3.1. Frost Free (No-Frost) Refrigerator
Scope
This scheme specifies the energy labeling requirements for electric mains powered Frost Free (No-Frost)
refrigerating appliance of the vapor compression type intended for household and similar use being
manufactures, imported, or sold in India.
This Standard shall be read in conjunction with IS 15750: 2000.
In particular, this schedule specifies the following:
(a) Frost Free (No-Frost) Appliance
(b) Projected Annual Energy Consumption (PAEC)
(c) Tested Energy Consumption (Et)
(d) Comparative Energy Consumption (CEC)
(e) Total Adjusted Storage Volume for No Frost (Vadj_tot_nf)
(f) Star Rating Plan
(g) Printing requirements for refrigerating appliances energy labels

Tolerances
The tolerance limit for the volume (storage & gross), pull-down, and operating temperature performance
shall be as defined in IS 15750: 2000.

Star Rating Plan
The star rating parameters knf (Constant Multiplier (kWh/Liter/Year)) & cnf (Constant Fixed Allowance
(kWh/Year)) shall be obtained from Table 1.1/1.2/1.3, depending on the year of
manufacturing/import/assembling.

The above equation provides for the value of the various Star Rating Bands for a particular model. The
CEC of the model as determined from 2.3.1 will be compared with the various Star Rating Bands. The
Star Rating chosen for the model will be based on the above comparison. CEC will be compared to the
lower and the upper limits of each Star Rating Band. The Star Rating corresponding to the band whose
lower rating is less than CEC and upper limit is greater than or equal to CEC will be assigned to the
model.
Lower Limit of SRB < CEC Upper Limit of SRB
There is no tolerance for the Star Rating Bands. All tested products must meet the minimum threshold for
each Star Rating Band. The scope for manufacturing tolerance and other variations shall be accounted for
when determining the Star Rating.
* The energy consumption of the Frost-Free (No-Frost) refrigerator will be tested as per IS 15750:2000 and
each compartment gross and storage volume of the appliance shall meet the requirements set out in IS
15750:2000.

3.2. Tubular Fluorescent Lamps
Scope
This standard specifies the requirements for participating in the energy labeling scheme for Tubular
Fluorescent lamps for General lighting service.
The referred Indian Standard is IS 2418 (part I) and (part II) 1977 including all the amendments.
The energy labeling scheme covers 4 feet tubular fluorescent lamps for wattages up to 40W.
The scheme shall cover 6500K color temperature for halo-phosphates and 6500K, 4000K & 2700K for tri-
phosphate category.
Tolerances
The tolerance limits for lamp wattage, luminous flux, lumen maintenance and chromaticity co-ordinates
shall be as defined in IS: 2418 (part I) & part II) 1977 for the purpose of qualification requirements to be
eligible for participation in the Scheme. However, no tolerances shall be applicable on declared
performance values on the label.

The measured values will be converted to star ratings for each point i.e. at 100 hours, 2000 hours, 3500
Hours and the average of the 3 ratings will be taken. This will be rounded of (<0.5 to lower level and 0.5
to higher level) to the nearest integer which will be the star rating for the product.
The test method used for Tubular Fluorescent lamps for General lighting service is detailed in IS
15750:2000. Furthermore, the parameters for initial, verification and challenge testing are the type test
parameters listed in the test standard IS:2418 (part I) -1977.

3.3. Room Air Conditioners
Scope
This Standard specifies the energy labeling requirements for single-phase split and unitary air
conditioners of the vapor compression type for household use up to a rated cooling capacity of 11 kW
and that fall within the scope of IS1391 Part 1 and Part 2, being manufactured, imported, or sold in India.
This Standard shall be read in conjunction with IS1391 Part 1 and Part 2 with all amendments

In particular, this scheme specifies the following:
1. Rated power (input).
2. Rated capacity (output).
3. Energy Efficiency Ratio (EER) for cooling.
4. Star rating.
5. Some of the requirements for energy label validity.
6. The performance criteria for energy labeling validity.
7. Test report format.
8. Printing requirements for air conditioner appliance energy labels.

