp. (Napocor) to reduce power supply in the city by 10 megawatts (MW). Other areas in Mindanao may soon suffer the same fate as power supply in the region was cut by 189 MW as of Jan. 10, according to the National Grid of Corp. of the Philippines. Power outages will lower the productivity of local businesses and harm Mindanaos economy. These power outages are definitely an injustice to businessmen and consumers alike, the young lawmaker said. Ejercito Estrada echoed the fear of Mindanao businessmen that the power situation in the entire region could get worse when sardines manufacturers resume full operations in March following the lifting of a three-month ban on sardines fishing imposed by the government in the Zamboanga Peninsula. Mindanaoans are now reeling from the failure of the government to act on the power crisis two years ago, when the problem was easier to solve. The government wasted precious time, he said. The San Juan solon reiterated his call for the immediate rehabilitation of the Agus Pulangi facility which supplies more than half of Mindanaos power supply. The two hydro dams are currently producing only 635 MW of its 982 MW capacity due to the heavily-silted rivers of the facility.

Santiago mulls bringing cash gift issue to SC


SENATOR Miriam Defensor-Santiago said she plans to bring the issue of discretionary spending by some government officials of their offices savings to the Supreme Court (SC) following a latest controversy involving Senate President Juan Ponce Enrile. Santiago earlier claimed that Enrile gave her last December a P250,000 cheque as her offices additional expenses. She, however, rejected it and returned the cheque to Enrile as she believed that it was part of the Senate Presidents Christmas bonuses to senators. Santiago then requested the Commission on Audit (COA) to investigate the supposed abuse of governments savings. She said she would wait for the report of COA on the inquiry she sent last January 10. I am required by law to observe the principle of exhaustion of administrative remedies. This means that first I have to go to the COA, and request for a study and report on the issue of constitutionality. If the COA opinion differs from mine, only then will I be allowed to file a court case. If not, the court will dismiss my petition, she said. Last week, Enrile reportedly distributed P1.6 million to his colleagues in the Senate as additional maintenance and other operating expenses (MOOE). Four senators, perceived as the Senate leaders critics, however, did not receive the said amount. In a press statement, COA chairperson Grace Pulido-Tan said there is nothing irregular with Enriles use of the Senate savings and whether or not it was used excessively is something only the constituents of the respective legislators can determine. Pursuant to the Constitution, Tan said the General Appropriations Act 2012 authorizes both the Senate President and the House Speaker to augment any item in the general appropriations law for their respective offices from any savings in other items of their respective appropriations. Santiago said she felt very disappointed and frustrated at the statement of the COA chair. If she said that, then she may have overlooked the constitutional provisions on due process and equal protection. I hope she did not mean that COA rules vest unlimited discretion on every head of office. Every discretionary use of budget funds is always limited by constitutional provisions, she said.

City dads question plan to privatize maintenance of Tacloban streetlights


TACLOBAN CITY Members of the city council are asking the City Hall why they are planning to privatize the operation of maintenance of streetlights in the city.But the bigger question that members of the minority bloc in the council is why they were not given the copy of the term of agreement(TOA) of said plan. In their session this week, Councilors Jerry Yaokasin, Jerry Uy and Bianco Mate, had questioned this action of the City Hall citing that there should be a prior feasibility study, if other local government units had been implementing such kind of agreement and stressed that the copy of the TOA must be provided to them before they approve it. No agreement, draft contract, recommendation paper, studies or whatever paper was shown to us for our perusal, Councilor Uy complained. City dad opines it is better for Tacloban to have a city college


TACLOBAN CITY The plan of the city government of Tacloban to implement a scholarship program for indigent students of the city is a noble act. However, the city government should clarify first who should avail of said program and the process of its availment to include the list of courses they can take in college. The implementation of said scholarship program in partnership with a private college institution has nothing to be worried, as long as everything are cleared before it is implemented, Councilor Jerry Yaokasin said. The city government had partnered with Asian Development Foundation College in this project. He added that the city government used to have an scholarship program in partnership with Leyte Normal University but it was temporarily stopped by the previous administration. ADFC president Edward Chua when asked about the scholarship program of the city being the partner of the city government explains that all residents of Tacloban can avail said program. But they need to undergo screening process from the committee form for this matter, he said. He added that each applicant must also provide or submit certificate of indigency duly certified by the barangay chairman. Moreover, aside from implementing scholarship program, it

