Corruption In India

Corruption is Social Evil Power tends to corrupt, and absolute power corrupts absolutely. In its simplest sense, corruption may be defined as an act of bribery or misuse of public position or power for the fulfillment of selfish motives or to gain personal gratifications. It has also been defined as "Misuse of authority as a result of consideration of personal gain which need not be monetary". In recent Centuries India has earned a place among the THREE most corrupt countries in the world. Corruption in India is a consequence of the nexus between Bureaucracy, politics and criminals. India is now no longer considered a soft state. It has now become a consideration state where everything can be had for a consideration. Today, the number of ministers with an honest image can be counted on fingers. At one time, bribe was paid for getting wrong things done but now bribe is paid for getting right things done at right time. It is well established that politicians are extremely corrupt the world over. In fact, people are surprised to find an honest politician. These corrupt politicians go scot-free, unharmed and unpunished. Leaders like Lal Bahadur Shastri or Sardar Vallabh Bhai Patel are a rare breed now who had very little bank balance at the time of death. The list of scams and scandals in the country is endless. Now Recently Before Start 2010 Commen Wealth Games Corruption is playing major role with commen wealth games. The Bofors payoff scandal of 1986 involved a total amount of Rs 1750 crore in purchase of guns from a Swedish firm for the Army. The Cement scandal of 1982 involved the Chief Minister of Maharashtra, the Sugar Scandal of 1994 involved a Union Minister of State for food, the Urea Scam and of course no one can forget Hawala Scandal of 1991, the Coffin-gate, fodder scam in Bihar or the Stamp scandal which shocked not only the political arena but the entire society. Is it possible to contain corruption in our society? Corruption is a cancer, which every Indian must strive to cure. Many new leaders when come into power declare their determination to eradicate corruption but soon they themselves become corrupt and start amassing huge wealth. There are many myths about corruption, which have to be exploded if we really want to combat it. Some of these myths are: Corruption is a way of life and nothing can be done about it. Only people from underdeveloped or developing countries are prone to corruption. We will have to guard against all these crude fallacies while planning measures to fight corruption. It is not possible to kill or remove the corruption by improving the Social-economic conditions of the . Because we all know that the most of the people who are corrupted are not economically or socially backward, surely they will be having a notable social status. "Despite a decade of progress in establishing anti-corruption laws and regulations, these results indicate that much remains to be done before we see meaningful improvements in the lives of the world's poorest citizens." The following steps should be considered to eradicate corruption: Greedy business people and unscrupulous investors should stop bribing the political elites.Dont be either at the receiving or at the bribing end. Political elites should stop putting their private gains before the welfare of citizens and economic development of their regions. Government should include a chapter in text books related to corruption and its desire consequences. We are all need to stop talking about Corruption but we right now start ourself take the initiative and be Brave ourself. Corruption is going to end only when people like us stand up and speak out. If we do not take step forward to remove corruption from root, the word developing country will always be attached with our country INDIA . So we the common man are solution for removing corruption from our INDIA and hence we will be also helpful in making our country developed. It is possible..todays generation is willing to change this system. And soon corruption is gone out from India.Every person should have his own responsibility to avoid corruption A strong youth movement in the country only can remove corruption and each student should take a vow to begin this exercise courageously within the family-Former President Dr.A.P.J.Abdul Kalam

Corruption In India
All luxury corrupts either the morals or the state. - Joubert Corruption in the Indian society has prevailed from time immemorial in one form or the other. The basic inception of corruption started with our opportunistic leaders who have already done greater damage to our nation. People who work on right principles are unrecognized and considered to be foolish in the modern society. Corruption in India is a result of the connection between bureaucrats, politicians and criminals. Earlier, bribes were paid for getting wrong things done, but now bribe is paid for getting right things done at right time. Further, corruption has become something respectable in India, because respectable people are involved in it. Social corruption like less weighing of products, adulteration in edible items, and bribery of various kind have incessantly prevailed in the society. In todays scenario, if a person wants a government job he has to pay lakhs of rupees to the higher officials irrespective of satisfying all the eligibility criteria. In every office one has either to give money to the employee concerned or arrange for some sources to get work done. There is adulteration and duplicate weighing of products in food and civil supplies department by unscrupulous workers who cheat the consumers by playing with the health and lives of the people. In the assessment of property tax the officers charge money even if the house is built properly according to the Government rules and regulations. Political corruption is worst in India. The major cause of concern is that corruption is weakening the political body and damaging the supreme importance of the law governing the society. Nowadays politics is only for criminals and criminals are meant to be in politics. Elections in many parts of the country have become associated with a host of criminal activities. Threatening voters to vote for a particular candidate or physically prevent voters from going in to the polling booth especially weaker sections of the society like tribals, dalits and rural woman occurs frequently in several parts of the country. Recently, the Government increased the salary of the M.P.s from Rs.16, 000 to Rs.50, 000, that is 300% increase to the existing salary. But many of them are unhappy with rise and want the Government to increase the salary to a much more extent. This clearly shows how the politicians are in constant thirst for monetary benefits and not caring about the welfare of the people. Tax evasion is one of the most popular forms of corruption. It is mostly practiced by Government officials and politicians who lead to the accumulation of black money which in turn spoils the moral of the people.

