NEW DELHI, 12 APRIL: Rejecting the petition for commutation of his sentence filed by Punjab terrorist Devender Pal Singh Bhullar, the Supreme Court in a landmark judgment, that might be used as a precedent, today ruled that a death sentence cannot be commuted to life imprisonment because of a delay in execution. Bhullar was given capital punishment for his role in the 1993 car bomb blast at the Youth Congress office in Delhi that killed nine people. The attack was targeted against then Youth Congress leader M S Bitta. Today's decision will not only pave the way for his hanging, it is likely to influence the case of 16 other convicts on death row, including those held guilty in the Rajiv Gandhi assassination case. They had also pleaded that their death penalty should be commuted because the President took 11 years to reject their appeal. They have already spent 22 years in prison. Delivering the verdict in a packed court room, a Bench of Justices G S Singhvi and S J Mukhopadhaya dismissed the plea by Bhullar challenging the rejection of his mercy plea by the President. The Bench refused to commute his death sentence saying that the petitioners failed to make out a case for commutation of sentence on grounds of the delay by the President in deciding his mercy plea. The apex court had reserved its order on 19 April last year on the plea of Bhullar's family which had filed a petition on his behalf pleading that his capital punishment be commuted to life imprisonment as there has been inordinate delay in deciding his mercy plea and he is not mentally sound. The 48-year-old Bhullar's petition submitted that prolonged incarceration of a death row convict awaiting execution amounted to cruelty and violated the fundamental right to life under Article 21 of the Constitution. On 26 March 2002, the SC had dismissed Bhullar's appeal against the death sentence awarded by a trial court in August 2001 and confirmed by Delhi High Court in 2002. His review petition, too, was dismissed after which Bhullar had moved a curative petition which also had been rejected by the apex court on 12 March 2003.
Meanwhile, Bhullar had filed a mercy petition before the President on 14 January 2003, which, after almost eight years, was rejected on 25 May 2011. The lawyer of Nalini, one of the convicts in the Rajiv Gandhi assassination case, expressed disappointment at today's court order. The order of the Supreme Court is disappointing, it has not taken in consideration the ground realities in the country, S Doraiswamy said. Bhullars wife today said all her hopes have been shattered after an 18-year wait and questioned why he had been singled out. The court did not consider our point. We were hopeful that my husband's death sentence would be commuted to life term by the apex court as he has already spent 18 years in jail. We had suffered a lot and we have waited for long.... Our whole family has been ruined. We have not got any justice till now, the Canada-based Mrs Navneet Kaur said. She claimed that the system had not been fair to her husband and questioned why those responsible for the 1984 anti-Sikh riots have not been punished till now. I have lost all hopes now. Why all this is happening with Sikhs only. Why no one is punishing those who had killed Sikhs on such a large scale in 1984... Why are Kishori Lal, Jagdish Tytler and Sajjan Kumar are not being punished. Their trial is still going after so many years and now the court has ordered reinvestigation in a case against Tytler. There is enough evidence but still they are not being punished and even though there is no evidence against Bhullar, he has been punished, she said. Differences have surfaced between the BJP and the Shiromani Akali Dal (SAD) ~ NDA allies and partners in the Punjab government ~ over the SC verdict, with the SAD describing the judgment as unfortunate while the BJP said it should be implemented. Taking a cautious position on the sensitive issue, the ruling Congress maintained that it respects the apex court's decision. The Asian Centre for Human Rights expressed regret over the judgment, saying it is an opportunity lost for recognising death row syndrome, the traumatic stress imposed on a prisoner by having to wait on prison wings set aside for those sentenced to death.

KOLKATA, 12 APRIL: With police today arresting three more youths in connection with the 10 April attack on Presidency University, the number of individuals rounded up in the case has gone up to five. The Trinamul Chhatra Parishad has lodged an .IR against two students for allegedly throwing stones at their rally on that day. Mr Deborshee Chakraborty, a PG student at Presidency, and Mr Chhandak Chattopadhay, a student from Jadavpur University, have been accused of attacking and assaulting TMCP supporters who had participated in the rally. The three youths arrested today are Ananyabroto Chakraborty, a management student, and Chiranjit Gayan and Munna Singh, both students of City College (North). Police today produced all of them before Bankshal Court. Of them, Munna Singh was granted conditional bail to enable him to appear for an undergraduate examination, which is due soon. The others were remanded in jail custody till 26 April. The students named in the TMCPs counter-.IR surrendered before the court and were granted bail on personal bonds of Rs 500 each. sns (see also page 5) session neither spared the Trinamul leaders who attacked the V-C yesterday, nor let the academics go scot free for their unwillingness in taking the help of the administration. "At the outset, I apologise to the students of this university as well as to all students of the state as what has happened is unprecedented. It is a blot on our hopes for the vision of excellence. I apologise as I may have failed to fulfil my responsibility as the Chancellor of the university," said the Governor. Expressing concern over the increasing security threat to women of West Bengal, the Governor said: "When I was young or till recently, I have heard that Bengal is the safest place for girls and women. Where did that culture vanish? I don't know which party did it for what reason. What I know is that it should not have happened." He called for a revision in norms which prevent police personnel to enter educational institutions on their own. Meanwhile, Mr Partha Chatterjee, industry minister, said that though the police had arrested five culprits, they have failed to arrest Pappu, the Co-ordination Committee member and former darwan of the college who reportedly led the others to ransack the Baker laboratory.

order of the Division Bench but the principle of natural justice was violated. Our case is different from that of Bharti Cellular Ltd. Meanwhile, the court allowed the plea of another senior lawyer, Mr Mukul Rohatgi, that Reliance Communication Ltd be impleaded as a party to the petitions filed by Vodafone and Idea Cellular. The apex court had directed the Centre not to take any coercive steps against Bharti Cellular Ltd. The apex court had asked the telecom company not to extend its roaming services to new customers in seven circles where it does not have licences for 3G spectrum. Bharti Cellular Ltd (BCL) had moved the apex court after the Division Bench of the High Court vacated its stay on the operation of a DoT notice against BCL for providing 3G services outside its licensed circles.
admitted yesterday that the two sides are yet to overcome all the difficulties, as she pressed for an increase in the foreign equity cap in India's insurance sector and reduction in tariffs on import of automobiles from Europe. Even as Mr Singh was discussing .TA with Ms Merkel, back home, the BJP took exception to his decision to engage in the talks for a highly controversial agreement without taking into account the opposition by experts and stakeholders. pti
NEW DELHI, 12 APRIL: .ive years after the infamous "slapgate" incident, one of the protagonists of the drama, S Sreesanth, today made an explosive claim, saying that the entire incident had been planned in advance, that Singh had actually elbowed him and that his former India team-mate Harbhajan Singh was a back-stabbing person. Singh said that he would not react. The temperamental Sreesanth made a series of revelations on the 2008 incident on his Twitter page today, creating a fresh controversy in the Indian Premier League a day after Gautam Gambhir and Virat Kohli had been involved in an ugly on-the-field spat. Sreesanth said that Sudhir Nanavati, the cricket control board-appointed commissioner who investigated the incident, knew the truth. Nanavati, though, contradicted Sreesanth's claim, saying that he had indeed been slapped - and not elbowed - by Singh. According to him, there was no provocation from Sreesanth and Harbhajan tried to slap him for a second time before being restrained by security guards. In the video

Senior leader approached me to topple UPA-II: Nitin
press trust of india NAGPUR, 12 APRIL: .ormer BJP president Mr Nitin Gadkari has claimed that a senior leader had approached him to topple the Congress-led UPA-II government at the Centre. Though the senior leader got in touch with him during his stint as the BJP president, he maintained that he had outrightly rejected the advice. Mr Gadkari did not reveal the identity of the senior leader. Main mard ka baccha hun jo karta hun saamne se karunga (I am a man of principle and whatever I do, I will do it publicly). No backstabbing, the BJP leader told a gathering at a ceremony here last evening. My conscience is clear and I have no separate agenda. Referring to the recent developments in his political career, the former BJP president said he has done nothing wrong. The Income Tax department had conducted a probe into the alleged dubious investments in Mr Gadkari's Purti group of companies.
NEW DELHI, 12 APRIl: On the eve of its two-day national council meet here, the Janata Dal-United ( JD-U) today gave a veiled ultimatum to the BJP over its choice of prime ministerial candidate saying the party was opposed to naming Mr Narendra Modi as a candidate for the top job. Speaking to reporters, the JD-U general secretary Mr K C Tyagi, said: We will reconsider ties with the BJP-led alliance if the prime ministerial candidate is not acceptable to us. The JD-U has asserted
Reforms body lodges plea for NHRC questions encounter killing of 17 tribals disclosure of I-T returns of 20 MPs
statesman news service RAIPUR, 12 APRIL: Raising serious doubts over the investigation into an alleged encounter which claimed the lives of 17 tribals including 4 women, National Human Rights Commission (NHRC) today directed the Director General of Police, Chhattisgarh, to seek an explanation from the officer who investigated the case. A division bench of the Commission, while taking up the cases related to deaths in police action, expressed its deep anguish and dissatisfaction over the reports submitted by the SP, SIB, and Police headquarters in connection with the alleged killing of 17 tribals including four women in an alleged encounter between the police and Maoists on 1 January, 2009 near Singaram village in Dantewada district. A team led by the Constitutional bodys chairman Justice K G Balakrishnan held public hearings and sitting in Dantewada and Raipur. The Commission observed that there were serious lapses in the police investigation into the so-called encounter. Evidence from the autopsies also raises serious doubts on the police claims of an encounter. On the encounter killing of a tribal Kurtrem in Dantewada district, the Commission found it to be an unintentional killing of an innocent villager and directed the state government to pay Rs 5 lakh as compensation to the next of the kin. The Commission held Jagdalpur Jail authorities responsible for failing in providing a proper medical treatment to an under-trial prisoner Kunjami Kosa which caused his death. The Commission has also asked the state government to submit a detailed report within the four weeks into the allegations of removal of 7000 hysterectomies-uterus removal surgery-by unscrupulous doctors in 169 hospitals of Chhattisgarh. The Chief Secretary, Mr Sunil Kumar, who was present during the hearing, assured the Division bench that random checking will be made in all other districts also to root out the unethical practices. The Commission also asked the state government to come forth with a detailed report on the step it has taken for the rehabilitation of the 11 minor victims of gangrape by a school teacher and a chowkidar in Kanker district. abhijeet anand NEW DELHI, 12 APRIL: Twenty eight MLAs and MPs have voluntarily disclosed their income tax returns (ITRs), but the returns of another 42 reluctant legislators, including 20 parliamentarians, may have to be disclosed by the Central Board of Direct Taxes (CBDT) if the Central Information Commission (CIC) gives an order in favour of the NGO, Association of Democratic Reforms, which has appealed that their ITRs be made public. The 20 Parliamentarians include Mrs Maneka Gandhi (BJP), Mr Naveen Jindal (Congress), Mr Beni Prasad Verma (Congress), Mr Lalu Prasad (RJD), Kumari Selja (Congress), Mr Sachin Pilot (Congress), Mr Navjyot Singh Sidhu (BJP) and Mr Ajit Singh (RLD). Till now, there have been a total of two hearings with the CIC, based on the appeal filed by the ADR to provide copies of I-T returns of legislators for larger public interest. A larger bench of CIC, including three information commissioners, will be hearing ADRs case on 16 April. The ADR wants ITRs of the 42 legislators to be disclosed. The list is based on disproportionate assets increase between two elections. Now, we have a database of 75,000 candidates. We have the ability to look at previous declarations as and when candidates file affidavits. By this we can see the increase in their assets and other differences, said national coordinator of ADR, Mr Anil Bairwal. The ADR will appeal to the CIC for disclosure of the I-T returns of the 20 MPs, as according to the NGO, they have been hesitant in giving the details. The voluntary disclosure of ITRs by 28 MPs and MLAs on the appeal of ADR has only provided the NGO the necessary ammunition to reinforce its appeal. The Chief Information Commissioner, Mr Satyanand Mishra, had in an interview to The Statesman said though I-T returns is personal information, details of ITR can be made public. Mr Mishra had said: This commission has held in the past that income tax returns are in the nature of personal information... Even personal information can be revealed if it is in public interest. It will depend on case to case basis. Normally income tax return is personal information. Whether it should be disclosed in respect of a particular person depends on the merit of that case. Unless we know what are the arguments offered by the party we cannot establish that it is in public interest. There is no ground rule as to whether this information can or cannot be disclosed.
said: 25 parties took decision during Atalji's time. If they (BJP leaders) want to take their own decision, then our ways are separate. The threat comes a day after JD-U president Mr Sharad Yadav made it clear that the party could not compromise on the principle of secularism. Though JD-U leaders remain tight-lipped about the content of the political resolution to be adopted at its two-day national council beginning here tomorrow, there are clear indications that the party will vehemently oppose projection of the Gujarat chief minister as the NDA candidate for the top job. A section of party leaders is keen to project Bihar chief minister Mr Nitish Kumar as the partys possible nominee for the Prime Ministers post.

