1.0 INTRODUCTION
1.1 PURPOSE
The purpose of this draft is to provide a working document that provides the details of how the scope of work shall be executed for the Engineering, Procurement and Construction of Site Fencing and Guard House Works for the 1500mw Power Plant in the CENTURY POWER GENERATION INDUSTRIAL AREA PROJECT. The work methods describe the activities and responsibilities for effective co-ordination of the work package. It gives details of the respective work units in the project and how each item shall be executed with clear analysis of the resources items to be implemented in accomplishing the set targets.

1.2 SCOPE OF WORK.


The Scope of work covers the following aspects of the work: 1. Preliminary works which includes Detailed Designs produced for the entire scope described herewith and the Setting-out Works to determine coordinate and spot heights of the cardinal control points of the fence line, site access and the guard house zones in the Power Plant Facility. 2. Fencing Works for the Power Plant Facility which basically involves erection specifications for the Upland and Swamp Region of the Site. 3. Site Access Works which includes completion of linked site access to the expressway to the industrial area, the provision of a Lay-by/Parking lot to accommodate vehicles to be checked in and for parking purposes. The fabrication and installation of the gates are also included in this section. 4. Guard House Works illustrating the sequences of construction activities to be carried out. 5. Commissioning Works and Demobilization/Close-Out

1.4 THE ORGANISATIONAL STRUCTURE


The HPT comprises Site operation Team and office support operations. See Organisation Chart below. 1.4.1 Operations at the Hammakopp Consortium Office in Okija The project team is headed by the Construction Project Manager (CPM) who reports directly to the GMP. Within his jurisdiction is the Project Engineer to coordinate information within their sphere for appraisal by the HPT headed by the Construction Project Manager. Weekly and Monthly reports and progress details are articulated by the HPT and effective information and communication dissemination is handled by this division. 1.4.2 Operations at the Construction Project site The project team at the Site is headed by the Project Engineer (PE) who reports directly to the Construction Project manager (CPM). Within his jurisdiction are the QA/QC Coordinator, Site Engineer and the HSE-MS Coordinator. All coordinate information within their jurisdiction for appraisal by the HPT headed by the Construction Project manager (CPM). Weekly and Monthly reports and progress details are articulated by the project team at the site and effective information and communication dissemination is handled by this unit and transmitted via courier or electric media to the Okija office operation.

2.0 PRELIMINARY WORKS


2.1 KICK-OFF MEETING
The kick off meeting shall be held in the clients premises. The major agenda of this meeting is for both parties to understand the scope of the job and make all necessary clarification on the job.

2.2 MOBILIZATION
2.2.1 Pre-mobilization
Pre-mobilization of all equipment/tools, materials and personnel for civil construction will commence first.

2.3 SETTING OUT OF WORKS


The setting-out works shall be wholly executed by the survey team. The team shall first visit the site and do a re-alignment of the fence line with respect to the position from the existing expressway feature. This will facilitate the positioning of the centre line of the site access road and then the building line offset from the centreline. This will be achieved by using coordinates read from the GPS Precision Instrument/Device.

2.4 PROJECT DRAWINGS, PHOTOGRAPHS & SURVEY WORKS


Development of project drawing is an intrinsic part of the works of this segment. A. First we crosscheck the project scope containing preliminary design parameters and try and clarify some of the items of the design and then produce the detailed drawings of the works therein described. B. Our surveyors shall then move in using the consultants control to re -produce the coordinates of the proposed fence and compare figures. C. During the filling for the different site access road profile the surveyors retakes the profile so we can estimate the volume of the respective filling made for the particular layer. D. During the construction of the fence the surveyors also carries out check levelling to ascertain the gradient for stepping down the fence foundation at the different intervals along the fence perimeter E. Drawings of the finished level which includes drawings for the fence boundaries and shall form part of our As-Built submissions. F. Photographs shall be taken periodically as part of the deliverables of the project works. This shall show all the respective segments of the work in progress for progress reporting.

3.0 FENCING WORKS


3.1 UPLAND FENCING
3.1.1 Excavation of Trench along Fence Line (Maximum Depth of 750mm Depth)
The fill material along three sides of the fence boundary of total length 1701.14m shall be removed using the JCB Excavator of 2.3m3-capacity output. The fill material shall be deposited in layers to the swamp region to make up the fill levels or will be deposited as directed by the client party

3.1.2 Blinding
A design mix of 1:5:10 mass in-situ concrete in accordance with BS 882 shall be used for this purpose. This work item involves the placing of Grade C15 Concrete to a minimum thickness of 50 mm layer under all foundations indicated on the IFC Drawings.

3.1.3 Casting of Foundation Strip for Fence Line


3.1.3.1 Formworks

20mm thick Plywood materials, sawn hard wood and adjustable steel prop will be used for the work All forms to receive fresh concrete to grade foundations shall be constructed in accordance with BS 8110, Part 1, and Section 6.9. Forms shall be built up and erected in line with the dimensions and instruction indicated in respective Formwork/Reinforcement drawings. Materials used shall have no surface defects and shall be resistant to the action of cement and water. It shall be rigidly constructed and be mortar-light. Timber for formwork shall be well seasoned, good quality, free from cracks, shakes, loose knots and other defects. Timber and metal once used in formwork shall be cleaned and satisfactory reconditioned before being re-used.

