This report is prepared because it was a part of our studying process where it was included in practical training. First and foremost, I would like to give my appreciation to Sh Corp Sdn. PREFACE
Student in practical training are given three (3) reports that must be done during practical. The reports consists Report A (Project Report) ,Report B(Data Collection and Brief Analysis) and Preparing an Elemental Cost Analysis (ECA)

For Report A, students are given an options either to do about pre-contract project report or postcontract project report. As for me, who is being practical in contractor company (SH CORP SDN BHD.)I have decided to do the post - contract stage because Contractor firm are always involved and many task to be done in this stage. Furthermore, by doing this Post- Contract Stage will make me more understand about what is the flow of the construction industries.

The objective of doing this report is to make sure that the students will understand the management of projects and the roles of the construction teams in those project.I have chosen "CADANGAN PROJEK PEMBINAAN SECARA INDUSTRIALISED BUILDING SYSTEM (IBS) BAGI

3.1 INTRODUCTION

4.0: SITE COST CONTROL


4.1 INTODUCTION During the construction period, site cost control also are important things. These site cost control are to make sure not having the wastage construction material and other element in construction process such as cost, time and many more during the construction. Example that we can take for site cost control is using the material on site for construction. During the construction, site agent or site supervisor are important people to make sure the material is used wisely by labour on site are and not have the wastage problem that directly can increased the construction cost.. The site supervisor must control these using like cement, water and other. Although these item like cement and mater is little item, this item or material like this also must be control the usage to make sure not having the wastage. If having the wastage in usage the cement, maybe at the next time the contractor need to order another cement and it can make the construction cost of the will increase. The using of equipment in the site must been control by the site supervisor this is because without control by the site supervisor this can produce the wastage in the site. For example is, if the crane was rent for half day and the price of rent for half day is RM1,500.00. the site supervisor must control the usage of the equipment more effective to make sure crane is used wisely to complete the work used the crane in the half day only. When the site supervisor failed control this work, maybe the time of rent of the crane will increase and also increase the cost to pay for the rent and the construction period also can be take a long time. Other factor the we must have the site cost control is to make sure the cost of the building construction is not increased and also make sure the construction budget is around the budget have been prepare by the client for this project.

In conclusion site cost control is very important in site to the member in the building construction, without the site cost control many problem can arise during the construction period and also without site cost control final construction project will increase in high level compare to the contract value and the client will lost because must bear the high construction cost. 4.2 STUDENT ANALYSIS For this project site supervisor have do the site control to the material, equipment on the site very wisely to ensure the total cost of the project cannot increase without the reasonable factor such variation order and many things. Schedule of plant and material have been prepare by the Site Supervisor every day in the site to record the usage of the material and the construction equipment on the site.

4.3 MAIN PROBLEM In the site control, having the several problem. The problem is the site supervisor or contractor failed to control the usage of material are using in construction especially the usage of cement, brick and water. Many wastage had been from these item. So the conclusion is the contractor or site supervisor must take more effective action to control the site program. Especially the usage of the material construction. Other that, the contractor must choose or take the labor are can make the work. if the labor are not have the skill or experience to do the work, maybe having the wastage in case usage the material, many material will wastage because from labor negligence. So, the contractor must sure the labor having the skill or experience to do the work.

5.0: VARIATION OF WORK


5.1 INTRODUCTION The term of variation means the alteration or modification of the design, quality, or quantity of the work as shown upon the contract drawing and specification, and include the addition, omission or substitution of any work, the alteration of kind of standard of any of the material or material or goods are to be used in the work and removal from the site of any work, material or goods which are not in accordance whit the contract. This Variation of Work occurs because of the client needs, instruction by the local authorities. And other factors can make the Variation of Work event the effect of the Variation of Work is can increase or decrease the cost of the construction. The Variation cost of the project must been prepared by the Quantity Surveyors for the project and finally in preparing final account the cost of Variation of Work must been include in the final account to find the actual cost of building construction. In this project, have the several items for variation of work. In the preparation of variation of work, the contractors are need to provide the total amount including the quantity of the item is reducing or adding. Before any part of in this project will adding or reduce or any item are including in the variation or work, the contractor are need to inform to the S.O. by letter for permission. After that, contractor will measure the variation and including the adding or reducing the price or quantity are needs to state. After that, the contractor also will send the information and all items about the variation or work to the S.O for permission and valuation.

