The Milwaukee Delegation consists of 24 elected legislators to Wisconsin state legislature. Year 2013 has brought changes in the senate and assembly districts. They include: a NEW Senator in District 6 Nikiya Harris o TWO (2) NEW Assemblypersons District 17, LaTonya Johnson (high vote getter 20,288) District 18, Evan Goyke (high vote getter 16,274)

Senator Nikiya Harris came from Milwaukee County Supervisor of District 2. She replaced Senator Spencer Coggs, who exchanged his senatorship (since 2003) for Treasurer of the City of Milwaukee. Assemblywoman Johnson is an Entrepreneur/Business Owner and Labor leader. Assemblyman Goyke is an Entrepreneur/Business Owner - Attorney and advocate for Milwaukee stakeholders. Senate District 3 o ONE (1) NEW Assemblyperson - Assemblyman Daniel Riemer replaced Peggy Krusick in Assembly District 7.

Assemblyman Daniel Riemer, Milwaukeean, 26 years old, is NEW to state government representation. He is committed to solving problems of the neighborhood. Senate District 4 o TWO (2) NEW Assemblypersons - District 10, Assemblywoman Sandy Pasch - District 11, Assemblyman Mandela Barnes

Assemblywoman Sandy Pasch is not NEW as an Assemblywoman. She is part of a re-districting effort that took her from District 22 (Senate District 8) to District 10 (Senate district 4). The election invoked racial tension as Pasch, a Caucasian, now representing a largely African American district. This is a huge opportunity for racial growth and harmony. However, it will need sincere efforts of engagement and leadership on both the stakeholders/voters and elected Representative Pasch. Representative Pasch will need to earn her wings. She will need to answer inquiries and remove herself from the Governor Walkers Womens group that does not include African American and other People of Color. Assemblyman Mandela Barnes, Milwaukeean, 26 years old, is NEW to government leadership but comes with neighborhood organizing as a long-suit. Senate District 5 O TWO (2) NEW Assemblyperson - Assemblyman Rob Hutton replaced David Cullen, who is now a Milwaukee County Supervisor for District 15. He is NEW to government leadership but comes with a knowledge of Entrepreneurship Business owner/Trucking. Assemblyman Joe Sanfelipo replaced Anthony Staskunas for Assembly District 15. Representative Sanfelipo was a Milwaukee County Supervisor in District 17.

Senate District 7 Senate District 7 did not change representatives. Senate District 8 O ONE (1) NEW Assemblyperson - Assemblyman Don Pridemore is NEW to Senate District 8 but not to state representation. He represents District 22 the district held previously by Sandy Pasch.

Each of the districts has at least 57,000 stakeholders and each Senate District has at least 171,000 stakeholders. The largest three (3) senate districts are: District 4/Taylor (172,425), District 7/Larson (172,423) and District 5/Vukmir (172,421). The two (2) largest Assembly Districts are: District 14/Kooyenga (57, 597) and District 23/Ott (57,579). Each of the 24-member delegation is identified and connected to the successful representation of the City of MILWAUKEE due to their constituents - voters, business endeavors, their attendance to Milwaukee public schools (secondary and/or higher education), benefits received from Milwaukee, and their association with/in a specific Senate District. We have identified and depend on the TOTAL 24-member delegation as contacts for INFRASTRUCTURAL growth of the City of Milwaukee and its neighbors. Milwaukee Professionals Association LLC is a channel development and public policy firm based in Milwaukee, Wisconsin. Our major initiative is called All Hands on Deck, WE CAN. It was created June 3, 2010 to address Enduring Concentrated Poverty in Milwaukee. Its Mission is to redefine, re-brand and un-trap hidden talent and vetted businesses at the neighborhood level. MPA LLC has identified the City of Milwaukee as the Mother Board of economic development and quality of life for Southeastern Wisconsin and the State of Wisconsin. We are a premier Affordable Health Care supporter in the City of Milwaukee with education attainment, technology attainment and INNOVATION as a pre-requisite for full implementation January 1, 2014. We support population health care as the Smart way to address improving health care and driving down cost. We will call upon the 24 legislators for leadership in creating, navigating and enforcement of the laws of the state. Additionally, a special expectation is on professionalism, referrals, resources, presentations, collaborations, best practices, transparency, accountability and strategies as an ELECTED partner for Milwaukees development of pathways and pipelines for growth engines. Remembering, if the Mother Board/Infrastructure of the City of Milwaukee is updated and running well, with the beneficiaries engaged in their sustainability, everyone in the state of Wisconsin will grow. REFORM I Democrat and Republican Delegation The Milwaukee Delegation MUST work in a bi-partisan effort to ensure that the state statutes and budget resources, state and federal, creates pathways and pipelines for the overall aggrandizement of the INFRASTRUCTURE of the city of Milwaukee. The political landscape has changed due to re-districting and change in the population of census tracts. It will continue to evolve as the population grows and People of Color merge and emerge. We have seen troubling behavior during the last Election cycle based on RACE and GENDER. We have had over-the-top name calling and disrespect for the Right to vote and President Barack Obama.