Going for the next anti-life, anti-family bill

ot only was the moment anticipated to happen after the RH bill would be passed into law, many feared that it would make legislators bolder to work on other anti-life bills. They were right as there is buzz that the lower house is again intent on discussing the divorce bill before it goes into recess. Most Filipinos fear that the moral fiber of the people would decline and deteriorate. The controversial divorce bill is flaunted for discussion and could be the possible barometer to determine how well it sits with the rest of the lawmakers. The lower house could be inhabited with lonely people in dysfunctional relationships that the only way out for them could be dissolution of marriage. Such option further deteriorates the strength of families. It results to insecurity, misgiving and lack of confidence among youngsters. Ultimately, it is the

children who become victims of the parents failings to settle problems responsively. The separation of parents robs children of the joy of being part of a family. It makes them timid, apprehensive and doubtful. In Philippine society, individuals and families are not ready to embrace the challenge of separation from long-term relationships. The bitterness, pain, stigma and fear that result from divorce is something strange and part of the blind spot of Filipinos. Most often, there are better options to incompatibility and differences than dissolution of marriage. The returns far outweigh liabilities. Marriage is made between consenting adults. Except in very young marriages, both parties in marriage know what they are entering into. They are

Teach the Parent, Let the Child Play

The most dangerous time of the year has begun


At least 15 provinces in the country are currently on watch-list as 2013 election period officially started Sunday, January 13. According to a report from Manila Standard Today, the PNP and COMELEC identified a total of 889 election hot spots or election watch-list areas in 15 provinces. Senior Supt. Nestor Bergonia, Secure and Fair Elections (SAFE) Task force head said: Most of the hot spots were found in Ilocos region covering 106 areas, followed by Eastern Visayas with 88; and the Autonomous Region in Muslim Mindanao with 83. Other hot spotswere Central Luzon with 76, Bicol 75, Central Visayas, 74, Cagayan Valley, 69, Soccsksargen, 45, Miraropa and Western Visayas, 39, CAR 38, CALABARZON, 36, Northern Mindanao, 33, Zamboanga Peninsula, 28 and CARAGA, 26. The National Capital Region has six. Tagged as high-risk areas were Abra, Pangasinan, Cagayan, Ilocos Sur, La Union, Pampanga, Nueva Ecija, Batangas, Cavite, Masbate, Samar, Misamis Occidental, Maguindanao, Lanao del Sur and Basilan. dr. nila l. filamor As a parent, what did I commit to be my New Years resolution? Reflecting, I am ashamed to admit that I have been bribing my children for any good behavior. Teaching and facilitating Organizational Behavior, I doubt if doing so all the time would be effective. I have my doubts. In the 60s, Edward Deci, then a psychology graduate student showed that when external rewards are given, subjects lose intrinsic interest for the activity. The main downside: People perform the task merely to get the reward; when the reward is removed, they stop doing it. So I got it: bribing can be dreadful. And yet we, resort to this strategy with appalling regularity. Here are some suggested interventions: talk over, do it playfully, instant rewards like praising and serving additional snacks or brownies. Even with children and adults, we need to sit down and discuss that the behavior is intolerable. With money and resources, it would be very easy to get things done our way, but for how long? The changed behavior will be temporary, the reward will be staggering and will reach a tipping point. Children and adults have all child buttons. Hence, superlative words

like very mad at you, you must, you should, or else will not convey the right message to a childs mind. Hence, how about doing things playfully. I have resorted to mobilizing my members via the competitive way. The first to accomplish will get a reward. I am quite successful in this game. Even taking a shower is time-pressured especially during mornings when the need is at its peak. This has helped Noelle who takes eternity inside the restroom. I have corrected this behavior, at least. And Noelle feels better this way than being bullied for being a slow foot . In other words, compliance is a choice. The feeling that one makes an independent choice is much better than forced choice or the illusion of choice. Lest I forget, let us not reward all the time, it may turn into a feeling of entitlement and were in trouble. While my New Years resolution starts to get better results from my children, the real person I need to re-train is my very self.