5.2 STUDENT ANALYSIS Item Variation of Works for this project is : Variation Work No.1 The first Variation Work is during the installation for the pipe and cable for electrical, telephone, water

supply and sewerage. The usual method is just excavate across the road but the Army Camp officer does not allow any excavation is make across the road because the road is the main road, so the exact method to be use is to excavate under the road, so the HDD (Horizontal Directional Drilling) is use to excavate under the road, this method cost more than the usual method about RM 30,000.00

Variation Work No.2 The other Variation of Work for this project is changing of Retaining Wall to the alternative design that is Gstone Wall System. The reason why it need to be change is because by using the retaining wall, it not suitable to be use at that time because in the construction of retaining wall, it use a lot of reinforcement bar which is about more than 60 tone, and at that time the price for steel is increasing about RM 3.80/KG which is very expensive and not suitable. Then the other method has been choose that is G-stone Wall System, why this is chosen, because its have the same ability with the retaining wall, easier to be build, this system also is more suitable with the soil condition at the site, and the more important is the price to construct this Gstone wall is more reasonable which is about RM 641,002.00 compare to the retaining wall which is RM656,516.60 but the price for the use of reinforcement in the retaining wall has take about 40% from all the cost to build which is not reasonable. Here are some of the picture in the constructing the G-stone wall system.

Variation Work No.3 Others variation that need to be done at the site is extra work for the base structure for the Bicycle Shed, Covered walkway and Rumah Sampah. The extra works that need to be done at this place is the soil improvement. The soils at this place need to be improvement to make the soil more rigid and able to hold the load from the building thats going to be built. The cost for the soil improvement is RM126, 328.00. These are the picture how the soil improvement is happen.

5.3 FORM OF CONTRACT (PWD. FORM 203 (Rev. 10/83)) CLAUSE 24. VARIATION The S.O. may at his absolute discretion issue instruction requiring a variation and he may confirm in writing pursuant to Clouse (5) here of any oral instruction requiring variation of the works.. no variation are required by the S.O. or subsequently confirm by him shall vitiate this contract. Explanation: Following to the clause 24. The S.O. have the authority to give the order to make the variation of work for some of work at and during the project. And then the contract are not avoid if having the dispute of any certificate from the variation of work.

CLAUSE 25. VALUATION OF VARIATION a) All variation authorized as herein provided or subsequently confirmed by the S.O. in writing, shall be measured and valuated by the S.O. who shall give to the contractor or his site agent an opportunity of being present at the time of such measurement and of taking such notes and measurement as the contractor may require. Should the contractor or his site agent not attend or neglect to attend, then the measurement made by the S.O. or approved by him shall be taken as correct measurement of the work. The contractor shall be supplied with a copy of measured bill. b) The valuation of variation, unless previously or otherwise agreed shall be made in accordance with the following rules: i) The rates in the schedule of rates, after adjustment if necessary as provided in clause 7 (a)

hereof, shall determine the variation of work (other than work involving a whole addition of any item of work priced in the summary of tender, which shall be valued in accordance with rule (iii) hereof) of similar character and executed under similar condition as work priced therein; ii) The said rate, where work is not of a similar character or executed under similar conditions as aforesaid, shall be basis of rates for the same, so far as may be reasonable, failing which a fair valuation thereof shall be made by the S.O. iii) Where work involves a whole addition of any similar item of work and executed under similar condition as work priced in the summary of tender, the price of such item of work in the summary of tender shall be the basis of the valuation of the said item of work. iv) Where work cannot properly be measured or valued the contractor shall be allowed day-work price, plus fifteen percent, which shall include for the cost of all ordinary plants, tools, scaffolding, supervision, and profit. Provided always that as a condition precedent to any right to any payment the contractor shall produce voucher, receipts and wage books specifying the time of labor and plant employed and materials used to the S.O. not exceeding seven 7 days after the work shall have been done. Unless otherwise provided in the schedule of rates, the day work prices for the purpose of this contract shall be taken to mean the actual net cost to the contractor of his material, plant and labor for the work concerned. v) The rates in the schedule of rates shall determine the valuation of work omitted; provided that if omission involves a whole omission of any item of work in the summary of tender, the price of such item of work in the summary of tender shall be the basis of valuation of the item omitted.