3.1.3.2 Concrete Work

A design mix of 1:2:4 mass in-situ concrete in accordance with BS 882 shall be used for this purpose. This work item involves the placing of Grade C20 Concrete to a minimum thickness of 225 mm layer on the blinding as indicated on the IFC Drawings. The width shall fall within but not necessarily exceed 675mm.
3.1.3.3 Assembly / Installation of Heras Fencing

The Heras security welded mesh system shall be installed to achieve the highest level of security, providing a lasting result to the clientele. The mesh panels shall be assembled in such a way to provide a high degree of security, whilst giving a discreet visual impact on the environment. The mesh apertures shall provide see-through visibility. The Heras fence will be installed with stainless steel posts that will be monolithically recessed into the foundation strip.

3.2 SWAMP AREA FENCING


3.2.1 Excavation & Compaction of Trench along Fence Line (Maximum Depth of 1000mm Depth)
The fill material along fence boundary parallel to the Ulasi River at the swamp region of the PPF. An estimated volume 913m3 shall be removed using the JCB Excavator of 2.3m3-capacity output or . The fill material shall be used for backfilling and to make up the fill levels or will be deposited as directed by the client party. The sides of the trench will be compacted using a Mobile Tamper or Hand Compactor in order to achieve the required bulk density for restraining earth movements at the flood plain prior to the commencement of foundation works. As the need may arise timbering to support sides of the trench may be employed. This information

3.2.2 Blinding
A design mix of 1:5:10 mass in-situ concrete in accordance with BS 882 shall be used for this purpose. This work item involves the placing of Grade C15 Concrete to a minimum thickness of 75 mm layer under all foundations indicated on the IFC Drawings.

3.2.3 Casting of Foundation Strip and Ground Beam for Fence Line
3.2.3.1 Formworks

3.2.3.2 Reinforcement Preparation

Steel Reinforcement shall be in accordance to DEP 34.19.20.31-GEN Reinforced Concrete Structure, Paragraph 5.3 Reinforcement. We shall prepare rebar bending and cutting from the workshop in OKJ and the bending and shaping shall comply with BS 866:2000 and with BS 4449 hot rolled highly yield deformed bars grade 460. This will serve to facilitate a monolithically recessed ground beam in the the foundation

3.2.3.3 Concrete Work

A design mix of 1:2:4 mass in-situ concrete in accordance with BS 882 shall be used for this purpose. This work item involves the placing of Grade C20 Concrete to a minimum thickness of 225 mm layer on the blinding as indicated on the IFC Drawings. The width shall fall within but not necessarily exceed 675mm. The same shall apply for the ground beam (Minimum of 225mm depth) to be casted on the foundation strip.

3.3 SANDCRETE FENCE ERECTION


The fence shall be constructed using 450mm x 225mm x 225mm sandcrete hollow block. Each block shall be moulded by a prescribed mix. The blocks shall be layed in stretcher bonds solidly bedded in a 1:3 cement mortar. The physical perimeter shall consist of an fence of 4.5m in height to cover for two longer boundaries of the Upland Area and the boundary along the swamp area. The Perimeter Fence must not to be closer than 10m from the buildings with the PPF except in cases where the site is an existing site and site limitations are experienced. The perimeter fence shall enclose all the holding units and all the support buildings within the facility and shall also be rendered and painted on both sides as required. 3.3.1 Concrete Column and Column Base A design mix of 1:2:4 in-situ concrete in accordance with BS 882 shall be used for this purpose. This work item involves the placing of Grade C25 Concrete to a concrete form of 225mm x 225mm x 4500mm for the column and 400mm x 400mm x 350mm on the blinding as indicated on the IFC Drawings. Concrete Coping A design mix of 1:2:4 in-situ concrete in accordance with BS 882 shall be used for this purpose. This work item involves the placing of Grade C25 Concrete to a concrete form of 375mm x 100mm for the coping on the fence as indicated on the IFC Drawings.

Installation of Hangars and Barb Wires This involves the installation of 50mm x 50mm x 6mm Y-shaped angle iron bar to be welded to the top mesh of the coping formwork so as to recessed into the coping cast concrete. Barbe wires as described in the BOQ shall also be installed on the hangars

4.0 SITE ACCESS WORKS


4.1.1 Provision of Laterite Fill materials Fill materials from the upland region below top soil excavation depth have been identified from the soil investigation report as Laterite by the consultant. This information has also being confirmed on site. The Lay-By/Parking Lot and the Site Access Zone shall be developed by laying, grading and compacting the filled materials from cutting depths using the grader and vibrating roller. 4.1.2 Sub-Grade leveling to Shape The sub-grade is graded to shape to determine the design ground formation at the equipment zones and the roads for mass haul for both cut and fill. Where the sub-grade has an unacceptable soil formation the soil shall be excavated and cut to spoil using bulldozer. The sub-grade levelling shall be

As work progresses on site, there shall be provisions for additional works to be included in the contract sum such as external works and landscaping which was properly detailed in the original document provided by the Consultant.

6.2 Review of As-Built Engineering Design Outputs


From the forgoing additional construction operations and possible variation in scope of work, a review will be required to develop accurate designs, specifications, and estimates on the existing deliverables.

7.0 SCHEDULE OF WORK


The schedule of work for the Site Fencing and Guard House Works basically covers the time and resource allocation details for effective tracking of schedule performance. The work will be executed using a six-working day calendar. The projected duration of the work is 224 days. The detailed project schedule and other details is attached to this document.
