OBSERVATIONOFWORLD HEALTHDAY
In todays world, disease outbreaks know no borders. Globalization has broughtabout newchanges toevery area of life, including health.As the world has noticed great progress in termsoftelecommunicationandother technologies,diseasesalsohavefound newwaystospreadrapidly,sometimes through man made means. Not only this, thewayhumans inhabittheearth provides a f e r t i l e environmentfor newdiseasesto e m e r g e , especiallythose outbreaks that exceed borders to invade the entire world, if not combated. Inthefaceofallthesethreats,strong collaborationbetweenbothdeveloped anddevelopingcountriesisthekeyto combating disease outbreaks and insuringasaferfutureforhumankind, aswellasforthegenerationstocome. Prompted by the necessity of shared responsibilityonthepartofallworld nat ions, the World Health Organizationfocusedits2007World Health Day theme on International Health Security, presenting the mainhealthissuesandmajorthreats likely to exist or escalate in any countryandspreadtoasmanyother countries as they have the opportunity. WiththethemegivenbytheWorld H e a l t h Organization, th 7 April07 w a s observed as the World Health Day everywhere all over the w o r l d . BISWA also observedthe day at its central office at Danipali, Sambalpur.At the onset Mr. S.P Meher,PRO,BISWAgaveahearty welcome to all the participants which was followed by a brief introduction of BISWAs interventioninhealthsectorbyMr. K.CMalick,Chairman.Dr.Ashok Singhaldeliberatedhisexperiences on working with BISWA and particularly on insurance scheme runbyBISWA.Hisconcernwasfor the deficit to meet the rising expectationoftheinsuredpersons underthescheme.

To address emerging need of health, new forms of action are needed. There is a clear need to break through traditional boundarieswithingovernmentsectors,betweengovernmentaland nongovernmental organizations, and between the public and privatesectors.Cooperationisessentialthisrequiresthecreation ofnewpartnershipsforhealthonanequalfootingbetweenthe differentsectorsatalllevelsofgovernanceinsocieties. GovernmentofOrissahastimeandagainarticulatedtheneed forcollaboratingwithNGOsandprivateagenciestoprovideand facilitatetheuseofhealthservicedeliveryinhardtoreachand underserved areas. The collaboration with NGOs will ensure promotionofpeopleorientedpoliciesoftheGovernmentofOrissa, DepartmentofHealth&FamilyWelfareandprovideaplatform for to manage PHC and implement curative, primitive and preventivehealthservicesintheunderservedandhardtoreach communitygroups. ItisawelcomestepthattheNationalRuralHealthMissionis undertakingtoenhancehealthstatusintheurbanslumsof13 urbanareasinOrissa.Inmostoftheurbanareascoveredunder theprogramme,slumshavenotbeendefinedbytheMunicipal bodies,sotherehasbeenalotofconfusiononthedatapertaining tohealthservices.Stillitiswelcomeastheunmetneedsshallbe addressed with a focus on the underserved and excluded populationoftheurbanareas.Itisexpectedtocreateademand amongtheslumdwellersinrespectofhealthservices elicita higherdegreeofparticipationandincludeallintheprogramme.

Governments,corporatesector,civilsocieties,mediaand individuals.No singlecountry orinstitution hasall the capacities to respond to international public health emergencies, natural calamities, or new and emerging infectious diseases. Only early reporting, and prompt detection of problem can provide resources to be deployed to prevent or halt the spread of the diseases acrossthenationalboundaries. Thethemeofthedayemphasizesotherneedstoreduce thevulnerabilityofpeoplearoundtheworldtonew,acute or rapidly spreading risks to health, particularly those thatthreatstocrosstheinternationalboarders.Increased collaborationbetweenGovts,NGOsanddeveloping& developed countries will enable the international communitytobebetterpreparedtorespondtoanythreat, tothehumanity.Thiswillprovideasecuritynettodeal withcrossborderpublichealthissues,andinturnmake thepeoplemoresecure.

BISWAsapproachtowardshealthisanintegratedone whichincludeselementaryeducation,skilldevelopment, water & sanitation and economic empowerment was theviewofDrDiptiPattnaik,Advisor,BISWA. A panel discussion was organized during the meeting which was headed by Dr Niranjan Agrawal, Hon. Secretary, IMA, Sambalpur. Other panelists were Dr Kanchan Roy, President, IMA, Sambalpur who spoke ontheneedoftheappropriatetheme,InternationalHealth Security,istheconcernofeveryoneofourswithrising tradeandtravelsduetoglobalization.Thishasbrought thebenefitstomanybutalsohasopenedavenueforrapid spread of diseases that otherwise may have been controlledbygeographicalboundariesorthosemayhave traveledslowlyenoughtobebroughtundercontrol.
