WHAT IS MAPPA? Section 4

MAPPA stands for Multi Agency Public Protection

HOW MAPPA WORKS Section 4

Level 1: Ordinary Risk Management


It applies to those offenders who can be managed by one agency.This is usually probation, police or
youth offending services. Relevant liaison with other agencies continues in the normal way.

Level 2: Local Inter Agency Risk Management


Meetings are convened across North Wales on a monthly basis. Cases brought to this meeting are
complex and there is a need for agencies to collaborate to make sure the risk is managed effectively.
The cases are generally regarded as posing a ‘high risk of harm’

Level 3: Multi Agency Public Protection Panels


Meetings are held, when necessary, to manage the ‘critical few’.That is those offenders who pose the
highest risk of harm and / or those whose management is complex and where extra resources are
needed to manage the risk.

WHO IS INVOLVED IN MAPPA? Section 4

The police service in North Wales has a

is an extremely secure and confidential

monitoring the registered sex offenders
who live in our area.
Probation
The probation service supervises a large
number of offenders who are serving sentences
in North Wales. Probation staff have a great deal of
experience in assessing offenders’ risk and are Adapted

How are the victim’s views taken into account?


The Victim Liaison Scheme is run by the Probation Service. It has a legal framework and relates to victims
of serious sexual and violent offences where the offender has been sentenced to prison for 12 months or
more.Victim Liaison Officers [VLO] only work with victims and have build up expertise in working with
those victims who wish to take part in the scheme.The VLOs share information about the offender’s
sentence and progress through the prison system.The VLOs also work closely with relevant agencies and
inform MAPPA meetings about any relevant ongoing issues.They also ensure that the victims’ wishes are
listened to and licence conditions are put into place that will minimise any future risk to the victim.The
victims are informed about licence conditions that apply to them.

The number of registered sex offenders in North Wales per 100,000 population is 61. This is an
increase over last year of 1.64%. This compares with the national figure (for Wales and England) of 60.
This is an increase of 2.67%. The number of registered sex offenders is higher than last year, as the
registration period for some individuals is long. In some cases individuals have to register for life.

2. Category 2 MAPPA Offenders : Violent and Other Sexual offenders

There has been a significant reduction in the number of Category 3 cases discussed.This is due to some
extent in the commencement of Domestic Violence risk assessment conferences across North Wales
where agencies work together to reduce the risk of harm to victims of domestic violence.These multi-
agency meetings are separate from the MAPPA process.

Management of MAPPA cases


The number of cases managed at MAPPA Level 2 has reduced since 2005/2006. However there has been
a sharp increase in the number of cases discussed at a MAPPA Level 2 meeting while the offender is still
in prison. This indicates good planning for release. It also means that the victims’ wishes regarding
licence conditions can be taken into account and any risks posed to the victim can be managed better.
Additionally, in some cases the risk is to the public or another identified individual.While recognising it
is impossible to eliminate risk altogether, the multi-agency meeting considers all these issues and works
together to make sure a strong risk management plan is put into place. In many cases the plan works
sufficiently well for the case to be managed at Level 1 following release.
More cases are managed at MAPPA Level 1.The offender’s risk is assessed, and the complexity of the
issues that are linked to the management of the case are taken into account when identifying at which
level the case should be managed. Over the past year managers have become more confident in
identifying cases to be managed at Level 1.This means that ‘single agency’ management, (in collaboration
with other agencies as necessary), is focussed on a larger number of cases.The impact of this is that the
MAPPA Level 2 meetings are able to spend more time on the more complex cases.

Lay Advisor’s Report

During the last twelve months as lay advisors we were instrumental in instigating an attempt to
rollout Leisurewatch in the North Wales MAPPA area. Leisurewatch is a tried and tested
initiative to train leisure centre personnel to identify and deal with persons that frequent
leisure centres with the sole purpose of grooming children and young people for their personal
sexual gratification. Unfortunately, due in the main to a lack of resources progress on this
matter has been very slow.

Consistency from area to area in the role of lay advisors is something that has been lacking but
as the role develops this should become less of an issue. In order to tackle this on a short
term basis we in North Wales have with the full co-operation of the S.M.B put together our
own plan of action.

Having appeared to have gained acceptance from the “Duty to Co-operate” agencies that form
the MAPPA arrangements in North Wales, we feel that we need to build on that acceptance
and trust in a positive way. Having looked long and hard at how we can assist in making the
MAPPA arrangements even more efficient we feel that there are two areas that we need to
concentrate on in the next twelve months

a) Greater clarity of inter-agency arrangements.We are confident that each agency involved in
MAPPA carry out their duties in an efficient and professional manner and can reassure the
public that this is so.We do however feel that a greater understanding of each other role in
the “big picture” would untimely benefit the agencies and the public whom they are there to
serve.We hope that we will be able to assist in bringing this about in the near future.

b) None of the “Duty to Co-operate” agencies involved with MAPPA are by their nature
publicity seeking organisations. However it is vital that the public are fully aware of what the
official role of MAPPA is and how they attempt to achieve their objectives in connection with
this role. Success only comes with the support of the public. In the next twelve months we will
make it our priority as part of a wider team to inform the public on what MAPPA is about.

Finally we would like to complement all the agencies involved with MAPPA in North Wales on
the dedicated and professional way they carry out their often difficult duties on behalf of the
public.
