VW car linked to thefts POLICE are trying to trace a black VW Passat which has been linked with a number of thefts in rural Cheshire. The car was seen before Christmas around the reclamation yard/ industrial estate area in Huxley shortly before a van was stolen. MBE for hospice founder LITTLE Budworth resident Rosie Speigelberg, a founder member of St Lukes Hospice, in Winsford, has been awarded the MBE. Parking ban A PARKING restriction on Millfield Lane, Tarporley, at the junction with the High Street, has come into force. The order prohibits parking on both sides of the road and there is also a no waiting restriction on the High Street between 7am and 10am and 4pm and 7pm. Bunbury Parish Plan The Bunbury Parish Plan Steering Group has now completed drafting the questionnaire and it should be ready for circulation shortly. Brook Road consultation

TARPORLEy parish councillors were dismayed by the late notification and short period of opening of the public consultation event for the Taylor-Wimpey proposals for the Brook Road housing and leisure development. Parish councillors were only notified a week in advance, whilst a leaflet drop advising residents of the event was made only four days before it took place on 11th January. A representative of HOW Planning, organisers of the consultation, apologised for the poor organisation. The consultation event took the usual form of publicity displays for Taylor-Wimpey and schematic views and montages of the current design concept. Again, parish councillors and many residents were concerned that the proposals deviated from their understanding of the site development principles previously agreed with CWaC planners. At the following parish council meeting, it was agreed that a meeting should be sought with the prospective developers in an attempt to resolve the matter. It is hoped that the meeting will have been held by the time you read this. In the meantime, residents who missed the consultation event may view the draft proposals at www.brookroadtarporley.co.uk.

Police Surgery
Tarporleys PCSO, Sheena Ayrton, will be holding an informal surgery at The Old Fire Station Coffee Shop on Wednesday 30th January between 10.30 and 11.30 a.m.. The aim is for members of the community to meet their local officers and to discuss any issues that they may have. Please feel free to call in. Parish Council Meetings


The Parish Council meets in the Committee Room of the Community Centre at 7 pm on the second Monday of each month, with the exception of August. Meetings are open to the public, and start with an Open Forum session, during which members of the public can address the whole Council on matters of concern to them. Also the Parish Council holds a surgery at 6.30 pm prior to each Parish Council meeting when members of the public are welcome to discuss matters with councillors on an informal basis.

If you or someone you know is finding it more difficult to get out and about, then the members and volunteers at the Tarporley OPAL Club (Older People At Leisure) invite you to join them each Friday between 10am and 3pm. Transport to and from your home is provided, plus friendly social activities and a 2-course lunch, all for just 10. By providing companionship; the opportunity to share a meal with others; a range of interesting activities; as well as plenty of laughter; we aim for people to stay as physically and mentally active as possible. There are opportunities to be involved in card and board games, puzzles, quizzes and craft work. There are gentle exercise routines, music and singing. Members enjoy spending time talking to each other and sharing a good cooked lunch. Occasional trips out are organised and members celebrate birthdays, Christmas, Easter and other special occasions. Community car scheme


CHESHIRE Community Development Trust is looking for willing volunteer drivers to join a community car scheme. People register with the scheme and they go on all kinds of trips, including doctors, dentists, chiropodists, luncheon clubs, hairdressers, shopping and to visit friends. Many of the clients would have difficulty getting out of the house so the drivers provide a real lifeline for them The scheme operates locally within the former Vale Royal area. As a volunteer you can give as much or as little time as you are able. All they ask is that you have a car, are willing to undertake a CRB check and enjoy meeting new people and helping out within the local community. Some petrol expenses can be reimbursed. 70 new homes in Tattenhall


CHESHIRE West and Chester planners gave the go-ahead for 70 homes in Tattenhall. The proposed development by Redrow is for land at the rear of Harding Avenue. Three other planning applications for housing development in Tattenhall 110 at Chester Road, 137 homes at Greenlands and 68 homes at land opposite Brook Hall Cottages have all previously been refused by the Strategic Planning Committee. These have all been appealed and will be heard at a joint inquiry held by the Secretary of State. Local Councillor Mike Jones said: We have 385 dwellings plus 145 that have already been agreed. That is a total of 530 in a village of 847 houses. This is against a projected target of 300 over 20 years and means the 145 already agreed amounts to 10 years of backlog. In addition to that 33 houses are being built at the nearby village of Milton Green and the Planning Committee agreed last week a further 24 in Beeston. The Strategic Planning Committee had originally refused the Harding Avenue application on landscape grounds but the application had been resubmitted with comprehensive landscape and visual impact assessment. Unwanted bikes for Africa THE Rotary Club of Tarporley is supporting the campaign to collect unwanted bikes for shipment to Africa. They are doing this in association with the Rotary-supported charity Jole Rider (http://jolerider.org) and their Bikes4Africa campaign to make the journey to education possible for thousands of children. Therefore, if you have an unwanted bike, suitable for children (- aged about 9 years and upwards; bikes with 20 or 24 wheels are best, though 20 BMX-type bikes can be suitable) then please let them have it. They can arrange for the bikes to be collected from you. However, if you take advantage of this service, a small donation (e.g. 5) towards the charitys transportation costs to Africa would be very much appreciated. It would be unfair to the other applications. However Councillor Angela Claydon: I voted in favour of it last time because I know we are looking at them all individually but of all the plans that we have seen, this is the one which is most contained in the village. And to my mind if you were going to have one of them then this would be the most acceptable to me. And what I couldnt find last time and I continue to not to be able to find are any good reasons on planning grounds to refuse it. Whatever we do today it will win on appeal. A motion to refuse the planning application on the same grounds as last time was defeated. Councillor Jill Houbrook said she put forward a motion to grant outline permission with a heavy heart. Voting was five for granting outline planning permission and four against. The resolution to approve will now be referred to the National Planning Casework Unit.

