POST GRADUATE COMMON ENTRANCE TEST-2013 (SKURUPGCET 2013) INSTRUCTIONS TO CANDIDATES


A. GENERAL 1. The Convener (SKURUPGCET-2013), Directorate of Admissions, Sri Krishnadevaraya University, Anantapuram invites applications for admission into various Post Graduate (PG) courses in Arts, Science and Commerce offered in Sri Krishnadevaraya University, Anantapuram, Rayalaseema University, Kurnool and their affiliated colleges along with OTRI affiliated to JNT University Anantapuram for the academic year 201314. 2. The admissions are governed by the SKURUPGCET-2013 rules and regulations given below. The Advisory Committee of SKURUPGCET-2013 reserves the right to change or modify the rules and regulations. 3. For getting admission, a candidate should qualify SKURUPGCET-2013 and satisfy the eligibility criteria prescribed for the course. No candidate will be admitted by the University or the affiliated college without Rank in SKURUPGCET-2013. 4. Indian Nationals who are natives of other States (other than A.P.) are eligible for admission under National Integration Quota (5%). These seats are over and above existing seats. 5. Foreign nationals/NRIs can be admitted without Entrance Test subject to satisfying the eligibility criteria and production of STUDENT VISA for the period of study in the University. 6. Post Graduate (PG) degree holders of a particular course/subject are not entitled for admission into the same course/subject. However, a PG degree holder can pursue another PG course in a different course/subject but is not eligible for hostel admission and scholarship. 7. No candidate is entitled to pursue more than one full time course at a time. If admitted, no candidate can undertake any other assignment or employment, or study any other course simultaneously. 8. University reserves the right to run or not to run a particular course basing on the economic viability depending on the number of candidates who opt to join in it. 9. Qualifying in the SKURUPGCET-2013 does not guarantee admission. The candidate must satisfy all the eligibility criteria prescribed for admission into the course. 10. If it is proved that any of the certificates submitted by a candidate was tampered or fake, the candidate not only looses seat but is also liable for prosecution. 11. The rule of reservation is not applicable for Payment seats and NRI seats. 12. Notwithstanding anything in this Booklet, the rules and regulations that are in force in the Universities from time to time are applicable. 13. Before applying for SKURUPGCET 2013, the candidate has to verify himself/ herself about the eligibility to write a particular Test and to seek admission into the related course. 14. Each University reserves the right to modify courses/seats available in the Colleges and the same will be made available in the website www.skurupgcet.org Old question paper Booklets of some of the subjects can be obtained by paying .20 per Booklet from the Directorate of Admissions, Sri Krishnadevaraya University, Anantapuram and from Rayalaseema University, Kurnool B. COURSES OF STUDY The courses offered are of two years duration (4 Semesters) except M.Ed. (2 Semesters). The choice Based Credit System (CBCS) will be in vogue for all the courses offered at Sri Krishnadevaraya University College.

ELIGIBILITY FOR WRITING THE ENTRANCE TEST 1. The candidate should have passed the qualifying examination with a minimum of 40% marks in the concerned subject. For the courses where the admission is based on the degree as a whole, the aggregate percentage in the group subjects should be 40% of marks. For admission into M.Ed., the aggregate marks in B.Ed. should be 50% and the aggregate marks in degree/PG should be 45%. Pass is sufficient for SC/ST candidates for admission into any course. 2. Candidates who have already passed the qualifying examination or who have appeared / are appearing for the final year annual examination in 2013 are eligible to apply. Supplementary candidates of 2013 are not eligible. 3. Eligibility criteria fixed for each course is given in Section S. E. HOW TO APPLY 1. Candidate has to submit a separate application for each Entrance Test. 2. Application along with Prospectus can be obtained from the sales counters of post offices and banks at places mentioned in the notification by paying an amount of .330/-( .300/- + .30/- towards service charge) in cash. 3. Application can be obtained by post from the Convener, SKURUPGCET-2013, Directorate of Admissions, Sri Krishnadevaraya University, Anantapuram-515 003 by sending a demand draft (DD) Self-Financing 25 25 25 25

