1. Purpose. This publication provides the mission and mission essential task list for the New
York Guard. It provides guidance for use by the MACOMs in preparing their appropriate
regulations or instructions for the development of more unit specific missions and METLs in
support of the overall NYG objectives.
2. Application
a. Mission and METLs established in this publication apply to all MACOMs of the NYG
and their subordinate units.
b. This publication is directive in nature. These missions and METL will be supported,
except when, in the judgment of the commander, exceptional circumstances dictate otherwise.
3. Scope. This publication provides the Mission of the New York Guard and the Mission
Essential Task List (METL) of the New York Guard
4. Basis. Mission and METL as approved by The Adjutant General of New York by letter dated
23 March 2001.

CHAPTER I
1. Provide augmentation and support to other State Military Components in the execution of
their State Missions and their in-state federal training.
2. Provide Aid to Civil Authorities and Humanitarian Support to the State Emergency
Management Office, State and Local Governmental Agencies during domestic emergencies.
3. Conduct missions to enhance the quality of life in our communities and for our citizens.
4. Support the mobilization and deployment of New York National Guard units.
5. Perform other missions as assigned by The Adjutant General and the Governor of the State of
New York.
6. Be prepared to assume the State Defense Missions of other State Military Components upon
their federalization.

CHAPTER III
RESPONSIBILITIES
1. Commander New York Guard. Coordinate with DMNA for assignment of additional
missions.
2. The J3 (Deputy Chief of Staff for Operations and Training) will Review and approve
Mission and Mission Essential Task Lists developed by Major Commands (MACOMs) (Army
Division, Air Division, and Civil Military Affairs Brigade) in support of this directive.
3. Commanders of New York Guard Components. Commanders of the Army Division, Air
Division and Civil Military Affairs Brigade will;
a. Develop detailed mission statements that support the missions of the NYG.
b. Develop detailed Mission Essential Task Lists that support their missions.
c. Notify and provide copies of MACOM Missions and Mission Essential Task List
(METL) to New York Guard Headquarters for review and approval.
d. Direct and approve development of detailed mission statements and METL for
subordinate units in support of this directive, and the MACOM’s Mission and METL statements.