Explanation: In the clause 25 was stated the form of contract about variation of work. in the preparation of variation of work, when the S.O. was give permission to do the variation of work, the S.O. will measure the variation of work. during the S.O. measuring the variation of work, the contractor ir site agent or site supervisor are need to have also at these time. And then, if the contractor or the site supervisor cannot or not attend at these time, a copy from the measuring by the S.O. must given to the contractor and site supervisor. In clause 25 (b), this contract have told about the method can be used in preparation of the variation of work. Have 5 method was stated. Example of these method we can look, for example is clause 25 (b) III. These method are using if the work for variation relation with the other additional work for some of the work are same and the condition of the also same in price in Summary of Tender, so the price rate for both variation must use the same price and Summary of Tender must be use as basic valuation for these variation of work.

5.4 MAIN PROBLEM During the construction of this project, also have the several problems that can be conclude at here. The main problems when the preparation of the variation is change the price of the item including in variation. For example for the variation work no.2 is changing the retaining wall to the g-stone wall system. So in comparison the use of g-stone wall system is more accurate, reliable and more suitable rather than using the retaining wall system. But, have the adjustment in cost of variation must making to make sure the cost of the variation is suitable. So the cost is the medium that need to be consider to make the variation.

6.0: EXTENSION OF TIME


6.1 INTRODUCTION Progress project is more important to make sure the project will complete at on time period. Even though, have some time also have the problem at site or others are relation with the project disturb the progress of the project. Following the Form of Contract, have the several explanation can we make at here about the term must contractor take consideration and obey during in time to completion the project. When the project are reality have the problem and delay following the progress project, the contractor are need as soon as possible give the notice by letter to S.O. in the letter, the contractor also need to list down the problem was made the delay was happen. Or in the opinion by the S.O. have the several fasal about the delay problem. a) by the force majeure or b) by the condition weather are not static or c) by the order are given by the S.O made problem with others parties but with condition this problem are not made by the contractor or other sub-contractor. Furthermore, S.O when are required , after estimate the time or day was delay in the project, with by the letter intention about some Extension of Time, and the extension of time must deal and suitable. Also in condition, the contractor are required to make sure all the work at the site project are not delay next time and must make S.O. satisfy with the contractor work to finish the project. Certificate are made by the S.O for these fasal for extension of time we call Certificate Delay and Extension Of Time. For this project, during the construction was in progress, have the several problem that was make the project progress was delayed.

6.2 STUDENT ANALYSIS

Extension of Time 1 The problem that has happened that has increased the time in construction is the work to remove the soil and debris from the construction site. From the observation from the surveyor the site of the project is used to be a dumping site to throw out the rubbish and soil by the other contractors that used to build other construction inside this army camp. So the reason that make the time of construction increased is because there are too many rubbish that need to be removed. The number of day that has been applied by the contractor to finish the work is about 18 days but the consultant has approved only 16 day.