3 INDIA Two children dead, 6 persons injured in Delhi slum fire Rajnath, Cong reach out to Sidhu
KOLKATA SATURDAY 13 APRIL 2013
indo-asian news service statesman news service CHANDIGARH/NEW DELHI, 12 APRIL: Even as the BJP president Mr Rajnath Singh today stepped in to pacify sulking party MP Navjot Singh Sidhu, a Congress MLA from the cricketer-turned-politician's constituency has urged Congress vice-president Rahul Gandhi to welcome Mr Sidhu into the party. Amritsar West MLA Raj Kumar Verka said he has sent a proposal to Mr Gandhi to welcome Mr Sidhu into the party as the latter's family have been members of the Congress. Mr Sidhu's mother fought on a Congress ticket for MLA twice. His father was the Patiala district president of the party. Children should follow the footsteps of their parents. Mr Sidhu made a mistake by joining the BJP. He is the right man in the wrong party. I invite him to come back to the party with which his parents were associated, Mr Verka said. BJP president Rajnath Singh today called up Mr Sidhu over the phone and told him that no one in the party is against the former cricketer. The party chief also deputed general secretary J P Nadda to interact with the Amritsar MP and resolve the matter. Mr Nadda today described Mr Sidhu as an important worker and leader of the party. The cricketer-turned-politician has been sulking for some time now. He was recently shown the door from the national executive body of the BJP by party president Mr Rajnath Singh while his men were ignored for party posts even in the state and the Amritsar district unit. This apart, Mr Sidhu is not on good terms with the powerful minister from the Amritsar region, Mr Bikram Singh Majithia, who also happens to be the brother-in-law of Shiromani Akali Dal (SAD) chief and Punjab deputy chief minister, Mr Sukhbir Singh Badal. While the two had been engaged in a war of words, Mr Sidhu has, in the past, accused the BJP's alliance partner SAD of not following coalition dharma. As he won the last Lok Sabha elections by a narrow margin of nearly 7,000 votes, the three-time MP is reportedly keen to contest from a new constituency, preferably outside Punjab. Mr Sidhu's MLA wife, Navjot Kaur, had stated on a social networking site that her husband is feeling suffocated on being sidelined in the BJP and could quit politics, but added that it was up to the party to restore his honour. NEW DELHI, 12 APRIL: At least two children died and six people were injured after a major fire broke out in a sprawling slum cluster in west Delhi's Narela area today afternoon. .our fire service officials also sustained minor injuries when an angry mob attacked them, a fire service official said. The children who died of burn injuries have been identified as Sartaj and Manish, both aged around five. "All the injured were rushed to the Maharishi Valmiki Hospital," a police officer said. Armed with stones and sticks, a mob attacked fire officials for delaying the rescue operation. A fire tender was also vandalised by the mob. ".our fire service officials were injured in the attack. They have been admitted to hospital and their condition is stated to be stable," Delhi fire service director A K Sharma said. The fire erupted in a house at the J J Colony of Narela and engulfed the entire area that housed over 500 shanties. "Twenty fire tenders were rushed in. The fire is under control now but it is still to be fully doused," Mr Sharma said.

KOCHI, 12 APRIL: The Kerala High Court has adjourned to 16 April the anticipatory bail plea of Lt. Ravi Kiran, whose wife has filed a police complaint against him alleging harassment and cruelty. The Naval officer, in his petition yesterday, had stated the charges were baseless. He said she had filed the complaint against him after he moved a family court seeking divorce. He said he was not involved in any criminal case so far and said his wife was a mentally ill person. The Navy had already started an internal probe based on the complaint th officer's wife had submitted to the Navy chief recently. The matter came to light after the woman filed a complaint with local Harbour Police, which registered a case against 10 people, including her husband, under Section 498 of the IPC, enticing or taking away or detaining with criminal intent a married woman, on 4 April. The woman had said she was tortured for dowry and her husband's seniors and colleagues had attempted to molest her. She had said she was allegedly harassed by her husband, his senior officers and their wives. She said Kerala police began a probe on the very first day she lodged the complaint, but she was under pressure to withdraw it. The Navy had denied her charges and said the complaint was the result of a marital discord and the allegations raised by the woman against superior officers were unfair. pti
action could be a confidence game. We believe that leveling with the GoI on this case would contribute to the atmosphere of trust and confidence in which we would like to deal with the Indians on peaceful uses of nuclear energy, it said. A cable from Kathmandu dated 10 October, 1973 talks about sending a sample of the purported uranium for testing. Mr Henry Kissinger, secretary of state, informed the US missions in Delhi, Mumbai and Kathmandu on 16 October that preliminary indications were that the sample material was not radioactive.
NEW DELHI, 12 APRIL: Taking cognisance of the incident involving a 10-year-old Dalit rape victim who was allegedly detained in a lock up by police in UP's Bulandshahr, National Commission for Scheduled Castes (NCSC) has issued a summon to the district senior superintendent of police (SSP). NCSC chairman P L Punia had earlier sent a commission team to Bulandshahr to gather facts of the case, after it appeared in newspapers and news channels, NCSC officials said here today. The commission has sent notice to SSP Gulab Singh asking him to appear before it on 15 April. The NCSC team has submitted a report on the incident to the commission, based on which the commission chairman has decided to summon SSP, Bulandshahr to the commission on 15 April, they added. A commission release also said that the girl was detained in the police lock up for around 20 hours. She was released only after the locals protested. Two women constables have been suspended and two sub-inspectors, including the station-in-charge, have been taken off active duty after the incident came out.

Livestock Development under his ministry. Incidentally, many of the organisations are in trouble and Rubco, which manufacturers furniture using rubber wood, is facing liquidation. However, Mr Mohan apologised while defending himself by saying the order had been given before the drought set in. Ironically, the CPM-led Opposition which rocked the House alleging scanty allocation for drought-relief operations and haphazard manner in which the situation is being handled, was as thrilled and cheered by the New Year gift as the Treasury Bench members. However, the Opposition leader Mr V S Achuthanandan turned down the gift stating if he accepts it, then it would be an insult to the people. Interestingly, Opposition deputy leader and CPM Politburo member Kodiyeri Balakrishnan had no qualms in accepting the gift. "Giving gifts to MLAs is not a new thing. Earlier, they were given gifts by ministers, he told reporters. Speaker G Karthikeyan also stood firmly by Mr Mohan. Earlier, labour minister Baby John and industries minister P K Kunhalikutty had also given gifts. Both times Mr Achuthanandan had not accepted. The general mood is that now MLAs can watch the drought scenes on their television screen swithout going out in the blistering sun and can make fiery speeches in the Assembly and outside it, chided some.

KOLKATA, 12 APRIL: Even though 10 days have gone by after Sudipto Gupta died in police custody, there is no indication of the judicial probe being initiated which the Left .ront demanded into the incident, Left .ront chairman, Biman Bose said today. On the other hand, state panchayat affairs minister Subrata Mukherjee today demanded the arrest of S.I general secretary Ritabrata Banerjee allegedly involved in the heckling of state finance minister, Amit Mitra in the Capital on a charge of attempt to murder. Not sparing the Congress, Mr Mukherjee said that incidents of vandalism took place at the Presidency College
Mr Bose said. On the other hand, the police had arrested former minister, Asok Bhattacharya, and other senior CPI-M leaders from the party office at Siliguri after a procession led by minister Goutam Deb had attacked them. More than 52 persons including a former MP had been arrested at Siliguri, Mr Bose said. Many people had to leave their homes afresh, he regretted. While the attention of the state government had been drawn in this matter earlier, there has not been any action about the attacks on front activists and their homes being set on fire, the front chairman said. He regretted that the state government is yet to take necessary action in this matter.
KOLKATA, 12 APRIL: The ongoing political violence in the state is unfortunate, said Lok Sabha Speaker Meira Kumar today. She was here to unveil a portrait of her father, Babu Jagjivan Ram, who was an alumni of Calcutta University. The university authorities have set up a chair professorship in the name of the former deputy Prime Minister of India. West Bengal has a rich heritage. So I feel sorry about the violence. But I hope it will regain its lost glory. My best wishes are there for the state, said Mrs Kumar. sns

1984 RE-SUR.ACES
in the Capital in 1984 are closer to justice after the CBI has been judicially directed to re-investigate a case against Jagdish Tytler is a matter of conjecture. There is no guarantee that the supposedly premier investigation agency will do anything different from what it and the Delhi Police have consistently done to protect the Congress leaders who nobody present in the city during that nightmare doubt played an incendiary role ~ the loyalists excepted. It could boil down to the newly enhanced force of public opinion exerting enough pressure for a Supreme Court-monitored SIT to try and retrieve some of the blatantly destroyed/ignored evidence. Which could be a tall order after 29 agonising years, and that explains why Congress spokespersons are shamelessly talking about innocent until proven guilty and let the law takes it course ~ a clear signal to the CBI against suddenly allowing its conscience to enter the equation. The specific case may be directed against family favourite Tytler, but what the court order has done is to ensure that the sins of 1984 will not go away, and like the ghost of Bofors will remain a negative highlight of Rajiv Gandhis tenure. The horror of the bloodshed of the highly organised killings ~ it was no communal riot, and there was little spontaneous about it ~ is matched only by the sustained brazenness of the chamcha cabal. No greater insult can be inflicted upon the kin of the thousands of Sikhs slain in Delhi ~ elsewhere too ~ than the politicised bid to draw comparisons with Gujarat 2002. Each warrants its own damnation. .or nothing can eliminate the horror of Congress-party goons, electoral rolls in hand, conducting house-to-house bloodletting exercises: at least three men who have represented the party in Parliament being repeatedly identified by the victims but to whom the cops, and perhaps sections of the judiciary too, have turned a blind eye. A situation that has been virtually condoned by successive central governments ~ including the one headed by Mr Manmohan Singh. Yet, if comparisons are unavoidable, let it be stated that the battle-plan for Gujarat was based on Delhi 1984. And if Narendra Modi is to be condemned for masterminding the 2002 genocide can Rajiv escape similar condemnation? The larger question is still open: can an order of ~ with all due respect ~ a somewhat lowly Additional Sessions Judge bring some solace to a victimised community? Tytler merely symbolises state-endorsed tyranny.
Measurement of inequality
poverty. The zamindar can provide a dhoti, shoes and umbrella to the bonded labourer and lessen his poverty while inequality reigns supreme. Our Government is trying to establish precisely such a system through the Mahatma Gandhi NREGS. The poor are being provided with minimum employment and incomes, while big companies are earning huge profits. The loan waiver for debt-ridden farmers and the provision for subsidized foodgrain to BPL families are all designed with the same objective. The government's underpinning is that poverty, and not inequality, is the main problem. This is not a correct perception. Actually, the reduction of poverty will lead to greater social instain the market, but the people do not have the income to buy them. In due course of time, the income of the rich will implode if it is not distributed just as the zamindars haveli can be reduced to a ghastly house if there are no workers to maintain it. The model of inequality and poverty alleviation can create yet another problem. It kills the incentive to work among the poor. Easy availability of food, clothing and shelter removes the urge to work and thereby improve the quality of life. This problem is now palpable in the USA and Germany. The poor are content living with the unemployment compensation and social security benefits. Indeed, they have stopped try-

MODI IN KOLKATA
NARENDRA
The government's underpinning is that poverty, and not inequality, is the main problem. This is not a correct perception. Actually, the reduction of poverty will lead to greater social instability by enabling people to protest against rising inequality
bility by enabling people to protest against rising inequality. The poorest and the hungry do not have the capacity to protest. Neither the physical energy to participate in a mass procession or hartal. Poverty alleviation makes it possible for them to rise in protest. In areas like Bastar, the tribals were previously too poor to protest. The area had widespread poverty, but was still peaceful. Now, fortified with cheap foodgrain that is provided to BPL families, they are joining the Maoists in the protest against inequality. Inequality is also an impediment to economic growth. It kills the demand for goods. If 99 per cent of the people are making a living with, say, Rs 100 per day, then there will be little or no demand for motorcycles, refrigerators and television sets. The market needs to grow in order to sustain the general economic growth. This was pointed out by Karl Marx in Das Kapital. In his reckoning, businessmen ~ in their anxiety to reduce their cost of production ~ will always try to reduce the payment to workers. Low wages prevent the workers from buying goods. In consequence, the demand is low even if there is an increase in production. This leads to a crisis of overproduction. Goods lie stacked ing to find work. Therefore, the inequality/poverty alleviation model will not impart stability to society. We have a difficult choice to make. Inequality is likely to increase because it is inherent in the process of development. This inequality will become explosive despite poverty alleviation for the reasons that have been stated. The solution, perhaps, lies in a simple lifestyle of the rich and private charity. The poor rickshaw-puller is less likely to be restive if the rich businessman wears simple clothes. Simultaneously, distribution of wealth by the rich in building village roads, schools and hospitals and running old-age homes will transfer incomes to the people and create a demand in the market. The construction of schools and roads will make it easier for the poor to earn; it will also act as an incentive to work. Therefore, we must establish a culture of simplicity and charity among the rich. That will remove the incitement to violence ~ often rooted in conspicuous consumption ~ while maintaining incentives to growth and entrepreneurship.

