CRIMEFILE
AMONG the crimes reported in the Hoole
area last month were:
Woodeld Grove - two purses were
stolen from a car overnight.
Woodeld Grove a thief broke into
a house and stole car keys.
Chestnut Close - sheds were broken
into and the thieves made their escape.
Brook Lane an unlocked bicycle
was stolen from the back of the house.
CAR CRIME ARREST
THERE has been an increase in vehicle
crime in Hoole recently.
A man was sighted in suspicious
circumstances in Kilmorey Park where
he made off from the scene. He was
arrested after being sighted in the area
and subsequently charged with the
offence of going equipped to steal.
The man was remanded to appear
before Court.
Sgt Tinn, of Cheshire Police, says: This
was a very good co-operative effort
from the public where by community
intelligence was used to excellent effect
by ofcers to apprehend the suspect and
therefore reduce crime in the area.

MILLENNIUM Greenway Friends have been
inundated with requests to please do
something to make dog owners aware that
dog mess should be bagged and binned.
We decided to ag all mess found along
the verges. The resulting display of bright
orange and yellow Bag it/Bin it ags
brought applause from nearly all the dog
owners walking along the pathway and
cheers from cyclists.
Volunteers efforts in making and
displaying the ags were rewarded, as most
dog owners now understand the need to
remove their dogs mess no matter whether
it is on the pathway or on the verge.
Children, other dog owners, and volunteers
sometimes walk on the verges and this can
result in stepping into dog fouling with its
danger and unpleasantness. In some cases
previous mess made by their dog/s and not
picked up has now been removed by the
owners.
Dogs usually have their favourite areas of
relief and responsible owners watch their
dog/s when off the lead, picking up their
mess as required. The call for dogs to be
kept on leads or banned is frequently called
for, and the worry is that one or other will be
made compulsory which would of course,
have the unfortunate result of stigmatising
the responsible dog owners too. May I
suggest we all follow the advice given by
Sustrans - Consider others.
Millennium Greenway Friends work
throughout the year to keep this shared
path litter free and pleasant for everyone.
To have such a wildlife corridor running
through a city is rare. We should all be very
proud of this treasured, hard won, green
space and show it the respect it deserves.

A NUMBER of Chesters community groups have collaborated to bring the Incredible Edible
project to Hoole. Made famous by planting any edible crops in Todmorden, the project aims
to inspire everyone to plant and enjoy a free, local and nutritious food source.
Transition Chester, in conjunction with Friends of Hoole Parks and supported by Cheshire
West and Cheshire Council planted over 100 fruit bushes Jostaberry/Blackcurrant/
Gooseberry) in the corner of Alexandra Park near the Panton Road gate in March. The
bushes will produce fruit next year, and its encouraged for everyone to help themselves to a
portion when theyre ready.
Mark Sams, of Transition Chester, said: Id like to thank all the organisers and volunteers
that have kick-started this project, especially Fran Moore and Neil Jones. Its a great
example of community groups collaborating and achieving more together.

Award while working at
HETTY pre-school in Hoole.
The Awards were held
as part of the Colleges
National Apprenticeship
Week celebrations and
recognised 18 of the
Colleges most talented
Apprentices. Emma also
won the Star Apprenticeship
Award in Children and
Young Peoples Workforce
during the ceremony.

is why I am so enthusiastic

Working with children is
something I have always

Roofer death tragedy
A Hoole roofer has died after falling from a ladder while working at a house near
Llandudno. 35-year-old Gethin William Kirwan, from Halkyn road, died of head
injuries in the fall last month.