Major Factors Responsible For Corruption:


1. The most important factor is the nature of the human being. People in general, have a great thirst for luxuries and comforts and as a result of which they get themselves involved in all unscrupulous activities that result in monetary or material benefits. 2. Moral and spiritual values are not given utmost importance in educational system, which is highly responsible for the deterioration of the society. 3. The salary paid to employees is very less and as a result of which they are forced to earn money by illegal ways. 4. The punishments imposed on the criminals are inadequate. 1. The political leaders have spoiled the society completely. They lead a luxurious life and do not even care about the society. 2. People of India are not awakened and enlightened. They fear to raise their voice against anti-social elements prevailing in the society.

Measures To Control Corruption:


There are some specific measures to control increasing corruption.

1. The Right to Information Act (RTI) gives one all the required information about the Government, such as what the Government is doing with our tax payments. Under this act, one has the right to ask the Government on any problem which one faces. There is a Public Information Officer (PIO) appointed in every Government department, who is responsible for collecting information wanted by the citizens and providing them with the relevant information on payment of a nominal fee to the PIO. If the PIO refuses to accept the application or if the applicant does not receive the required information on time then the applicant can make a complaint to the respective information commission, which has the power to impose a penalty up to Rs.25, 000 on the errant PIO. 2. Another potent check on corruption is Central Vigilance Commission (CVC). It was setup by the Government to advise and guide Central Government agencies in the areas of vigilance. If there are any cases of corruption or any complaints thereof, then that can be reported to the CVC. CVC also shoulders the responsibility of creating more awareness among people regarding the consequences of giving and taking of bribes and corruption. 3. Establishment of special courts for speedy justice can be a huge positive aspect. Much time should not elapse between the registration of a case and the delivery of judgment. 4. Strong and stringent laws need to be enacted which gives no room for the guilty to escape. 5. In many cases, the employees opt for corrupt means out of compulsion and not by choice. Some people are of the opinion that the wages paid are insufficient to feed their families. If they are paid better, they would not be forced to accept bribe. The one thing that needs to be ensured is proper, impartial, and unbiased use of various anti-social regulations to take strong, deterrent, and timely legal action against the offenders, irrespective of their political influences or money power. Firm and strong steps are needed to curb the menace and an atmosphere has to created where the good, patriotic, intellectuals come forward to serve the country with pride, virtue, and honesty for the welfare of the people of India. Corruption is a global evil. Corruption in India is the main problem since Independence.Mostly underdeveloped and developing countries are greatly effected by corruotion. Corruption is closely associated with bribery which means given or take profit for some illegal work. Corruption has progressively involved in every sphere of Indian society. Corruption is a cancer that is not restricted to any particular political party. It infects the whole system. An honest politician has become an oxymoron. In India, people with an honest image are very few. In India, There are a bunch of scams oftenly in the Indian administration i.e. Bofors scam, Hawala Case, Fodder Scam, Taj Corridor scam, Satyam Scam, Commonwealth games scandel etc. According to the Corruption Perception Index 2009 Report released by Transparency International, Indias rank is 84th among 180 countries effected with corruption. The corruption methods also improve with the development of the nation. There are many causes of corruption in India. Nexus between Bureaucracrats, Politician and criminals is the main cause of corruption in every country. Lack of ethical qualities and morality among administrators and politicans, complete lack of public corruption, illiteracy among people, poor economic infrastructure all these are corruption to tighten grip over the people. Complex laws and procedures to eliminate corruption discourage the people for taking steps against corruption. Corruption prevailed at large scale during elecetion times and votes are bought with the help of bribary. Corruption has a worst impact on our economy and could malign our image in international scenario. Best example of this is Commonwealth games scam. Commonwealth games is a global phenomena and recently exposed scam has maligned the image of India in the global scenario. We will have to have planned measures to fight corruption. Bureaucracy should be made more citizen friendly, accountable and transparent. More and more courts should be opened for speedy justice. Lokpals and Vigilance Commissions should be more powerful and of independent nature so as to provide speedy justice. Other measures are - strict laws should be made; political interference should be minimized; power to make policies in public interest should be vested with independent

