Preface
Pursuant to Condition 15 of the Transmission License, we attach herewith the 8th Five-Year Water Planning Statement (2009-2013). This annual update of the TRANSCO 5-Year Planning Statement covers only the water, while the electricity aspects will be submitted separately. This 5 Year Water Planning Statement consists of the Main Report and supporting Annexure (Volumes 1, 2 & 3). The structure of the report has been revised to give better clarity in the content. The quality of the report has been improved as compared to the previous submissions. The 8th TRANSCO Five-Year Water Planning Statement (2009-2013) update summarizes the water demand and generation capacity forecast up to Year 2013 and highlights the major strategic plans for the water transmission system expansion for the next five (5) years. The stage (year) wise transmission system development topology proposed for the next five (5) years based on the current on-going & proposed projects are addressed and its implication on the system performance discussed. The major deviations in the strategic plans for the development of water transmission system adopted in this Five Year Water Planning Statement compared to the 6th & 7th Five Year Planning Statements are highlighted in Chapter 3, Section 3.9 & Table 3.30 of the Main Report. Introduction
Abu Dhabi Transmission & Dispatch Company (Transco) as per condition 15 of Transmission License issues the 5 Year Planning Statement (Transco 5YPS) annually to inform the Users of the system of its expansion plans and development strategies covering a period of five years into future (eg 2009-2013 in this case) to enable them to identify & evaluate the opportunities available when planning to connect to make use of the system. The first, second, third, fourth, fifth, six and seventh issues of the Transco 5YPS were released in July 2001, September 2002, October 2003, October 2004, July 2005, June 2006 and July 2007. This issue (2009-2013) is updated based on the latest ADWECs Demand Forecast & Generation Expansion Planning as well as incorporating all the comments for the previous issue (2008-2012) received from the Bureau and other Users and major developments that has major impact in the transmission system expansion strategies. TRANSCO 5YPS shall be circulated to all Abu Dhabi Water & Electricity Authority Companies and shall also be made available to any person requesting a copy of it.. Transco 5YPS for Water Transmission Network consists of technical information related to the following topics: Water Demand Forecast & Production Expansion Plan for the coming five years. Water Transmission System Planning Processes & Criteria Transco existing Water Transmission Systems and its planned System Expansion for the coming 5 Years. Executive Summary
CHAPTER 1: WATER DEMAND FORECAST & PRODUCTION EXPANSION PLAN
Chapter-1 includes summary of ADWECs Demand Forecast and Production Expansion Plan for the planning period 2009-2013. Transco has assessed the water demand forecast study by ADWEC (Reference Vol. 1 of Comprehensive Water Analysis of Abu Dhabi Water Transmission Network Report attached to this 5 Year Planning Statement) in order to have an accurate demand data and in usable format to facilitate computerized hydraulic analysis of the Transmission Network. The demand forecast includes all the major developments in Al Reem, Al Sowa, Sadiyat, Lulu Island, Al Yas Island, Capital District, Shamka, Mina, ICAD & Al Raha Beach/Al Raha Gardens, Airport expansion, etc. Though the focus of this report is the next 5Y planning period, the network planning is extended up to year 2020 to ensure adequate transmission capacity and proper service corridors are determined & allocated for the required transmission expansion. Within this chapter a yearly global Water Balance Analysis is carried out using ADWECs Demand Forecast and Production Expansion Plan to determine the water surplus/deficit in each Pressure Zone as summarized in the table below. CHAPTER 2: WATER TRANSMISSION SYSTEM PLANNING


Water Transmission System Planning Process: A schematic process diagram is included in Annexure Volume 3, Section G which shows the steps followed during planning and the sources of input data together with the tools used for planning. Water Transmission planning criteria: All planning criteria embodied in the Water Transmission Code and Security Standards are highlighted in this chapter. Those criteria include storage sizing, configuration of stand-by pumps, pipeline sizing and other criteria. The Water Security Standard requires analysis of the network using probabilistic-based risk analysis and selection of risk mitigation options using WLCC technique.

CHAPTER 3: WATER TRANSMISSION SYSTEM EXPANSION PLANS


Transco Water Transmission system is undergoing major expansion activities to meet both the forecasted demands and the planned additional production capacity from the existing, under construction and future desalination plants. For the current 5 Year Planning Statement (2009-2013), ADWECs Generation Expansion Plan is utilized to balance the Network. All reinforcements required in the Water Transmission Network for implementation during 20082013 period are enumerated herein and shown in Drawings No. 5 and 6 (Volume 3) that illustrates the backbone of the Water Transmission System by year 2008-2013, expanding from Western Region to Abu Dhabi Region and Al Ain Region, Fujeirah and Ras Al Khaimah, with Fujeirah (UWEC) Phase 2, Shuweihat Phase 2 and Shuweihat Phase 3 in service by 2010, 2011 and 2012 respectively.

Drawings No. 3 and 4 (Volume 3) shows Transcos on-going and future expansion plan up to year 2020. The new Water Security Standard along with the planning and design criteria specified in the Water Transmission Code was adopted in the course of studying the requirements for storage, pumping units and pipeline capacities. Further, the major deviations in the strategic plans for the development of water transmission system adopted in this 8th Five Year Water Planning Statement compared to the 6th & 7th Five Year Planning Statement are highlighted within this Chapter.

CHAPTER 4: STRATEGIC PLANS & BUSINESS OPPORTUNITIES


As a result of the recent In-house Study (Comprehensive Analysis of Abu Dhabi Water Transmission Network -2008-2020) carried out by TRANSCO - Water Network Development Department, the following reinforcements in the Water Transmission Network are recommended for implementation: A. Proposed Projects (Year of Commissioning). Commissioning of Shuweihat Phase 3 - 100.00 MIGD (2012), the following are the Major system requirements: 1. New additional Reservoirs at Shuweihat 100.00 MIG. (To be implemented by the new IWPP). 2. New pumping station with a capacity of 115.0 MIGD at Shuweihat P&DP. 3. Construction of 1x1600mm CS from Shuweihat New PS up to Mussafah and Unit IV Pumping Stations for a Total length of 241.0 km. Provisions for a tap off connection to Mirfa IPS PS (SWTS). 4. Surge analysis/Vessels, civil works, instrumentation, control & automation and associated electro-mechanical works Note: Initial concept scheme reveals a one-shot pumping from Shuweihat to Mussafah, Unit IV and Unit V is possible to evacuate the Shuweihat Phase 3 production.