for .350/- (including postage for sending the application) drawn on a nationalized bank in favour of The Convener, SKURUPGCET-2013 payable at Anantapuram with the name and address of the applicant clearly written on the reverse side of the DD. 4. The duly filled-in application set (application form, computer data sheet, acknowledgement card and window covers) should be accompanied with the Xerox copies of: a. Date of birth extract / SSC b. Evidence for claims of reservation under Caste/PH/NCC/NSS/Games & Sports/ CAP/ NI c. Marks statement of the qualifying examination (those who are writing their final year exam have to submit first and second year marks of qualifying examination). 5. Incomplete applications will be summarily rejected F. LAST DATE FOR RECEIPT OF FILLED-IN APPLICATIONS Filled in application(s) should be sent by registered post/ speed post/ courier only (in the cover supplied along with the application), clearly mentioning the Test Number and Test Centre Code on the cover to the following address so as to reach on or before 5 pm on 22-04-2013. LATE APPLICATIONS Applications will be accepted by hand only up to 5 PM on 25-4-2013 with a late fee of .500/- paid through DD in favor of the Convener, SKURUPGCET-2013 at the Directorate of Admissions, Anantapuram only (duplicate of late fee DD receipt and receipt issued by the Directorate of Admissions should be retained by the candidate till his/her admission is over). H. HALL TICKETS 1. Hall tickets for the Entrance Test will be sent to the candidates 10 days before the date of Test. 2. In case of non-receipt of original Hall Ticket, the candidate can download the same from the website www.skurupgcet.org and attend the Entrance Test. 3. Duplicate Hall Ticket can also be had from the office of the Convener, SKURUPGCET-2013 or from the Chief Superintendent of the Examination Centre by submitting an attested passport size photograph and a demand draft for .100/- drawn in favor of the Convener, SKURUPGCET-2013 along with the evidence of having submitted the application. 4. SKURUPGCET-2013 Hall Ticket is to be preserved carefully and produced at the time of admission along with their Rank Card. I. TEST CENTRES 1. Candidates applying for more than one Test are advised to opt for only one Test Centre. Request for change of Test Centre mentioned in the application will not be entertained. If number of applicants choosing Rayalaseema University for any Test is less than 25, the Test will be conducted at Anantapuram Centre only. The Convener reserves the right for allotting a Centre other than the Centre opted by the candidate.

J. PARTICULARS OF ENTRANCE TESTS 1. 2. 3. 4. 5. 6. There is a prescribed syllabus for each Entrance Test as given in Section S. The syllabus of each Test consists of Section-A for 30 marks, Section-B for 30 marks and Section-C for 40marks. Each Entrance Test will be of 90 minutes duration with 100 multiple choice questions. Each question carries one mark and there is no negative mark for wrong answer. The question paper for English will be in English; Telugu will be in Telugu and Hindi will be in Hindi. For all other Tests, the question papers will be in both English and Telugu. No candidate will be permitted into the examination hall without proper Hall Ticket. Calculators, books, papers, mathematical and physical tables, slide rulers, pagers, electronic organizers, digital diaries, cellular phones or any other calculating aids are not allowed into the Examination Hall. Candidate should answer only on the OMR SHEET provided to him/her with name, Hall Ticket number and Photo printed on it.

K. RANKING 1. 2. The minimum qualifying Marks in the Entrance Test is 25. However, for SC/ST candidates there is no minimum qualifying mark. When there is a tie on the basis of marks obtained in the Test as a whole, it will be resolved on the basis of marks obtained in Section C. If there is still a tie, it will be resolved on the basis of marks obtained in Section B. If there is still a tie, it will be resolved on the basis of marks obtained in Section A. If there is still a tie, it will be resolved as per seniority in age. Rank Cards will be posted to the candidates within ten days after the publication of SKURUPGCET2013 results. Any candidate, who has lost or not received the Rank Card can download the same from the website www.skurupgcet.org The Rank obtained in SKURUPGCET-2013 is valid for admission for the academic year 2013-14 only. There is NO provision for REVALUATION or PERSONAL IDENTIFICATION of Answer Sheet.