RAISING a child is a costly business -
nappies, clothes, pocket money and school
trips are just the tip of the iceberg.
The results of a survey indicated that by the time your child has
reached 21 you would have spent an average of 218,000 on their
upbringing. It doesnt get any easier once they reach adulthood
age. The chances are high that they will need financial help to fund
a gap year, or to get a foot on the property ladder.
But looking after your children doesnt end when they start
carving out a career and have a family of their own. In all
likelihood you will want to create a financial legacy to ensure that
the wealth you have created is preserved, protected and passed
on to them.
Preserving as much of your wealth as possible requires careful
estate planning; otherwise you may not pass on as much wealth as
you anticipate.
Inheritance tax (IHT), which is just one barrier to the transfer
of wealth, is a 40 per cent tax imposed on the worldwide estate
of anyone who is UK-domiciled on all assets above the nil rate
band of 325,000. The nil rate band can be passed to a surviving
spouse, if not used, increasing the survivors nil rate band to up
to 650,000. The threshold is normally updated each year in the
Budget, in line with inflation, but the Coalition has said that it will
now be frozen until April 2015.
One of the simplest IHT mitigation tools is a Will. Not only
can a well drafted Will mitigate IHT, it is also crucial for anyone
wanting to protect their family from a huge headache after they
die.
Only with an appropriately drafted Will can you be certain that
your estate will go to the right people. If you do not have a valid
Will, you risk depriving your family of their home, increasing the
inheritance tax (IHT) burden and leaving parts of your estate in
the wrong hands.
In addition to Wills, Trusts can also help you to protect and
preserve your estate as they allow you give away assets but restrict
or direct how and when they are used.
There are many different types of Trusts, some straightforward
and others very complicated. A common use of a Trust is to hold
assets on behalf of a child until they are old enough to look after
their own money. However, it is vital that you seek expert help
before you take the plunge because there may be income tax or
capital gains tax as well as Inheritance Tax implications that need
to be considered.
It can often make sense to use professional trustees rather
than lay trustees. Family members often find it difficult to act
objectively. Money and family arguments are often driven

appointment of a neutral, well-practiced professional trustee
would avoid such conflicts. Professional trustees will also have
the expertise, specialist knowledge and experience to identify
potential problems, provide solutions and promote good
governance.
Another method for helping to reduce any potential IHT burden
is gifting away money before you die. This can be done through
potentially exempt transfers (PETs) which revolve around the
famous seven year rule. Put simply, if you wish to pass assets to
family and friends during your lifetime, these gifts will only be
made free of IHT providing you survive seven years from the date
of making the gift.
There are some lifetime gifts that are exempt from any IHT. You
can gift up to 3,000 a year, which can be divided between as
many people as you like. You are also allowed to use the previous
years allowance if it has not been used. Parents are each allowed
to give away 5,000 to their children when they get married,
while grandparents can give 2,500.
A Junior ISA offers parents, grandparents, other relatives and
friends the opportunity to invest regular contributions or lump
sums on behalf of a child in a flexible and tax-efficient way.
Replacing the Child Trust Fund, the Junior ISA provides the
same tax advantages as a standard ISA; tax-efficient interest on
cash deposits, no further liability to income tax on dividends and
no capital gains tax. Of course, the favourable tax treatment for
Junior ISAs may not be maintained in the future and is subject to
changes in legislation.
One existing solution is a Bare Trust, which can be used to shelter
investments in funds or single shares, or even property, on behalf
of children, grandchildren, godchildren, nieces or nephews, and
which can be accessed at 18 years of age. The Trust can be used
to offset any gains against the childs annual capital gains tax
allowance and any income against their income tax allowance. If
you are the parent, however, you are liable for tax on any income
above 100 a year from the investments.
Setting up a pension for a child (you are allowed to invest a
maximum of 3,600 gross a year on their behalf) is one of the
most efficient financial gifts you can make. You get tax relief on the
contribution and the child benefits from tax-free growth. Because
the money is invested over such a long term up to 55 years or
more you have the luxury of taking a unique long view on the
investment strategy, which presents the opportunity to really go
for maximum returns.
On top of all this, if your child is financially dependent on you,
you need to make sure you have adequate provisions in place to
replace your income in the event of death, illness or disability.
Being a parent brings with it rich rewards, from watching your
children walk their first steps, to applauding them when they walk
on stage to collect their graduation scroll. But such rich rewards
do not have to be only emotional; they can be real too, with a little
foresight and some expert financial help.

BUILDING work will start on the rst
stage of Chesters groundbreaking
100m Central Business Quarter
early next year it has been
announced.
Developers, the Manchester-
based Muse Developments part of the
leading construction and regeneration
group Morgan Sindall plc revealed
the start date after winning
unanimous backing for the
rst phase of the iconic
scheme from CWACs
Strategic Planning
Committee.
The six-story
environmentally-
excellent ofce block
near the citys historic
railway station will
provide 70,000 square
feet of ofce space, due for
completion in 2015.
The scheme, a major project within the
One City Plan, also includes the remodelling
of part of the Grade II* listed station and
adjoining Queen Hotel complex to create
a new landscaped public realm area and
gateway from the station into the Business
Quarter.
Phil Mayall, development director at Muse
Developments, said: The Central Business
Quarter is of huge strategic importance to
Chester, representing the very denition of
an attractive and sustainable development.
It will deliver huge benets to the city
ensuring quality regeneration, the retention
of existing businesses and the promotion of
growth and inward investment.
By 2028, it is planned that Chesters
Central Business Quarter will offer a total
of 440,000 square feet of state-of-the art
ofce space housed in seven
ofce blocks creating
around 3,500 jobs.
The 7.5 acre site in a
landscaped setting
bordered by the
station complex, City
Road, Boughton and
Hoole Lane, will also
include 200 homes,
restaurants, leisure
facilities and car parking
both for the station, ofces
and residents.
Part of the overall scheme
includes the redevelopment of the former
Leadworks and Shot Tower for residential
use by Neptune Developments, and the
transformation of the Boughton Retail
Centre for creating a new Waitrose store
and associated retail units.
The trafc impact could concern local
residents and he called for an effectively
managed trafc plan and residents parking
measures in surrounding roads to cope with
possible overspill.
The question of affordable homes will also
be considered as the phased development
progresses.