The CPI-M leadership ought to take exemplary steps against those S.I activists involved in the assault on West Bengals finance minister, Amit Mitra, and the heckling of the Chief Minister. They deserve to be suspended from the party. The violence has once again tarnished the image of the Left .ront as a whole. The CPI-Ms front unit has made a mockery of the democratic right to protest. The S.I could have submitted a memorandum to the Chief Minister or even raised slogans outside Banga Bhavan, her official residence in Delhi. It could even have sought a meeting with her. But its activists chose the path of violence and assaulted the finance minister in the high-security zone where the Planning Commission is located. Militant trade unionism has caused considerable damage to Bengal. Militant student movements can be no less deleterious. In the aftermath of the incident in Delhi, Trinamul Congress has resorted to counter-attacks in different parts of West Bengal.

Why should the government expect an early election? All that I said in the last 50 minutes, does that point towards early elections? It points to completing our agenda for 2013-14 and then going for elections in the month of May. this conflict that is tearing Syria apart. Those who refuse to sit for dialogue are responsible for all the killing and destruction. The refugee problem is a consequence and we have to deal with the root causes of the crisis. President Assad also wrote to the BRICS leaders who recently met in Durban. How does he view the response of the BRICS nations? The BRICS response was good for the Syrian people and the region in the sense that they are against a military solution to the crisis and they supported the implementation of Geneva agreement which is the position of the Syrian government. India is also a member of BRICS. How does Syria view the Indian governments stand on the Syrian crisis? India is a member of the BRICS but India which suffered from colonialism is entitled to make a much more forthcoming stand against the militarisation of the conflict and for a political solution of the Syrian crisis through dialogue. Russia has been a staunch supporter of the Assad government. How crucial has this support been and is there a fear of losing this vital support? Russia has been supporting a peaceful solution and dialogue among the Syrian people. To portray the conflict as if it is about President Assad and his rule is to give more time to the enemies of Syria to destroy it. Russian support has been crucial to try and stop violence in Syria while the other camp has been stirring violence in the country. It is the enemies of Syria through the Western-led Opposition which tries to portray the crisis as one about the rule of Assad. If they are not targeting the identity and the future of Syria why then destroy thousands of schools? Why target our best scholars, doctors, engineers? Why burn our strategic stocks of wheat? Why dismantle thousands of factories in Aleppo and loot them to Turkey? There have been allegations that the Syrian forces have used excessive force, even chemical weapons, to kill the rebel forces. Your comments on these reports emerging out of Syria. These rumours aim to mislead the public exactly as they did when they fabricated reports about weapons of mass destruction in Iraq. Where is the report about Iraq? Both in the war on Iraq and on Syria now, truth is the first victim. We count on the Indian media not to rely on western sources for what is happening in our countries and to pursue its own independent sources to try and play a positive role in highlighting what is truly going on and thus be instrumental to finding the way forward instead of adding to the agony and pain of the Syrian people.
move is a country or countries which do not have an independent will and who are carrying out orders against the interests of the Arab people. It is the Arab League which has lost a lot in this unprecedented move and not Syria. The UN says the Syrian conflict has killed 70, 000 people and almost one million have fled Syria to neighbouring countries and about four million are displaced internally. How does your government intend to deal with the refugee crisis? The best way to deal with every crisis, including the refugee crisis, is to put an end to violence and to stop

never forget. The first was flight PK 805 that brought him from Colombo to Karachi on Oct 12, 1999. It was prevented from landing at Karachi airport on the orders of the then prime minister Nawaz Sharif. Musharraf had left as chief of army staff; he landed as Pakistans fourth military ruler. The second eventful flight in his life brought him back 14 years later, on March 24, 2013, to the same airport. This time he landed as a civilian commoner and political contender. In a way, Musharraf s situation parallels that of the 19th-century Afghan king Shah Shuja, who returned in 1839 from exile in what was British India to claim his throne in Kabul. Then, Shah Shuja had to rely upon the powerful support of the British Army of the Indus to restore him to that insecure eminence. Musharraf has returned this time, not on the broad shoulders of a cabal of corps commanders but instead upon the undependable advice of mothballed loyalists. Whoever advised Musharraf to return to Pakistan has done him a cruel disservice. Whoever whispered into his ear that he should return to face the music had obviously not read the score. There is no aria written in the libretto of Pakistani political opera for a failed tenor. Exile has been regarded always by those who lacked a domestic vote bank as a one-way ticket to oblivion. The first of our famous exiles ex-president Iskander Mirza, for example, spent the final years of his life abroad fulminating against his nemesis Ayub Khan, unable to reclaim power. Even when he died, he was denied a grave in his homeland. When it was Ayub Khans turn, he found himself exiled within his own country, staring from his garden across Islamabad, the capital he had founded, a deposed Shah Jahan condemned to gaze at the Taj Mahal he had had built. Ziaul Haq died as he had governed brutally, without remorse. His motto takht ya takhta (the throne or the bier) was not dissimilar to that of Aurangzeb, whom he resembled in more ways than one, for, like the brittle Aurangzeb, he was known to give no quarter to his enemies and expected none from his erstwhile friends. It is an interesting reflection of the benignity that has crept into Pakistans recent polity that our political lead-

What is the blandishment, though, what is the irresistible inducement that arouses the homing instinct in such exiles? What is it that finally convinces these exiles to risk everything a comfortable life, peace of mind, even life itself to return to a country where they know that their patriotism will never be a strong enough shield? In the case of the late Benazir Bhutto and Nawaz Sharif, their objectives were quite clear. They returned to reclaim their political constituencies. warns USA against Kerry hits back as North Kremlin publishing Russia blacklist Korea threatens Japan
agence france-presse
SEOUL, 12 APRIL: The US Secretary of State, Mr John Kerry, today, demanded North Korea abandon an expected missile launch as the communist state threatened a nuclear strike on Japan amid a chilling new evaluation of its offensive capability. Mr Kerry, visiting Seoul to give fulsome US backing to military ally South Korea, joined President Barack Obama in decrying North Koreas incendiary rhetoric ~ and urged China to step in. The air of crisis that has engulfed the region for weeks, since North Korea staged a rocket launch and atomic test, was given even greater menace from a US intelligence report that said it may now have a nuclear warhead in its arsenal. US and South Korean military officials downplayed the assessment by the Defense Intelligence Agency (DIA), but Pyongyang warned of direst results if Japan

The Norths Korean Central News Agency said that such a provocative intervention would see Tokyo ~ an enormous conurbation of 30 million people ~ consumed in nuclear flames.
Unbowed, an official at Japans defence ministry told A.P that the country will take every possible measure to respond to any scenario, while Mr Kerry warned that a North Korean missile launch would be a huge mistake. The United States, South Korea and the entire international community are all united in the fact that North Korea will not be accepted as a nuclear power, Mr Kerry added. If (North Korean leader) Kim Jong-Un decides to launch a missile, whether its across the Sea of Japan or any other direction, he will be choosing willfully to ignore the entire international community, Mr Kerry said, adding that North Koreans want food, not a leader who wants to flex his muscles. Intelligence officials in Seoul say the North, as a show of force, has two mid-range missiles ready for imminent launch from its east coast, and South Korea and Japan remained on heightened alert for any test.
MOSCOW, 12 APRIL: The Kremlin warned Washington today against publishing a list of Russian officials barred from entering the United States because of their alleged abuse of human rights. Russian media reports said the dozens of names included on the socalled Magnitsky Act ~ named after Russian lawyer Sergei Magnitsky who died in prison after revealing a suspected state embezzlement scheme ~ would be published in the United States later today. President Vladimir Putins spokesman Dmitry Peskov said the publication could leave lasting damage on future ties between the two former Cold War foes. The list has always been kept secret but is believed to include people involved in Magnitskys trial and prosecution as well as officials who have joined the Kremlins crackdown on Russians political rights. The Russian officials have had their US accounts frozen and added to a list of people who will be denied entry visas. Some European nations are taking steps to adopt similar measures. Yet Mr Peskov added that cooperation between the two sides would nonetheless continue on some issues if the list was published. Russia reacted with scathing anger at the US Magnitsky Act and parliament in retaliation agreed legislation barring American families from adopting Russian children. The Russian foreign ministry has since drawn up its own blacklist of US officials who are alleged to have committed human rights violations. A former US senior commander at the Guantanamo base in Cuba where the United States keeps terror suspects has already been denied entry by Moscow in a highly publicised case.

Japan to enforce Musharraf admits deal with USA on drone strikes Pre-arrest bail of Musharraf law to counter press trust of india 12 APRIL: extended by 6 days new influenza ISLAMABAD, .ormer President Pervez ISLAMABAD, 12 APRIL: A Pakistani
press trust of india TOKYO, 12 APRIL: .ollowing the spread of human bird flu infections in China, the Japanese government today decided to enforce a law to counter new strains of influenza from tomorrow, earlier than the initially scheduled late April. Based on the law, the government will first compile an action program to spell out specific actions to tackle the possible spread of any new influenza virus. We will have to fully publicise the action program and other relevant information, health, labour and welfare minister Mr Norihisa Tamura told a press conference. The spread of human infections with the H7N9 bird flu virus in China will not immediately be subjected to the new law since human-to-human infections have not been confirmed, a government official said. Under the law, the government will create a new influenza response headquarters if any new influenza virus is detected overseas. Musharraf has acknowledged his regime secretly cleared US drone strikes, becoming the first serving or retired Pakistani official to publicly admit that the country had a deal on attacks by the CIA-operated spy planes. Mr Musharraf (in file photo) said there was no blanket agreement with the US on the controversial drone campaign and that his regime had cleared missile strikes only on very few occasions where the target was absolutely isolated and (the drone strike) had no chance of collateral damage. The drone strikes were discussed at the military (and) intelligence level and cleared only if there was no time for our own (special operations task force) and military to act, he said. That was ~ maybe two or three times only, he told CNN in an interview. Sometimes, he said, you couldn't delay action. Mr Musharraf said that one of those killed by US drones was Nek Mohammed, a tribal warlord accused of harbouring Al Qaeda militants in the tribal belt. At the time, in June 2004, Pakistan intelligence said Mohammed died after Pakistani forces launched a missile at a house where he was staying. Pakistani leaders have for long denied the countrys involvement in clearing drone strikes. The .oreign Office described the strikes as counter-productive for the war against terrorism and a violation of Pakistans sovereignty. Hundreds of people have been killed in drone strikes since 2004, including top Taliban and Al