Exclusions:
1. Air conditioners which are not included within the scope of IS 1391 Part 1 and Part 2, pending the
development of a suitable test method.
2. Multi-split systems (i.e., those having more than one indoor unit with an independent control for each
indoor unit)
3. Evaporative coolers or any other cooling systems that are not of the vapor compression type.

Tolerances
For each unit tested, the measured capacity shall be > 0.95 of the rated value
For each unit tested, the measured energy consumption shall be < 1.05 of the rated value
For each unit tested, the EER shall be > 0.95 of the tested EER
There is no tolerance for Star Rating Band, the average of products tested must be at par or better than the
Label threshold.

Star Rating Plan
The star rating parameters EER shall be obtained from Table 3.1 / 3.2 / 3.3, depending on the year of
manufacturing/import/assembling.

3.4. Direct Cool Refrigerator
Scope
This scheme specifies the energy labeling requirements for electric mains powered Direct Cool
refrigerating appliance of the vapor compression type intended for household and similar use being
manufactures, imported, or sold in India.
This Standard shall be read in conjunction with AS/NZS 4474.1:1997: Energy Consumption and
performance and AS/NZS 4474.2:2001: Energy labeling and minimum energy performance standard.

In particular, this schedule specifies the following:
(a) Projected Annual Energy Consumption (PAEC)
The estimated energy used by a single unit during one years use. This is calculated from Tested Energy
Consumption (Et) (refer 2.1.1 of this Annexure). (Units: kWh/Year)
(b) Tested Energy Consumption (Et)
The estimated energy used by a single unit during one years use. This is calculated from Tested Energy
Consumption (Et) (refer 2.1.1 of this Annexure). (Units: kWh/Year)
(c) Comparative Energy Consumption (CEC)
The nominal energy consumption of a model of refrigerating appliance. It is based on the PAECav of the
model (refer 2.2 of this Annexure). The CEC appears on the energy label. (Units: kWh/Year)
(d) Total Adjusted Storage Volume for Direct Cool (Vadj_tot_dc)
The rated storage volume of a compartment adjusted to compensate for heat loadings on spaces which are
at temperature other than that of fresh food type space.
(e) Star Rating Plan
The number of stars displayed on the energy label. The available stars are between a minimum of one and
a maximum of five shown in one star interval. The star rating is calculated from the Star Rating Band
(refer 2.5 of this Annexure) The Star Rating determination will vary for different models based on the
storage volume. (No units)
(f) Printing requirements for refrigerating appliances energy labels
Tolerances

3.5. Distribution Transformer
Scope
This standard specifies the requirements for participating in the pilot energy labeling scheme for oil
immersed, naturally air cooled, three phase, and double wound non sealed type outdoor distribution
transformer.
The referred Indian Standard is IS 1180 (part I) Outdoor type three- phase distribution transformers up to
and including 200 kVA, 11 kV specification, IS 2026 (part 2) Specifications of power transformers for
Temperature-rise and IS 2500 (part-I) -2000: Sampling Schemes indexed by Acceptance Quality Limit
(AQL) for lot-by-lot inspection.
The standard ratings covered under the pilot energy labeling scheme is 16, 25, 63, 100, 160 and 200 kVA
and non standard ratings from 16 kVA to 200 kVA.
Tolerances
No positive tolerance shall be allowed on the maximum losses displayed on the label for both 50% &
100% loading values.
Star Rating Plan
The existing efficiency or the loss standards are specified in IS 1180 (part 1). This standard defines load
losses and no load losses separately. For the BEE labeling program total losses at 50% and 100% load have
been defined. The highest loss segment is defined as star 1 and lowest loss segment is defined as star 5.
The existing IS 1180 (part 1) specification losses are the base case with star 1.The basis for star rating plan
is as follows:

