Despite pleas by BJP leaders to withdraw resignation, Advani sticks to his stand
ment that stunned the party and left its allies in the NDA in discomfort. 85-year-old Advani, a founder member of the BJP and the tallest leader after Atal Bihari Vajpayee, resigned from all main forums of the party - parliamentary board, national executive and election committee, a day after Modi was anointed BJP's campaign chief for the 2014 Lok Sabha polls. In a strongly-worded resignation letter to party president Rajnath Singh, who announced the appointment of Modi as chairman of the election campaign committee on Sunday in the BJP national executive, Advani rued that the BJP was no longer the "same idealistic party" created by Shyama Prasad Mookerjee, Deendayal Upadhyaya, Nanaji Deshmukh and Vajpayee. Singh rushed to Advani's residence for a meeting and is understood to have urged him to take back his resignation. Later he tweeted that he has not accepted it. The Contd. on page 2

NEW DELHI, JUNE 10: In a major setback to Delhi Police, a court on Monday indicted them for slapping the stringent provisions of MCOCA on cricketers S Sreesanth, Ankeet Chavan and 17 others and granted the accused bail in the IPL spotfixing case. There is no reason for believing that the accused are guilty under the Maharashtra Control of Organised Crime Act (MCOCA) at this stage," Additional Sessions Judge Vinay Kumar Khanna said. The court said there is prima facie "no sufficient material" against the accused to establish their "nexus" with organised crime syndicate. Besides the two cricketers,

into the matter deeply and going into the materials placed before the court, this court finds that there is no sufficient material on record to establish that there is a nexus of accused with the organised crime syndicate," the judge Contd. on page 2

He said this initiative is also being utilized for energizing institu-
toxic and can cause permanent brain damage, said Gordon Kirby, co-author of the study. Previous research had found a naturally occurring enzyme that breaks down bilirubin. Called cytochrome P450 2A5, the enzyme is known to increase in people with liver ailments.
The Guelph team has shown that more bilirubin in the blood activates the gene to make this enzyme. The enzyme helps remove bilirubin and prevents liver cells from dying, said Kirby. The researchers used cultured liver cells from mice for their study. Scientists need to determine
safe and effective levels of the enzyme before developing any treatment, said Kirby. "We need to fine-tune our ability to manipulate this enzyme and fully understand its role in bilirubin removal," he said. The study was published in the journal Toxicology and Applied Pharmacology.

English in DU no play on language
NEW DELHI: The first thing to remember while applying for English is that Delhi University's undergraduate English course is not meant to teach the language. It's a fullfledged literary and culture studies curriculum with no grammar component whatsoever. "What we look for is an interest in world literature and culture," says Shernaz Cama, associate professor of English at Lady Shri Ram College, "And the candidate should also have good grasp of the language and should, preferably, have done the higherlevel of English in CBSE." English has been a popular subject with applicants but cutoff marks for 2012 may not be reliable indicators of the situation this year as all the colleges that till last year subscribed to the central aptitude test, CATE, will now be issuing cutoffs. At colleges that didn't admit through CATE, cutoffs ranged widely. At the lowest, it was 74% at Sri Aurobindo and the highest was at Hans Raj - 90.5%98.5% - in the first list. Eligibility: The aptitude test conducted by DU for admission into English - CATE has been abolished. This year, all colleges will issue cutoff marks . The most widelytaught subject in Delhi University, a total of 47 colleges offer honours courses in English Under FYUP: Other than economics, English has bagged large chunks of seats freed up by the abolishing of BA Programme. Also, English will be offered as Discipline I (honours/major), as Discipline II (minor subject student will study from second year) and as applied course. Course Content: Discipline I: The student will study 20 papers including two on research. Course titles include European classical literature, Indian writing in English, British poetry and drama: 14th to 17th centuries, popular literature, british poetry and drama: 17th and 18th centuries, American literature, women's writing, Indian classical literature, postcolonial literatures and literary theory. Discipline II: Has six papers: individual and society, crime and literature, literature and film, cultural diversity in India, reading world literature and literature of the Partition. Applied Course: Four papers will cover academic writing and composition, media and communication skills, text and performance and English language teaching Road Ahead: "It's no longer English literature but literatures in English and there is a large opening for anyone who's studied English as you also study history, sociology, psychology, philosophy and even economics," says Cama adding, "What you get is a very broad liberal education and that helps you in any field." Because you are taught to "express ideas cogently" and "develop critical thinking," Eng-lit students have a future is a variety of fields including management, media and social science research. "There is no job you are not equipped for. You can handle the entire range of humanities."