Extension of Time 2

The other works that has increased the time in construction is the increasing in soil quantity. From the extension of time 1, we have know that the site is use to be a dumping place for rubbish and soil from the other project that has been construct in the camp, so this has increased the soil quantity that need to be removed which is the usual quantity is 6,118m3 as in the BQ to 27,019m3 as has been checked by the nominated surveyor. The soil quantity has been increased 4 times more than the usual quantity. The contractor has applied 146 days to finish the work for removal all the soil and debris at the site. 6.3 FORM OF CONTRACT (PWD. FORM 203 (Rev. 10/83)) CLAUSE 43. DELAY AND EXTENSION OF TIME Upon it becoming reasonably apparent that the progress of thee Works is delayed, the contractor shall forthwith give written notice of the causes of delay to the S.O. and if the of the S.O. the completion of the work likely to be delayed or has been delayed beyond the Date for Completion stated in the Appendix or beyond any extended Date for Completion previously fixed under this Condition. a) by force majeure, or b) by reasons of any exceptionally inclement weather, or c) by reason of direction given by the S.O., consequential upon disputes with neighboring owners provided the same is not due to any act, negligence, default of the Contractor or any subcontractor or nominated or otherwise or, d) by reason of loss or damage occasioned by any one or more of the contingencies referred to in Clause 36 hereof (provided and to extent that the same is not due to any act, negligence, default, or breach of Contract by Contractor or any sub-contractor or nominated or otherwise whether in failing to take reasonable steps to protect the Works or otherwise), or e) by reason of S.O.s instruction issue under clause 5 hereof, provided that such instruction are not issued due to any default or breach of Contract by Contractor or nominated or otherwise, or f) by reason of the Contractor not having received in due time necessary instruction, drawings, level, or instruction in regard to the nomination of the sub-contractor and/or suppliers provided in this Contract, from the S.O. due to any negligence or default of the S.O. and for which he shall have specifically applied in writing on a date which having regard to the Date for Completion stated in the Appendix to these condition or to any extension of time then fixed under this Condition, was neither unreasonably distant from nor unreasonably closed to the date on which it was necessary for him to receive the same, or any sub-contractor or

g) by reason of delay in giving possession of the Site as provided under Clause 38 (d) hereof, or h) by reason to any action due to local combination of workmen, strike, or lockout affecting any of the traders employed upon the Works, provided the same are not due to any unreasonable act, neglect or default of the contractor or of any sub-contractor, nominated or otherwise, or i) by delays on the part of artists, tradesman or other engaged by the government in executing work not forming part of this Contract, or j) by the Contractors inability for reason beyond his control and which he could not reasonably have foreseen at the date of closing of tender of his Contract to secure such good and/or materials as are essential to the proper carrying out of the Works, or k) by delay on the part of Nominated Sub-contractors and/or Nominated Suppliers of their works, and such delay shall be caused by the same reason effecting their works as stated above in subclauses (a) to (j) inclusive (provided that the same are not due to any act, negligence, default or breach of Contract by the Nominated Sub-contractor and/or Nominated Supplier and/or the Contractor, or any of the servants or agents of such Nominated Sub-contractor or Nominated Supplier or the Contractor): Then the S.O. shall so soon as he is able to estimate the length of the delay beyond the date or time aforesaid make in writing a fair reasonable extension of time for completion of the works, provided always by the Contractor shall use constantly his best endeavors to prevent delay and shall do all that may reasonably be required to the satisfaction of the S.O. to proceed with the Works. The certificate issued by the S.O. under this Condition shall be referred to as the Certificate of Delay and Extension of Time.

Explanation: In the clause 43 in Form of Contract, it inform about the Extension of Time and Delay. In this clause was stated the reason can make the delay of the project. And all the reason are reasonable and can be accept as the reason to make the Extension of Time. Following to the clause 43, have the 11 reason are reasonable as the reason to make the Extension of Time. If the S.O. or opinion of the S.O. about the project will delay, the S.O. are need to estimate the time was delay from the time to completion of the project. And then the S.O. will give the extension of time in writing inform to the contractor and the extension of time must fair and reasonable to replace the time was delayed before that. After the S.O. was give the extension of time, and the extension of time we call it Certificate of Delay and Extension of Time. The contractor must have the fully responsibility to complete the work as soon as possible and the contractor also needed to reduce any delay by the unreasonable reason. During the construction period, the contractor shall male the S.O. satisfy with the work.

CLAUSE 44. LOSS AND EXPENSE CAUSED BY DELAYS

If the regular progress of the works or any part thereof has been materially affected by reason as stated under Clause 43 (c), (f) or (i) hereof (and no other), and the Contractor has incurred direct loss and or expenses for which he would not be reimbursed by payment made under any other provision in this Contract, then the Contractor shall within one (1) month of the occurrence of such event of circumstance give notice in writing to the S.O. of his intention to claim for such direct loss or expense together with an estimate of the amount of such loss and/or expense, subject always to Clause 48 hereof.