commission; people should have a right to questioned the elected representatives and get answer; funding of elections should be banned and there should be State funding of election expenses for candidates and persons with criminal records should be denied tocontest elections. More areas of public interest should be covered under Right to opposition against allowed Information, which will empower the citizens to ask for more information. Stringent actions will be taken against corrupt officials. Immediate function which needs to be done is to literate the people. Whistle blowing is an honourable technique against corruption, recently in news. Whistle blower is a person who raises a concern about wrong doing occurring in an organization. Whistle blower frequently faces reprisal from organization. Whistle blowing policy should be made mandatory with clear cut guidelines for prosecuting intimidation of or retaliation against complainant and an act for the protection of Whistle blower should be made. The life and future of the nation is secure only when the nation is corruption free. Corruption is destruction and it cannot control unless citizen of country become an active partner to control it. Cooperation of the people to tackle this problem is must. Honest and dedicated persons in public life could be the most important instrument to tackle corruption. Priority should be given to make all public offices more people-friendly in reality. The fight against Corruption may well begin with simple acts of documentation. Media also can play a significant role to abolish the corruption by exposing the corruption. According to Jitendra Singh, In the bad old days, particularly pre-1991, when the License Raj held sway, and by design, all kinds of free market mechanisms were hobbled or stymied, and corruption emerged almost as an illegitimate price mechanism, a shadowy quasi-market, such that scarce resources could still be allocated within the economy, and decisions could get made. These were largely distortions created by the politico-economic regime. While the sea change has occurred in the years following 1991, some of the distorted cultural norms that took hold during the earlier period are slowly being repaired by the sheer forces of competition. The process will be long and slow, however. It will not change overnight. One of the major problems and the obstacles to development that many countries face is corruption by greedy, power-rapacious politicians, which is endemic in certain parts of the world. POLITICS- Corruption not only has become a pervasive aspect of Indian politics but also has become an increasingly important factor in Indian elections. The extensive role of the Indian state in providing services and promoting economic development has always created the opportunity for using public resources for private benefit. As government regulation of business was extended in the 1960s and corporate donations were banned in 1969, trading economic favours for the under table contribution to political parties became an increasingly widespread political practice. During the 1980s and 1990s, corruption became associated with the occupants of the highest echelons of Indias political system. Politicians have become so closely identified with corruption in the public eye that a Times of India poll of 1554 adults in six metropolitan cities found that 98 percent of the public is convinced that politicians and ministers are corrupt, with 85 percent observing that corruption is on the increase. The prominence of political corruption in India is hardly unique to India. Other countries also have experienced corruption that has rocked their political systems. What is remarkable about India is the persistent anti-incumbent sentiment among its electorate. In July 2008, The Washington Post reported that nearly a fourth of the 540 Indian Parliament members faced criminal charges, including human trafficking, immigration rackets, embezzlement, rape and even murder. Bureaucracy- A 2005 study done by transparency International, TI, in India found that more than 50% of people had first-hand experience of paying bribe or peddling influence to get a job done in public office. Officials often steal state property. In Bihar, more than 80% of the subsidized food aid to poor is stolen. In cities and villages throughout India, Mafia Raj consisting of municipal and other Government officials, elected politicians, judicial officers, real estate developers and law enforcement officials,