L. ADMISSION PROCEDURE 1. Admissions will be based on SKURUPGCET-2013 Rank, subject to fulfillment of other eligibility criteria. 2. The candidate should have passed the qualifying examination with minimum percentage of marks when he/she is called for the counseling for admission, failing which the qualified candidates next in Rank would be admitted. 3. Admissions pertaining to all the colleges will be made through counseling at Directorate of Admissions, Sri Krishnadevaraya University, Anantapuram. 4. Candidates have to attend the counseling at the date and time at their own expense with the required original documents and fees. 5. If a candidate fails to attend the counseling at the specified date and time for whatever reason (including non-receipt or delayed receipt of call letter), he/she will forfeit the seat and the candidate next in Rank will be considered for counseling. Any representation for postponement of the date and time or exemption from personal appearance will not be entertained. 6. Late comers for the counseling on the scheduled date will be considered for the available vacancies at that point of time only. If a candidate attends on the subsequent date of the counseling in the same phase, he/she may be considered on the next day before the counseling for the candidates scheduled for the day. 7. If a candidate reports after the counseling for the subject in a given phase is over such a candidate will be considered for admission in the next phase of counseling subject to the availability of vacancy in the subject and category concerned. 8. At the time of counseling, the following original documents should be submitted by the candidate: SKURUPGCET-2013 Rank Card and Hall Ticket Marks statements and Provisional/Degree Certificate of the qualifying examination Transfer and Conduct certificates SSC and Intermediate pass certificates Six Passport size photographs Study certificates from IX class to qualifying examination Caste certificate in original from Tahshildar in case of SC/ST/BC candidates (integrated caste certificate or temporary caste certificate taken in 2013) Two income certificates from the Tahshildar obtained in 2013 Relevant certificate in case of other reservations (PH/NCC/NSS/Games & Sports/NI)

Discharge certificate and service certificate of the parent in case of a child of armed person. Residence Certificate of parents for stay in the state of A.P. from Tahshildar in case of candidates who have studied outside A.P. / carried out private study Migration certificate (for other than SVU region candidates) 9. The cases of pending revaluation will not be considered. 10. Admission will be finalized on the day of counseling on the basis of Rank obtained in the Entrance Test and fulfillment of eligibility criteria subject to rules of reservation. Candidate who fails to produce all the necessary certificates, particularly TC & CC, Marks memo, and reservation category certificates at the time of counseling will forfeit admission and the candidate next in Rank will be admitted. If selected, the candidate has to pay the prescribed fee immediately. 11. Cancellation of admission is allowed with a cancellation fee of 10% of the regular or self financing fee paid or .500/- whichever is more until the commencement of second phase of counseling and without refund of fee from the date of commencement of second phase of counseling. 12. For cancellation of admission after the closing of admissions, one has to pay the total fee for the entire course period without concession and get back the original certificates. 13. All the admissions are purely provisional and the concerned University reserves the right to cancel the admission at any stage. M. LOCAL AND NON-LOCAL CANDIDATES 1. The SVU region comprises of areas coming under Sri Venkateswara University, Sri Krishnadevaraya University, Rayalaseema University, Yogi Vemana University, Vikrama Simhapuri Uinversity, Sri Padmavathi Mahila Viswa Vidyalayam and Dravidian University. The OU region comprises of Osmania, Kakatiya, Satavahana, Mahatma Gandhi, Telengana and Palamur University areas. The AU region comprises of Andhra, Acharya Nagarjuna, Dr.B.R. Ambedkar, Krishna and Nannaya University areas. 2. A candidate is treated as local to a particular region (SVU/OU/AU) if a. he/she has studied in that region (or stayed in case of private study) for four consecutive academic years ending with the academic year in which he/she has first appeared for the final year qualifying examination. b. he/she has studied (or stayed in case of private study) for seven consecutive academic years within the state of Andhra Pradesh ending with the academic year in which he/she first appeared for the final year qualifying examination and studied (or stayed in case of private study) for a maximum period in that region. c. In case a candidate has studied (or stayed in case of private study) for equal periods in two different regions during the last seven years, he/she is local to that region where he/she has studied (or stayed in case of private study) lastly. 3. Any candidate who is not local to one region will be treated as non-local to that region, if a. He/she is local to any other region in Andhra Pradesh State. b. He/she resided for a total period of not less than 10 years in Andhra Pradesh, excluding the periods of study outside the State. c. His/her parents have resided in Andhra Pradesh for a total period of not less than 10 years. d. His/her parent/spouse is presently working in Andhra Pradesh in government or allied services. N. ALLOCATION OF SEATS TO VARIOUS RESERVATION CATEGORIES 1. 85% of the seats in each course are filled with local candidates of SVU region, while 15% are filled with local or non-local candidates on merit. 2. Seats allocated for different reserved categories are as follows: SC-15%, ST-6%, BCA-7%, BCB-10%, BCC1%, BCD-7%, BCE-4%, NCC-1%, NSS-1%, Games and Sports-1%, PH (Physically Handicapped)-3% and CAP (Children of Armed Personnel)-2%. (ECA and PH are for local candidates only) 3. Reservation for women: 33.33% of the seats are reserved for women candidates in each category (i.e., OPEN, SC, ST, BC, ECA and PH). This rule is not applied if women candidates selected on merit in a category from one third or more of the seats therein. If there are no suitable women candidates in a category, the seats will be filled with men candidates of the same category. 4. A vacancy under SC goes to ST and vice-versa. If enough SC & ST candidates are not available, the left-over seats will go to OC. A vacancy under one BC group goes to any other BC group on the basis of merit in Entrance Rank. If enough BC candidates are not available, the left-over seats will go to OC.