Unit III Distribution Network (2011) 1. New 45.0 Kms. of 1x1200 mm reinforcement line from Unit III to UAN junction parallel to existing DN1000 line and forming a loop along the Abu Dhabi-Airport Road (Between Khalifa B And C) towards Unit III PS. 2. New 42.00 MGD Capacity Pumping Station for Mega Projects (Initially) with provisions for future extension. 3. New Reservoirs at Unit III Pumping Station 30 MG Ajban Pumping Station (2009) 1. New Reservoirs at Ajban Pumping Station 10 MG. Mirfa to Muzairah Transmission Upgrade (2010-2012) 1. Madinat Zayed (2010)

Additional 6.0 MGD pump group at year 2010 to supply Summit Reservoir. New 45.00 Km of 1x900 mm transmission line up to Summit Reservoir and 15.0 km from Summit to Muzairah PS to replace the GRP Lines. 2. Summit Tank Farm (2010) New Reservoirs 4.0 MIG for local distribution. 3. Muzairah Tank Farm (2010) Additional 6.0 MGD pump group to supply Liwa East. New 1x600 mm transmission line up to Interface point supplying Liwa East (Based on ADDC proposed new Pipeline). Additional New Reservoirs 10.0 MIG. 4. IPS-1 (2010) Proposed 1.5 MG tank at IPS-1 (2010). Additional 8.3 MGD new pump similar to existing pump group. 5. IPS-2 (2013) Proposed 13.50 MG tank at IPS-2 for Habshan (2013). Contract N-6137 Al Wathba to Al Ain Water Transmission System (2011) The proposed project will provide the needed water supply to Al Ain Region from Shuweihat utilizing the existing DN1x1600 pipeline from Mirfa via Mussafah to Unit IV PS. The scope of the project includes the following: 1. 40.00 MIG Storage tanks @ Unit V Pump Station 2. 82.10 MGD Pump Station at Unit V tank farm. 3. 125.00 Kms of DN 1 x 1600 pipeline from Unit V Pump Station to Al Ain Reception. 4. 12.0 km x DN1600 DI Pipeline from upstream of Unit IV PS to new Unit V PS. 5. 4.0 km x DN800 DI Pipeline from the existing DN 800 Pipeline of Al Wathba Palace to Unit IV until Unit V. 6. 28.00 Kms of twin DN1600 pipeline from Tap-off 12 -FWTS to Al Ain Reception (ARRC). 7. 75.00 MIG Capacity Storage tanks @ Al Ain Reception Al Ain Water Distribution Network (2011) AAR Pump Group 1 (PS-1) 1. 28.00 Kms of twin DN1600 pipeline from Tap-off 12 -FWTS to Al Ain Reception (ARRC). 2. Pumping Station with a capacity of 81.43 MGD at AARC to supply the distribution area of Al Maquam PS, Zakher PS, Al Wagan, Jabel Hafeet and GIC. 3. 22.00 Kms of DN 1 x 1600 pipeline from Al Ain Reception to Zakher Area. 4. 3.50 Kms of DN 1 x 1200 pipeline from Zakher Area to the connection point supplying Jabel Hafeet. 5. 5.70 Kms of DN 1 x 1000 pipeline from Jabel Hafeet Connection Point to the proposed Al Wagan Terminal Station.

6. 2.90 Kms of DN 1 x 700 pipeline from Al Wagan Terminal Station to GIC Area. 7. 5.40 Kms of DN 1 x 1000 supply line to Al Maquam Palace, Shuaiba farms and Zakher. 8. 3.80 Kms of DN 1 x 400 supply line to Jabel Hafeet. AAR Pump Group 1 (PS-2) 1. Pumping station with a capacity of 101.00 MGD at ARRC to supply Power House, Zoo, Sanaiya, Al Natlah, Sarouj, Military, Dhaher, Mezyad and Umn Ghaffa. 2. 13.10 Kms of DN 1 x 1600 pipeline from Al Ain Reception up to Power House (TO-9A pipeline) area. 3. 17.00 Kms of DN 1 x 1600 pipeline from Mezyad Area to Umn Ghaffa area. 4. 50.00 MIG capacity Storage tanks @ Umn Ghaffa Area. Mussafah Pumping Station Distribution Network (2011) 1. New 1x1200 mm connection for the ICAD Project from the Proposed pumping station up to the proposed Connection and Interface point. 2. New 45.00 MGD Capacity Pumping Station for ICAD Mega Projects (Initially) with provisions for future extension. 3. New Reservoirs at Mussafah Pumping Station 30 MG. Taweelah Pumping Station (2013) 1. New 1x1200mm Pipeline Connection for KPIZ New development from the Taweelah Common Discharge Header with the Interface after the Pump Station. Fujairah Local Distribution Supply from the Fujairah Power and Desalination Plant (Zone 1- Sudah Area, Zone 2 - Fujairah City, Zone 3 - Al Hayle

Industrial areas and Free Zone)


A. Phase 1 (2011) 1. Installation of Transmission lines: 1xDN 900 from Qidfa PS up to the last Bulk Consumer of Zone 1 (10.70 km) 1x DN 800 from the last Bulk Consumer of Zone 1up to Zone 3 proposed Tank (22.8 Km). 1x900 mm Pipeline from Qidfa to 2x600mm & 1x400mm ACP Installation of Supply Lines to the Storage Tanks at Zone 3 (Al Hayle Industrial Areas) with 800mm (1.0 km). 2. 1.1 Introduction
In accordance with the Water Transmission Code, ADWEC is designated to prepare and submit to TRANSCO and all Users a coordinated long term demand forecast, therefore the data provided by ADWEC shall be utilized by TRANSCO for its planning purposes. As per Article 30 of Law No. 2 it is the duty of ADWEC to ensure that there is provided sufficient production capacity to ensure that, at all times, all reasonable demands for water and electricity in the Emirate are satisfied Article 32 of the Law No. 2 requires ADWEC to determine annually in respect of each year and the next five years, the requirement for the provision of: 1. New or additional capacity for water desalination 2. New or additional electricity generation capacity 3. New additional water storage capacity In order to meet the above legal requirements ADWEC prepares the followings annually: 1. A long Term Electricity & water demand Forecast 2. A Statement of Future Capacity Requirements Water demand forecast & production expansion plan are the starting point for water supply network planning which includes analyzing the capability of existing network and designing a new system development schemes.

Water demand forecast is an exercise being done on a yearly basis. Due to many factors, water demand is growing in the Emirate of Abu Dhabi. The following represents the demand forecast carried out by different parties and the view of TRANSCO on those studies. 1.2.1 ADWEC Demand Forecast

On 25th March 2008 vide ADWECs letter of Ref. ADWEC/DPSD/GroupLtr/00403.08, TRANSCO received the Winter 2007/2008 regional global water demand forecast update (20082030) from ADWEC including three scenarios; Low, Most likely, and High as shown in Figure 1.1. In as much as the global forecast cannot be utilized by TRANSCO for planning the

present and future developments of the transmission system, a detailed breakdown was consequently requested. TRANSCO received the suitable planning breakdown on 10th June 2008 vide ADWECs letter of Ref. ADWEC/PSD-MD/Transco/134/6.08. The submitted demand covers the future needs for the Abu Dhabi Emirate including all the major developments in Al Reem, Al Sowa, Sadiyat, Al Yas, Lulu, Shamka, Mina, ICAD & Al Raha Beach/Al Raha Gardens and other developments as well as Northern Emirates. Figure 1.1 (shown below) illustrates ADWECs demand forecast for water for the planning period 2008- 2013.