It seems like a long time since the Conservative Party said it would raise the Inheritance tax (IHt) threshold, above which deceased estates are taxed at 40%. Since forming the coalition government they have yet to turn those words into action and have confirmed the threshold will remain unchanged until at least 2015. Indeed, in their first year of office IHt receipts rose by 14%
The days are long gone when IHT could reasonably be regarded as a tax only for the very wealthy. Many of us still think that we are unlikely to be affected by it, but many of us would be wrong. The IHT threshold officially known as the nil rate band currently stands at 325,000. Consider what your house is worth today. For many people, this alone is enough to exceed the threshold. Married couples and civil partners can pass assets to each other without paying IHT, while they are alive or on their death. A fairly recent change of rules also allows them to transfer any unused portion of their nil rate band when they die. So its now possible for the surviving spouse or partner to leave assets of up to 650,000 before IHT becomes payable. (Its important to remember that the full nil rate band of 650,000 is not available to unmarried couples.) Thankfully, there are a number of things you can do to reduce any liability. A good place to start is with your Will. Everyone should consider having a Will and, just as important, one that is IHT-efficient. If you dont, or if there are mistakes in the drafting, the laws of intestacy may distribute your assets in ways that you never intended, or your estate may be taxed in ways that could otherwise have been avoided. Its estimated that UK taxpayers waste 448m a year in IHT payments which could have legally been avoided by simple tax-planning measures when drawing up a Will. If you own a business, your Will should cover your business assets unless you have made appropriate succession plans with your partners. And you should review it whenever your circumstances change a subsequent marriage, for example, automatically invalidates a Will.

SIxTEEn hardy members of Tarvin Tennis Club defied the gloomy weather forecasts and signed up for a post-Christmas American Tournament. They were rewarded with just about the first dry morning for ages and enjoyed three hours of competitive but friendly tennis play. Jane Leyland, first, and Jane Mitchell were the two top-scoring lady players while Chris Edwards was the top man followed closely by John Perry. All, however, were able to enjoy the mulled wine, tea, coffee, sausage rolls, mince pies and other nibbles which accompanied the more strenuous efforts of the morning. Appeal for defibrillator
THE School Council is currently being relaunched under the name Inspire. Last month the students launched their campaign to raise money for a defibrillator to be kept at Tarporley High School. Events will be taking place in school to help raise money for this worthy cause. A defibrillator is a life-saving machine that gives the heart an electric shock in some cases of cardiac arrest. This is called defibrillation and can save lives. Cardiac arrest is when the heart stops pumping blood around the body. When someone has a cardiac arrest, defibrillation needs to be prompt. For every minute that passes without defibrillation, chances of survival decrease by 14 per cent. Research shows that applying a controlled shock within five minutes of collapse provides the best possible chances of survival. Enterprising students THREE year 9 students are currently working hard on developing a business plan for a project which they will be entering in to an Enterprise competition being led by Weaver Vale Housing Trust. Ewan Price, Alex Palmer and Jake Griffiths are all working hard to ensure they beat any competition. They have to present their idea to a panel of dragons in February and have also been working with local business people to perfect their pitch.

tinnitus awareness Week 2013 is to take place from 4-10 February. Organised by the British Tinnitus Association (BTA), the week aims to raise awareness of tinnitus, a condition that affects 10% of the UK population. Tinnitus is typically described as a ringing or buzzing in the ears with no external source. The focus for Tinnitus Awareness Week 2013 is the role that tinnitus support groups can play. Tinnitus support groups offer a vital lifeline for people around the country, offering a chance to share experiences, find out how others cope and discuss the latest information on treatments. The BTA hope to enable hundreds more people to access peer-to-peer support through groups across the UK. Hundreds of people are already benefiting from belonging to a tinnitus support group, but with an estimated six million people affected by the condition, the BTA hope that Tinnitus Awareness Week 2013 will bolster the number of people actively seeking support. Groups around the country will be holding meetings and events during Tinnitus Awareness Week 2013. THE partners and team at Afford Bond LLP Chartered Accountants became Mo Bros and Sistas for the month of Movember and raised in excess of 5,500 for local and national charities. Following the sad loss of a long serving and valued colleague earlier in 2012 and also through supporting staff and clients with similar conditions, Afford Bond saw this as a very appropriate cause. Dogs die in blaze TWO dogs died in a kitchen fire at Whitchurch Road, Spurstow, Tarporley, last month. Paloma Faith at Delamere SINGER Paloma Faith has been announced as one of the big acts at Delamere Forest this summer.
