PTS-100 PTS-101 1.

SCOPE OF WORKS AND GENERAL REQUIREMENTS GENERAL This Particular Technical Specification (PTS) covers the design, manufacture and testing, shipping to site, installation, testing, setting to work, commissioning, documentation and warranty of the Traffic Control and Surveillance Systems. The overall requirements are described in Section 200 of this PTS and the detailed requirements in subsequent Sections. This document shall be read in conjunction with the Conditions of Contract, the General Technical Specification for Electrical and Mechanical Works and all other Tender Documentation and any other document referred to therein. In the event of conflict between the requirements of the various documents, the order on precedence shall be as stated in the General Technical Specification Section 604.

PTS-102 1.

SYSTEM AND EQUIPMENT The equipment and services to be supplied under the Contract are required to comply with the Engineer's design as specify in the Contract tender document and drawings:a) b) c) d) The proposed location and design of Control Centre The proposed types and quantity of sub-systems Power distribution, isolation and protection equipment Lightning surge suppressor system

Test and maintenance equipment Training equipment and/or materials Routine inspection and maintenance of equipment Documentation Other Works

The associated documentation to be provided includes a Functional Specification, Hardware Specification, a Software System Specification, programmes, shop drawings, list of spare parts and operating and maintenance manuals and as-built drawings. The services to be provided include routine inspection, maintenance and warranty of the equipment during defects liability periods and training of the Employer's staff.

PTS-103 1.

CONTRACTOR RESPONSIBLE FOR DESIGN The Contractor shall be responsible for the design of entirely proprietary system and all equipment provided under this Contract and shall guarantee the correct operation of the same under the environmental conditions specified, including lightning and electrical activity. The Contractor shall also comply to the design requirement by Engineer as mentioned clause in PTS-102. All the Plant provided under the Contract shall be subject to the approval of the Engineer. The Contractor shall be responsible for obtaining approval from the Engineer in good time to allow completion of the Works within the Contract Period. The granting of approval by the Engineer to an item or design submission shall not relieve the Contractor of any of his responsibilities under the Contract. The Contractor shall be responsible for any discrepancies, errors or omissions in the drawings and information supplied by him, whether they have been approved by the Engineer or not, provided that such discrepancies, errors and omissions are not due to defective drawing or information furnished by the Contractor or the Engineer.

PTS-104 1.

INTERFACES WITH OTHER CONTRACTS Interfaces will exist between the Plant provided under this Contract and that provided under other Contract/Sub-Contracts, where the Plant is mutually dependent or interactive for satisfactory operation. The Contractor shall perform all design duties and provide all materials, equipment, facilities and labour to ensure the satisfactory operation, at the interface, of the E&M Plant for which he is responsible. During all stages of work, the interfaces shall be discussed and agreed, through the Engineer, between the TCSS Contractor and the other Contractors. Any further interfaces which may be identified during detail design shall be incorporated in these discussions. In certain cases, the Engineer may instruct the Contractor to discuss and agree the interface with the other

Contractor but in that case the Contractor shall inform the Engineer in writing of all discussions, agreements and conclusions. 2. The Plant provided under this Contract will be installed at the Control Centre constructed under Separate Contracts or along the Highway. The Contractor shall liaise with the various Contractors appointed for these works and the Design & Build Contractor under different Packages and shall co-ordinate his works such that the Plant may be installed in an orderly and efficient manner with the minimum of changes being necessary to work carried out by others. The cost of all such liaison and co-ordination, which shall include but not be limited to, attendance at designated co-ordination meetings and production of necessary drawings and other information, will be deemed to be included in the Tender Sum. Where the Contractor must make use of facilities provided by others not under his control, for example ducting, power supplies, earthing and pole bases, he shall be solely responsible for commenting on and testing the adequacy of these provisions and bringing any shortcomings to the notice of the Engineer. If this is not done, the Contractor shall be deemed to have accepted the facilities provided as meeting his requirements to ensure the specified performance of his equipment.
