Ofcials renew dispatch, prisoner lockup contracts

Belleville council renews contracts with Van Buren Township

The Belleville City Council unanimously approved a renewal of its contracts with Van Buren Township for emergency dispatch and prisoner lockup services at its regular meeting March 4. The intergovernmental agreement has been in place for several years. Belleville Mayor Kerreen Conley opened the discussion by noting that the proposed 10-page contract was identical to last years contract, including the price of $145,600. The price includes $122,900 for Van Buren Township-provided dispatch services for the city, and an additional $22,700 for prisoner lockup services. Councilwoman Kim Tindall took issue with a stipulation in the contract that requires the city to pay to the township any additional actual costs incurred by the township in dispatch or lockup services. Tindall acknowledged that, while the township has not requested additional fees during

the years of the contract, she was uncomfortable with the open-ended nature of the provision. She also said she was concerned whether or not the I am responding system, which provides information by township dispatch services to Bellevilles volunteer firefighters, was adequate. Belleville Fire Chief Brian Loranger said that as much information as possible was needed from township dispatchers. Loranger described a hypothetical scenario in which the firefighters were told a female was having difficulty breathing. He said it would be helpful to know the age of the person, as well. He recalled that former Van Buren Township Public Safety Director Carl McClanahan had said that every dispatcher would use the I am responding system every time, but that didnt always occur. Tom Fielder, former mayor and a longtime Belleville resident, said in the past, there was a standing committee of officials from Belleville and Van Buren Township who met regularly to discuss and resolve such issues. Fielder suggested that renewing a regular, ongoing dialogue between the city and the township might a good idea. For its part, the Van Buren Township Board of Trustees unanimously approved the intergov-

ernmental agreement at its regular meeting on March 19. Interim VBT Public Safety Director Greg Laurain presented the proposed agreement to the board, who voted without comment among themselves or from the audience. Laurain said that the dispatch agreement was now in its eighth year. In other business, the City Council approved the timetable for the development of the citys budget for the 2013-14 fiscal year, which begins July 1. The process begins on May 6, when City Manager Diana Kollmeyer presents the proposed budget to the council. It is followed by review sessions in May chaired by council members with each of the citys departments, and a public hearing June 3, whose desired outcome is council approval of the budget. All meetings are open to the public. The council meets at 7:30 p.m. on the first and third Mondays of each month at the Municipal Building, 6 Main St. Meetings are held in the council chambers. Rawsonville honors art students of the month

At a recent schoolwide meeting, one Rawsonville Elementary School student from each classroom was honored and presented with an art Student of the Month award. According to Rawsonville Art teacher Kim Glime, these students demonstrated outstanding artistic abilities, both in technique and following the positive behavior instructional support expectations in art class. I am honored to get the opportunity to highlight the talents of these students, Glime said. Their artistic abilities are wonderful and they make very good choices in art class.