acquire, develop and sell land in illegal ways. Many state-funded construction activities in India, such as road building are dominated by construction mafias, which are groupings of corrupt public works officials, material suppliers, politicians and construction contractors. Shoddy construction and material substitution result in roads and highways being dangerous and sometime simply washed away when Indias heavy monsoon season arrives. More often than not, minorities and minority-dominated areas bear the brunt of bureaucratic corruption, especially at the lower levels. In government hospitals, corruption is associated with non-availability of medicines, getting admission, consultants with doctors and availing diagnostic services. Judiciary- Corruption is rampant in the judicial system of India. According to Transparency International, judicial corruption in India is attributable to factors such as delays in the disposal of cases, shortage of judges and complex procedures, all of which are exacerbated by a preponderance of new laws. Armed Forces and Police- Indian Armed Forces since long time have witnessed corruption involving senior armed forces officers from the Indian Army, Indian Navy and Indian Air Force. Many officers have been caught for allegedly selling weapons in the black market in the border districts of Indian states and territories, which has shaken public faith in the countrys massive military. The police often torture innocent people until a confession is obtained to save influential and wealthy offenders. G.P. Joshi, the programme coordinator of the Indian branch of the Commonwealth Human Rights Initiative in New Delhi comments that the main issue at hand concerning police violence is a lack of accountability. Religious Institutions-In India, the corruption has also crept into religious institutions. Some deacons of the church of North India are making money by selling Baptism certificates. A group of church leaders and activists has launched a campaign to combat the corruption within churches. Among the Indian Muslims, the recent cash for fatwas scandal was a major affair that exposed the Imams of the Islamic ulama accepting bribes for issuing random, often nonsensical fatwas. The chief economic consequences of corruption are the loss to the economy, an unhealthy climate for investment and an increase in the cost of Government- subsidised services. The TI India study estimates the monetary value of the petty corruption in the eleven basic services provided by the Government, like education, healthcare, judiciary, police, etc., to be around Rs.21,068 crores. India still ranks in the bottom quartile of developing countries in terms of the ease of doing business, and compared to China and other lower developed Asian nations, the average time taken to secure the clearance for a start-up or to invoke bankruptcy is much greater. Want to get some work done; take something in your pocket. These are the words which must be stuck round everywhere. Yes, truly speaking about the widespread corruption in India. Today corruption has become an inevitable issue. Corruption is seen in almost every part of Motherland. Viewing from working post regard almost each one has dipped himself into this sinful act. As you sow, so shall you reap is almost violated everywhere. Evil consideration of money as everything actually depraves oneself. Money pave as a way for all sorts of luxuries required in comfortable life. Be shameless and enjoy slogan has been encouraged in this world. No one realizes the suffering and pain of another. HONESTY is the best policy is an old and outdated saying today. It would be better to amend LIC, BIMA. A financially weak person can hardly think about producing vital governmental certificate comprising of nativity, etc. He better keeps himself away from this and thus deprive of facilities. This also makes the country more and more regressed. India today has many other problems too which slows the rate of progress. Eradication of corruption will reduce the problem to great extent. Many of us are really patriotic. Love for country, destine of sacrificing for motherland can only syncope the corruption today. Many desire to try their useful hands to eradicate this, but are suggested or advised that the smaller wheels of a machine has to work as the bigger one do. A trash one will be

crushed by the higher authorities. One is always suggested to stiff upper lips and gets the work done. But the whole system can be reversed if the material of smaller wheels is converted from trash to a powerful one which would posses such an ability to amend the organization. Yes, speaking to get into a position which can comatose the present thinking of corrupts. An individual can try aspiring for an IAS, IPS officer to fight against this. There include another good way to fulfill this aim, i.e to optimize politics. Dust is only removed when one becomes a part of it. But today, none are interested in politics. Moreover, the view towards politics is so extreme that none of the political leaders are considered good for anything. Theres a great example regarding this fact. Dr. Abdul Kalam once visited a school and being a chief guest had an active conversation with the students. There he raised a topic of ambition and asked the students about their aim. As expected, many aspired to be an engineer, doctor, actor, etc. but none responded for political leadership. Highness Kalam on listening these, suggested students to change the way of viewing politics, better have an optimistic view of it. Today India can be saved from this poison of corruption only through entering into politics. So, we the young generation of the country must strive hard for eradicating corruption and other problem to make country prosperous. Patriotism within individual must be arisen. My Country is my Home ideas must be cultivated. Harmful mosquito and flies are destroyed when dared to get inside our home, this same feeling must be developed for our country too or we will be always developing, not developed.
