Salary Guide 2012 Qatar - UAE - Saudi Arabia

reedglobal.com

Maximising talent potential

Recovering domestic economies and optimism in the wider Gulf and Middle East regions have played roles in converting an overly cautious collective mindset to one of greater confidence. For employers, skill shortages in certain key teams mean there can be no room for complacency, even if it occasionally appears that highly skilled candidates are in plentiful supply.

On the move again

Diversifying and balancing economies, to rely less on finite natural resources and attract foreign investment to locations already renowned as welcoming international companies and expatriate employees, is likely to play no small part in ensuring that the Gulf withstands any further buffeting from the global financial crisis. Growth of the financial sector, tourism and hospitality, logistics and distribution, legal and professional services, pharmaceuticals, FMCG and retail have been creating many new opportunities but they bring fresh challenges for those with a stake in talent acquisition and management.

Understanding the motivations of C-level and senior management talent Giving succession planning a regular slot on the boardroom agenda Pre-empting resignations and/or counter-offers with greater attention paid to star players and key colleagues (outside formal appraisal frameworks) Introducing (or re-introducing) mentoring and coaching initiatives to keep good people engaged and challenged.

What makes top people tick...

In preparing the REED Salary Guide 2012, we called on insights gained via conversations our consultants have daily with CEOs, HRDs, CFOs and other senior managers at clients large and small. Weve used these to provide a comprehensive picture of what the most successful employers will be making their priorities to ensure they have the best people on board insights we share in the following pages.

Why not talk to REED about how we might give objective advice on your forthcoming hiring activities in the UAE, Qatar, Saudi Arabia and throughout the region, or provide you with accurate market intelligence to support your workforce planning initiatives? We have the expertise, networks and focused approach that could give you the edge at a time when its clear that its going to be talent that turns good companies into great companies.

And what the majority of our clients will be doing irrespective of the specialist skills and professionals disciplines they target will include: Fine-tuning strategies for reward and compensation and keeping them under regular review Bernard Ward Country Manager Qatar - REED 2

Accountancy & Finance

Companies in the health and life sciences, financial services, energy, construction, hospitality, tourism, FMCG, retail and luxury goods sectors are amongst those focusing on hiring switched-on finance professionals. From newly qualifieds to finance directors and CFOs, candidates with technical modelling and valuations expertise, commercial awareness and sector-specific knowledge are highly sought-after. Financial controllers, management accountants, business analysts and internal auditors have seen their stock rise fastest, especially those in senior roles with GCC or wider EMEA remits. Higher levels of cross-border trading have fuelled demand for treasury professionals, FX specialists and IFRS reporting accountants.

A stronger focus on regulatory issues, accompanied by fears of the commercial and reputational consequences of non-compliance, has driven demand for banking professionals in operational risk, credit risk and governance roles, as well as internal audit. Retail, corporate and investment banks, and wealth management firms have stepped up recruitment activity; the more specialist candidates knowledge of specific products and financial instruments, the greater they can expect to earn. Mobility programmes in major global banks have raised the profile of Gulf states as destinations of choice for international secondments, setting the bar high for expatriates.

Banking- Saudi Arabia

Votes of confidence from capital markets and the IMF reflect the relatively low-risk status increasingly enjoyed by the Saudi banking sector, declared by one ratings agency as exhibiting a stability on a par with Germany and Hong Kong. However, recognising the task that nevertheless lies ahead, employers in Riyadh may represent a more appealing prospect to banking professionals relocating via mobility programmes or on secondments from Dubai or established financial centres elsewhere in the world. Audit, risk and compliance have been amongst the busiest functions bringing expertise on board, as banks continue to build on existing foundations to satisfy regulatory commitments.

Hiring activity continues to be relatively subdued in Dubai and Abu Dhabi, although demand has picked up in Qatar. HR specialists in compensation and benefits, talent acquisition and organisational development are more likely to receive offers towards the upper end of typical salary ranges than their peers in generalist roles. This trend reflects a growing acknowledgement amongst CEOs and board executives that strategically focused HRDs and senior HR managers can make a tangible difference to corporate performance. For candidates, roles with greater exposure to the frontline business or responsibility for multiple jurisdictions are the most popular.

Infrastructure expansion and inward investment have been fuelling demand for technology professionals in Qatar, while government initiatives in the UAE are boosting the IT job market there. Companies in real estate, energy, manufacturing, financial services and professional services have been growing their inhouse IT teams. B2B software and systems consultancies have also been proactively hiring candidates with specialist knowledge of the most in-demand technology platforms, along with project managers and business developers. Salaries havent yet returned to pre-crisis levels. However, greater interest amongst CEOs in meeting IT directors ready to step up to CIO, and the number of new roles being created in specialist technical disciplines reflect the importance of IT solutions for competitiveness and growth.