Mr Musharraf s admission suggests he and others did play some role even if they did not oversee the programme or approve every attack, CNN reported. BANGALORE, 12 APRIL: Infosys Ltds fourth quarter results for 2012-13 which were released today, coupled with its forecast of lower revenue growth between six per cent and 10 per cent this year, saw the companys shares crash. Analysts were unanimous in terming the results as most disappointing, even fearing that these could indicate the ugly trend the IT sector could face this year as both the US and European markets had remained soft. Infosys revenues for the quarter ended 31 March this year at Rs 10,454 crore showed a sequential growth of 0.3 per cent with the year-on-year increase at 18 per cent. Net profit at Rs 2,394 crore was up 1.1 per cent quarter-on-quarter while the year-on-year growth was 3.4 per cent. Earnings per share were placed at Rs 41.89 though no EPS guidelines for the year were indicated because volatility is high. The companys board has recommended a final dividend of Rs 27 per share for the fiscal 2013. According to Mr Shibulal, CEO and managing director, the global economic uncertainties remain challenging for the IT industry though the company was progressing well on its strategic direction of building a high quality firm besides making all necessary investments. He said real time ramp up of deals was slower than expected even though some large engagements were there.
He, however, maintained that the pipeline remained robust, even better than what was seen last year though without doubt the environment in the USA and Europe remained soft and challenging. Nevertheless, the company is confident of doing well in India as it won some of its major projects here. Besides, the country is providing huge opportunities. Accordingly, we aim to be the most innovative tech company. Mr Rajiv Bansal, chief financial officer, on his part, noted that the global currency market continued to be volatile reflecting the uncertain economic environment. Our hedging strategy helps us to minimise the volatility impact, he added, while asserting that Infosys had a healthy balance-sheet with cash and its equivalent at $4.4 billion. .or the record, the company, along with its subsidiaries, added 56 clients during the quarter under mention with the gross addition of 8,990 employees. The strength of its staff, accordingly, has gone to 1.5 6 lakh. Commenting on the results, Mr Dipen Shah, head, private client group research, Kotak Securities, said that Infosys results were below expectations. The company had also missed the financial year 2012-13 revenue guidance. Moreover, the wide range of financial year 2013-14 revenue guidance took us by surprise. It is much below the Nasscom guidance for financial year 2013-14. The company has not provided the EPS guidance.
1.62 per cent. The Nifty ended the week down 1.17 per cent or 65.45 points at 5,528.55. The top shares losing ground fast resulted in the benchmarks taking a deeper knock. Among the 30-share Sensex shares, 16 ended up with 13 down and one unchanged. The volume was 0.94 lakh shares traded at a turnover of Rs 804.48 crore. An optimistic forecast in
some quarters that the markets are braced up to withstand below expectation corporate numbers for the last quarter of 2013 has been disproved by a single disastrous result coming from Infosys Technologies. The Infosys share closed deep in the red. On the BSE it closed at Rs 2,295.45, down Rs 622.40 or 21.33 per cent. The lowest level was Rs 2,268. On the NSE it
closed at Rs 2,296.65, down Rs 620.05 or 21.26 per cent. Only Tata Consultancy claims it has potential to breach the target set by Nasscom. However, the TCS share also came under selling pressure as the BSE's IT Index fell more than nine per cent or 585 points to 6,210 points in morning deals. All eyes will be on TCS's final performance numbers. Today the share closed at Rs 1,511.30, down 1.63 per cent on the BSE. Wipro was down 4.72 per cent at Rs 383.30. IT analysts and traders who were bullish on the IT sector in early January because of high hopes from Infosys Technologies better than expected results for Q3 now fear a panic sale in the shares. In Bank of America-Merrill Lynch's opinion Infosys Technologies is likely to see a slew of downgrades in the coming days. CLSA says: Infosys results are a disaster... We reckon a large part of adjustment has already happened (in valuation, target etc) today itself.

MUMBAI, 12 APRIL: State Bank of India has set a new benchmark in overseas bond pricing at a low 3.25 per cent for its just-concluded $1-billion debt sale programme in the global markets which has received an oversubscription of 4.3 times, according to merchant bankers of the deal. The coupon on the latest bond sale by SBI is 150 basis points lower than the one it is paying for its five-year unsecured bonds sold last July, when it raised $1.25 billion at 3.75 per cent. This makes the current issuance cheapest/lowest in history not only for the bank but also for the domestic companies, the merchant bankers said. State Bank has successfully sold $1 billion senior unsecured bonds, denominated in US dollars and having a tenor of five years at a coupon of 3.25 per cent, to over 250 international investors, the nation's largest lender said in a statement here this evening. SBI is very pleased the transaction received such success. Strength of the order book and the fine pricing reflects the level of investor confidence in the SBI credit, chairman Pratip Chaudhuri said on the bond sale. view that the rebound in industrial production remains elusive as weak investor confidence and subdued consumer demand continue to constrain growth. Coming close on the heels of a sharp decline in core sector growth and a drop in car sales to a 10-year low, the situation warrants remedial action, he said. Assocham president Rajkumar N Dhoot said industrial growth of mere 0.6 per cent in .ebruary and a cumulative of 0.9 per cent is hardly a growth. Industrial activity has been impacted by high interest rates, sticky inflationary scenario, volatile exchange rates, high fuel and raw material costs and weak external demand, said Mr Suman Jyoti Khaitan, president, PHD Chamber of Commerce & Industry.
The CPI-based inflation was at 10.91 per cent in .ebruary. The inflation, however, continued to remain in the double-digit terrain
for the fourth consecutive month in March. The growth in industrial output for January has remained almost at the same level of provisional estimates of 2.4 per cent released last month. The manufacturing sector, which has a contribution of more than 75 per cent to the index of industrial production, grew by a meagre 2.2 per cent in .ebruary, as against 4.1 per cent in the same month of 2012. The growth in the output of the key sector remained low at one per cent in April.ebruary period of this fiscal, as against 3.7 per cent growth in the same period of fiscal 2011-12. There was a contraction of 3.2 per cent in power output in .ebruary this year compared to a growth of eight per cent in the same month of 2012. The mining output in .ebruary this year too contracted by 8.1 per cent, compared to a growth in production of 2.3 per cent in the same month of 2012. Under the retail inflation data, the prices in the vegetables basket eased to 12.16 per cent in March. It was 21.29 per cent in .ebruary.

Neville job offers
England assistant coach Gary Neville revealed on Thursday that he has turned down several offers to start his managerial career in the last 18 months. .ormer Manchester United defender Neville joined Roy Hodgson's England backroom staff last year after working as a television pundit following his retirement in .ebruary 2011. The 38-year-old was keen to work with Hodgson to further his managerial education after earning his UE.A coaching badges and he has become a trusted member of the England set-up. glenn moore BARCELONA: Astonishingly, the team everyone has feared for the last five years may be the one to be drawn against. Barcelona started with eight of the all-conquering Spanish XI against Paris Saint-Germain but still trailed before Lionel Messi limped on. The Argentine upped the tempo and forced the goal that secured a sixth successive semi-final. Relief, though, was mixed with concern at confirmation that Bara have what the Catalan press has diagnosed as a bad case of Messidependencia. Not that this is necessarily coach Tito Vilanova's main concern. Gerard Pique is the only fit central defender, with the other options either injured (Javier Mascherano, Carles Puyol), unconvincing (Alex Song, Marc Baltra), suspended (Adriano) or easing back from serious illness (Eric Abidal). If Puyol and Abidal are not ready, Sergio Busquets could drop back. That may allow Mario Gotze, Mesut Ozil or Thomas Mller the

.A Cup
Millwall and Wigan will take a welcome break from the harsh realities of struggling to avoid relegation when the two surprise .A Cup semifinalists clash at Wembley on Saturday. Most neutrals will view Sunday's showdown between Chelsea and Manchester City as the more attractive of the two semifinals, and Wembley is unlikely to be full to capacity as Wigan were unable to sell their ticket allocation. But for a pair of clubs accustomed to languishing in the shadows, their semifinal offers a rare chance to dream of Cup glory and a much-needed distraction from the dangers still looming in their respective league campaigns.
Maria's five assists, the competition's best, underline. Alvaro Arbeloa will be banned for the semi-final's first leg after his daft dismissal in Istanbul but Xabi Alonso, back, like Sergio Ramos, after a convenient suspension, will direct play. Goalkeeper Iker Casillas, the one survivor from 2002, is back after injury, not that Mourinho is guaranteed to select his captain.
BAYERN MUNICH: Runaway Bundesliga winners, Bayern have responded impressively to losing last season's final in such devastating circumstances (on penalties, on their home ground, to a Chelsea team they had dominated and led with seconds remaining). Winning in Chelsea's backyard would be an apt riposte and the comfortable quarter-final victory
onds of coming on in that final, is now head of a youth academy which has produced Mario Gotze, Nuri Sahin and Marco Reus (who left at 17 and cost 13m to buy back). Having been back-to-back champions, Dortmund surrendered the Bundesliga title to Bayern this week, trailing by 20 points. However, they are the only unbeaten club in the Champions League, albeit only just after their amazing recovery against Malaga on Tuesday. Coach Jrgen Klopp admitted his team were nervous against Malaga, which may be an indication of their relative inexperience at this level, but could well have been because of the burden of expectation. That will not apply now, as Dortmund will be underdogs in the draw. Dortmund are a high-tempo, attacking team, who have played some of this season's best football. This may also be their best shot at success as Reus, Gotze and Robert Lewandowski are much-fancied elsewhere. the independent

Terim banned
Galatasaray coach .atih Terim was banned for nine matches on Thursday for criticising the referee during a league game against Mersin Idmanyurdu. Turkey's .ootball .ederation (T..) said Terim was guilty of insulting the referee and "unsporting behaviour" during the game while his two assistants received one and two game suspensions. The severe sanction means Terim will be barred from six games in the current season and three in the next. Terim was banished to the stands with a number of his coaching staff during Saturday's game, which Galatasaray won 3-1. The manager at one point went on to the pitch, slammed the ball on the ground to show his anger about some decisions.

for two-and-a-half seasons of European club competition if they are found guilty of racist offences, under new Uefa sanctions to combat the offence, the governing body's general secretary Gianni Infantino said yesterday. Uefa has never invoked its current maximum five-game ban for racism, applicable under its current rules, but has doubled that tariff for any racist conduct in response to claims that it is out of touch on racism. Infantino, speaking at the SoccerEx business convention in Manchester, said there would be partial closure of stadiums for a first incident of racist abuse by fans and a full stadium closure for a second offence, plus far tougher financial penalties. Infantino also announced referees would be encouraged to abandon matches if there was racist abuse from fans towards players at games, such as that suffered by the England Under-21 team in Serbia last year. However, the strategy is fraught with logistical difficulties, since it is a tall order for referees to monitor what fans are shouting while running a game. The general secretary
insisted there would be no problem for referees and that the idea of asking the Uefa match delegate to make the decision on abandonment had been rejected.
Infantino brushed off suggestions, made last month by the Bosman rule lawyer JeanLouis Dupont, that Uefa's financial fair play (..P) rules would not stand up to a legal challenge under European Union competition law. He said that he and Michel Platini had visited Jose Manuel Barroso, president of the European Commission, on Monday and received assurances about the new regime, which means clubs must operate within their means. `We are not worried about it,' Infantino said of Dupont's suggestion. `.irst, because we have the best lawyers working for us. But also because ..P has been agreed by all of the clubs, associations and the European Commission. These haven't been imposed.' Infantino made a joke of the question of whether Manchester United's 160m Aon sponsorship must be subject to the same level of scrutiny as Manchester City's Etihad deal, which has prompted public misgivings from the governing body. Uefa has questioned whether the Etihad tie-up is a way of the club's owners covertly investing cash, rather than representing genuine income. the independent