1.2.2 TRANSCO Assessment

Transco has assessed the water demand forecast study by ADWEC (Reference Vol. 1 of Comprehensive Water Analysis of Abu Dhabi Water Transmission Network Report attached to this 5 Year Planning Statement) in order to have accurate and practicable demand forecast that is required for planning a water supply network, whether it is designing a new scheme or analyzing the capability of existing network

1.3 Generation Expansion Planning


The Generation and Desalination Plants expansions in relation to the location and capacity requirement are determined by the Privatization Directorate-ADWEA & ADWEC. The generation planning coordination activities are well established between ADWEC, TRANSCO and Privatization Directorate. ADWEC conducts the future demand forecasting for power and water and translate these requirements to generation expansion plans. TRANSCO on the other end reviews the expansion plans and assesses the power and water transmission system capabilities and plan for transmissions facilities to cater the addition or deletion of power and water capacity at the respective sites. In August 2008, TRANSCO received ADWECs updated statement of future capacity requirement (2008-2030). The following are the confirmed production plans: 1.3.1 Retirement Plans Abu Dhabi Power Station (ADPS): All desalination Plants with a total capacity of 15 MIGD was decommissioned starting January 1st 2008. Umm Al Nar IWPP: The following UAN IWPP capacities, which were originally scheduled to be retired in June 2008, have had their retirement deferred until after the 2010 peak:

UAN East B 20.00 MIGD UAN West 1-6 24.00 MIGD UAN West 7-8 6.00 MIGD 1.3.2 New Committed Capacities Taweelah B New: The plant has a net water production capacity of 69 MIGD. The plant is scheduled to be on service by the year 2008. But, based on ADWECs latest plan about 35.0 MIGD was commissioned by 2008 and the rest by 2009. Fujairah F2 IWPP: The Fujairah F2 IWPP will have net water production of 130 MIGD leading to total Fujairah plant production of 230 MIGD. This is a committed capacity and planned to be available by the year 2010. It is anticipated that some of this capacity will be dedicated to Northern Emirates. Shuweihat S2 IWPP: In April 2007 Abu Dhabis Executive Council authorized ADWEA to proceed with the construction of Shuweihat S2 IWPP with net water production capacity of 100 MIGD. The plant is planned to be fully available in time for the 2011 peak. Shuweihat S3 IWPP: As per ADWECs recommendation in their Aug 2008 approved RSB statement, ADWEA to proceed with the expansion of Shuweihat S3 IWPP with an additional production capacity of 100 MIGD. The plant is planned to be fully available in time for the 2012 peak. 1.4 Global water balance


Based on the ADWEC demand forecast and production expansion plan in items 1.2 and 1.3 above respectively, global water balance was prepared to identify surplus/deficit yearly. The surplus/deficit is calculated using the most likely demand forecast, available production capacity (as per production expansion plan), and the required capacity which determined applying 5% reserve capacity requirements (adding 5% to the demand forecast) The following chart summarizes the water surplus/deficit for 2008-2013 under the Most-Likely Water demand Forecast.

For the years 2008 and 2009, the global balance shows a shortfall of 60.00 to 89.00 MIGD. Al Ain Region will suffer from water shortage in the range of 75.00-106 MIGD due to Transmission system constraint to Al Ain region. 2. For years 2010 & 2011 even with the introduction of Fujairah and Shuweihat Phase 2, globally there will still be a shortfall of 26.00 to 32.00 MIGD which is concentrated in Western and Al Ain region. This is mainly attributed to the total requirement of Northern Emirates of which is 45.50 MIGD. 3. In 2012, there will be a Surplus of 17.00MIGD with the introduction of Shuweihat Phase 3. 4. By 2013, a shortfall of 31.00 MIGD will develop and again it will be felt on Al Ain Region. This shortfall can be transferred to Western region by allowing more flows to Al Ain via the proposed Al Wathba to AAR transmission line. 5. Beyond 2013 till 2020, an additional production capacity of 291.00 MGD will be required to balance the overall requirements of the emirates. From the above analysis, which is based on ADWEC demand forecast and production plan, starting from year 2013 new water production plant is required to cater the projected demand forecast.

2.3 Transmission System Planning Criteria


Transco shall apply the License Standards, which are set out or referred to Condition (18) of the Transmission License relevant to planning and development of the water trunk main system. The criteria, guidelines and procedures to be applied by Transco for planning and development are specified in the Water Security Standard, as well as in the Water Transmission Code.

The following planning/design criteria were adopted in the Network Capacity planning covering the requirements for storage, pumping and pipeline capacities. These criteria have been reviewed and updated by Water Transmission Code Panel as an amendment to the existing code (version 2). These amendments had been approved by the RSB and have been incorporated in the latest released Version of the WTC (version 3), June 2007. 2.3.1 Storage Capacity I- Reservoirs at water Production Plants The total storage of the production reserve shall provide 24 hours of water supply at the rated design output of the Water Production Plant. A minimum of two storage tanks or one tank with minimum of two sections or more that can be isolated shall be provided, and the volume of storage so calculated shall be usable and exclusive of any unusable top and bottom storage. II- Reservoirs at Intermediate and Terminal Pumping Stations Intermediate pumping stations shall be provided with water storage equivalent to 10% of the average daily transfer and 100% of the daily demand of the distribution system; Terminal pumping stations shall be provided with water storage equivalent to 24 hours supply at the average daily demand of the distribution system; All water storage facilities should have a minimum of two tanks, or one storage tank with minimum of two section or more that can be isolated, at each location; and the volume of storage so calculated shall be usable and exclusive of any unusable top or bottom water storage Items (I) and (II) are guideline figures only and TRANSCO shall undertake risk analyses in accordance with the guidelines given in the Security Standard to determine whether the departure from those given guidelines is required. 2.3.2 Criteria for Standby Pumps All Pumps (variable or fixed speed) must be capable of supplying the output required by the Despatch process at a continuous rate against the head specified in the Connection Agreement. To maintain supplies in case of pump fails or routine maintenance requires to be undertaken, 30% to 40% standby capacity, (depending on the sequence of failure), to be provided at Pumping stations. The criteria in the Table above are for guidance only. TRANSCO shall undertake risk analyses, in accordance with the guidelines given in the Security Standard, to justify the level of standby pump facilities in specific circumstances. 2.3.3 Pipeline Facilities When planning a pipeline project, the planning period is decided and accordingly the demand projection that the subject pipeline will handle. The most techno-economical size of the pipeline shall be determined taking into consideration the pipeline costs, energy costs for pumping and the maximum flow velocity within which the pipeline can run safely without reducing the effective life time of the pipe due to erosion which can be a result of velocities exceeding the maximum specified velocity by the WTC. However, the limitation imposed by the available service corridor greatly affects the ultimate sizing of Transmission Pipeline. Where future addition of pipeline reinforcement within the same service corridor is not feasible or extremely difficult, the pipeline capacity planning shall be based on the maximum demand of the area for the planning period. As per WTC requirements, Transmission pipelines shall be designed not to exceed maximum velocities of 3.0 m/s. Transco shall undertake technical evaluation to determine the appropriate design velocity for individual circumstance. Slightly higher velocities can be tolerated in emergencies, but only for short periods. The minimum velocities should not fall below 0.3 m/s to ensure that the age of the water does not become excessive and that loose deposits in the main are not allowed to settle. For the purpose of analyzing the capabilities of the existing pipelines within Transco water trunk main system, the design capacity as per hydraulic analysis of that specific water transmission scheme has been considered. 2.3.4 Stand-by Generators Standby generators (either fixed or mobile) shall be provided at sites where no alternative power supply is available (for example, through dual feeds) and where a risk assessment, as per the Security Standard, has shown that service to customers is compromised. 2.3.5 Network Risk Analysis Transco since 2006 has carried out network risk analysis of the entire Abu Dhabi Water Transmission Network in accordance with the guidelines set out in the Security Standard to