Energy
Economic diversification initiatives may be well underway, but the oil and gas sector continues to dominate, and skill shortages prevail. Operators, field services and associated specialist manufacturing and supply chain companies have all been hiring. Technical candidates in shortest supply include senior drilling engineers and petroleum engineers, as well as geologists and geoscientists. As always, highly experienced project managers command premiums. If the drive to exploit Iraqs oil reserves generates new roles in largely unchartered territory for the industrys top contractors and senior executives, UAE salaries may be drive upwards; forward-thinking HR directors in some energy companies have already commissioned remuneration benchmarking exercises. With skill shortages elsewhere in the world (notably Australia) already representing stiff competition for good people, talent acquisition and retention strategies in the UAE may require greater attention and resource.

Engineering & Operations

While employers in the Gulf are more ready to recruit specialist engineering, operations, property and construction teams, caution prevails, against a backdrop of the eurozone crisis, faltering recovery in the US, and political instability closer to home. Candidates are typically subjected to greater scrutiny than might have been expected prior to the global financial crisis; such is the imperative for hiring managers to identify people who can hit the ground running reinforcing the business case made to secure authorisation and budget for extra headcount. Construction managers are especially in demand on landmark infrastructure and building programmes, as are senior operations managers and operations directors with the experience, character and commitment to take on key regional roles. For some roles, local talent and expatriates already in UAE have been in such short supply that employers have hired from as far afield as Australia, New Zealand and the Philippines.

Property & Construction

If winning the right to stage the 2022 FIFA World Cup has positive knock-on effects for businesses in Qatar, the property and construction sector is one which stands to make more significant gains than most. From an individual perspective, project directors and project managers based in the UAE may also benefit from new opportunities opening up as a result, although since the UAE sector is picking up they may become more difficult to tempt away. Qatars investment in infrastructure and construction is driving commercial, leisure, industrial and residential property development, which in turn is creating talent attraction and retention challenges for employers. Demand is greatest for senior civil engineers and quantity surveyors. However, fiercely competitive tendering has kept contract margins low; salaries have subsequently not soared as might have been expected. Construction firms and contractors in both the UAE and Qatar have already been sourcing candidates from international talent pools to keep long-term landmark projects on track.

Multinational corporations expanding their business activities in the Gulf have been stepping up efforts to bring in-house counsel onboard. Amongst the busiest recruiting sectors have been banking, professional services, healthcare, life sciences, FMCG and energy. Those using Qatar, Dubai or Abu Dhabi as flagship regional hubs have been particularly prepared to pay premiums for heads of legal and general counsel with multi-jurisdiction experience in the Gulf, especially for Arabic-speakers.

Sales & Marketing

High-achieving revenue-generators will always find ready markets for their talents. But in the current UAE and Qatar markets, its the sales people who can demonstrate a greater technical understanding of their products and services, while living and promoting their employers brand values, who are regarded as hottest property. In corporate marketing teams, senior marketers are in demand to push brand management and communications strategies, in consumer and B2B markets alike. The proliferation of new regional roles, requiring an appreciation of how customer needs, buying power and receptiveness to traditional and digital marketing tactics differ in neighbouring countries (and adapting marketing strategies accordingly), increasingly provide a focal point for ambitious marketing managers who otherwise might have switched continents for the sake of their careers.

Procurement & Supply Chain

Dubais role as a major shipping hub for manufacturing exports continues to attract international distribution and logistics companies trading goods produced in Europe or Africa with customer throughout Asia Pacific. Plans to add capacity in Jebel Ali Port and Port Rashid Supply, and further digitise distribution and communication systems will create new challenges and burgeoning demand for supply chain managers and directors, as well as warehousing and inventory teams. The most soughtafter candidates are those who bring with them hands-on experience and contacts in Gulf supply chains and procurement, giving an edge to those who have come through Emiratisation programmes or who have been established here for some years. However, influencing, negotiation and briefing skills are also paramount.

Health & Life Sciences

The rapid expansion of the Gulfs pharmaceuticals and biotechnology sectors is fuelling demand for senior healthcare and life sciences professionals. Highly skilled professionals with substantial experience in regulatory compliance or medical affairs have been in especially short supply. Multinationals unable to hire in sufficient numbers from local talent pools or their own global mobility programmes are increasingly sourcing candidates from overseas. Sales, marketing and business development directors and managers with successful track records accessing new and emerging markets have also been sought-after, especially by FMCG companies and manufacturers of prototype and testing equipment, medical devices and high-tech production machinery.