ue as some kind of ambassador after I finish playing. I want to help English football and football in general. `Over the last 10 years I have been proud of what the English teams have done. We have not got a team in the semi-finals this year but these things happen. We still have one of the best, if
not the best league in the world, and players from all over the world want to play in the Premier League. `I think that helps our league. I don't think it damages it although it is important we still continue to bring young English players through as well. There is a lot of good work being done in England at grass-roots level; if that continues it will reap dividends.' Of the England team built around Sir Alex .erguson's young Manchester United players in the late 1990s, Gary Neville is the first to emerge as an England coach. Beckham said: `I always saw Gary as someone who would go into that role. When you have players with that much knowledge it is great to have them involved in the game.' Beckham came close to featuring in today's draw until Leo Messi intervened. He said: `Messi is one of a kind. There's only Cristiano Ronaldo that can come anywhere close to him. They are both similar in technique and talent and it is incredible to have two players like that in the game at the moment.' the independent
the 2000 Champions League final, a supporter of the club who identified himself then as a 43-year-old European Union official living in Brussels wrote to the newspaper El Pais to convey his joy at the club's eighth European title. In the letter published in the newspaper on 14 June 2000, he described how after the match, in a state of some emotion, he placed a Real "Campeones" flag on the balcony of his Brussels flat. To some eyes, it looked uncomfortably like a reference to the Spanish phrase "poner una pica en flandes" literally "putting a pike in .landers" which refers to the Spanish occupation of the territory in the 16th and 17th centuries. Not in the best taste, but given the individual's euphoria and the memories he said it brought back of his childhood, perhaps it was understandable. The letter was written by Cecilio Madero Villarejo, who still lives in Brussels but has a better job than he did 13 years ago. These days, Madero is one of the four men who make up the directorate-general at the European Commission under the leadership of commissioner and fellow Spaniard Joaquin Almunia, whose job it is to enforce the rules on big business, from anti-trust, to mergers and, of course, state aid. It is Almunia's office which will have to make the decision on whether Real are guilty of receiving illegal state aid over a 2011 land deal with Madrid City Council which, as The Independent revealed last week, is under investigation by the EC. It should be made clear that there are no allegations of favouritism against Madero or any of the members of the commission's directorate-general. Indeed, they have made it very clear that they intend to stand shoulder-toshoulder with Uefa president Michel Platini (in photo) in creat-
ing a level playing field where, as they said in a joint statement last year, "no operator is given special advantages by any layer of the government". Still, 16 months after receiving the initial complaint about the deal which saw Madrid City Council pay 19.3m to Real for a piece of land it had handed over to the club 13 years earlier at a value of 357,000 the crux of the state aid allegations we are still waiting for a decision. On Thursday, El Pais reported that the estimated value that Real realised from its 2011 agreements with Madrid City Council was 170m in total. The land packets exchanged between the two parties were of equal area but those received by Real, where they intend to build a hotel and mall complex by Paseo de la Castellana, are worth much more than those the council got in return. The ramifications are enormous. If the commission waves it through then it sets a precedent that would permit councils to sell football clubs public land and then reimburse them for that land at an extraordinary cost. Perhaps Chelsea should look beyond Earls Court and set their sights higher for that new stadium. Holland Park? Uefa financial fair play, which Platini wants to work in harmony with EC state aid legislation, was never going to be as simple as regulating Russian oligarchs or Middle East oil dynasties. Sudd-
enly it is looking a bit dangerous for the old elite as well, especially across Europe's football community where relationships between clubs and government, local and national, vary dramatically. While in Madrid the council appears to work closely with its most famous club, the situation is very different in west London. Chelsea's attempts to expand Stamford Bridge have been consistently frustrated by their local authority, Hammersmith & .ulham Borough Council, which has regulations that restrict the stadium's capacity on Champions League nights. How does ..P regulate those kind of relationships? How does it ensure that the advantages which are not expressed directly on the balance sheet in transfer fees or wages are enjoyed by all clubs? Stadium infrastructure is exempt from ..P spending, but the bigger picture is that ..P adopts a zero tolerance to state aid of any kind. These are the kind of challenges that emergent clubs like Manchester City, Chelsea and even Tottenham Hotspur are up against when they seek to compete with the old order. Spurs sold Luka Modric to Real last summer, and may yet end up selling them Gareth Bale one day. Spurs are also a club who have been obliged to clear considerably more obstacles in building their new stadium than Real encountered in their 2011 land deal. the independent

statesman news service NEW DELHI, 12 APR: Ace striker and India football captain Sunil Chettri today said that his stint with Portugals Sporting Lisbon B team turned out to be a frustrating experience as he hardly got any chances to play for that club. I was not happy with the things there, he said, I was depressed at not getting enough chances with Sporting Lisbon B team in the Liga de Honra, second division league and hence decided to return home on a loan deal with I-League favourites Churchill Brothers. During his eight-month stay with the Portuguese club, Chettri played for just 46 minutes in the second division league. I came on as a substitute thrice and stayed on the bench on 12 occasions. In all, he managed just 46 minutes in three matches. He played for 39 minutes, the most during his stay at Lisbon, in his team's 2-3 loss to Unio Madeira; that was his last appearance in December. He made his debut in a 2-0 win against .reamunde coming on as a substitute in the 87th minute. His next match was in his teams 3-2 win over Braga B in
which he played for just three minutes ,coming as a substitute in the 88th minute. In fact He, never got a start in any of the 15 matches this season so far. Chettri, is the third Indian to play in an overseas league. Earlier he had a rather tentative stint with American Major League Soccer (MLS) club Kansas City Wizards in 2010. There also he spent most of his time on the bench. In 2011 Chettri had "disappointing". sixday trials at Glasgow Rangers. He had a brief stint with ILeague clubs Chirag United and Mohun Bagan before finally signing for Sporting Lisbon in July last year as a free agent. Talking to media persons here ,the Indian captain said, I am not 19 any more. I went there with a mindset that I would be playing regularly. But I didn't get much chance to play. It is not a good reflection on me being the national captain. I was getting depressed when I didn't get to play. I did have a word with the coach. But things were a bit complicated because the first team's players, who were out of form or coming from an injury, used to get preference since they had to
title when Andy Murray was in primary school, but the 38-yearold Indian is still going strong. The men's doubles title he won in Dubai last month alongside Michael Llodra was the 52nd of Bhupathi's career and means that he has now won at least one tournament every year on the Association of Tennis Professionals tour since 1997. Having graduated from the University of Mississippi in 1995, Bhupathi made an early decision to give up singles, in which he never made the world's top 200. He quickly formed a highly successful partnership with his fellow Indian, Leander Paes, winning 12 titles in their first two years together playing regularly on the main tour. In 1999, when Bhupathi became world No 1 in doubles, they played in the finals at all four Grand Slam tournaments, winning at the .rench Open and Wimbledon but losing in Melbourne and New York. Bhupathi has been particularly successful in mixed doubles, winning eight titles at Grand Slam level with seven different partners. The first of them, alongside Japan's Rika Hiraki at the 1997 .rench Open, was the first Grand Slam title won by an Indian player. the independent

It was another dismal showing by the hosts who seemed to have lost their way and are looking a rudderless ship. The return of Virender Sehwag had no visible impact on the Delhi batting line up which scored its lowest total in this seasons IPL so far. Batting first, the hosts struggled against the sustained and disciplined bowling and their batsmen could only put up 114 runs on the board. The visitors, after a good start, huffed and puffed midway creating scares for themselves and raising hopes for their beleaguered rivals, but at the end it was Dale Steyn who ended the suspense as he thumped Irfan Pathan for a boundary to take his teams total to 115 for 7 with four balls to spare. While Sunrisers now have three wins from four outings, Delhi is yet to taste victory. They have lost both their home matches so far. Artificial excitement was induced in this otherwise-dull contest as the visitors lost four quick wickets due to reckless batting but once Mishra and Steyn steadied themselves, they achieved the target without much fuss. Defending a small target, Delhi started well by claiming the first wicket in the second over when opener Akshath Reddy (1) was run out. However, Parthiv Patel, along with skipper Kumar Sangakkara, batted resolutely as no bowler could make much impact on them. As it looked as if the duo might see the team through, an act of discretion by Parthiv cost

It was during Butt's tenure in 2011 that Afridi announced his retirement from cricket protesting against the board's decision to sack him as the one-day and T20 captain after the West Indies tour during which a rift emerged between Afridi and head coach Waqar Younis over selection issues. Afridi only returned to cricket after Butt was replaced by Zaka Ashraf as Chairman of the board in October, 2011. The present Chairman, Zaka Ashraf has done a lot for Pakistan cricket and the team and he has taken every step to ensure there is always unity in the team, Afridi added.

KOLKATA, 12 APRIL: The executive engineers of KMC's building department would lodge an .IR if irregularities are found at a construction site. Also, police have requested the KMC to amend the Kolkata Municipal Corporation Act, 1980 so that stringent action could be taken against errant builders. Police have also insisted that promoters and not the labourers would be arrested if irregularities are spotted. sns building in south Kolkata in 1991, the then Mayor, Mr Prasanta Chatterjee, had mooted a proposal to stop illegal constructions in the city which subsequently was cleared at the monthly meeting of the Kolkata Municipal Corporation (KMC) in 1992. The State Housing department made the rules in 1993 which became an Act in 1996. According to the Act, every builder will have to register themselves with the Housing
department and pay fees stipulated by the department. The number of the sanctioned plan, name of the architect and the firm carrying out the construction, area of the site along with the names of the buyers would have to be put up on a notice board in front of the construction site, thereby making it easy to pull up the builder in case of any violation of norms. Senior officials of the Housing department said though some promoters had registered themselves with the department and paid the requisite fees and also put up a notice board where the name of the architect and the sanctioned plan number were put up, no one was ready to display the names of the buyers along with the estimated cost of the proposed building. The promoters shared a good rapport with many leaders of the erstwhile Left .ront government, so it didn't force the norms on them. Senior KMC officials admitted that the Act had been flouted as there is lack of coordination between them and the state housing department. Had the Act been implemented, it would have been easy to exactly pinpoint the number of builders and projects in the city.

The accused persons are said to have withdrawn Rs. 50 lakh or above for payments of labourers under the Central scheme without any completion certificates
Nalgora gram panchayat at Kultali assembly constituency which is under Joynagar block II and other concerned officials of the panchayat have misappropriated public fund of MGNREGS (memo no. 178/MGNREGSC dated 28.3.13). The block administration then registered a case against the pradhan and other officials of the panchayat. The accused persons are said to have withdrawn Rs. 50 lakh or above for payments of labourers under the central scheme without any completion certificates for altogether 71 projects, but work has not been started at many places and at some the works have been stopped after a little progress, official sources said. SUCI staged a dharna at BDO office alleging the pradhan's culpability. BDO of Joynagar II, Mr Kamalesh Mondal confirmed that an .IR has been lodged with Kultali police station on 3 April under section 408, 409 and 120B IPC (case no. 137/13). But till today evening, Kultali police don't arrest the accused panchayat pradhan. The pradhan is absconding and search operation is on, a police official of Kultali police station said. "BDO has lodged an .IR against pradhan but the .IR is only a remark. Police can't arrest anyone on .IR basis before police inquiry," the officer added. "But this is a joke," a senior leader of SUCI district committee, Mr Gobinda Halder alleged. He claimed that on Wednesday, the accused pradhan came to the BDO's office to join a party programme by a car of Mr. Sujan Chakraborty, district CPI-M sec-
retary, and Mr Chakraborty too came there with the accused in the same car. Police officials were present there to provide security. So it's not true that the pradhan is absconding and police haven't been getting any trace of him, the SUCI leader added. While the pradhan's phone was switched off when attempts were made to contact him, Mr Ramshankar Halder, legislator for Kultali Assembly constituency and a district CPI-M committee member, has totally denied the allegations levelled against the pradhan and said, it's a conspiracy against CPI(M) before the panchayat election, nothing more. The Kultali CPI(M) is facing an uncomfortable situation ahead of the panchayat polls. The CPI-M in Kultali is now split over the issue of the arrest of their pradhan. A leader of the Kultali Zonal CPI-M said the pradhan should be arrested soon otherwise it may be the cause of the death of the party in Kultali assembly before the rural polls.