5. For admission into Extra Curricular Activities (ECA) seats, participation during the period of study of the qualifying examination is alone considered. 6. Expert committees nominated by the University will certify the suitability and priority of the candidates under special categories (ECA/PH/CAP). O. PAYMENT SEATS In most of the Regular (R) courses, additional seats are provided as payment seats. The candidates selected for admission under this category have to pay the prescribed fee at the time of admission in addition to Special fee of the respective courses. In case of Sri Krishnadevaraya University College, payment fee has to be paid in second year also. P. NRI SEATS In some of the courses, additional seats are provided as NRI seats. The candidates selected for admission under this category have to pay the NRI fee at the time of admission, in addition to the special fee payable. In case of Sri Krishnadevaraya University College, NRI fee has to be paid in second year also. Admissions for payment and NRI seats will be done simultaneously along with the regular and Self Finance seats. Candidates have to come prepared with necessary fee. Q. FEE PARTICULARS Fee details of all courses at different institutions will be made available in the website. Each admitted candidate has to pay the fee immediately in the bank counter provided at the counseling venue. In addition to the course fee, each admitted candidate has to pay an additional amount of .300/- ( .150/- for SC/ST category) towards counseling fee. Extra computer lab fee / library fee is to be paid for certain courses. Fee concession is allowed to SC/ST/BC candidates for regular and self financing courses on the production of valid caste and income certificates as per the G.O.s in vogue. SC/ST/BC category candidates claiming fee exemption/reimbursement have to produce parental income certificate ( 1,00,000/- or less) taken on or after 01-01-2013. Fee concession is not applicable for payment and NRI categories and those admitted under Left over Convener quota and Management quota. If both Regular and Self-Financing courses are run for the same subject in a particular college, the fee reimbursement from the Government will be same as the fee reimbursed for regular course, and the SC/ST candidates have to pay the remaining fee vide G.O. MS.No.56, Social Welfare Department, dated 0610-2003. If any admitted BC/SC/ST category candidate does not get fee reimbursement from the Government, he/she will have to pay the specified fee to the University. Or if the government reimburses only part of the fee, the student has to pay the remaining fee.
