Who We Are
Turning Points for Children is a 501 (c) 3 charitable organization, the result of the merger of the Childrens Aid Society of Pennsylvania and the Philadelphia Society for Services to Children. Last year alone, the agency served more than 2,700 families and over 5,300 children by providing innovative programs that nurture families with children through after-school family programs, teen parent education, assistance to relative caregivers, and in-home services to children who are at risk for potential abuse and neglect, and supports for children in foster care. The agency also provides the critical resources, life skills and supportive partnerships needed to create stronger families and raise children with the hope for brighter futures. Turning Points for Childrens Vision is that all children will grow up in a nurturing and protective family environment that provides them with the framework to make positive choices and become healthy, productive, and self-sufficient adults. Programs provided by Turning Points for Children keep children safe from abuse and neglect, prevent them from entering foster care, and help them succeed in school.

Turning Points for Children's Mission is to support families in raising safe, healthy, educated, and strong children by partnering with caregivers to develop and strengthen protective qualities and by offering them the tools, skills, and resources they need to ensure their children's optimal development.

Vogel, Chief Executive Officer We dedicate this report to our community, as we do all of our work, to you: our valued benefactors and grantors; our city and state funders: our community; and our board, staff and volunteers. Most especially, we are grateful to the thousands of families and children who allow us into their lives every year. In the report period of Turning Points for Childrens 2012 Annual Report, we provided social services to over 2,700 families, and more than 5,300 children in Philadelphia. We have been entrusted with a historic mission to uphold, one that now is more than 178 years-old. Thanks to you we have succeeded in sustaining and strengthening our legacy with effective programs for an always-increasing census of families and children throughout our city. Their lives, we believe, are stronger and futures are brighter because of what we do every day; support families and caregivers to raise safe, healthy, educated and strong children. You will see how our staff devotes both talent and dedication to our vital and effective services and programs, and how your support is indispensable to their work. I am proud to have served during an exhilarating time of both service and program growth (staff count approached 100 for the first time in TPFCs history). Without our dedicated and well-trained staff, a multitude of donors and our volunteers this would not have been possible. We were able to accomplish so much this past year on behalf of the families and children who depend upon us. The following is a sampling of these achievements. Program Performance
Performance and Quality Improvement (PQI) The Performance and Quality Improvement (PQI) process is integrated into all of our work, involving all personnel and stakeholders. PQI is addressed in all programs, with representative PQI Committees, the Leadership Team and the Programs Committee of the Board of Directors. Regulatory, contractual, professional, accreditation and other applicable standards, along with safety considerations, influence our agency practices. The PQI process provides input to strategic and short-term planning and is informed by the statement of commitment to provide services that are: mission-consistent, responsive, accessible, effective and well-managed. The chart below identifies the programs most recent funder audits, whereby the program met all contract requirements. Event Highlights
Kinship Community Events Turning Points for Children, in collaboration with Pennsylvania State Senator Anthony H. Williams office and Grands as Parents, provided four Kinship Community Events to reach out to Grandparents Raising Grandchildren in diverse Philadelphia neighborhoods. These took place on November 9, 2011 at Sayers Memorial Methodist Church, 61st and Catherine Streets; March 8, 2012 at Bright Hope Baptist Church,12th and Cecil B Moore; June 7, 2012 at Miracle Temple of Christ, 26th and Tasker Streets; and October 18, 2012 at Center in the Park, 2818 Germantown Avenue. Kids at Heart 2012 Benefit Gala On April 20, 2012 Turning Points for Childrens annual fundraising gala the Kids at Heart 2012 Benefit Gala was at the Hyatt Regency at Penns Landing with the theme of Pirates on the Delaware. Mr. E. Stephen Collins, Director of Urban Marketing and External Relations at Radio One and Host of Philly Speaks on 100.3 WRNB-FM, was the evenings Honoree. Our Essential Programs for Families and Children