TMC supporter, Security personnel spot goons removing nuts, bolts from bridge, prevent mishap son killed
statesman news service statesman news service DURGAPUR, 12 APRIL: A Trinamul Congress supporter was hacked to death and his son sustained injuries during a group clash at Gajon fair in Ketugram in Burdwan this morning. Uttam Mondal (47), a local Trinamul supporter was killed by armed goons sent by Joy Ghosh, when Mondal went to attend the fair. Mr Ghosh, a member of a rival Trinamul faction, allegedly fell out with Uttam over local issues. Both are residents of Rasuighat village under the jurisdiction of the Ketugram police station area. .our months ago, the rival groups had clashed over the possession of MGNREGA job cards. Today, Mr Ghosh allegedly went to the fair with a group of armed goons, who according to police, attacked Mondals family members first. When Mondal put up resistance he was hit with a dagger on his head. Police arrived on the spot after an hour. The locals rushed Mondal, his son Chiranjit and three others of the family to Katwa sub-divisional hospital where Mondal succumbed to his injuries. The incident triggered tension in the area and to prevent further clashes, police intensified patrolling. The SP, Burdwan, Mr S M H Meerza, said: We have initiated a case though no-one has been arrested yet. TAMLUK, 12 APRIL: Another incident of bridge collapse was averted today after the security personnel deployed to keep vigil on the two newly-constructed three-lane bridges across the Rupnarayan river along the National Highway-6 at Kolaghat, discovered that some unscrupulous persons were trying to remove the nuts and bolts from the permanent bracing angles of the steel girder portion of one of the bridges. The security guards and site workers chased the unidentified persons, but they jumped into the river and escaped by boat towards Kolaghat market. "Our men tried to find them for two hours, but they were not traceable," said Mr P K Mukherjee, liaison officer of Ashoka Buildcon Ltd, which constructed the bridges in record time. He said: "We have lodged a complaint at the Kolaghat police because we apprehend that the incident more than being a mere case of theft, was a case of sabotage". Mr Mukherjee added: "Some removed

nuts have been seized from the place and we are now fixing those up again." The incident of the recent flyover collapse at Ultadanga in Kolkata has not faded away yet from people's memories, but today's incident at Kolaghat bridge has triggered panic among the locals. "We are worried after hearing that some criminals were removing costly nuts and bolts from the girder portion of the bridge. If they are not arrested, any mishap may happen," said Amit Bera, a shop-owner at the Kolaghat market. The much-awaited bridge projects across the Rupnarayan river were commissioned by
Ashoka Buildcon on 1 April, 18 months ahead of schedule. The travellers who had to spend harrowing hours caught in traffic jams were relieved when the bridges were opened to traffic. Mr Mukherjee said: "Before these bridges were built, there used to be an old narrow two-lane bridge that becoming a cause of concern for the government and locals alike. The bridge was not built to handle heavy traffic flow and even a small mishap led to traffic jams." "Being part of the golden quadrilateral, this route is extremely important for transportation activities of the state especially as this highway connects Kolkata and Haldia port to major parts of the southern and western parts of the country," he said. According to highways officials, the contractor had to face a number of technical challenges in the design and construction of the first bridge. Three wells could not be used as those had technical faults. "The new contractor adopted updated technology and used an innovative technique to lower the bearing, which is also unique in the world," Mr Mukherjee said.
KOLKATA, 12 APRIL: The state government will bring an ordinance in Assembly for running the panchayats if election is not held in time," said panchayat and rural development minister Mr Subrata Mukherjee. He said that the absence of a provision for appointing administrators since 2004, necessitates the passing of the ordinance. He said that the state would also consult legal experts before bringing the ordinance.
Fish cultivation in state One year after boat capsizal, ferry service still remains unsafe water bodies soon
statesman news service statesman news service BEHRAMPORE, 12 APRIL: The authorities refuse to learn lessons from past mistakes, or so it seems, as even after one year has passed since the Bhandardaha channel of Hariharpara boat capsizal incident, that claimed the lives of five students, including four girls on 12 April 2011, no improvement has been effected in ferry services. There have been no directives to ghat owners and boatmen and there is only one boat for hundreds of students and residents of the locality. During a condolence meeting on the school premises, the teachers and students of Lalnagar High School at Hariharpara admitted that they were helpless. The teachers instead advised the students to be cautious while crossing the channel by boat. Teachers and students from villages like Nawpara, Simulia, Pradipdanga and several others depend on ferry services on Bhandardaha channel to reach the school at Lalnagar village. On the day of the capsizal, the boat, overloaded with students, turned turtle in the midstream and some on board got drowned. The survivors swam to safety but the victims who got entangled in muddy undergrowth could not be traced till the divers rescued the bodies the following day. The DM, Murshidabad issued a directive to the boatmen to take stipulated care of boats and maintain some guidelines. But the DM's instructions have fallen on deaf ears, alleged locals residents. The teachers of the school also admitted that no step has been taken to improve ferry services. Earlier the ministers of the fisheries declared a number of schemes for enrichment of bio-diversity of Bhandardaha channel but nothing has worked out so far. The hyacinth clusters that often obstruct boat movements on the stream has not be removed yet. KOLKATA, 12 APRIL: Mr Rajib Bandhopadhayay, state irrigation minister said today at Writers' Buildings that a task force has been formed under the chairmanship of Power Minister, Mr Manish Gupta, for fish cultivation in the water bodies of the state government. The agriculture department has around 300 water bodies and 150 water bodies have been identified for fish farming. "Canals and
DURGAPUR, 12 APRIL: Apparently spurred by an uncontrollable urge to pursue higher studies, 28 yearold Shailendra Harijan killed his elder brother when he refused to give him the required money. His brother, 48 year-old Hiralal Harijan, a miner in the Coal Indias Tilaboni colliery used to fund Shailendras studies in New Delhi. He had asked for a sum of Rs 80,000 a fortnight ago as he was planning to opt for management studies there. The elder brother, struggling hard to maintain his family, refused to extend the fund immediately and asked him to wait for six months. This infuriated him. He went to his brothers place in Tilaboni and had an altercation on the issue. Hiralal was depressed as he could not arrange the funds for his brother, said Mr Ravinder Pasi, colleague of the deceased. According to the family members after the heated exchange, Hiralal went out of the house followed by Shailendra, who was armed with a rod. Shailendra allegedly hit his elder brother who fell to the ground. Hiralals groans alerted the local people who took him to the Coal Indias Central Hospital in Kalla where he succumbed to his injuries. After that they handed Shailendra over to police. Police registered a murder case against him and he will be produced in Court tomorrow, officials said.

New water bodies were dug up under the project Jal dharo jal bharo (Preserve Water, Reserve Water) and those water bodies will be used for fish cultivation. Senior official of the fisheries department will look after the projects and will co-ordinate with the agriculture and irrigation departments. It may be mentioned that Chief Minister Mamata Banerjee expressed her concern over the low fish production in the state and the skyrocketing price of fishes in the market. A report regarding availability of water bodies for fish cultivation will be submitted to the task force within 10 days by the agriculture department.

the council ignoring their long-standing demand for setting up an autonomous Tribal Advisory Council with Constitutional guarantees. However, the government is trying to appease the residents of the region by offering the TDDC ahead of the rural polls, Mr Lakra said.
They also demanded that the state government start rnning the proposed Hindi College through some makeshift arrangement from the current education session after laying the foundation for the college at Banarhat immediately. The ABAVP state president would hold a series of meetings with the groups members and supporters in the Dooars from tomorrow. The leaders would visit the area till Tuesday and campaign against the Jharkhand Mukti Morcha, which has tied up with the Gorkha Jan Mukti Morcha in the region to contest the rural polls. The leadership has issued show-cause notices and sought clarification from three leaders, who have recently started working for the JMM in the Dooars region. Mr Lakra said they have sought clarification from Mr T Soren, Mr Rajesh Barla and Mr Amardhan Buxla in the Dooars about their present anti-organisational role and why they decided to join hands with the JMM despite a resolution against the political party.

Sippys venture is right up there with the likes of Delhi Belly, Kahaani, Paan Singh Tomar, Vicky Donor, which have, over the last few years, proved that small films (in terms of budget) with stories to tell do relate to what the medium is meant to do entertain. Nautanki Saala! tickles the sensibilities with its clever theatrics and a layering of welcome comedy, some great lines and appreciable performances. The story, albeit borrowed from the 2003 .rench movie Apres Vous, has been aptly adapted to fit into the Indian psyche, with the Ramayana framed in. .or sure, this isnt another venture to force the laughs, but, instead, an offering for those who love new-age cinema and Sippy and company texture the original effectively to make it their own. The ball is set rolling from the very first scene, where, apart from exploring love, the focus is on how the destinies of two men locked in the most unusual manner leave them absorbedly attached, their loyalties constantly tested through quirky challenges and, ah, temptations. Sippy also resorts to the Raavan Leela play, which takes centrestage by way of a lavish costume drama displayed in London operas. Ram Parmar, aka RP (Khurrana), is a stage actor who emulates the evilminded Ravaan but nurtures a good-natured soul offstage. RPs immense generosity is what links him to the awfully depressive Mandar Lele (Kapur), whom he saves from attempting suicide. RP, hell bent on helping his friend, regaining his confidence and winning back his ladylove even sidelines his girlfriend Chitra and evades her relentless attempts at demanding attention. And in brightening up his pals lonely life, he loses himself and is, ironically,

, Manna Dey was conferred with the much-coveted Dadasaheb Phalke Award. At that time most of us felt that a singer of his calibre should have been given this award much earlier. .or an award, however prestigious, loses much of its charm if it takes an unconscionably long time to come to a deserving artiste. Manna Dey is now only a few days away from his 94th birthday and this Grand Old Man of Music, now settled in Bangalore, is deservedly resting on his laurels. Some of us evaluate a singers career by the size of his output, and if we measure Deys contribution to Hindi film music by that yardstick, we wont find him anywhere near his more prolific contemporaries like Mohammad Rafi and Kishore Kumar. But where Dey scores over all other singers of his time is his versatility and the astonishing range of his voice. It was, of course, his rich voice, well trained in classical music, that enabled him to attempt difficult songs songs which were beyond the ken of his contemporaries. Born Prabodh Chandra Dey in what was then called Calcutta on 1 May 1919, he had the good fortune of getting his first musical lessons from his famous paternal uncle, Krishana Chandra Dey, more popularly known as KC Dey. During his school and college days, Manna Dey got his grooming in classical music from this uncle, who was a renowned singer-composer-actor of those days. Later, he learnt classical music from Ustad Aman Ali Khan and Ustad Abdul Rehman Khan. Besides, he came in contact with musical geniuses like Pankaj Mullick, RC Boral, Timir Baran and KL Saigal, all of whom were his KC Deys friends and fellow artists at New Theatres, Calcutta. In 1942, Manna Dey came to Bombay along with uncle KC to compose music for Hindi films. The first song he recorded was a duet, which he sang with Suraiya for the film Tamanna (1942). The music of this film was composed by KC Dey, and Suraiya, then only 12, had to stand on a little stool to face the microphone with Manna Dey. It was a melodious number and the magic of Manna Deys voice was not lost on the composers of Bombay. Music director Shankarrao Vyas was so impressed with the young singers voice that he

mera shall always be remembered as one of his best. The beauty of this song is that its first half is composed in raga Jogia and the second half in raga Bahar. Another song of this film based on a classical raga, Torey naina raseele kateele hai Ram, was also an impeccable artistic achievement. Manna Deys association with RK .ilms began with Awara (1951). The famous dream sequence song of this film was rendered by him. In Boot Polish (1954), he sang a few memorable songs, including, of course, the delightfully comic number, Lapak jhapak tu aur badarwa, picturised in the film on convicts cooped

called him to sing for Vijay Bhatts Ram Rajya (1943). He was now admired for the melodious voice with its range of the rainbow. He recorded songs for some other films of the 1940s but those that were to catapult him to the top bracket among the playback singers of his time were composed by SD Burman for the Bombay Talkies film Mashaal (1950). He sang two songs for this film Ooper gagan vishaal neeche gehra pataaal and Duniya ke logo lo himmat se kaam sab ki phikar karne wala raam These songs established once and for all that Manna Deys voice was not only mellifluous but also of considerable range. The music directors of those days suddenly realised that he was as comfortable in the higher octaves as Mohammad Rafi. As a singer, 1953 was important in Manna Deys career. Bimal Roys Do Bigha Zameen had two chorus songs in which his was the leading voice Haryala sawan dhol bajata aayaand Dharti kahe pukar ke beej bichha le pyar ke, mausam beeta jaye These songs, composed by Salil Chowdhury, became so popular that Manna Dey started getting calls from many Bollywood music directors. Anil Biswas, scoring for the Nimmi-Shekhar starrer Hamdard (1953), asked him to sing a few songs for this film. A duet that Manna Dey sang with Lata Mangeshkar under Anil Biswass direction, Pee bin soona ree, patjhar jaisa jeevan

