PART ONE
1.0 INTRODUCTION
The community of Holy Trinity Primary School which includes teacher and non
teaching staff made an ideal idea of beginning social Welfare fund for the workers
and the community around with the general objective of uniting together socially
and economically to reduce our day to day life challenges
Holy Trinity Staff Social Welfare fund (HSWF) aim at forming a fund which its
source of fund will be mobilized through contribution or subscribed by the members
monthly fees and sometimes from individual pockets.
The Staff Social Welfare Fund aims at bringing the teacher and other workers of Holy
Trinity School and the society around in harmony, wellbeing and unity. Through this
social welfare fund the workers will be able to help each other in the time of hardship
and happiness. We believe that with our strong unit we shall stand and confront
against our life challenges.
We have formed again this Staff Fair Fund because we really understand the
importance of having the unity and cooperation amongst ourselves since we know
that by divided we fall and by united we stand firmly and work in a conducive
environment.
Through life experience, everyone of our agrees that the solely individual person can
not solve all life challenges unless he/she makes a bond with other colleagues that
form a union in a community or society.
For our union to operate we need a guideline i.e constitution which will direct ad
guide us through our day to day operations especially during the time the member get
difficulties or a function which is taken on count / considerably by this constitution.
This constitution was prepared by the union leaders and brought forward every
members General meeting so that every member could have an ample time to
scrutinize the worthiness of this constitution.
All suggestions of the members were given and the agreement made them amendment
and refinement were done on ________________ and resulted into getting this
constitution.

has been passed and approved for operating by being signed and stamped on

This constitution is the tool which will lead and guide us through the implementation
of our objectives activities and solving our problems.
This constitution will allow any amendment when there is necessity but through
proper channel pg. General meeting. All members.
Should respect and act to make decision by following this constitution.

1.3 THE HEADQUARTER OF HOWF


The headquarter of DHSFF will in Dodoma at DCT Holy Trinity Primary School.

1.4 THE STRUCTURE OF HOWF


The union will be led by the leaders who will be elected by all members in the
General Meeting.

1.3 GOAL
Making sure that our union has the fund which will help to solve the members
difficulties especially the time of need in need.
1.4 VISION
The vision of our union is that through the formation of this strong unity ad
cooperation the teachers and other workers who are members of this union at DCT
Holy Trinity Primary School will work is a harmony, piece happiness and
cooperation and that will result to individual and school development.
1.5 MISSION
The mission of this union is to have mass participation in solving the members
problem through solidarity, solisting or raising fund, valuing one life and difficulties
as ours hence taking promptly action to make a member fell as someone valuable in a
community by accessing assistance in time of need indeed.

PART TWO
2.O OBJECTIVES
2.1 GENERAL OBJECTIVES
2.1 Contributing the money to have the Staff Fund which will help members who is in needy
indeed.
2.2 SPECIFIC OBJECTIVES
i) To help a members heir / family when a member dies.
ii) To help a member whose key immediate family has passed away (Husband or 4
parents).
iii) To help a member whose relative has dies (brothers, sister).
iv) To help a member who marries.
v) To give farewell to a member who leaves the school work.

PART THREE
3.0 MEMBERSHIP OF HOWF

3.1

A member of HOWF should be the Staff of DCT Holy Trinity Primary School whose
age is above 18 years old.

3.2

He/she should read and understand the constitution accept it to lead him/her.

3.3

To fill the membership application form by paying 1000.

3.4

To contribute non-refundable 30,000/= Tshs. For those who were the first members
and Tshs. 50,000/= to those who joined later after the first 3 months.

3.5

To subscribe 5000/= as monthly fees.

3.6

To pay all subscription through direct deduction on his / her salary.

3.7

The management will discuss on the application form of the applicant before he / she
pays the entry fees. Note. Entry fees is not must to be deducted at once but by
installment bearing in mind that a member is recognized as a member after has paid
the whole entry fees.

PART FOUR
4.0 CONDITIONS
4.1

Entry fees should be paid in 3 months or at once and after that the monthly fees will
follow. (Entry fees is non-refundable)

4.2

The entry fees and monthly fees should be deducted directly from the members
salary at the end of the month.

4.3

Each member should attend the union meetings in time and regularly.