We saw candidates self-destruct as a result of greed and unethical behavior tied to racial and gender mayhem. We heard from elected representatives of Wisconsin, U.S. Congressman Paul Ryan, Governor Scott Walker, U.S. Senator Ron Johnson and Republican Chairman Reince Priebus left no doubt they have no problem looking straight in the camera and misrepresenting the truth. The exorbitant spending of the Romney campaign, Koch Brothers and outside pacts as well as the widespread buffoonery that was seen by Republicans, birthers and those who just wanted to show how mean-spirited and uncivilized they could be. The RESULTS: The voters just observed and at the end of the day sent a tsunami message of Win for President Barack Hussein Obama even though so many had to stand hours to vote and/or experienced other irregularities to suppress People of Color voting. The answer arrived in a victory call by CNN before midnight November 6, 2012 while many were yet in line to vote in Florida. S, se puede.

Since then,

The Peoples Message: No you will not. We reject your disrespect of our race, our rights as a citizen of America, our hard work at two-four jobs to try to make a living; and, the way you have disrespected the 44th President. pundits and know-it-alls have tried to walk back the tidal wave loss. Some are still in denial and scratching their heads. Some are using smoke-n-mirror dialog to see if they can fool the citizenry, especially People of Color. Some think they still got-it-made and can buy-talk their way pass the 21st Century voter knowledgeable individuals of Generation X, Y, Z and the Baby Boomers.

Some leaders of the Republican Party ARE NOW calling themselves name the stupid party. Some think they can put NEW frosting (People of Color) on the same cake and get a better result. NO CAN DO.

Then, there are some who have had to recognize that it is not wise to play the RACE and GENDER card with broad strokes of DISRESPECT, DISCRIMINATION and vote suppression. We saw Mother Nature weigh in. U.S. Congress Paul Ryan and others recognized in afterthoughts, it is not wise to underestimate the URBAN voter.

To show how far some will continue to challenge common sense and the Constitution, State Senators in Virginia, tried to ambush the process with take-over re-districting on the day of President Barack Obamas Inaugural. Virginia State Senator Henry L. Marsh III, a longtime civil rights lawyer, attended the Inauguration, while he was there, Republicans voted to redistrict without notice- and not during the absence of their members. This behavior has come up in comments of Governor Scott Walker and Republican Chairman Reince Priebus. They gave the impression that what was done in Virginia is something to consider. Go figure.