up in a prison cell. Raj Kapoor normally preferred Mukesh as his voice for film songs, but there were certain numbers that his music composers thought only Manna Dey could sing to perfection. So, in songs like Pyar hua ikrar hua phir pyar kyon darta hai dil, Dil ka haal sune dilwala and Mur mur ke na dekh mur mur ke and Arre bhai dekh ke chalo, Raj Kapoors playback voice was Manna Dey. Then, all songs lip-synced by Raj Kapoor in Chori Chori (1956) were sung by Dey under Shankar-Jaikishans music direction. No other playback singer excelled Dey when it
came to qawwali singing. In Barsat Ki Raat (1960), he, along with other singers, rendered this immortal qawwali, Na to karvaan ki talaash hai, na to humsafar ki talaash hai It is considered to be one of the great achievements of his career as a singer. Ironically, some of the best songs based on classical ragas and sung by Manna Dey were lipsynced on screen by comedians. That definitely diluted and trivialised the artistic significance of these songs. You may be all admiration for songs like Phul gaindva na maro, lagat karejwa mein chot, Arre kaahe ko jhoothi banao batiyan, Nazara mujhe isne chilman se mara, Ik chatur naar kar ke singhar and many others when you listen to them on your music system, but when you hear the same songs lip-synced in films by comedians like Agha, Mehmood and Johnny Walker, you feel these have been sinfully wasted through shoddy and flippant presentation on screen. Apart from singing Hindi film songs, Manna Dey has sung in Bengali, Marathi, Assamese, Malayalam, Tamil, Gujarati and some other regional languages. During his career in the film industry, he was conferred with a number of prestigious awards. Apart from the Padma Shri (1971), Padma Bhushan (1987) and Dada Saheb Phalke Award (2007), he has been given many other awards, including the Lata Mangeshkar Award (1985) instituted by the Madhya Pradesh government. Though the musical tastes of the present generation have changed, Deys songs are evergreen and unforgettable. His musical riches are so overwhelming that it is difficult to choose 10 best songs from among his overall renditions so far. But there are certain songs of his that keep haunting admirers. Among these are the prominent Laga chunri nein daag chhupaoon kaise, Kaun aya mere man ke dware payal ki jhankar liye, Sur na saje kya gaaoon mein, Chali radhey rani akhiyon mein paani, Ai mere pyare watan, ai mere bichhre chaman, Kasmein vaadey pyar wafa sab baatein hain, Chalat musafir moh liya re pinjre wali muniya and Tu pyar ka sagar hai teri ik boond ke pyase hum
broken. If theres a flaw, its the unimaginative placement of music tracks that sort of drags the narrative. Despite this setback, Sippys laugh fest warrants applause for not just its talented and fairly non-celeb lead cast, but its extraordinary supporting cast as well. .rom the Malayalee hospital receptionist who rambles on in Hindi in the twang of her mother tongue, to the stout and boisterous stage-show producer Chandra, who believes he has the gumption to step into the spotlight when a role goes abegging. Of the three onscreen actresses, Mendonca is the most delightful as RPs nagging sweetheart, Chitra. Barring a funny wine-spitting scene, a curlyhaired Sharma is fairly poised and barely given scene space to cause any major distress (thank God!). However, Salvi is unable to hold her own as the female lead, though she manages to construct an attractive Nandini with her gorgeous features. But beauty without brains is what ruins it for her. Despite being just one-comedy old, both Khurrana and Kapur show extraordinary comic timing and insight, ensuring they dont slip into crass caricatures. Khurrana, who impressed in Vicky Donor, casts a spell yet again, while Kapur moulds Mandar with affectionate charm that guarantees you will be left in splits. Given the weather outside, Nautanki Saala! will give you the wherewithal to tackle rising Centigrades on exit. debameeta bhattacharya
indulgence in this state of mind, would amount to oblivion, the title of Joseph Kosinkis venture and a word he would seem to have blatantly superimposed on the action. Then again, oblivion would describe the incognito Cruise is all set to sink into after his last venture, Jack Reacher, failed to establish him an overreacher, much as when he made a poor rock of himself as Stacee Jaxx in Rock Of Ages. As Jack Harper, Cruise very much essays the role suggested by the title, reluctantly apt, because this is a memory you will always want to erase. Showcasing culture
Manipuri Kirtana is the gift of the Chaitanya cult of Vaisnavism, which came to Manipur as a gift from Chaitanya Mahaprabhu from Bengal. Kirtan groups, clad in white costume, wearing white turbans with kartals-cymbals in their hands sit in the mandaps ready to sing. \ Kirtana in Manipur has given birth to Pung cholom and Kartal cholom two most important dance forms associated with Kirtan. A group of seven dancers performed Pung Cholom under the direction of Guru Kirti Singh. Thy only used drummers in the Dhumal style, which added to the spark of the performance. It goes without saying that Manipur is a storehouse of culture. Pung Cholom was followed by Thang ta, which is actually a sign of warrior like people, called meiteis. A dozen of dancers rendered a spectacular performance under the choreography of Guru Roshan Longijamswa. The Nata-Sankirtana group rendered a performance under the guidance of Guru N. Shyamchand. Thang Ta which means sword and spear took birth due to the war environment in Manipur. It isnt easy to specialise in the techniques of this martial art form. One has to learn Khurumba, Leiba, thong khong and Wai teiba.
Imphal, celebrated its foundation day on 1 April 2013 inside its auditorium. Thockchom Meinya, member of Parliament and Prof. N. Tombi Singh, vice-chairman of the Academy graced the occasion as chief guests. Guru Lakpati Singh and his group set the tone of the evening. At the prize ceremony, Thounaojam Shobhachandra Singh received the Rajyapal Gold Medal, Ahongshangbam Priya Rani Devi was awarded the Lourembamtombi Gold Medal and Chakpram Narendra Singh received the Guru Gulapi Gold Medal in the diploma course category. Roshali Rajkumari was honoured with two gold medals Savita M. Mehta and Khukhu Sarkar Gold Medal for diploma course year III (dance). The beautiful solo renditions of the awardees justified the truth of their ability and quality. The rasikas were then treated to a mixed fare of the cultural wealth of Manipur with the presentation of Lai Haroaba, Kabui Jagoi, Pung Cholom, Thang-Ta, Nata Sankirtana, Mao-jagoi, Holi Pala and Vasant Ras Lai Haraoba the story of how the Earth was created is the basis of all Manipur dances. The Maibas high priests and Maibis the priestesses are the directors and star performers. The local people take part in the dance, which ensures abundance and prosperity. On the first day of the 59th foundation festival, Laiharoaba taken from Laibou Jagoi, was shown. It portrayed the art of weaving from the time it is planted till the time it is woven into cloth to a hand made loom. The final product is then washed and the first two pieces are offerings to the Gods. Pena an instrument typical to Manipur and drums helped create the music. The Phisharol dance was by the Lai-Haroaba department, choreographed by Guru Indira Devi. The dance Kabui Jagoi is meant for the culturally rich Kabui tribe, that lived on the Western side of Manipur. Their dance style and colourful costumes stand out in the crowd. However, they have a variety of dance numbers Punsha Lam, Kid Lam, Gaa Lam, and Takenu Taren Lam, to name a few. Jawaharlal Nehru Manipur Dance Academy has a wing to impart lessons in Kabui Jagoi.
Holi Pala Yao Shang as it is called in Manipuri language is celebrated with great fanfare for five days in Manipur. It is a festival of colours celebrated in spring. A huge group of performers dressed in colourful costumes themed Holi Pala,
which was composed and choreographed by Guru Lakhapati Singh and Satyakam Singh. Mao is one of the 39 tribes of Manipur that belong to the southern reaches of Manipur. They performed an entertaining piece of Mao Jagoi under the tutelage of guru Dikko. Raslila of Manipur, which is a highly stylised expression, is of comparatively recent origin. It started about in the year 1768 AD, during the time of Rajarshi Bhagyachandra of Manipur. The audience got a brief glimpse of Vasanta Ras on the day of when prize distribution happened. On the second day of the festival Moirang Shai by Ojah Langathen Thoinu and Pena Pala by Ojha Mangi and troop enthralled the audience. Ojha Langathen Thoinu along with A.N Aneshori Devi, A.N.Priyarani Devi and S.N.Penki Devi, presented Khambana Kabo Leikai Koiba in folk music in which Thoibi, Chingkhubas daughter and the younger brother of the Moirang king was exiled at Kabo, Burma. Khamba, visits Kabo to meet Thoibi along with his brother-in-law Pheiroijamba. As the legend goes, pena made from a bamboo rod and the shell of a coconut is an ancient Manipuri instrument of the Meitei community, which is associated with the creation of this universe. Pena Pala was presented with the main singer Kh. Mangi Singh who was accompanied by other singers. The theme of their singing was an argument, of the two important Manipuri Gods Sanamahi and Pakhamaba, over the throne of the Meitei clan. Ariba-Pala a school that imparts knowledge in Kirtan performed on the last day. It is said to have infiltrated from Bengal and is a dying art form. Manipur has an elaborate ritual for kirtana performance. Coming at the heels of AribaPala was Monoharshai a classical form of Padavali Kirtana introduced by Thakur Narottam Das, the great Vaishnava of the 16th century. This kind of Kirtana singing became prevalent in Manipur in the 19th century and has incorporated the entire sequence of Nata Kirtana singing. The dance-drama Leima Namul Khambi by Prof. N. Tombi Singh, was based on the ancient Manipuri text Chainarol an account of combats. Its aim is to depict the life and culture of the Meiteis. .inally, there was a Shradhanjali dedicated to the father of the nation, whose sacrifices blessed India with Independence. Lokendrajit choreographed the performance. Apart from having hues of classical dance, it also had the elements of Lai Haroba and other forms of contemporary dance.

Dancers of tomorrow
.ederations recent presentation of Stars of Tomorrow at Rabindra Sadan emerged as a constructive job impregnated with the attempt to provide the opportunity to group dancers to prove their mettle as solo performers of classical dance. It was a rewarding experience to come across their individual expertise and artistry in the hard task of exposing the intricacies of rhythmic connotations. Sanjib Samaddar, who initially learnt Bharatanatyam under Subhasis Dutta, has improved with the tutelage of guru Abhoy Pal. The opening Teen Murthy dedicated to the gods Ganesh, Kartikeya and Shiva was marked by the unfolding of thematic gravity and choreographic novelty. The young dancer fancifully depicted the abstract images of the three gods in Bharatanatyam through the body language of temple dance, to the vocal accompaniment of Sukumar Kutty. The apt expansion of raga Gambhira Natta wonderfully synchronised with the holy icons of the divinities. The application of the notes kakoli ni and pratyaghat gamak added to the sombre gravity of devotional exposition. Against the varied combination of the five matras of khanda chappu, Sanjibs movement, hand poses and eye expressions clearly depicted the fearlessness, romance and divinity of the three. The concluding Dasavatar was convincing but the aharya abhinaya part needed to be more focused. Aparup Khatuas Bharatanatyam was the curtain-raiser of the festival and the beginning with alaripu spoke of his proper training under guru Amrit Khatua. The delineation of
posture, movement and subject was quite correct. The choreography of the Tagore song, Basanti hey Bhubanmohini, was neatly illustrated by the young artiste with due emphasis on South Indian slow tempo. L Swetha, a student of Sujata Ramlingam, gave an admirable account of talim in the phase of tatmet, where the footwork set to Bharatanatyam tempo was impressive. What she requires to improve is the concentration on expressive language. Arjika Ghosh, student of guru Rajdeep Banerjee played sabdam in Seetaharan that was admirable due to abhinayanga, while the thillana showed promise because of the flexibility of body along with the spontaneity of movement. Shreya Guha Mazumdar, the lone Odishi dancer, charmed viewers with the lalit bhava of dance. A student of Mrittika Bhattacharya, she started with a beautiful composition of Kelucharan Mahapatra. Her pallavi and moksham, choreographed by Sujata Mahapatra, reminded one of the exclusive gharana of Kelu Sir. Shreyas posture of trivanga, followed by single and joint stepping, was imposing. The bistar of tere kete/dha or ta dhin/tere kete in pallavi and the abhinaya in Ya Devi Sarbabhuteshi bore the touch serious approach to Odishi dance. Concluding artist Sumana Bhars Kathak exhibited her riwaji skill in andaj, amad, and tukra that she imbibed from her guru, Bandana Sen. The lively toda in varied tempo and tihai was enjoyable for her joy of expression. What she requires to improve is gat bhao of expression.
COLOURFUL MELODIES
HOLI-MILAN
There was a deep shade of pain when Pandit Vijay Kichlu said, Eminent thumri exponent Purnima Chaudhuri was supposed to perform on this special occasion; but we lost her a few days ago. The hardhitting truth stunned the audience at Birla Sabhagar as the mood was tuned to enjoy a colour-dipped Holi Milan replete with a bouquet of varied idioms deeply linked with Holi prior to the festival of colours, organised by Sangeet Ashram on 24 March. All stood silently to pay respects to the departed maestro known for her chirpy, happy persona and for her serious, selfless dissemination of the treasures she possessed. As a mark of respect to Purnimaji, we are presenting Sanjana Chakraborty, one of her disciples, along with Manasi Majumdar, Sabina Mumtaz Islam, Sanjukta Biswas and Kakoli Mukherjee, said Kichlu before giving a delighting introduction to hori dhamar, the opening idiom of the evening. The celebrated accompanists included Pandit Ananda Gopal Bandopadhyay, Gopal Mishra (tabla), Sarwar Hussain (sarangi) and Jyoti Goho (harmonium). All except Sanjana joined in to showcase a beautiful dhamar in raga Patadeep from dhrupad maestro .alguni Mitras treasured collection (unfortunately without due acknowledgement). This was followed by Kanha bhar-bhar mare pichkari, a famed khayal bandish in raga Bihag with typical Agra elements. But it was the young Sanjana who gifted a sparkling hori thumri in mishra Kafi set to addha with thrilling laggi in double kaherwa. True to her gurus style, her presentation in a deep, powerful voice was beautifully encrusted with rhythmic designs. Sabina and Sanjukta, two brilliant disciples of Vidushi Subhra Guha, stood out because of their extremely sur-filled voices, delightfully emotive bol-banav and neat laggis. Both chose thumris without any hues of Holi. Kakoli, a disciple of the late Sipra Bose (Lucknow gharana) who is training under Vidushi Girija Devi (Benares gharana), performed the same. A brilliant gem with
loads of pro-thumri attitude, Kakoli, who sounded a little confused, was discovered at the Purab Anga Gayaki Utsav 2011. Manasi, a senior disciple of Girijaji was more prudent at selecting her pieces (thumri: Nandalala aao Holi khelo, dadra: Udat abir-gulaal), but her severely flawed pronunciation robbed the lyrics of their beauty an important aspect of this genre. Its a pity that Sanjukta and Kakoli could not find dadras with hori themes. Sabina (Rangi sari gulabi) and Sanjana (Mo pe daro na rang) enjoyed the cheefulness and colour of their pieces. In the arena of chaiti, only Sajukta and Manasi came forward with suitable compositions while Sabina and Kakoli sang kajri a surprise in this season. Kajri like chaiti is no doubt a folk idiom but it belongs to a particular season. That season is monsoon another very powerful and important segment of the complete cycle of an Indian year that comprises six seasons. In thumri, Vasant dominates Hemant and Shishir, the season of hori and chaiti. Varsha, the life-giving season flanked by Greeshma and Sharat, inspires a hoard of seasonal ragas along with unique idioms like kajri and jhoola. Just as morning ragas cannot be sung in the evening, there was no justifying including kajri during the melodic celebration of spring. Though hori singing begins from vasant panchami, according to traditional norms the ritual Holi-Milan, like bijoya sammilani, is organised to spread the colour of unity and amity with everyone, irrespective of caste and creed.