4.4

Each member will contribute 2000/= To a member whose relative e.g brother or sister
has died as a condolence (note a wifes or husbands brother)

4.5

Each member will contribute 2000/= to a member whose sister or brother is going to
be married for a gift.

4.6

Each member will contribute 1000 as a condolence for a member whose key
immediate family member has died.

4.7

Each member will contribute 5000/= as a condolence so as to be given to a heir of the


dead member.

4.8

Each member should participate fully in all contribution and also pay visit to those
who are admitted to hospital or sick for some days so as to console him/her.

4.9

Members should contribute half, of the farewell functions budget when a member
leaves the work.

4.10

If a member had left the union and when he/she comes again will have to she is
accepted will start contributing from the date he/she is accepted.

PART FIVE
5.0 MEMBERS BENEFIT
5.1

He/she should benefit 150,000/= from the fund and receive 5000/= from each
member when he/she dies. If he/she has never been benefited the fund will also give
the heir 30% of his/her contribution (but after a year for this percentage

5.2

He/she should benefit 100,000/= from the union fund and 1000/= from each member
contribution when his/her key immediate family member e.g. husband, wife, children
under 18 years or still depend on a member, father or mother father and mother in
law and any relative who dies when he/she was living member also a house girl.

5.3

He/she should benefit 100,000/= from the fund when he/she marries legally for the
first time. This is for the gift of workers (5.3.1) Also 2000/= from the members
contribution when a members brother or sister has a wedding or send off and the
member attends ceremony and this is as gift.

5.4

He/she should benefit 30,000/= from the fund when a member or a members
husband or wife is admitted to hospital for about 3 days.

5.5 He/she should benefit 30,000/= from the members pocket (but deducted through monthly
salary or paid cash) when a woman member or a wife of a member is in a labour word
for maternity matter.
5.6 He/she should benefit 30% of his total monthly fees contribution and a farewell function
when he/she leaves the work legally by not dismissed by the union. (Note a member
should have contributed to the fund for about a year.
5.7 To benefit credit from the union of and to be not more than 50,000/= for a month
deducted direct through the salary.

PART SIX
6.0 RIGHTS OF THE MEMBER
6.1

A member of this union has rights to be recognized by all members by being


supported and contributed some money as stipulated above in the conditions and
benefit of the members.

6.2

A member has the right to attend the meeting and air views freely.

6.3

A member has the right to inquire and advocacy to himself /herself against any
allegation.

6.4

A member has the right to vote and be voted to leadership of the union in all ranks.

PART SEVEN
7.0 MEMBERS RESPONDIBILITY
7.1

To be ready all the time to help one another in time of happiness and hardships.

7.2

To pay all contribution reliable to him/her and make sure that he/she does not
accumulate bebits.

7.3

To be honest and faithful to the union.

7.4

To respect and recognize the manage went and the union members as whole.

8.0 MANAGEMENT RESPONSIBLITY

8.1 CHAIRPERSON
To chair all meetings of the union.
To be the last one to make decision in the meeting.
To give equal chance to the meeting members to air views.
Will be chairing all meetings of the union.
Will be the last person to make decision in the meeting.
Will collaborate with the secretary to call meetings.

8.2 SECRETARY
To keep all union minutes.
To collaborate with the chair person to call meetings.
To be the general executive.
Will be the one who will be writing the meetings minutes and keep them.
Will prepare and read all union reports.
Will confirm if the quorum of the meetings is to start the meeting.
8.3TRESURER
To keep the union fund safely in the bank.
To give a receipt to any subscriber.
To keep all union custody and book keeping.
To be responsible to give the financial report when needed and in general
meetings.
To deduct all subscription of the member through the salary.
To report all members who has late to pay contribution in time.

9.0 RESOLUTION OF MEMBERSHIP
9.1

a) Death
b) Resine
c) Dismissed / Dismissed when fail to fulfill the union conditions and responsibility
with reference to the union constitution.

PART TEN
10.0

SOURCES OF FUND

The union sources of fund will raise from:


a) Entry fees of 30,000/= paid in 3 months concecuntively.
b) Monthly fees from each members 5000/=.
c) Application of form for membership 1000/=.
d) Profit from loan interest rate of 5% per month.
10.1 SIGNATORIES
There will be signatories who will be countable to authorize the expenditure of the
union fund.