Thank You to Our Donors, Staff and Volunteers For Supporting Our Programs Growth It is through Turning Points for Childrens many dynamic and innovative programs for children and families that we are most present in our community. Staffing Turning Points for Children continues to expand its staff. As of September 30, 2012, Turning Points for Children had 92 full and part-time employees. Staff retention was at 83 percent this year. The following are descriptions of our main programs, some testimony from people who have benefited, and some measures of how each program has succeeded. It is as a result of the generosity of our donor and government support that we are able to achieve all that we do, and to grow these programs each year. Thank you for making this possible. Please continue to demonstrate your belief in our work. Time Out for Teens and Tots This program utilizes evidenced-based curricula to provide parenting education, skills enhancement and support groups in the community to help parents cope with the challenges of parenting. TTT specifically provides support and parenting education to pregnant and parenting teens. In the past year, 261 families were served through these varied parenting programs. The Time Out for Teens and Tots (TTT), a program for pregnant and parenting teen mothers and their children, celebrated its 25th Anniversary on May 19, 2012 at Smith Playground in Fairmount Park. Parents and children who participated in TTT over the last 25 years, along with community stakeholders, were invited to this celebration. Family Empowerment Services (FES) Enhances parents abilities to meet the basic and wellbeing needs of their children and to prevent the onset of abuse and neglect. In the past year, FES has: Provided services to 371 families, including many children living with relative caregivers through our Kids n Kin program 95 percent of families were stabilized as a result of receiving services In follow-up with the families, 90 percent continued to be safe and stable 60 days after services had ended. I was extra pleased with (my social workers) help. Although it was her job, she showed genuine care for our family. -From Family Satisfaction Survey Response

Family Finding Works with youth in foster care to enable them to reconnect with family members, helping them to develop a sense of belonging to family. Program Director Lou Grow, middle front, surrounded by the Family Finding staff. Turning Points for Childrens Family Finding program continued in its second year of being the only Family Finding program funded in Philadelphia. Family Finding serves as a response to the Fostering Connections to Success and Increasing Adoptions Act by helping vulnerable children find a safe, loving and permanent home. Its goal is to provide each child with the lifelong connections that only a family can offer.

In the past year, Family Finding completed 213 cases, served 268 youths, had a 99 percent success rate of locating at least one support person per case; identified 5,080 new family members; and made possible 1,105 lifelong connections. For one young woman, after we identified and located her younger biological siblings who are in an orphanage in Romania, she was able to come to our office and telephone them through an interpreter. (Family Finding) found a home for me. It found my father, my three big brothers, and the rest of my family. -A 14 year-old female client

Family and Schools Together (FAST) Provides parent education and family support services to parents and children by working with schools, mental health and substance abuse counselors, and community volunteers in order to strengthen families through partnerships and promoting success for children in school. Ms. Tonni Doe (right), a mother and client of the FAST program, was the Client Honoree at our Kids at Heart Gala in April, 2012, at the Hyatt Regency Philadelphia. She received her honor from Board President Thomas B. White. She said in her remarks: I felt alone, and often wondered, who would I go to for support and understanding? In 2006 my oldest child started school and with much curiosity I signed up for FAST. FAST has helped me build a strong nurturing relationship for my children. I no longer view myself as a single mother with questions of the future. I am mother of four amazing children. I have the skills and knowledge to overcome many obstacles with confidence and a smile, and I have a network of people that I can go to for support and understanding. I now regularly volunteer in my childrens school, am an active member of their Home & School Council, and a proud advocate of FAST. Today I have a job with Turning Points for Children as a Parent Partner and am able to give support, help and understanding to the new families that enter our program.

