4 . FIRST - AID MEASURES Seek medical attention immediately in all cases of exposure! Inhalation: Remove to fresh air. If not breathing, give artificial respiration. If breathing is difficult give oxygen. Call a physician. Skin contact: Wash the contaminated skin with plenty of soap or mild detergent and water for at least 15 minutes while removing contaminated clothing and shoes. If irritation persists after washing, get medical attention. Eye contact: Wash the eyes immediately with large amount of water lifting the upper and lower lids. If irritation persists after washing get medical attention. Contact lenses should not worn with this product. Ingestion: Never give anything by mouth to an unconscious person. If victim is conscious give plenty of water to drink to dilute, activated charcoal (20-40g in 10% slurry), paraffin oil (3ml/kg) and sodium sulfate (1tablespoon/1/4 l water). Do not induce vomiting. Keep the airway clear. Get medical attention immediately. Note to Physician: Gastric lavage

5. FIRE - FIGHTING MEASURES Suitable extinguishing media: Dry chemical, foam or carbon dioxide. Unsuitable extinguishing media: Do not use a solid stream of water, since the stream will scatter and spread the fire. Water spray may be used to keep fire-exposed containers cool. Exposure hazards: 1,2-Dichloropropane is a highly flammable liquid. Vapor/air mixtures are explosive at ambient temperatures.. Contact with strong oxidizers may cause fire. Protection of fire-fighters: Wear full protective clothing and self contained breathing apparatus with full face piece operated in positive pressure mode. Move containers from fire area if it can be done without risk. Water spray may be used to dilute spills to non flammable mixture, protect personnel attempting to stop leak and disperse vapors. 6. ACCIDENTAL RELEASE MEASURES Personal precautions: Ventilate area of leak or spill. Persons performing clean-up work should wear adequate personal protective equipment and a self-contained breathing apparatus with full facepiece operated in the pressure demand or other positive pressure mode. Keep unnecessary and unprotected personnel from entering. Remove all sources of ignition. Environmental precautions: Stop leak and use water spray to reduce vapors. Prevent from contamination the ground and the surface waters by isolating the hazard area. Contain and recover liquid when possible. Keep closed containers and dispose according to all applicable federal, state or local environment regulations Methods of cleaning up: Stop leak and use water spray to reduce vapors. Use non-sparking tools and equipment. Collect liquid in an appropriate container or absorb with an inert material (vermiculite, dry sand, earth) and place in a chemical waste container. Use only non sparkling tools and equipment. 7. HANDLING AND STORAGE Handling: Special attention is required when 1,2-dichloropropane is handled. Protect against physical damage. Wear rubber gloves, chemical goggles, chemical cartridge respirator. Sources of ignition such as smoking and open flames prohibited where 1,2-dichloropropane is handled. Use non-sparking type tools and equipment, including explosion proof ventilation. Storage: Store in tightly closed containers in a cool, dry, well ventilated area away from sources of heat or ignition. Isolate from flammable materials. Protect from direct sunlight. Protect against physical damage. Ventilation should be provided at the floor level. Outside or detached storage is preferred. Containers of this material may be hazardous when empty since they retain product residues (vapors, liquid). Containers should be grounded and bonded for transfers to avoid static sparks. 8 . EXPOSURE CONTROLS / PERSONAL PROTECTION Exposure limits OSHA PEL (permissible exposure limit) 75 ppm.

Exposure controls: A system of local and/or general exhaust is recommended to keep employee exposure as low as possible. Local exhaust ventilation is generally preferred because it can control the emissions of the contaminant at its sources, preventing dispersions of it into the general work area.

Respiratory protection: If the exposure limit is exceeded, wear a supplied air, full-face contained breathing apparatus. Warning! Air purifying respirators do not protect workers in oxygen-deficient atmospheres. Hand protection: Wear polyvinyl alcohol or Viton gloves.

