Job Purpose This is a strategic role, but one that requires detailed operational knowledge; its purpose is to ensure that XXX delivers services for XXX clients that are of the highest possible quality, responsive to users needs, and adhere to best practice guidelines. The postholder will be responsible for planning rehabilitation service development across all regions, ensuring that services meet purchasers needs, fulfilling contractual requirements, and overseeing the implementation of the XXX Strategic Plan as it affects rehabilitation services. Job Description Rehabilitation Services Oversee the delivery and development of XXX rehabilitation and 1-to-1 support services across the region, including 6 full rehab teams, 1 part-team (XXX), including 3 XXX Centres Manage XXXs statutory contracts, ensuring that contract requirements are met in full Line Manage two Rehab Operations Managers, the Guide Communicator Service Manager, and the postholders personal admin support; be responsible for their support, supervision, professional development and appraisal Monitor and manage staff resources, including involvement in the design and development of the rehab role within XXX, ensuring that the size and structure of teams is appropriate for local needs, and that staff resources are deployed to best advantage Keep abreast of national and local policy in XXX and ensure that XXXs services are able to respond appropriately to policy changes and to the requirements of commissioners and funders Continue to develop and support service user involvement in XXX, including occasional attendance at user forums Develop systems to support and develop good practice standards across all teams, and ensure they are implemented. In particular, develop new evaluation methods to assess the

effectiveness of the rehab service; monitor comments and complaints and action responses as needed to develop good practice Be responsible for maintaining rehab accurate monitoring systems; ensure that statistics are produced to support organisational development, funders requirements and XXXs fundraising work Oversee regular review of XXX rehab literature, and revise if needed (including overall responsibility for the making sure the rehab content of XXXs website is accurate, appropriate, informative and up to date) Attend occasional Team Leaders and other operational meetings in order to ensure strategic issues are put into operation. Plan and deliver pan-rehab services events, conferences and training as required

Senior Management Attend and contribute to Senior Management Team meetings, including contributing to XXXs Strategic planning process and policy development Deputise for Chief Executive and Senior colleagues when required

Partnership Working and PR Oversee the development and maintenance of strategic partnerships with local and national agencies across health, social care and the voluntary sector as these affect provision of rehab services Represent XXX at partnership meetings, forums, conferences etc Be responsible for overseeing all XXXs rehab literature, website etc Attend XXX and external events as needed, liaising with public figures/senior staff from outside agencies and the media, as required Deliver occasional presentations and talks to raise the profile of XXXs work, increase understanding of sight loss issues, and aid fundraising

Staff Training and Development Oversee the internal induction and training programme for rehabilitation workers, including liaison with the HR team to ensure effective delivery Ensure that the role of the Foundation Degree in training XXX rehab staff is properly evaluated; work with the Degree Co-ordinator to ensure that unmet needs are addressed in future degree courses, and that teaching reflects current best practice in XXX rehabilitation Occasionally contribute directly to staff training as required Work collaboratively with colleagues to promote XXX training courses Undertake training and development to further own skills and knowledge Finance Together with the Chief Executive, liaise with Local Authority officers to negotiate contracts and funding streams that will support the delivery of the best possible services for users

Contribute to the budget planning process for rehab services, and be responsible for managing XXXs Rehabilitation budget within annually agreed limits; with the support of the Chief Executive and Head of Finance, allocate budgets between teams as needed, and within contractual boundaries Ensure that equipment spend is monitored and that claims are submitted to local authorities in a timely manner Ensure good liaison between the Finance Team and Rehab Teams to ensure that all due income is maximised and Rehab Teams comply with XXXs finance procedures With the Chief Executive, prepare financial information for funders in line with current reporting requirements and new developmental proposals

Project & Development Work Identify opportunities for developing new services and investigate new initiatives to ensure that our practice continues to develop and our users needs are met as fully as possible Occasionally manage short-term projects, including line management of project staff, participation in project Steering Groups etc. Occasionally lead on XXX campaigning and working with the media where this relates to XXXs rehab services These are the normal duties which the employer will require from you at the date of your employment. Person Specification Essential Criteria Proven positive leadership and management skills, including the ability to motivate and encourage staff A thorough knowledge of the issues affecting sight impaired people, the principles and practice of rehabilitation, and the other forms of support available to XXXs users Detailed knowledge of the Health and Social Care sector and understanding of how health and safety policy impacts on XXX and its users. The ability to think and plan strategically Excellent verbal and written communication skills, and the ability to inspire and influence a wide range of audiences Excellent time management and organisational skills, with the ability to work independently, to be proactive and motivated A good level of numeracy and sound basic finance skills Sound IT skills, including MS Word, Excel, Explorer & Outlook Ability to maintain a sensitive and professional approach towards colleagues and service users, mindful of confidentiality and anti discriminatory practices Possession of a professional manner and flexible approach to working A user-centred approach and an empathy with XXXs aims and values Ability to travel independently across XXXs area of service

Desirable Professional rehab qualification or relevant health and/or social care qualification.