Explanation: In the clause 44, the contractors have the ability to claim for such direct loss or expense together with an estimate of the amount of such loss or expense. But in these case the contractor can claim depend of the several reason in clause 43 under Clause 43 (c), (f) or (i) hereof (and no other). For the summary, clause 43 (c), (f) and (i) was said about the reason off delay are not come from the contractor, but the delay are reason by the S.O. or other parties like artists, tradesman. The contractor shall give in writing notice to the S.O within one month of the occurrence to do the claim to S.O.

7.0: INTERIM VALUATION


7.1 INTRODUCTION Before the quantity surveyors do the interim valuation, the contractor will survey the site condition. Function of the survey is to make sure the quantity surveyor know the condition of site project and progress project. During the construction period, payment for all the work done in construction by the contractor will be measure by the Quantity Surveyor in scale. Example one month one interim valuation. Usually, interim valuation are made one time in a month, and then the QS will submit the cost of work done was made in these month until to measurement date soon and the architect will suggest the suitable payment by client. Architect will receive the interim valuation and then architect will check the valuation to make sure the material construction was used in the work are same within the specification, and if architect satisfy with these interim valuation, architect will certify the interim valuation for payment to contractor. Usually, the payment will pay within 14 days. Following to the interim valuation. In the interim valuation also stated the amount of the each element, percentage of work done and total claim. .

7.2 STUDENT ANALYSIS The analysis from interim valuation is progress project are more important to quantity surveyor do the valuation of the interim on the progress project. As the quantity surveyor, the interim valuation will make every month, the quantity surveyor will do the valuation of work done at the site base on scale of the project was having done. If the quantity surveyor not having time to make evaluation of work done on the site construction, quantity surveyor also use the picture are taken from site construction during the time to make the interim valuation. When quantity surveyor do the valuation work done, in the valuation also inclusive the material on site not fixing. The value of the material on site not fixing is 50%. This percent of value will insert in sum of money will stated in interim certificate. The valuation is not suitable if do always. Example is, for one month the interim valuation are 3 time. This is not suitable because for one month, scale of the work done is in small percentage and difficult to quantity surveyor to estimate the value of these work done. So. The interim valuation is suitable if do at every month.

7.3 MAIN PROBLEM Many problem have been faced by the quantity surveyors to prepare the interim valuation for his project for example if one month also have the work of the element cannot be done because the problems from weather. Usually for work like concreting and excavation. If the weather condition of these month was rainy always, it can make not many work can be done like works above. So quantity surveyor maybe having the problem to estimate the valuation of work done for these month. Other than that, after the quantity surveyor was do the interim valuation, it will submitted to the architect to certificate. But having the problem when the client delay in pay the should payment to the contractor. It also can make the contractor having the problems in doing their work. So, all parties was involve in this construction must work together and give the good service.

FORM OF CONTRACT (PWD. FORM 203 (Rev. 10/83)) CLAUSE 47. PAYMENT TO THE CONTRACTOR AND INTERIM CERTIFICATE a) When the contractor has executed work, including delivery or to or adjacent to the work of any unfixed material or goods intended for use thereon in accordance with the term of this contract and the total value thereof has reached the sum referred to in the Appendix to these condition, the S.O shall at that time make the first valuation of the work properly executed and of the material and goods delivered to or adjacent to the works. Thereafter, once (or more often at the discretion of the S.O.) during the cost of each succeeding month the S.O shall make fair valuation of the work , provided that the total value thereof in each such subsequent valuation shall not be less than the sum referred to in the Appendix of these condition. b) Within fourteen (14) days from the date of any such valuation being made and subject to the proviso mentioned in sub-clause (a) above , the S.O shall issue an interim certificate stating the amount due to the contractor from the government. Provided that the signing of this contract shall not be condition precedent of the issue of the first interim certificate (and no other) so long as the contractor has returned the letter of acceptance of tender duly signed and has deposited with the S.O or the government the relevant insurances policies under clause 33, 34, 36 and the performance bond. c) The amount stated as due in an interim certificate shall, subject to any agreement between the parties as to payment by stages, be the estimated total value of the work properly executed and seventy-five per cent of the value of the unfixed materials and good delivered to or adjacent to the work intended for use thereon up to and including the date the valuation was made less any installment previously paid under the condition of contract. Provided that such certificate shall only include the value of the said unfixed material and good as and form such time as they are

