To: The Town of Pittsford Planning Board From: Tom and Karen Werth Re: The Proposed Mitchell Road Concept Subdivision Dear Ms. Stoddard, Thank you for sending out the notice regarding the public hearing at the next Planning Board Meeting regarding the proposed development of the 55 Mitchell Road property. We have taken some time to evaluate how this project might impact our neighborhood should it happen as conceived homes by Ryan. Several of our concerns, and also questions, for the Planning Board are outlined below. Maintaining the historical integrity of a well known neighborhood within Pittsford (that has in good faith respected its origin as the Mitchell-Pierson Farm) with gradual development over the last 40 50 years allowing for a more rural lifestyle within the town limits, should be taken into consideration by the Planning Board. The Establishment of Local Waterfront Revitalization Program (LWRP) in 2005 along the Erie Canal in Pittsford should be noted. Specifically, this project we believe lies within this district according to the official zoning map on the town website. As such, the policies outlined in the 2005 LWRP original documents should be considered in any project. Words such as: The LWRP will aid the communitys long term commitment to the enhancement and protection of important scenic resources and open space programs and polices and development proposals shall protect and improve visual quality throughout the coastal area and all stream corridors should be preserved from encroaching developments. Streams are primary habitats for different speciesAdoption of overlay zoning, by the town and village, could be used as an extra level of protection for stream corridors and other sensitive aquatic and non-aquatic resources and Proposed projects within the LWRP boundary will preserve and improve connections to important open space assets. We call particular attention to Policy 12 regarding the protection of existing agricultural lands in the coastal area. This policy and its intent seem to indicate that, for existing land in the LWRP boundary, the town should establish and maintain favorable conditions which support existing or promote new coastal agricultural production and minimize adverse impacts on agriculture from avoidable conversion of agricultural land or agricultural production to other land uses and preserve scenic and open space values associated with agricultural lands. We respectfully ask that the Planning Board consider the LWRP boundary/zone and policies/intent into consideration. In addition, we do have questions: since the project lies within the LWRP, is it subject to State Environmental Quality Review Act (SEQRA) review, as implied in Section IX? The Development: It appears that the development has two aspects, specifically a subdivision of lots that include the creation of a new road, and the creation of one new lot by subdivision on Mitchell Road without the creation of a new road. Speaking to the part that involves the creation of a new road, we have noted Town of Pittsford Planning policy 185-19. We have several concerns that we wish the Board to address: 1) the lots 101-118 seem to be noticeably smaller than the existing surrounding adjacent lots on Mitchell Road and Glencannon Trail; 2) The back yard of an existing home, Wells, will look out into the side yards and side of homes

of lots 114 and 115in addition, the new road as laid out comes right up to the property line of the existing Wells home; 3) Existing homes on Glencannon Trail front yards will look out on the back yards of lots 101-104. Regarding the creation of lot 119, which is not part of the new road subdivision, rather a subdivision of an existing lot on an existing road and existing adjacent lots/homes, we have a question: which Adjacent Lots are being used to calculate the minimum lot size as defined in policy185-18B? Lot 119 appears considerably smaller than existing lots adjacent on Mitchell Road, specifically the Altier, Kay and Werth lots. Traffic: The new road that the development proposes is to be placed between two existing roads that are already very close to one another: Glencannon Trail and Wood Creek Dr. The development as conceived if fully inhabited will likely have 20-30 cars daily going in and out during rush hour on a busy State Highway 31 (Pittsford-Palmyra Road). The new road also goes in on a curve on State Highway 31 where the speed is 45 MPH and the road is only a two lane road. We would like the Planning Board to consider the impact and safety of these having three roads so close to one another, especially at rush hour. If the new road is placed as proposed, there is rarely another place on Pittsford Palmyra Road in Pittsford that has three roads leading out of neighborhoods that are so close to one another. We ask that the Board members take the time to stand on Wood Creek or Glencannon Trail and imagine the new road in between these existing roads and neighborhoods, at rush hour, noting the existing road speed, traffic volume and curve. Thanks for taking the time to consider our concerns and questions as you address the feasibility of this project as proposed.
