TAGUIG CITY LANI (Lifeline Assistance for Neighbours In-need) Scholarship Program

Mayor Lani Cayetano committed that under her leadership, all Taguigeos are special and all should be given fair opportunity to study, find work, and have a brighter future. (Lahat ng Taguigeno ay VIP at walang maiiwanan. Lahat may oportunidad.) She also believes that education is a crucial key to social progress and human development. Hence, the comprehensive Taguig City Scholarship Program was established under the LANI (Lifeline Assistance for Neighbors In Need) Program. The LANI Scholarship Program started out in June 2011 with the issuance of EO 2011-11, with a budget of P100 Million. The Program was triggered by 3 key factors: 1) A study that shows that in the Philippines, of every 100 that enters Grade 1, only around 65 finishes Grade 6, only 58 proceeds to high school, with only 42 graduting from high school. But of the high school graduate, only 23 will enter college and only around 12 or 14 will eventually graduate. The Mayor wants complete access to basic education, and to significantly improve both the quantity and quality of our graduates, especially of our college graduates; 2) A Taguig survey in 2009 showing that education and scholarship were among the Top 7 concerns of the residents; and 3) The fact that Mayor Lani was a scholar and a working student in college. Through this Program, she can reach out and provide scholarships to thousands, who, some day may become the leaders of this City, and perhaps the country. The basic qualification criteria for the scholarship program are: 1. Bona fide resident of Taguig City for at least 1 year immediately preceding the application 2. Of good moral character 3. Determined to finish the course or pass the bar/board being applied for scholarship 4. Committed to love and serve Taguig City by actively participating in City-sponsored youth development activities, giving preference to finding work or establishing a business in the City when able, and agreeing to also help other students from the City, when able, to finish their studies and reach for their dreams. The Different Types of Scholarship are: 1. Full Scholarship 2. Premier/Specialized Schools 3. Scholarship for Priority Courses and Skills Training 4. Basic + SUC/LCU Scholarship 5. Students of UP & CHED Center of Excellence &/or specialized schools, whether public or private, as determined by Exe Comm. Table 2 contains the list of CHED Centers of Excellence.

For continuing students, GWA should not be lower than 2.5 with no grade of 5, dropped, or unremoved 4 or incomplete, or its equivalent, and must have carried a load of 15 units in the semester immediately preceding the application. Those enrolled/enrolling in any priority courses or skills training (public/private school) as determined by Exe Comm. Please see Table 3.1 and Table 3.2 for the list.

SUC & LCU Scholarship P5,000.00/year

Qualified graduates of any public high school in Taguig and nearby localities (like Pateros, Pasay, Makati, Pasig, Muntinlupa) who are enrolled or enrolling in any State University or College (SUC) or Local College or University (LCU) in the NCR. Qualified graduates who are enrolled/enrolling in any SUC or LCU in the NCR.

Basic Scholarship/ Financial Assistance P5,000.00/year

Qualified graduates of any public high school in Taguig and nearby localities (like Pateros, Pasay, Makati, Pasig, Muntinlupa) who are enrolled or enrolling in a tech-voc course, certificate course, or Bachelor of Science or Bachelor of Arts course.

Graduate Students: Leaders & Educators Advancement & Devt (LEAD) Scholarship Program a. Max of P60,000.00/yr depending on number of units b. Plus P40,000 thesis or dissertation allowance grant upon submission of complete and duly signed thesis/dissertation applied for & submitted at least 1 week before their graduation. (Note: Teachers from private schools in Taguig who qualify will receive half the amount of the benefits of teachers from Taguig public school)

Those pursuing graduate studies who are Outstanding - Employees of Natl Govt working in/for Taguig City - Taguig City or Barangay Employees - Teachers in tertiary, secondary, & elementary schools, pre-schools and day care centers, whether public or private, in Taguig.

(Note: LEAD Applicants must see and follow the new guidelines in the Revised Application Form as well as those released by the Committee from time to time.)

Those applying for the Thesis/Dissertation Grant can get their P40,000.00 benefit processed for release upon submission of hardbound copy complete with signatures in the approval sheet, as well as a copy of the applicants school application for graduation/certification that s/he is graduating.

POLICY NOTES Policy Note 1: Students of Taguig City University are already considered City Scholars because it is the City of Taguig that is mainly funding their education by providing the funds for TCU. This is the reason why they are disqualified from applying in any of the scholarship, EXCEPT for the freshmen/incoming freshmen who are graduates of public secondary schools in Taguig. Policy Note 2: Taguig Public HS graduates who qualify for basic scholarship and also apply and qualify under SUC/LCU scholarship will then get 10k per year. Old or continuing students who apply for SUC/LCU Scholarship should submit a certified copy of their grades in the preceding semester, and with their semestral grade average indicated. Policy Note 3: Qualified LANI scholarship applicants enrolled as Grade 11 (Middle School) in UMAK which is one of the institutions piloting K+12 will be given P5,000.00 per year as scholarship benefits to encourage continuous enrollment of our public high school graduates, without necessarily endorsing enrollment in such program. Policy Note 4: TCU graduates who will be taking the Criminology Board are disqualified from the Review Assistance Program for Bar and Board Examinations since the City Government has a separate free review program for them which includes free review and transportation and board and lodging during the Board Exam Proper.

MAINTAINING THE SCHOLARSHIP - To maintain scholarship, scholars must submit application form and required documents every semester, unless otherwise stated. GWA for the duration of the scholarship covered should not be lower than 2.5, with no grade of 5, dropped, unremoved 4, or incomplete, or its equivalent, and must carry a load of at least 15 units per semester or its equivalent per trimester.

MERIT INCENTIVES (FOR FULL, PREMIER, AND PRIORITY COURSES SCHOLARS) - Recipients of Full and Premier Scholarship who, at the end of the semester or trimester, has a weighted average of 1.75 or higher (equivalent to the average of cum laude or higher) may avail of this incentive. At the end of the semester, they have to submit an authenticated copy of their semestral grade with a computation of the semestral grade average, together with a filledup application form.

SUBMISSION OF APPLICATION Submit Scholarship Application, complete with all the required documents, at the Scholarship Secretariat Office, Taguig City Hall. Incomplete application (with either incomplete entries or attachments) shall not be accepted or if inadvertently accepted, will not be processed. Scholarship information and application forms are also downloadable at www.taguig.gov.ph.