singer Ali Haider ruled the roost in 1990s with hit albums like Purani Jeans, Qarar, Chahat and many others. However, personal issues led the pop sensation to slip ff the radar for years, following which, he also tilted towards spiritual music. Now, after a long hiatus, he is back with what he is best doing. His new album, Bachpan ki Badami Yadein, which was released on the Artist Aloud portal, talks about childhood memories and teenage years. Excerpts: Tell us about the album Bachpan ki Badami Yadein. Its a pop album with seven new tracks. I am coming back after a gap of five years. The album is very simple and the tracks are narrative in nature. The album is a compilation of songs with different moods. The title track, Bachpan Ki Badami Yadein, is perhaps everyones story from childhood to high school. You just connect with the poetry right away and while listening to the track go down the memory lane of that phase of your life.
PAKISTAN-BASED
Art from both sides can create a bridge that would never break
You stay on and off the radar constantly. Why? Life is about coming in and going out, but I am back on the radar and I hope this time I will stay and not get away too soon. Bachpan ki Badami Yadein brings back the simplicity of Purani Jeans Indeed, it is a simple, innocent and honest song. I seriously hope it touches the hearts of all, irrespective of any age group. Luckily, people are already comparing this song with Purani Jeans. So I am happy and honoured. Purani Jeans was not an overnight success but it attained a place in peoples heart with time and, similarly, Bachpan Ki Badami Yadein will leave a mark. Would you like to work in Bollywood? I havent worked in Bollywood yet. If a good offer comes up, then I can sing here. Who are the music directors and singers you would like to work with? I would like to work with anyone who does justice to my voice and make songs that win peoples hearts. I would love to collaborate with AR Rehman, Shankar Mahadevan and Adnan Sami. According to a report, you have issues with Indian music being played on Pakistan channels? Why? No, thats incorrect. There is no issue. All I want to say is that music and musicians should not have any boundaries and they should be treated equally and respectfully from both the sides because people from both countries want to see and listen to their favourite artists from across borders. A few artists here (like Abhijeet Bhattacharya) allege that Indian artists are not welcomed in Pakistan while India hosts a red carpet welcome for its counterparts. Even a few fundamental political parties oppose Pakistani artists here. How do you react to this?
RISING STAR
Hoping to revive the success of Purani Jeans success with new tracks, Ali Haider tells karan bhardwaj bhardwaj about the album, his Bollywood plans and music beyond boundaries
Its strange because Indian artists are huge in our nation. They often visit for various events and performances there. Some of them I have personally met and attended (their performances), like Kailash Kher, Alka Yagnik, Kumar Sanu, Sonu Nigam and Saif Ali Khan. Every week, a new Bollywood film is released in Pak theaters and people go mad to see Indian actors. So, if artists from Pakistan are treated well here, then it would be a good sign because at the end of the day the winner should always be the art and not the boundaries and differences. Can music bridge the gap between the nations? I firmly believe that art from both sides will create a bridge that would be strong and concrete. It will never break with the burden of hard talk by hardliners.
pened to be one of the launching shows of the Bindass channel. I got selected but the show didnt work due to its poor content. The major break came in 2008 with Raja Ki Aayegi Baraat on Star Plus. The show ran for three years. Then, I did Na Aana Is Des Lado, followed by Veera. Are you happy doing Veera, where kids are in focus? I did it for Star Plus. Before Veera, I couldnt do a few shows with the channel. So, it would have offended the channel. I would confess I dont have 100 per cent creative satisfaction with my character. I would quit if I get something interesting. That is quite candid! Yes! No one stops for anybody. One has to move on. If I get the better opportunity, I would go ahead. Are films the next goal? I am a laidback person and have never run after producers or directors. People have just started recognising me. I am also meeting people in the industry. As of now, there is no concrete news to share. I am glad, at least, that theres a trend of picking up TV actors in films. Have you adapted to Mumbai? I am in Mumbai because I have to work here. If the working unit shifts to Ludhiana, I will be happy there, too. I didnt have to do anything to adapt to Mumbai. I continue to live the way I used to in Jaipur. In the industry, there are 10-12 people from Jaipur who are doing very well. Are you a fitness freak? I have been working out since 1998. Earlier I would often suffer because I used to do it myself. But now I have taken my fitness regime quite seriously. In the coming days, I hope to get into better shape. Are you single? I am single and ready to mingle. I was in a relationship but we mutually parted ways. karan bhardwaj

I always wanted to be an actor but didnt know how to make it happen. I completed my MBA and started working with Wipro in Mumbai. After a year, I decided to chase my acting dreams and quit a regular job in 2006. Later, I joined call centre, where I would work the night hours. I would invest the daytime in working out and auditions. Working in a call centre also helped me improve my English. When did you learn acting? No, I never had any formal training. I just gave auditions, kept learning. Then how did the breakthrough happen? I gave auditions for Shakira, which also hap-

late, science fiction films have been mostly about dystopian pre-apocalyptic societies and the originality if films in this genre lies in trying to give this perspective a fresh twist. Producers have taken to making films with political tones that highlight the future dangers of a failing democracy. An example of this is Peter Jacksons 2009 film District 9. The Host could have delivered a lot more in that context. The film is about a time in the distant future when war and suffering would be eradicated because humans would have had their bodies taken over by parasitic aliens. The aliens intentions are to help humans live in harmony and not to exploit them. A hunt is then on to find the last few remaining humans whose bodies have not been inhabited. Melanie, played by Saoirse Ronan, must resist giving out too much information about the whereabouts of her brother and boyfriend even as the alien inside her constantly questions her. But it, too, slowly starts conditioning itself to Melanies emotions. Watching an alien enter a soulless (in

this case dead) body through an incision behind the neck might satisfy your tastes for science fiction but the storyline is poor and seems as though it is being stretched for the purpose of doing justice to author Stephenie Meyers book of the same name. The Host starts with what seems like a unique sci-fi film but degenerates into a sappy love story and ends on a majestic tone that doesnt compliment the rest of the movie, once you realise its just the background music that prevents it from getting cheesy. If youre given to watching gripping sci-fi movies, then this one is sorely lacking. Theres very little to do with mutations between technology and biology for enthusiasts who drool at scenes of gigantic abominations between man and machine. The movie could have been better had there been an element of mystery. Its placid tone dosent really work. In short, what Twilight is to vampire movies, The Host is to mundane alien abductions. christopher gonsalves
watched ET The Terrestrial directed by Steven Spielberg, he was amazed to see many close resemblances of his own written script of The Alien in ET. Though initially shocked, he did write an article, The Ordeal of the Alien, in The Statesman in the 80s. He never blatantly criticised its director. In fact, Ray rather admired the technical knowhow of this upcoming director of Hollywood who rose to fame with Jaws. Today, with Steven Spielberg termed the wonder boy of Hollywood having visited India for the first time, he has never confessed whether the script of The Alien did influence his magnum opus, ET. But he has stated that the world knows Indian cinema through the works of Satyajit Ray. The technical wizard known for mind-blowing special effects and other cinematic experiments did change his vision with The Colour Purple in 1985. The plight of blacks in the USA and their sufferings, which was adapted from a literary work by Alice Walter, saw Whoopi Goldberg at her altruistic best. This film, for the first time, brought to the forefront the humanitarian side of Spielberg, who considers Sir David Lean and Elia Kazan his idols. He generally keeps this rare aspect hidden in the razzmatazz of technical wonders but, when it surfaces, Spielberg is unique. The gruesome torture and mass genocide of Jews by Nazis formed the backdrop of his classic Schindlers List in 1993. Shot in black and white, it had Liam Neeson as Oskar Schindler. He was

cinema, praised the film and felt it was history in motion. Roman Polanski cried while watching Schindlers List and said that all throughout the film he felt he was an inhabitant of a concentration camp. Open his chains, the dialogue by Anthony Hopkins in Amistad in 1997, remains the most humanitarian example in a Spielberg film. As the master actor was shooting for the scene, in which he addresses the American police to free a Negro captive for whom he was fighting a case in the Supreme Court, he adopted a commanding tone full of emotion and the shot was okayed in one take. Spielberg visualized a particular emotional movement and quietly asked Hopkins to hold a finger of the liberated Negro and move it round clockwise twice. The scene had the likes of .rancis .ord Coppola and Sir Richard Attenborough clap in appreciation. After Saving Private Ryan, the magically gifted director was back with a biopic Lincoln on the life and times of arguably the greatest US President. In the title role, Daniel Day Lewis won an Oscar. Though not of the standards of Joan Of Arc by Victor .leming or Lawrence Of Arabia, Lincoln definitely touched unknown chords in viewers hearts with its humanistic and democratic appeal, which Spielberg poured into the film with a perfect blending of intelligence and inborn spontaneity. The humanist in Spielberg has begun to eclipse the technician within, and it is left for the whole world to await for his film on King Martin Luther Junior.
artistic objectives may have reason to be pleased that Doordarshan has revived the idea of a late-night slot for award-winning works and films that have done the round of international festivals. It may be recalled that slot had existed for some time and had included films selected for the Indian Panorama. Why the slot was removed was never explained. The guess was that most of the directors associated with serious work had entered the mainstream circuit and that popular directors had been developing styles that had closed the gap between them, on the one hand, and award-winners and festival faces, on the other. It was around the same time that there was an explosion of multiplexes where premieres and prime-time bookings became attractive. The dividing line between the two classes of filmmakers began to disappear and there was nothing so appealing as an opportunity to show films on a multiplex network with all the advantages of pre-publicity. It will perhaps not be the same for a premiere telecast on Doordarshan. A whopping fee may not compensate for the steady returns expected from commercial screenings and the subsequent sale of video rights.