hopefully will attract people to Brook Street.
And this is in place for the Brook Street Festival which is being held on 26th May.

SCHOOL meals are a big hit
with pupils in Cheshire West and
Chester and have won a major
national accolade.
Serving up three million meals a
year, the Cheshire West service
has been named most improved
and nalist in the best performing
catering awards by the Association
of Public Service Excellence
(APSE).
Half of the boroughs primary and
secondary school pupils take a
school lunch, and the 92 per cent
take up of free school meals is the highest in the UK-wide benchmarking exercise by
APSE.

HOOLE Rangers are currently looking for an assistant
manager for the irst team working with Adam
Bebbington, and also a manager and assistant
manager for the reserves.
We hope to have these positions illed by the end of
this season so they are in place for 2013/14 pre-
season. Management experience is not essential as we
will provide support while people learn the ropes, but
a working knowledge of amateur football is desirable.
Good motivational skills, plus an ability to bring in new
young players would also be an advantage. If anyone

BAD WEATHER
Postponement of ixtures during the very bad winter
has left a situation where we have 22 games to it
in during April and early May, the 1st team have 12
games and the reserves have 10. This means mid-week
ixtures on Mondays, Wednesdays and Fridays which is
always dificult with players working or away
Hoole Rangers FC 1st team have played four ixtures
in the last fourweeks, winning one, losing one and
drawing two. A really good win by 2-1 against Wagon
and Horses was followed by a disappointing 1-1
draw at Raby Villa. Next came a mid-week visit to
high-lying Whitby who were too strong for a sadly
depleted Hoole side and we lost by 5-1. At this point,
Hoole had 10 games left to play and, unbelievably,
winning all of them would see us win the premier
league title. However, in the next game against bottom
side Crossways, Hoole gave away a late goal to draw
the game 2-2, eectively ending the outside chance of
silverware. With a lot of games still to play, we are now
playing out the season, with a new target of inishing
higher than last season.
RESERVES
They say football is a game of two halves. Well,
Hoole Rangers 2nd team certainly prove that. In all
fourgames played since the last report, they played
really well in the irst half, only to concede several
goals in the 2nd half. In the irst game against FC
Village, unfortunately players arriving late meant they
started the game with only eight players, and after
battling well, inally they lost by 8-0.
This was followed by a game against 2nd placed
Uberlube, and after taking a well deserved lead, gave
away 2 sloppy goals before half time, then completely
collapsed to a 6-1 defeat. They repeated this almost
exactly in the following game, again losing out after a
poor 2nd half performance by 6-1.
Their inal games were against Pensby, where the
clubs agreed to play a double header, two games of 30
minutes each way. Hoole lost the irst game 3-1 and the
second game by 2-1.
CHANGING ROOMS
There has been some progress on the changing room
extension project, we had a a meeting with Cheshire
West and Chester council, councillor Adrian Walmsley
and sta from the LIVE charity, where discussions took
place on the 25 year lease arrangements for the pitch
and changing rooms. Hopefully this will restart the
process and we will see some progress soon.