Reform II Democrat and Republican Just as the Republicans have a way to go, Democrats have also a way to go. Reform that is inclusive and balanced is needed on BOTH sides. The representation of African American, American Indian, Asians and Latino is grossly lacking in the cabinet of operation of the Democratic Party and Republican Party. Additionally, candidates that are supported to represent the People that have flawed, disrespectful and un-principled behavior hurts whatever brand they represent. U.S. Senator Tammy Baldwin won because her opponent, ex-governor Tommy Thompson over-the-top behavior galvanized the base and because the Democratic Party went to the ground/NEIGHBORHOOD level of URBAN Milwaukee and other like environments. The Democrats LOST the Recall for some of the same reasons You failed to galvanize the ground/NEIGHBORHOOD level URBAN stakeholders/voters that DID NOT see anything in it for them. Over and over, we see high disparaging reports of unemployment in Milwaukee some census tracts over 50% unemployed underemployed at equally high rates - business development outsourced to every Tom, Dick, Harry and Sue-Sally-Jane as evidenced by the DWilson Report. Resources and strategic planning for economic development and quality of life NEVER have the BUY-IN of the People. As a matter of fact, they may hear about the plan promising JOBS but they N E V E R get to us. The rights of the Milwaukee taxpayer is placed in proxy by the UNAUTHORIZED power grabbing of people who live outside of Milwaukee in neighboring burbs; namely Gale Klappa/We Energies, the Milwaukee 7, Greater Milwaukee Committee and Milwaukee Metropolitan Association of Commerce. Yet, Tom Barrett, a flawed candidate - due to his 8 years of disrespect and discrimination of African American, People of Color and Work Challenged constituents of Milwaukee, is placed in candidacy for Governor. The People who could have tipped the scale REFUSED TO VOTE. They did not see anything in it for them. Did you see a concentrated population of African American and People of Color in Madison during the hoop-la? I bring this soiled laundry before you for CLEANING. Also, the tired and ineffective marching out of elected officials with endorsement for Mayor Tom Barrett and other flawed candidates known by the community to not be worth their vote, does a disservice to whatever brand the elected representative and/or the brand they may think they have that is worth something. Again, the endorsers are branded and the voters STAY AT HOME. You/WE, the People, can change this and provide healthy and worthwhile public square interest and engagement. The People are ready. Are you? Democrats and Republicans got REFORM to do. Engagement and organizing at the Neighborhood level is key. The connection must be EACH of you doing your part to ensure that URBAN Milwaukee is not left out of REAL and RESPECTFUL legislation and oversight that supports its INFRASTRUCTURE state-of-the-art gainful employment, affordable housing, education attainment, technology attainment, Affordable Health Care, safety intervention, and transportation to name a few. It is time out for divisiveness and discordant behavior rooted in bias and discrimination.

Your importance and success will be based on your engagement and outreach in your district and how you are perceived outside of your district as a reputable government representative - respectful of the electorate especially your Cultural Humility (how you treat People of Color and gender-based issues). FYI We notice that during the last two years, Milwaukee Professionals Association LLC has regularly contacted some of you for engagement and for your information. Some of you have displayed behavior not in-line with open engagement, cross-district courtesies and support of the URBAN constituency. In fact, you have appeared to be prejudice and arrogant. Going forward, we ask that this is not the posture and that each of the Milwaukee Delegation provide us with a link to your website for information sharing and do not hesitate to share information with us at: mpapublicpolicyreview@gmail.com. It is MPA LLC position that RACIAL districts (mostly African American and People of Color; and, mostly Caucasian) need to engage as often as possible and begin to create cross-links for better understanding and success for ALL. Democrats and Republicans cannot be silent when the

ask for and get major government funding but DISCRIMINATE in hiring practices, procurement, election of chancellor, connection of cronies for major projects Innovation Park, School of Freshwater Science, Flex Option certificates and degrees and on and on. The breach of State Statute 36(1)(2) is your guide, turning a deaf ear or refusing to call for oversight, transparency and accountability says you need to be voted out of office. No one is exempt. We will post on our main website and Scribd.com. It means that prior to voting you out of office; you must be cited regularly for your Lack of oversight, or acts of disrespect. One such citing was our recent blog regarding comments by State Senator Glenn Grothman, District 20 and his disrespectful comments about KWANZAA. CLICK. We also question the recent timing and gung-ho partisan efforts of Senator Alberta Darling (Republican Senate District 8, River Hill) and exSupervisor/now Assemblyman Joe Sanfelipo (Republican District 15). Our concerns fall around a desire for BI-partisan talk that should take place in the public square that includes Milwaukeeans where the county seat is; input from ex-Supervisor/NEW Senator - District 6 Nikiya Harris, each of the NEW representatives in the Milwaukee Delegation and the entire Milwaukee Delegation should weigh in with recommendations that will provide a broader and worthwhile format for driving cost and efficiencies. REFORM III Affordable Health Care Full implementation of the Affordable Health Care law is January 1, 2014. However, on October 1, 2013, we should be up and running for purchasing health care. The State of Wisconsin is a Federally-Facilitated Exchange state. MPA LLC has been at the forefront of stage I implementation of sharing information for informed decision making the People of Milwaukee. Our first population of engagement is seniors. We were not successful receiving information from Governor Scott Walker, Insurance Commissioner Ted Nickel, Health Secretary Dennis Smith and Secretary Reggie Newsom during the last quarter of 2012. They refused to share information requested as Public Information. We are waiting on a reply from both the Milwaukee District Attorneys office and the Milwaukee County Board of Ethics.