3.6. Energy Efficient Induction Motors-Three Phase Squirrel Cage
Scope
This standard specifies the requirements for participating in the energy labeling scheme for 3 phase
squirrel cage induction motor in 2 Pole and 4 Pole for continuous duty (S1) operation at suitable for
voltage and frequency variation as per IS 12615:2004 with the following output rating 0.75 kW, 1.1 kW,
1.5 kW, 2.2 kW, 3.7 kW, 5.5 kW, 7.5 kW, 9.3 kW, 11 kW and 15 kW.
The referred Indian Standard is IS 12615: 2004, IS: 4029 1967, IS 325: 1996 including all the amendments.
In particular, this scheme specifies the following:
1. Rated output (rating)
2. Efficiency Class as per IS 12615:2004 (eff1, eff2)
3. Some of the requirements for energy label validity.
4. The performance criteria for energy labeling validity.
5. Test report format.
6. Name plate details for general purpose squirrel cage induction motors with energy labels.

Tolerances
All the performance values are subject to tolerance as specified in IS 325: 1996. Clause Numbers 17.1.2
regarding ambient temperatures and 17.1.3 regarding altitude above 1000 m shall not be considered for
this standard.

Star Rating Plan
For compliance with the requirements of this standard, the values of efficiency is subject to IS 325
tolerance, listed under appropriate efficiency class (either improved efficiency eff2 or high efficiency
eff1) in Tables 1 and 2 of IS 12615: 2004. Operating at rated voltage and rated frequency, the performance
of the motor at rated conditions shall be as specified in Tables 1 and 2 of IS 12615: 2004.
The products should conform to minimum requirements of IS 12615: 2004 to participate in BEE S&L
Program.
BIS mark licensing or Quality Certification such as ISO 9000 and above should be required to participate
in BEE S&L Program.

IEEMA Standard for Energy Efficient Motors
This standard is prepared with energy conservation as the major requirement. It follows the philosophy
of categorizing motor efficiencies at three levels i.e.
Low efficiency (eff 3)
Improved efficiency (eff 2)
High efficiency (eff 1)
To conform to these standards and eligible to be considered as energy efficient, the motors shall meet the
minimum norms of eff 2.
High performance motors should have efficiency conforming to eff 1.

This standard specifies the requirements for participating in the energy labeling scheme for pump sets
covering Electric mono set pumps, submersible pump sets and open well submersible pump sets.
The referred Indian Standard is IS 9079 : 2002 for Electric Mono set pumps for clear, cold water and water
supply purposes, IS 8034: 2002 for Submersible pump sets, IS 14220: 1994 Open well submersible pump
sets and IS 11346:2004 for testing purposes of the above mentioned pump sets.

3.8. Ceiling Fans
Scope
This schedule specifies the requirements for participating in the energy efficiency standards and labeling
for ceiling fans covering 1200mm sweep.
The referred Indian Standard is IS 374: 1979 (Specification for Ceiling Type fans and regulators) with all
amendments, as applicable.

Tolerances
The performance values are minimum values and shall subject to any tolerance as per IS 374.1979.

Star Rating Plan
The star rating plan for ceiling fans is as follows:

present and would upgrade it to higher value once the BIS value is finalized.
*The BIS has proposed from the year 2010 the service value of 3.5.
*All ceiling fans covered under this standard shall comply with minimum Air Delivery of 210 cu m/min.

3.9. Liquefied Petroleum Gas Stoves
Scope
This schedule specifies the energy labeling requirements for Domestic Gas Stoves using Liquefied
Petroleum Gas being manufactured, imported, or sold in India.
This Schedule shall be read in conjunction with IS 4246: 2002 with all amendments.

Tolerances
The Thermal Efficiency for Domestic Gas Stoves using Liquefied Petroleum shall not be lesser than 64%.