LATE spring is one of my
favourite times of the
year when trees and
shrubs burst with
white blossom and
the new leaves are a
fresh green.
If you want a tree
for a small garden try
crab apples (Malus) on
a dwarng rootstock such
as M26, that will reduce the
ultimate size of the tree to
12ft (3.6m). The trees give
you pink or white blossom
in spring and apples or
crab apples in autumn
with good autumn
foliage colour. Crab
apple varieties to
consider include John
Downie pretty yellow
and red fruit and lots
of pink blossom or Pink
Glow with large plum sized
pink apples.
A shrub with pretty pink
owers that will form a
mound of colour in early
summer is Deutzia which will
grow to 3ft (1m) tall. Look out
for Deutzia x elegantissima
Rosealind with deep pink
owers or Deutzia x hybrid
Mont Rose. Plant in sun or
partial shade in most soils.
Those with acidic soils
can grow Azaleas and
Rhododendrons. Both have
owers in a wide range of
colours but if you want scent
and owers go for the scented
Azaleas especially those with
yellow owers.
If you are interested in
perennials try the deep
blue perennial cornower,
Centaurea Montana. It is
long owering, will ower
a second time if you cut the
rst owers off and will grow
in most heavier soils but is
not keen on sandy soils.
Jobs to do in early
summer include
planting up pots with
tender perennials
once the frost is
nally banished!
Sow seeds indoors of
French and Runner
beans, Courgettes and
Cucumbers then harden
off and plant out in June.
Outside you should be able
to germinate carrots, peas,

THESE days everywhere you look people are talking about food. The rise of the
cookery show is a modern phenomenon and it seems no matter what time you put
the TV on there is a celebrity chef talking about food and how you should best cook
it!! Recently we have just has the Chester Food, Drink and Lifestyle Festival, the
title in itself, reects how important we view food and drink in the 21st century!
It has been suggested that the tremendous excess of food in the West has raised
our awareness of food and led a new and obsessive food culture. Food has
become one of the modern modes of self-expression as both young and old
make how and where they shop, cook, and eat a substantial part of self-
denition.
While industrial food is here to stay, the emergence of local markets is
a vital part of the food future. The average family meal travels 1500 miles
(2500 km) from farm to table; we have all helped to build a food industry
that consumes one fth of all oil used today. Local markets provide an
environmentally-friendly alternative. They also put us face-to-face with our
food and the people who produce it, leading to the growth of communities who
share their knowledge, gifts, and needs. Our holistic thinking must also attend
to food beneath and behind this public face, for food informs and shapes
every dimension of life. Consider just the human signicance of eating. Each
day, our food reminds us that we are creatures, made to be dependent and
hard working. Jesus command to pray give us our daily bread calls us to
remember our dependency upon the giver of good gifts. Food teaches us to be attentive to beauty and invites
us to become creatures of pleasure and delight. Food is also our most basic cultural commoditycontrary to
those who argue that language plays such a role. Without language it is hard to nurture, create, and provide
for more culture; without food, it is impossible.
Christianity celebrates the food-laden rituals of the Old Testament as they come to their full maturity in the
bread and wine of the Lords Supper: harvested wheat of the eld gathered like the people of the church into
one mysteriously inhabited body; wine, patiently fermented from ripe grapes to become the life and blood
of Jesus for his people. The Book of Common Prayer glories in the metaphorical power of this experience:
Grant us therefore, gracious Lord, so to eat the esh of thy dear Son Jesus Christ, and to drink his blood,
that we may evermore dwell in him, and he in us.
Im sure we have all experienced one of those delightful evening when we have gathered with good friends
or family over a wonderfully cooked meal and we have a great conversation with laughter and discussion,
these evenings leave us with a great memories, we feel nourished not just physically but emotionally and
socially too!! Food is great way to help lower barriers and provide a context to meet people, one of the
reasons where I think the Alpha Course is so successful not just here in Hoole but right across the UK is
that every evening starts with a meal together. Jesus himself knew the importance of food and how it would
feature in his ministry, on 2 occasions he feeds over 4,000 people, via a miracle, with small portions of bread
and sh, he goes to so many parties that the religious leaders started to criticise him saying he was a drunk
and glutton and the last time he spent time with all his disciples before he was executed was over a meal we
call the Last Supper.
So where is all this leading me, rstly, let me remind you that with all this talk of food and the ease of
accessibility to a full range of food dont forget to give thanks for all that we can eat and enjoy, I make my
practice whenever I eat a meal to take a moment to give thanks for my daily bread; secondly exercise some
self discipline, it is so easy to over indulge all the time and to see our weight and waistline increase, 60%
of adults and 31% of children in the UK are over weight, this is not good. Healthy eating has to be the way
ahead and keeping away from fast food! Finally let me invite you to our PULSE Summer Special , this is to be
held on Sunday 9th June at Hoole Primary School on Hoole Lane from 10.30am to 12.30pm. The morning
will end with a free BBQ so come and join others from Hoole in what could be fun morning for everyone. Im
sure youll meet some new friends as well some old friends and in the process lets make Hoole a friendlier
place to live in!!