THE HEALING OF A PARALYTIC


When Jesus returned to Capernaum after some days, it became known that he was at home. Many gathered together so that there was no longer room for them, not even around the door, and he preached the word to them. They came bringing to him a paralytic carried by four men. Unable to get near Jesus because of the crowd, they opened up the roof above him. After they had broken through, they let down the mat on which the paralytic was lying. When Jesus saw their faith, he said to the paralytic, Child, your sins are forgiven. Now some of the scribes were sitting there asking themselves, Why does this man speak that way? He is blaspheming. Who but God alone can forgive sins? Jesus immediately knew in his mind what they were thinking to themselves, so he said, Why are you thinking such things in your hearts? Which is easier, to say to the paralytic, Your sins are forgiven, or to say, Rise, pick up your mat and walk? But that you may know that the Son of Man has authority to forgive sins on earth he said to the paralytic, I say to you, rise, pick up your mat, and go home. joey e. clarin Total gun ban is not a good response to the spate of gun-related violence in our country. It is good that President Aquino spoke against a total gun ban. The real problem we have today is that there are just too many loose firearms, about 800,000 due to illegal gun manufacturers and smugglers with gun running syndicates even reportedly handled by policemen. What we need is strict implementation of gun ownership requirement that include drug test and neuropsychiatric examinations and stiffer penalties for illegal position of firearms. City council passes resolution asking for detailed plan on DZR airport rehab
TACLOBAN CITY A resolution addressed to the Department of Transportation and Communication (DOTC) through the Civil Aviation Authority of the Philippines (CAAP) was approved by the members of the city council, asking said offices to provide the detailed project plan on the rehabilitation of Daniel Z. Romualdez (DZR) Airport. Councilor Jerry Yaokasin in an interview said that CAAP Tacloban Office has been airing over media outlets that the DZR Airport would undertake rehabilitation; still said plan has not yet started until now. Yaokasin added that CAAP Eastern Visayas area manager Antonio Alfonso needs to inform the city council, air passengers, and the community living along the projected rehabilitation area as to their plan. They have to provide us the time table, the phases of rehabilitation (time as to when each phase would be done, from first up to the last phase), as well as their area of coverage, he said. According to him, by providing such document, the community living along the area to be used by CAAP would be aware as to whether they would be affected or not by the rehabilitation. Yaokasin further said that DZR airport necessarily need to be rehabilitated for it is recognized to be the sixth busiest airport in the country. Being the sixth busiest airport of the country, passengers need to feel convenient on using it. As for small-scale mining, Ensomo said that this shall be governed by RA 7076 or the Peoples SmallScale Mining Act of 1991. TACLOBAN CITY Nineteen farmers from the municipality of Tanauan, Leyte benefited the financial assistance provided by the provincial government under its Increased Crop Output through Rural Infrastructure and Community Empowerment (ICOTRICE) program. Last Wednesday afternoon, the provincial government of Leyte spearheaded by Board Member Carlo Loreto, provincial agriculturist officer Rogelio Portula, Tanauan Mayor Agapito Pagayanan, Jr, and Tanauan ABC president Gina Merilo distributed the cheque to 19 beneficiaries, where 17 of them were from Barangay Salvador and two from Barangay Talalura. Mayor Pagayanan on his welcome address said that he is happy that the community of his town benefited from the financial grant provided by the province, which aids the farmers in supplying the needed materials on rice production. We are so lucky that our town availed the on the on-going implementation of the ICOT-RICE program of former Leyte Governor and now Energy Secretary Carlos Jericho L. Petilla, Pagayanan said. According to him, farmers who availed said grant only are given small percentage increase, and their harvested products are bought in higher amount as compared to the prevailing market price. We just hope that this program would be continued and that help uplift the lives of our farmers, he said. Meanwhile, Portula on his message said that the amount received by the farmers of said town amounted from P5,000 up to P30,000 respectively. This is the third time that farmers in said barangay received such financial grant. This is our way of helping out farmers increased their rice production by requiring the farmers to use certified seeds as well as in purchasing of fertilizer, Portula added. We just hope that the borrowed amount would directly go to its purpose. If we would coordinate with each other, many of our farmers would avail same grant, he said. Moreover, Board Member Loreto said that the ICOT-RICE program was established by the province to help farmers and not to earn from the additional percentage required to borrowers. This program started last 2004, considering the situation of the farmers then. We have noted that for more than 30 years, only a two-peso increase on rice value was observed. Likewise, farmers also do not have enough capital to be used in a particular cropping season, Loreto explained. The board member also said that the municipality of Tanauan is just one among the four-town beneficiary on the first district, which includes Sta. Fe, Palo and Babatngon. (REY GERILLA

Sin tax law now being felt by retailers, product users