2.3.6 Hydraulic Modeling The calibrated network models to be used for water transmission planning shall include all pipes, pumps and reservoirs in operation. The models shall be constructed, calibrated and updated in accordance with international best practice. The procedures used for model construction and fieldtesting and the criteria applied for determining the adequacy of model calibration shall be in accordance with the Water Research Centre, (WRc), Code of Practice for Network Modelling, or similar Bureau approved standard. Transco now uses InfoWater software for system Hydraulic Modelling. Calibration of the model is in progress which is under Project N4650 Consultancy Services for Calibration of Water Transmission Hydraulic Model and Implementation of Water Security Standard. The project is scheduled to be completed by end of October 2007. 2.3.7 Whole-life Cycle Costs (WLCC) In considering alternative investment option for network and storage planning, Transco carried out WLCC for all Scenarios & Options considered within the planning period to ensure that its preferred option is the most techno-economic option.. In particular, whole-life costs analysis shall be used to: i. Determine planning horizons and the appropriate phasing of development, taking account of growth in demand and changing operating conditions;

ii. iii.

Size new transmission mains in conjunction with their associated pumping stations to determine the most economical sizes. Transco shall use the discount interest rate stipulated by the Bureau for whole-life costing.

3.1 Introduction
The Water Transmission System is planned to meet the system demand forecast for the planning horizon and complying with planning and security criteria. These plans should be consistent with the long-term growth plans and aligned with generation expansion plan identified by ADWEC. TRANCO is developing the Water Transmission System by constructing major new water trunk mains, pumping stations & reservoirs. Following the planning process depicted in Chapter-2, a detailed in-house study of the Water Transmission Network was carried out to determine the required Water Transmission Network developments. The study is driven by the ADWEC demand forecast and production expansion plan, together with Transcos Production Expansion Plan scenarios beyond year 2013 which is discuss in detailed in Volume 1 of the Annexure and guided by the planning criteria discussed in Chapter-2 of this statement. The above study composed of the following volumes: 1. Volume-1: Water Balance Analysis of Abu Dhabi Water Transmission Network 2. Volume-2:Hydraulic and Risk Analysis of Abu Dhabi Water Transmission Network 3. Volume-3: Water Transmission Data, Tables and Drawings.

3.2 Details of Existing Water Transmission System


The Geographical Map as well as the schematic of the overall existing Water Transmission System as of 2008 is enclosed in Annexure, Volume 3 Appendix A. Detailed data of Water Transmission System as of 2008 is included in Annexure, Volume 3 Appendix C

3.3 Pressure Zones


As part of the above study, the Abu Dhabi Water Transmission Network is divided into Four Pressure Zones defining the areas served by particular Desalination Plants and Pumping Stations. The four Zones are shown on Figure No. 1 and enumerated as follows: 1. Pressure Zone 1 - Abu Dhabi Island supplied by UM Al Nar and ADPS (with ADPS scheduled decommissioning by end of 2007) 2. Pressure Zone 2 All areas supplied by Taweelah Desalination Plants extending to Unit 3 and Ajban Pumping Station + Areas towards Abu Dhabi-Dubai Border 3. Pressure Zone 3 All Areas from Sila to Mussafah + Unit 4 and Shobaishi Pumping Station supplied by Shuweihat and Mirfa Desalination Plants 4. Pressure Zone 4 Al Ain Region which can be supplied from three sources, namely; from Shuweihat P&DP (after completion of contract N6137 in 2011) or Taweelah/UAN P&DP or Fujeirah (UWEC) P&DP or combination of the three.

The creation of the above four pressure zones enables the study to clearly define the surplus or shortfall in water supply within the zones as well as to determine the most economical import-export route between zones. The four Pressure Zones used for planning is also compared to the Unit Commitment (15 Nos. UC) Zones being used by TRANSCO-LDC. It was noted that the 4 Pressure Zones coverage includes all the 15 Water Zones in the Unit Commitment. This is clearly shown in Drawing Nos. 7, 8 and 9 under Volume 3 Water Transmission Data and Drawings.

Water Balance Result

Based on the ADWECs demand forecast, Transco carried out a comprehensive breakdown water balance, covering the period of 2008-2020, where demands are allocated at each interface point with the distribution companies. As mentioned in Section 1.2.1 (ADWEC Demand Forecast) above, TRANSCO received from ADWEC the water demand breakdown of their global forecast on 10th June 2008 vide ADWECs letter of Ref. ADWEC/PSD-MD/Transco/134/6.08. The submitted forecast accounts for the most likely scenario as ADWEC termed based on the unpatterned Mega Projects Demand i.e. without population substitution considerations and project completion uncertainty including existing demands which ADWEC recommend for TRANSCOs systems expansion planning. The provided data and information was utilized by TRANSCO in the overall network analysis and for this reason it is to be noted that it is completely different from the Most likely Water Demand Forecast Scenario utilized by ADWEC in their Statement of Future Capacity Requirements 2008-2030. In preparing the water balance the following were considered: Existing water Transmission System Details Running Projects (under construction and under-study, tendering and ward stage projects) ADWEC demand forecast and Production expansion Plan As ADWEC production plan covers till 2012 only, different scenarios for expected future production capacities and their location were considered for the period beyond 2012

Comprehensive water balance analysis (2008-2020) is discussed in details in Annexure, Volume-1 of Transcos detailed Comprehensive Analysis of Abu Dhabi Water Transmission Network. Water Balance Analysis for the planning period 2008-2013 is attached at the end of this Chapter and is summarized below: The Water Balance Analysis of the Water Network shows that the bulk of shortfall in supply is in Zone 4 (Al Ain Region) starting from this year 2008. The shortfall in Zone 3 (Western Region + Part of Mainland) starting by year 2010 and 2011 cannot be considered as shortfall as actual demand in reality will be below the forecasted figures. The Table below presents the demand and supply analysis for Abu Dhabi Emirate from year 2008 to 2013 by Zone which reflects when each Zone commences to experience the shortage and to where the bulk of the shortfall is concentrated.