Eye / Face protection: Use chemical safety goggles and/or a full face shield when is possible. Avoid using contact lenses at work. The working area will be equipped with eyewash fountains. Skin protection: Wear impervious protective clothing including boots, lab coat, apron or coveralls as appropriate to prevent skin contact. All protective clothing (suits, gloves, footwear, headgear) contaminated by 1,2-dichloropropane may clean promptly. Do not take contaminated work clothes home. Family members could be exposed. Environmental Exposure Control: It is recommendable to develop a monitoring plan in order to maintain the releases in the environment below the maximum allowed concentrations, complying with local, regional, regional and national legislation. Chemical stability: Stable under ordinary conditions of use and storage. Darken on exposure to air or light. Conditions to avoid: Heat, flame, light, sources of ignition and incompatibles. Acute toxicity Inhalation: Irritating to the respiratory tract. May causes headache, weakness, cyanosis, nausea vomiting and diarrhea. These symptoms may be followed by central nervous system effects, liver and kidney damage adrenal gland damage, weak and rapid pulse and unconsciousness. Death can occur from respiratory and circulatory failure. Skin contact: Causes irritation,rash and blister formation. Skin contact may produce a burning sensation. Prolonged or repeated contact may cause skin burns. Can be absorbed through skin with toxic effects. Eye contact: Vapor cause irritation. Splashes cause severe irritation,possible corneal burns and eye damage. Ingestion: Cause abdominal pain, nausea, diarrhea, headache and dizziness. May cause irritation of the gastrointestinal tract with vomiting.

Chronic effects: Repeated or prolonged exposure may cause weight loss, low blood pressure, jaundice, reduced urinary output, dermatitis, eye damage and anemia. Subchronic animal studies, via inhalation exposure, have reported effects on the respiratory system and blood, while chronic oral animal studies have noted effects on the blood, liver, and central nervous system.

CMR effects (Carcinogenity, Mutagenicity, toxicity for Reproduction): Carcinogenity: It is not known whether 1,2-dichloropropane causes cancer in people. The carcinogenicity of 1,2-dichloropropane has been evaluated in animal studies with rats and mice. Liver tumors have been observed in mice, and mammary gland tumors have been found in rats. The International Agency for Research on Cancer (IARC) has determined that 1,2-dichloropropane is unclassifiable as to human carcinogenicity. Mutagenicity: No studies were located regarding genotoxic effects in humans or animals following inhalation or dermal exposure to 1,2 dichloropropane. Toxicity for Reproduction: No reproductive effects were noted in several animal inhalation studies. Developmental effects, such as an increased incidence of delayed ossification of the bones of the skull, and reproductive effects such as testicular degeneration and increased incidences of infection of the ovary, uterus, or other organs, have been observed in animals exposed to propylene dichloride by gavage (experimentally placing the chemical in the stomach). It is not known if the infections observed were related to propylene dichloride treatment since controls were also infected.

Mobility: Dichloropropane may enter the environment from industrial discharges, plant discharges or spills. Released to soil or water surfaces is expected to volatilize quickly. Due to very low Koc value, 1,2dichloropropane will be not adsorbed appreciably into soil, sediment and suspended solids in water. (Koc =47). 1,2-Dichloropropane is resistant to hydrolysis with an estimated hydrolysis half life of 25-200 week Persistence and degradability: When released into the air, this material may be moderately degraded by reaction with photochemically produced hydroxyl radicals with a half-life of 23 days. Recent data indicates that dichloropropane will biodegrade slowly in soil, water and groundwater under both aerobic and anaerobic conditions. Biodegradation of the 1,2-dichloropropane waste waters may be accelerated in biological treatment plant providind accommodation of activated sludge. Bioaccumulative potential: The limited experimental data on bioconcentration of dichloropropane in aquatic organisms and the physical and chemical properties of this compound indicate that bioconcentration and biomagnification are not likely to occur. PBT assessment: Not applicable. Other adverse effects: Insufficient data are available to evaluate or predict the long-term effects of dichloroethane on the plants, birds or land animals. Do not allow to enter waters, waste water or soil!

13. DISPOSAL CONSIDERATIONS Waste treatment: What ever cannot be saved for recovery or recycling should be handled as nonrecovery non hazardous waste and sent to an approved incinerator or disposed in an approved waste facility. Dispose of contaminated product, container residues and spill clean up materials in accordance with federal, state and local requirements. Packaging treatment: The empty containers tank cars and tank trucks are treated with steam and containers, ated caustic solutions and rinsed with plenty of water. The resulted effluent are treated in the same way as waste. The empty and clean containers are to be reused in conformity with regulations. ntainers 14.