Star Rating Plan
Thermal Efficiency (5%) Star Level
>68 & < = 69.5 One Star
>69.5 & < = 71 Two Star
>71.5 & < = 72 Three Star
>72.5 & < = 74 Four Star
>74 Five Star

In the above Star Rating Index(Table 1) for Domestic Gas Stoves using Liquefied Petroleum Gas ,the
minimum thermal efficiency of a burner of the stove (having any number of burners) will taken for
deciding the thermal efficiency of the stove.
The thermal efficiency of Domestic Gas Stoves using Liquefied Petroleum Gas shall be determined as per
test procedure specified in Annexure F of clause 26 in IS 4246:2002.
There is no tolerance for the Star Rating Bands. All tested products must meet the minimum threshold for
each Star Rating Band. The scope for manufacturing tolerance and other variations shall be accounted for
when determining the Star Rating.

3.10. Stationary Storage Type Water Heaters
Scope
This Standard specifies the energy labeling requirements for stationary storage type electric water heaters
up to a rated capacity of 200 liters being manufactured, imported, or sold in India.
This Standard shall be read in conjunction with IS 2082:1993 and IS 2082:1993 with all amendments, as
applicable.
The safety standards for stationary storage type electric water heater shall be as per clause 18 to 31 of IS
302-2-21 with all amendments as applicable.

Tolerances
There is no tolerance for Star Rating Band, the average of products tested must be at par type electric
water heater or better than the Label threshold.

Star Rating Plan
The Star Rating plan for a stationary type storage electric water heaters shall be based on the Standing
Losses(Kwh/24hour/45 C difference) calculated the as per IS 2082:1993. The star rating plan is as indicated
below:

The pre-requisite criteria for participation in the energy efficiency labeling scheme is that the stationary
storage type electric water heaters shall confirm to minimum requirements as per IS 2082:1993 and IS 302-
2-21 with all applicable amendments.

3.11. Color Televisions
Scope
This standard specifies the energy labeling requirements for color television including CRT, LCD and
Plasma technologies being manufactures, imported, or sold in India for household and similar use.
Below is the product specification for BEE star rating qualified TVs. A product must meet all of the
identified criteria to be labeled as BEE star rated product by its manufacturer.
This Standard shall be read in conjunction with IS 13384:1992(Part 1&Part 2) and IS 13900:1993 for CRTs.
Tolerances
There is no tolerance for the Star Rating Bands. All tested products must meet the minimum threshold for
each Star Rating Band. The scope for manufacturing tolerance and other variations shall be accounted for
when determining the Star Rating.
Star Rating Plan
BEE will make On Mode and Standby data available on the BEE Web site (www.beeindia.nic.in) for
interested consumers. Additionally, BEE will also provide consumers with an estimate of each Star label
qualified TVs annual energy consumption through display of a kWh/year number. This annual power
consumption estimate will be based on a daily usage pattern of 6 hours in On Mode and 12 hours in
Standby Mode.
Annual Power Consumption: To qualify as BEE Star labeled product, all TVs, TV Combination Units,
must not exceed the maximum Annual Power Consumption (APCmax) found from the equations in
Table 11.1, 11.2, 11.3, 11.4, 11.5, and 11.6, based on the units native vertical resolution and visible screen
area. The maximum annual power consumption is expressed in kilo watts per year and rounded to the
nearest whole number. In the following equations, A is the viewable screen area of the product, found
by multiplying the display width by the display height. Equations are provided in both standard units
inches and centimeter. As an example, maximum allowed power consumption for TV products of various
screen sizes is also provided below in Table 11.7, 11.8 and 11.9.

User Information Requirement: In order to ensure that consumers are properly informed of the benefits
of keeping their TVs in the default modes as shipped, particularly for those models that incorporate
additional features and functionality that, if employed, would result in increased energy use beyond that
intended by the BEE Star Label requirements for On and Standby, the manufacturer will include with
each TV the following information on BEE Star label and the benefits of keeping the TV at its factory
default settings that meet star labeling criteria in either a hard copy or electronic copy of the user manual.
Where necessary, manufacturers will also include language advising consumers that enabling certain
features and functionality in their TV will increase its energy consumption, possibly beyond the limits
required for Star label qualification. This information should be near the front of the user manual.