3.6 Hydraulic Analysis


The Hydraulic Analysis of the Water Transmission System is carried out using the features and capabilities of the Infowater Hydraulic Modeling Software. A geographical representation of the Transmission Network was generated from the ADWEA GIS System and was used as a base Model in the simulation process for each planning period under consideration. The following data and assumptions were utilized in the preparation and analysis of every Model:

The system was analyzed based on the Water Demand Forecast furnished by ADWEC for the period 2008 till 2020 covering the whole of Abu Dhabi Emirates including the Northern Emirates requirements, as summarized in Section-1 of this 5Y Planning Statement. The demands were grouped as per identified Connection and Interface Points with the Distribution Companies. The total yearly demand for each Connection and Interface Points were reflected and distributed to each respective demand nodes of the Model. ADWECs proposed Desalination Expansion for the Period 2008-2013, and Transcos Production plan scenarios for the period beyond 2013 Implementation of On-going and Committed Projects as per plan and execution Schedules in order to determine the least additional reinforcements of the transmission system based on the new 2008 ADWEC Water Demand Forecast. All static data of the various existing/under construction transmission pipelines, pumping stations, reservoirs, and all expected facilities that will be constructed are incorporated in the Model which will be evaluated after the simulation run in order to determine their capabilities.

The above data and assumptions were analyzed and modeled, considering the water balance for each periodic year that serves as a guide on how the system will be operated or reinforced. The capabilities of every facilities i.e. pipelines, pumps, etc. are evaluated and verified according to the Planning Criteria and Water Security Standard as specified in Section-2 of this 5Y Planning Statement.

3.7 Risk Analysis


The risk analysis of the entire Water Transmission System is carried out based on the Mott Macdonald tailored methodology of risk assessment which is entirely based on probabilistic approach. Risk analysis of the system for each zones are discussed further and presented in the Annexure - Volume 2 of the report-Comprehensive Analysis of the Abu Dhabi Water Transmission Network (2008-2020)

3.8 Transco Expansion Plans


As a result of the recent In-house Study carried by TRANSCOs Water Network Planning Dept., the following reinforcements in the Water Transmission Network are recommended for implementation: The Projects enumerated below are the major Constraints identified from the in-house study in the water transmission Network. The established network reinforcements and/or upgrades must be implemented to facilitate the proper evacuation of the new or additional water capacities towards the Areas/Locations where water is required. Commissioning of Fujairah Phase 2 (2010), the following are the Major system requirements: 1. New additional Reservoirs at Fujairah (Qidfa) 80.00 MIG. (To be implemented by the new IWPP). 2. Additional 130.00 MGD Pumping Station at Fujairah (Qidfa) with the same capacity as the existing pumps. 3. New 1x1600 mm Pipeline from Fujairah (Qidfa) to Summit Reservoir with a total length of 37.80 kms. 4. Additional new tank of capacity 5.00 MIG at Summit Reservoir. 5. New 1x1600 mm Pipeline from Summit Reservoir to Tap Off 9A approximately 91.95 Kms.

Commissioning of Shuweihat Phase 2 (2011), the following are the Major system requirements: 1. New additional Reservoirs at Shuweihat 100.00 MIG. (To be implemented by the new IWPP). 2. Additional four (4) pump units with the same capacity as the existing unit (4x30 MIGD) at Shuweihat P&DP and additional two (2) pump units with the same capacity as the existing unit (2x30 MIGD) at the existing Mirfa Intermediate Pumping Station 3. Surge analysis/Vessels, civil works, instrumentation, control & automation and associated electro-mechanical works Commissioning of Shuweihat Phase 3 - 101.00 MIGD (2011), the following are the Major system requirements: 1. New additional Reservoirs at Shuweihat 100.00 MIG. (To be implemented by the new IWPP). 2. New pumping station with a capacity of 115.0 MIGD at Shuweihat P&DP. 3. Construction of 1x1600mm CS from Shuweihat New PS up to Mussafah and Unit IV Pumping Stations for a Total length of 241.0 km. Provisions for a tap off connection to Mirfa IPS PS (SWTS). 4. Surge analysis/Vessels, civil works, instrumentation, control & automation and associated electro-mechanical works

Contract N1995 Upgrading of Mirfa, Madinat Zayed, Mazaira, and Liwa Area Water Transmission Scheme Amendments on Scope of work as per higher Management decision which is limited to a proposed DN800 Carbon steel with one shot pumping from New Mirfa Desalination Plant up to Madinat Zayed only.

A new project is proposed in addition to the existing contract N1995 This project will reinforce the deficiencies in the existing and proposed transmission facilities from Mirfa to Muzairah (Intermediate pumping station to Terminal stations). The scope of work includes: Installation of additional pumps at Madinat Zayed, Muzairah and IPS-1. 1 x DN900 Transmission Pipeline from Madiant Zayed up to Muzairah and construction of additional storage tanks at Summit, Muzairah, IPS-1 and IPS-2.

Contract N1965 Consultancy Services for Water Management System 3 The scope includes all works required to have un-manned pumping stations monitored and controlled from LDC and is expected to be completed by early period of 2008

Contract N1965 Consultancy Services for Water Management System The Consultancy Contract was put on hold and later was closed as per higher management decision.

Contract N-3131 (Lot GG) Mussafah Water Tranmsission Scheme Upstream Unit IV to Unit V to Shobaishi Pumping Station.

The scope of the project includes construction/installation of Intermediate Pumping Station, 1 x DN1600 Transmission Pipeline from Tap off 10 to Al Hayer Reservoirs, construction of 4X10MIG storage tanks at Al Hayer, and construction of DN1600 Transmission Pipeline from Al Hayer to Valve House area. Expected to be completed by early period of 2009. Contract N2622 Pipeline at Abu Dhabi Island and Adjacent areas to supply the required demand of Sadiyat Island, Mina Zayed, Lulu Island and Al Reem Island will be reinforced further by additional transmission line 1 x DN1600 from UAN to Sadiyat Island.

7th Five Yr. Planning Statement (2008-2012)

8th Five Yr. Planning Statement (2009-2013) capacity of 82.00 MGD, 1 x DN1600 Transmission Pipeline from Unit V to Al Ain reception, 2 x DN1600 Transmission pipeline from TO-12 to Al Ain reception, construction of 3X25.00MIG storage tanks at Al Ain Reception and 4x10.00MIG storage tank at Unit V. The new DN1600 transmission line will be laid from the new Unit V pumping station up to Al Ain reception Tank Farm instead of the Shobaishi and Al Ain South West as proposed in the 7th Five Year Planning Statement. Completion date is expected by the year 2011 in line with Shuweihat Phase 2.

Water Transmission scheme from Tap off 9A to Al Hayer up to Valve House Part of scope of work of N3131 Contract Lot J (Zakher to Mezyad transmission facilities) was included in the contract due to deferment of N3131 and Shuwiehat Phase 2 project. Completion date is by year 2010.