In the past year FAST served over 650 Philadelphia families, including more than 2,500 individuals in 30 schools throughout Philadelphia. These parents and guardians voluntarily chose to strengthen their families by participating in FAST, and 85 percent of them graduated into FASTWORKS which provides 22 months of ongoing support for families who have completed the FAST program. Within these families who have graduated, suspensions among these children decreased by 43 percent, while 26 percent have shown an increase in academic achievement. Post-Legal Adoption Services (PLAS) Coordinated by MSW social worker Sheila Davidson, PLAS continues the commitment of our former legacy organization, Childrens Aid Society of Pennsylvania, to persons previously served through Adoption Services which were discontinued in 1985. Turning Points for Children is dedicated to providing as much non-identifying information to adopted persons about their history as permitted by law. Post-Legal Adoption Services served 44 adults (formerly adopted children) in 2012. In-Home Protective Services (IHPS) An intensive in-home program for families in which children are at imminent risk of abuse or neglect. IHPS staff is led by Program Director Rosita Martinez, standing front, right. Services are provided to help caregivers develop the parenting and protective capabilities they need that will keep their children from having to enter foster care. In the past year IHPS has: Served 270 families In their last audit by the Department of Human Services the program met 97% of all contract requirements In July 2012 Turning Points for Children became one of two organizations in Philadelphia to be awarded a contract from the Philadelphia Department of Human Services to provide In-Home Protective Services for families caring for a medically-fragile child I believe the program has a caring staff that tries hard to help your family. Emergency Food and Formula Re-formed as FAWN (Food and Wellness Network) as of November 1, 2012, is one of the few local emergency assistance programs that consistently stocks infant formula.The Emergency Food and Formula Program served a total of 2,104 people including 792 adults and 1,312 children. Providing Brighter Holidays for Our Families


Brighter Holidays is an annual event for the families supported by Turning Points for Children. It is a combination of events first presented by our legacy organizations, Childrens Aid Society of Pennsylvania and Philadelphia Society for Services to Children. It involves families, individuals, corporations and businesses, which adopt one or more of our families who would otherwise have few resources at the holidays, purchasing gifts for all the children and the families. In December 2010 Turning Points for Childrens Brighter Holidays event provided Adopt-a-Family for 113 families who were able to receive individual and family gifts which supported families and children in our In-Home Services programs. The Toy Shop is the result of companies and individuals which donate toys and the many volunteers who set it up. Then the family caregivers are invited in to shop- choose free toys for their children. Pictured, the Young Professionals Network of the Greater Philadelphia Chamber of Commerce helped prepare for the Brighter Holidays Toy Shop in December 2011. The model is designed as empowering, as parents can make the appropriate choices for their own children, and have to make the effort to come to the event. Through the Toy Shop which was held for five consecutive days, 194 families were invited to come to our facilities and visit our Shop. From December 17-22, parents and caregivers selected toys, games, stocking stuffers and clothing items for each of the children in the home. Fifty-six friends of Turning Points for Children joined to help make Brighter Holidays 2011 a success including: United Way of Southeastern Pennsylvania and Southern New Jersey, Young Professionals Network of Greater Philadelphia Chamber of Commerce, staff members at Turning Points for Children, board members and friends, all who assisted in making this holiday brighter.

The Kids at Heart 2012 Benefit Gala

2nd Annual Benefit Golf Tournament


Turning Points for Children sponsored its second Golf Tournament in September, 2012, raising funds, driving home awareness of the organization and providing a terrific day for the many sponsors and guests who attended. At the North Hills Country Club in North Hills, PA, the day included lunch, a ShootOut and Putt for Cash, and a beautiful late summer afternoon of golf. This was followed by a cocktail party, dinner, silent auctions, awards and prizes. Participants are pictured below.

Funding
In July, 2011, Turning Points for Children was awarded a three-year grant by United Way of Greater Philadelphia and Southern New Jersey through their Community Impact Fund to support their parenting and in-home services programs that prepare children for school and prevent child abuse and neglect. In November, 2011, The Pennsylvania Childrens Trust Fund awarded a three-year grant to Turning Points for Children for Time Out for Teens and Tots, a program for pregnant and parenting teen mothers and their children, providing parenting education, case management and skill development for a very vulnerable population. In April, 2012, through a two-year grant from the Patricia Kind Family Foundation, Turning Points for Children was able to enhance its Kids n Kin program by providing relative caregivers and their families supportive counseling to help them overcome the unique challenges of caring for children whose parents are unable to do so. In addition to those cited above, and many more generous foundations, corporations and individuals, Turning Points for Children received significant funding this year from: Republic Bank, The Glenmede Trust, National Association of School Psychologists Childrens Fund, Inc., and the Philadelphia Pickwick Club.