reasonably and properly and not prematurely delivered to or adjacent to the work and then only if adequately against weathers, or damage. d) Within a number of days as stated in the appendix to these condition (or if none so stated then within thirty (30 days) of the issue of any such Interim Certificate as aforesaid the government will make a payment to the contractor on the amount certified as due to the contractor in the said certificate. Explanation: In form of contract, have the clause that was state the interim valuation, the clause is clause 47. Payment to the Contractor and Interim Certificate. For the clause 47 (a), these clause give the rules about the valuation of the work done, the S.O. have the authority to make the valuation of the work done. For the first time, the S.O. will make the valuation must do the valuation and the valuation also including to material on site. After that, if the opinion of the S.O to make the valuation, the valuation can make for every month. Clause 47 (b) was stated about the issue of the interim certificate. Within 14 days from the date of the valuation of work done, the S.O. will issue the interim certificate for payment of work done to the contractor by the client will make the payment. Clause 47 (c) is the sum to be certified in the Interim Certificate. Following to these clause, the valuation the sum of the estimate value of work done. It also includes 50% for material on site not fixing or use.

8.0: SITE MANAGEMENT


8.1 INTRODUCTION Management is the important thing especially on site management. The management of the site is like the manage of the usage of the implemented on site and others. In the site management, the contractor and site supervisor is good if their having the experience to manage the work at the site. For example, the site supervisor or contractor must control the usage of the implemented on the site, the work must do using these implemented, it to make sure the work at site project will clearly and not having the problem. Other than that, the site supervisor or contractor must have the site office for place the work on site in site office like to save the information project, plan and drawing and other tools like safety boot and others thing. Site office also important because from the site office also the site supervisor can plan the management of this site. For the work at the site like construction of buildings frame, the site supervisor or contractor can do schedule of the work for formwork, reinforcement and concreting the frame in schedule to make sure the construction of frame and other part of construction will clearly.

8.2 STUDENT ANALYSIS

For the students analysis in this project, the contractor have take seriously for this site management this is very important to make sure all construction activity on the site construction is running smoothly and not having the problem. For this project for the site management aspect the contractor has prepare

comfortable site office and despise experience site supervisor on the site to manage the works on site. The contractor or the site supervisor also do the schedule of work or work program at the site to make sure the activity at site construction is clear. Other than that, management of other thing like implemented are usage at the site also important. The contractor must know the work will do and plan the work before that. In conclusion, management is main factor to make sure the management and the condition of site project are clear and all the activity at the site not having the problems.

8.3 MAIN PROBLEM

During the construction there are many problems. The most obvious is when to send in or send out the construction material. It is because the site is inside the army camp and the lorry that bring the construction material need a certificate to go in. Every time the lorry come in the site agent need to make a letter to make sure the lorry can go in. So the cooperate from the management of the army camp is needed to make sure the construction at the site going smoothly.

10.0 CONCLUSION
As a conclusion, by preparing report about the post-contract stage, it gives a lot of things about the Quantity Surveyor jobs in the post-contract stage. Post contact stage is an important stage after the Pre-Contract stage because the client need was present from the illusion by the design team (architect and engineer) to the reality by the selected contractor. During this stage cooperation between all parties involved on the construction process is very important to make this mission to the successful mission. All the aspect I have been study for this report bring a very important things to the all parties involved in this project. Without one of the aspect, this project will face a big problem, for example Interim Valuation when the payment is delay to the contractor works on site cannot been carry out and the construction period also have a delay because the contractor . For the future I hope that the post contract report, that needs to be do by the student at the contractor firm can make their report base on the in-going project, not with base on a project that is completed within the last 2 years. This is because by based on the in-going project, they know more about the project, the physical look of the project and the progress going on at the site, so that they can make a perfect report.