Water Transmission scheme from Tap off 9A to Al Hayer up to Valve House Scope of work was amended wherein a portion of the proposed transmission line (1 x DN1600) from Hilli Tap Off to Power House was deleted. The scope of the project includes construction/installation of new pump groups at Al Ain Reception (PS-1 and PS-2) that will supply the above mentioned terminal stations directly to distribution system, 73.80 kms of transmission lines ranging from DN1600 down to DN1000 Ductile Iron pipes and construction of approximately 50.00 MIG storage tanks at Umn Ghaffa. Expected to be completed by the year 2011.

4.1 Introduction
As a result of the above referred In-house Study carried by Transco the following reinforcements in the Water Transmission Network were recommended for implementation, which are required to meet the increasing demand and/or to meet the required level of security of supply:

4.2 Systems Topology


The indicated network topology takes into account the scope and implementation schedule of the current on-going projects, projects in the tendering stage and the proposed projects (under planning & feasibility study stage) during the planning horizon, together with the proposed projects as a result of detailed water balance and hydraulic modeling. The whole water transmission systems schematics and geographic diagrams for the planning period 2008-2013 are attached at the end of this Chapter and in Annexure Volume 3- Appendix A. Summary of system topology yearly wise for the planning period (2008-2013) are as follows:

4.2.1 SYSTEMS TOPOLOGY OF YEAR 2008


During this year, the total available production is about 651.0 MIGD while the overall demand is forecasted as 711.0 MIGD, leading to a shortfall of about -60.0 MIGD. A. Abu Dhabi Region The planned projects that are to be completed and commissioned in the Abu Dhabi Region during this period are the following: Contract N4277/N-3252- Water Transmission Scheme from Taweelah to Unit III and from Unit III to Abu Dhabi Island. This Project is intended to meet the demand supplied by Unit III Pumping Station and to meet the shortfall in supply in Abu Dhabi Island due to decommissioning of UAN East & West; which was extended to year 2010, as well to meet the daily peak demand of the Island. The Transmission Scheme will evacuate the water production of proposed TAW B Extension (IWPP). Project completed and system in service. Al Ain Region Projects that are expected to be completed within the Al Ain Region are stated below which are purposely planned in improving the systems operational requirements and efficiency at specific areas in the Zone due to increase in demand and additional supply. Contract N3220 Urgent Works at Khabisi, Zakher, Military and Zoo Pumping Station. The purpose of this project is to provide proper transmission and distribution of the additional water from Fujairah to the intended location within Al Ain particularly to

Sarouj, Khabisi, Zakher, Military and Zoo pump stations. Expected completion date is June 2008. Contract N 3232 Urgent Works at Al Ain Reception, Sarouj, Khabisi and Hilli Pumping Station. The purpose of this project is to allow bypassing of Al Ain Reception Pumping Station, utilizing the existing pressure at Tap off 12 to deliver water to the intended location within Al Ain. Expected completion date is May 2008.

Contract N4604 (construction) - Supply and Installation of DN1000 Pipeline from the 2 x DN1200 Pipelines from Sweihan P.S. to AAR transmission line. The purpose of this project is to provide supply to Remah, Al Saad and Al Maquam Palace utilizing Taweelah water or water from UWEC from Sweihan Pumping Station. Expected Completion date is December 2008

Contract N4028 (construction) / N3917 (consultancy) Water Supply Systems to Jazirat Al Hamra RAK This project is required to supply water to Jazirat Al Hamra in RAK. The scope of the project includes the following: Construction of 2X1.0 MIG concrete storage tanks near Al Hinya Construction of 2X5.0 MIG steel storage tanks near Jazirat Al Hamra Construction of DN800 pipeline CS (40km) from the new 2X1.0MIG storage tanks at Al Hinya to the new 2X5MIG storage tanks at Jazirat Al Hamra. - Construction of DN800 DI pipeline (5km) from Jazirat Al Hamra tanks to Emirates highway. - Construction of DN600 DI distribution ring pipeline (29km) at Jazirat Al Hamra to consumers. Project completed and system in service.

Western Region Zone The major development works involved in connection with the commissioning of Phase I of Shuweihat Power and Desalination Plant (Year 2005 -101.0 MGD), as per developed concept scheme for the adequate balance of transmission supply to the network, were already completed during the year 2005 except the Project No. G2012: DN1000 Water Pipeline from Shuwiehat to Sila which is completed in 2007. Whole Emirates The major Project whose scope covers the entire Abu Dhabi Emirates that will be completed during this year is: Consultancy Services for the Calibration of Network Hydraulic Model and Risk. The proposed Project will be beneficial for the accurate analysis of the water transmission network using calibrated model both steady state and extended period

scenarios including process of identifying the risk within the transmission system as well as the corresponding mitigation measures to help improve the efficiency of the network. The work involves the Network hydraulic modeling calibration and risk analysis of the transmission network. Project Duration is nine (9) months. Expected Completion date is by October 2008.

4.2.2 SYSTEMS TOPOLOGY OF YEAR 2009


During this year the system will have a total available production of about 685.0 MIGD while the total demand of the network will be about 774.0 MIGD. There will be a shortfall of about -89.0 MIGD. A. Abu Dhabi Region The planned projects that must be completed and commissioned in the Abu Dhabi Region during this period to facilitate the delivery of the required flow and pressure to the Island and its adjacent Islands are the following. Contract N2622 Water Supply to Sadiyat Island. The Project which includes a DN1600 and DN1200 transmission line (capacity of 76.00 MGD) aims to provide transmission supply facilities to the developments at Sadiyat Island and Al Reem Island including provisions for future supply points to Mina Zayed Area and Lulu Island. It will be connected to the proposed DN1600 over looping line from UAN with supply coming from Unit III pump station. Expected completion date is 21/1/09. N5807: DN1600 mm from Sas Al Nakheel (UAN) to Sadiyat Island. This project is required to meet the demands in Sadiyat Island, Al Reem Island, Al Raha Beach Development, Lulu Island and to increase the security of supply to Abu Dhabi Island in case of possible outage of the proposed DN1600 transmission pipeline from Mussafah Pump Station or any of the DN1200/DN900 pipes crossing Maqta Channel. The project includes construction of a 1 x DN1600mm transmission line including 2 x DN1200mm Submarine pipelines extending from UAN until the Sadiyat Island interconnection point with Project N2622. The project is scheduled to be completed by 19July 2009 N5386 DN1200 Transmission Lines Inside Al Reem Island The scope of work covers the following: Lot-A: DN1200 DI main Pipeline (2.75 km), which starts at connection V/V chamber constructed under project N-4399 CS pipeline and ends at the north part of the island (connect with Lot-B) DN1200 DI Pipeline (2.35 km) branch from main line to the east part of the island Provision for future connection arrangement, DN1200 isolation valve and end cap for supply from Sadiyat Island

DN1200 DI pipe (0.30km) at Mina Zayed area, connecting the Twin DN900 CS submarine lines to the valve chamber constructed under project N-2622. Completion date is 03 August 2009 B. Al Ain Region The planned water transmission projects that must be completed and commissioned in the Al Ain Region during this year are the following which are mainly to address the growing shortage of supply of the Region: Contract N3901-1 Upgrade of Pumping Equipment in Different Pumping Stations in Al Ain. The scope of this project covers works at different pumping stations within Al Ain Region including automation of pumping stations from their control rooms. Expected completion date is September 2009. Contract N 4927 (construction) Construction of New 200mm PN160 Bar Carbon Steel pipeline to Jabel Hafeet Summit Reservoir from Base Pumping Station. The purpose of this project is to provide security of supply to Jabel Hafeet area by constructing a new similar DN200mm PN160 Bar pipeline along the existing line. Expected completion date is Dec 2009. Project No. N-2860: Shobaisi and Remah Pumping Station Upgrades The Project intends to upgrade the local distribution pumps, control system and electrical equipments at Shobaisi PS and Remah PS to cope with the increase in demand and to modernized their operation and control systems. The Project is planned for completion by March 2009. C. Western Region Zone The major transmission facility that is expected to be completed during this Year 2009 in this Region is as below which is primarily to provide security of supply and due to the increase in demand of the Areas covered by the Project. Contract N3850 (construction)/N1995 (consultancy) Upgrading of Mirfa, Madinat Zayed, Mazairah and Liwa Area Water Transmission Scheme. The Project covers the installation of additional pumps with similar capacities at each of the above stations including all associated works and installation of related required accessories. The upgrading of the above transmission system is required to cater urgent requirements due to increase in demand for the area as forecasted by ADWEC and to ensure security of supply to the area. The scope of the project includes the followings: 1. Construction of 1XDN800mm CS pipeline, (62km), (as free issue Materials), from Mirfa Intermediate Pumping station (Lot-C) to Madinat Zayed Pump Station. 2. Construction of new pump station at Mirfa (Lot C) which shall feed the new CS DN 800 mm transmission pipeline.

3. Construction of new distribution pump station at Madinat Zayed, including 4X1.5MIG concrete tanks, which feed the existing DN 900mm to Madinat Zayed, Madinat Mohammed and New Housing Development. Expected completion date is 31 January 2009. D. Whole Emirates The major Project whose scope covers the entire Abu Dhabi Emirates that will be completed during this year is: Contract G2194 Replacement of Gas Chlorination System At Various Pumping Stations (Phase II). The proposed Project is for the replacement of the existing chlorination system by on-site generated hypochlorite system of remaining Transco pumping stations, which are not included in phase I project. Expected completion date is February 2009. Northern Emirates The major Project whose scope covers the entire Northern Emirates that will be completed during this year is: Water Supply Scheme from Al Hinya to Al Hamra Area (Ras Al Khaimah) 1. Supply, installation, testing and commissioning of approximately 34.00 Kms of DN800 Ductile Iron Transmission Pipeline from the Tawian roundabout up to Bureirat tank farm. 2. Provision for Flow Control Valve at Bureirat tank farm. 3. Associated SCADA Integration Works. Expected completion date is 2009.

4.2.3 SYSTEMS TOPOLOGY OF YEAR 2010


During this year Fujairah F2 will be commissioned with an additional capacity of 132.0 MIGD accordingly the system will have a total available production of about 817.0 MIGD while the overall demand reaches to about will be 843.0 MIGD, this will lead to a shortfall of about -26.0 MIGD. A. Abu Dhabi Region The planned projects that are to be completed and commissioned in the Abu Dhabi Region during this period are the following: N4383: Abu Dhabi Island network development This project is required to meet the future demand of Abu Dhabi Island and its surroundings due to decommissioning of ADPS, and provision to allow bypassing of Unit I and II Pumping Stations as well as some pipeline connections and installation of FCV and PRV to maintain the required ADDC pressures. The project is under construction and expected to be completed by January 2010. N6740: Water Transmission Lines Inside Al Sowa Island The main components of the proposed works are as follows:

Lot-B DN1200 CS submarine (Horizontal Directional Drilling Process) Pipeline (0.5 km), which starts at AD Island Mina area to Sowa Island, with valves and fittings and associated civil works. DN1200 DI pipeline onshore (0.6 Km), which starts on west of Sowa Island to other end (east side) with DN500 tee branch to distribution network and with ARV, WO valves etc DN 1200 DI (0.1 km) Submarine Pipeline Crossing (by NDRC process) from Al Sowa Island to Al Reem Island. - Total length of pipelines: 700 m DN1200 DI (Onshore + Offshore) and 500m DN1200 CS sub-sea (offshore) The project is in tender preparation stage and expected to be completed by May 2010 Contract N-6043 Umm Al Nar B Pumping Station Extension. The works at Umm Al Nar B pumping station will extend the existing pumping station to increase the duty pumping capacity at 10-bar discharge pressure to 50 MIGD to provide an overall pumping station duty capacity of 95 MIGD. The project is in tendering stage and the expected completion date is October 2010. Contract N4268 /N3884 - Water Transmission Scheme from Musaffah to Abu Dhabi Island. The proposed project will complement the additional water supply required to Abu Dhabi Island from Mussafah Pump Station in view of the anticipated demand shortfall brought about by the decommissioning of ADPS, UAN-E and UAN-W. This Station is also rated to meet the daily peak demand of Abu Dhabi Island. The scope of the project includes the installation of a 1 x DN1600mm Transmission Pipeline from Mussafah Pump Station up to Abu Dhabi Island including the required reservoir. The Project is expected to be completed by Dec 2010. Unit III Distribution Network 1. New 45.0 Kms. of 1x1200 mm reinforcement line from Unit III to UAN junction parallel to existing DN1000 line and forming a loop along the Abu Dhabi-Airport Road (Between Khalifa B And C) towards Unit III PS. 2. New 42.00 MGD Capacity Pumping Station for Mega Projects (Initially) with provisions for future extension. 3. New Reservoirs at Unit III Pumping Station 30 MG. The above works to be completed and commissioned by December 2010 Mussafah Pumping Station Distribution Network 1. New 1x1200 mm connection for the ICAD Project from the proposed pumping station up to the proposed Connection and Interface point. 2. 3. New Reservoirs at Mussafah Pumping Station 30 MG. The above works to be completed and commissioned by December 2010 B. Al Ain Region The planned projects that must be completed and commissioned in the Al Ain Region during this period are the following: N5805: Fujairah Water Transmission System Upgrade In line with the committed expansion of Fujairah production plant (Phase 2), with additional production capacity of 230MIGD, the following are the anticipated works of the transmission facilities: 1. Lot-1: Qidfa Pumping Station (QPS): The scope of this lot includes addition of new 5 booster pumps with same performance data as existing. Addition of 5 new main pumps and modification of existing main pumps with new impellers to provide similar hydraulic design as the new main pumps. This arrangement required to pump 230MIGD, which is the proposed total production of Fujairah plant. 2. Lot-2: Pipeline on pressurized section (QPS to IMR): The scope includes construction of 1XDN1600 CS pipeline, (38 km), parallel to existing 2XDN1600 ones from Qidfa to IMR, and construction of one new steel tank 5MIG storage capacity at IMR. 3. Pipeline on Gravity Section (IMR to TO-09A: The scope of work includes construction of 1XDN1600mm CS pipeline, (92 km), parallel to the existing twin lines from IMR to tap-off TO-09A. This will enable to transport about 220MIGD of water without constructing intermediate pumping station. The project is scheduled to be completed by 30/6/2010 Contract N4381 (construction) - Water Transmission Scheme from Tap off 9A (UWEC) to Al Hayer up to Valve House The purpose of this project is to provide additional supply route (Zone 2) to meet the demand and security of supply to Al Ain region utilizing Fujairah Water Transmission Scheme and to reduce Transco & Discos OPEX as a result of bypassing & decommissioning of Pumping Stations and to provide Strategic Storage for Al Ain & Abu Dhabi Regions. The project includes construction/installation of 1xDN1600 Transmission Pipeline from Tap off 9A to to Valve House area and Construction of 2X25MIGD storage at AARC. The project is expected to be completed by August 2010.

Western Region Zone The planned projects that are to be completed and commissioned in Western Region during this period are the following: Mirfa to Muzairah Transmission Upgrade (2010) 1. Madinat Zayed (2010) Additional 6.0 MGD pump group at year 2010 to supply Summit Reservoir. New 45.00 Km of 1x900 mm transmission line up to Summit Reservoir and 15.0 km from Summit to Muzairah PS to replace the GRP Lines. 2. Summit Tank Farm (2010) New Reservoirs 4.0 MIG for local distribution. 3. Muzairah Tank Farm (2010) Additional 6.0 MGD pump group to supply Liwa East. New 1x600 mm transmission line up to Interface point supplying Liwa East (Based on ADDC proposed new Pipeline). Additional New Reservoirs 10.0 MIG. 4. IPS-1 (2010) Proposed 1.5 MG tank at IPS-1 (2010). Additional 8.3 MGD new pump similar to existing pump group. N6045: Upgrading of Shuweihat WTS: With the commissioning of the Shuweihat Phase 2 Plant during this Year, the following are the major systems requirements that must be completed during the Year in the Region to facilitate the proper evacuation of the new or additional water capacities towards its neighboring Region particularly to Al Ain and the Abu Dhabi Island. 1. Additional four (4) pump units same as existing (4x30 MIGD) at Shuweihat P&DP. 2. Additional two (2) pump units with capacity of 30 MIGD at Mirfa Intermediate Pumping Station, similar to the existing pumps, to be utilized for evacuation of additional production at Shuweihat plant towards Abu Dhabi Island and Al Ain region. The proposed project should be completed before November 2010

Northern Emirates The major Project whose scope covers the entire Northern Emirates that will be completed during this year is: Fujairah Local Distribution Supply from the Fujairah Power and Desalination Plant (Zone 1- Sudah Area, Zone 2 - Fujairah City, Zone 3 - Al Hayle Industrial

areas and Free Zone)

Construction of Steel Storage tanks for each Zone: Zone 2 (Fujairah City & Environs), By FEWA Zone 3 (Al Hayle Industrial Areas) , 2x5.0 MIG Pumping Stations Construction of a Pumping station at Qidfa PS with a capacity of 20.0 MGD for the supply to Zones 1 and 3. Construction of a Pumping station at Qidfa PS with an Initial capacity of 15.0 MGD for the supply to Zones 2 and the consumers between Qidfa and Fujairah City. Provisions for connection and Interface arrangements. Provisions for PRVs, Valves, etc. and other associated Civil Works.

The proposed project should be completed before December 2010

4.2.4 SYSTEMS TOPOLOGY OF YEAR 2011


During this year Shuweihat S2 will be commissioned with an additional capacity of 101.0 MIGD accordingly, the system will have a total available production of about 868.0 MIGD while the overall demand of the Emirates will rise to about 846.0 MIGD. This would mean a system-wide shortfall of about -32.0 MIGD. A. Abu Dhabi Region B. No major systems development works is expected to be completed during this Year in this Region.

Al Ain Region The planned projects that must be completed and commissioned in the Al Ain Region during this period are the following: N6139; Al Ain Water Distribution network The proposed project will provide the total requirement of Al Ain Region on a long term basis with the complete removal of a number of existing terminal stations namely Al Dhama, Al Khabisi, Al Maquam, Zakher, Jabel Hafeet Base, Power House, Zoo, Sarouj and Military. The existing transfer Pump at Al Ain reception will also be decommissioned as a result of this project. The scope of work includes the following: AAR Pump Group 1 (PS-1). 1. Pumping Station with a capacity of 81.43 MGD at AARC to supply the distribution area of Al Maquam PS, Zakher PS, Al Wagan, Jabel Hafeet and GIC. 2. 22.00 Kms of DN 1 x 1600 pipeline from Al Ain Reception to Zakher Area.

Expected completion by May 2011 Contract N-6137 Al Wathba to Al Ain Water Transmission System The proposed project will provide the needed water supply to Al Ain Region from Shuweihat utilizing the existing DN1x1600 pipeline from Mirfa via Mussafah to Unit IV PS. Western Region Zone The planned projects that must be completed and commissioned in the Western Region during this period are the following: Commissioning of Shuweihat Phase 3 - 100.00 MIGD, the following are the Major system requirements: 1. New additional Reservoirs at Shuweihat 100.00 MIG. (To be implemented by the new IWPP). 2. New pumping station with a capacity of 115.0 MIGD at Shuweihat P&DP.

3. Construction of 1x1600mm CS from Shuweihat New PS up to Mussafah and Unit IV Pumping Stations for a Total length of 241.0 km. Provisions for a tap off connection to Mirfa IPS PS (SWTS). 4. Surge analysis/Vessels, civil works, instrumentation, control & automation and associated electro-mechanical works The project must be completed before the end of December 2011 to be in line with the commissioning of Shuweihat Phase 3 by 2012.

4.2.5 SYSTEMS TOPOLOGY OF YEAR 2012


During this year, the system will have a total available production capacity of 969.0 MIGD brought about by the commissioning of the Shuweihat Phase 3 of 101.0 MIGD capacity, the overall demand will reach to about 952.0 MIGD, leading to an overall surplus of about 17MIGD. A. Abu Dhabi Region The planned projects that must be completed and commissioned in the Region during this period are the following: Taweelah Pumping Station 1. New 1x1200mm Pipeline Connection for KPIZ New development from the Taweelah Common Discharge Header with the Interface after the Pump Station. The above works to be completed and commissioned by December 2012. B. Al Ain Region No major systems development works is expected to be completed during this Year in this Region. C. Western Region Zone The planned projects that must be completed and commissioned in the Region during this period are the following: 1. IPS-2 Pumping Station Proposed 13.50 MG tank at IPS-2 for Habshan and Abu Hasa.

During this year, the system will have a total available production capacity same as of the previous year of 969.0 MIGD, the overall demand will reach to about 1000.0 MIGD, leading to an overall shortfall of about -31.0 MIGD.