Rajasthan Technical University begins admission AICTE to open regional office in process, core branches emerge favourites
JAIPUR: With the announcement of the RPET (Rajasthan Pre Engineering Test) results, the race for admissions into top engineering colleges affiliated to the Rajasthan Technical University has begun. The process will commence from June 10 and the session will begin from August 1. "The seat matrix of affiliated colleges has been completed much in advance this year and we are hoping to begin the session on time," said R P Yadav, vice-chancellor, RTU. RTU offers courses in 26 branches. Leading the pack is electronics and communication (EC) which continues to be the most sought-after course among aspiring engineers with a maximum of 14,500 seats. Computer science, another favourite, is lagging behind with 11,453 seats. Earlier given a cold shoulder by meritorious students, the core branches have witnessed a gradual rise in popularity due to opening up of various attractive career options. In over 150 engineering colleges under the RTU, 61,000 seats are up for grabs. Of these colleges, 27 are evening colleges that can accommodate 12% of the total student strength at the varsity. Like previous years, the biggest challenge for the university remains to get maximum seats filled when a sizeable number of bright students opt to migrate to Karnataka and Andhra Pradesh for engineering studies. Many colleges are busy refurbishing the infrastructure to make their campus more attractive while others are busy recruiting faculty. Since RTU has been monitoring the status of teachers in each college, authorities are trying hard to meet the faculty standards before the commencement of the academic session. Aparna Shekawat, spokesperson of IIMET (International Institute of Management, Enginering & Technology) said, "We are organizing free counselling for students in our campus to suggest students on most suitable branches for them." A section of students are also eyeing diploma certificate courses in different branches of engineering for an early placement.
Kerala capital
THIRUVANANTHAPURAM: The All India Council for Technical Education (AICTE) will soon open a regional campus here to meet the needs of technical institutions in Kerala. AICTE sources said Kerala affairs, now being looked after by a temporary office at the College of Engineering and Technology, will be shifted to the the new office, which would act as a guidance centre for over 300 technical institutions in the state. As technical institutions required to get AICTE approval every year, a centre had to be set up as a guidance centre for these institutions, the sources said. The state has a total of 321 technical institutions, including 150 engineering colleges, 80 MBA institutes and institutions offering ploytechnic, hotel management and pharmacy education.

Governments to comply with a set of seven directives so as to kick-start police reforms. The court's directives sought to achieve two main objectives: First, functional autonomy for the police through security of tenure, streamlined appointment and transfer processes, and the creation of a 'buffer body' between the police and the Government, and second, greater police accountability so as to enhance organisational performance as well as rein in individual misconduct. Yet, almost seven years later, the police reforms ordered by the Supreme Court are still to see the light of day. This is despite longstanding public pressure and continuing poor policing levels. The need for reform is, no doubt, acute, especially since the archaic Police Act of 1861 continues to govern policing even though there have been farreaching changes in governance. Without doubting the integrity of anybody, I must record here that there is a popular impression that an advocate of the state would never give any opinion which would be inconvenient for the Government of the day. This impression is quite possibly correct. Back in 1969, when I was working as an Under Secretary-level officer in the Union Ministry for Home Affairs, a tricky legal situation arose for me. So, I rang up my counterpart dealing with the subject to get his opinion. He asked me what kind of legal opinion I wanted. I said that I naturally wanted an opinion which would support my case. He said that I should send him the file and he would give the opinion. Anybody with a modicum of common sense can guess the legal opinion I received. The Government has essentially divided the bureaucracy into two classes. Those at the level of the Joint Secretary and above are like Brahmins against whom no inquiry can be started without the permission of the Government - forget about prosecution, which is required for filing a charge-sheet. But those below that level right down to Class 4 employees are like the Shudras, as no Government sanction is required to start any inquiry against them, as per the Central Vigilance Commission Act of 2003. This distinction was ostensibly made to protect those who do 'paper gymnastics' to please their political bosses. A good example is the Government's decision to turn down the CBI's request to question a former Coal Secretary, in connection with the coal blocks allocation scam. This was despite the investigative agency reasoning that questioning the former Coal Secretary was vital since he held that position between 2006 and 2009, the period that now is under the scanner. But the bureaucracy protects its own. In the meantime, corruption scams running into lakhs of crores of rupees continue to take place. It is a free for all lootfest these days. But the Government does not deal with the corrupt with a heavy hand. Instead, the Union Cabinet passed a resolution last month that effectively shields even retired officers. This makes one wonder if the Government wants to fight corruption or fight those who are fighting corruption. Perhaps, it should come out in the open and just abolish the toothless anti-corruption mechanisms it has set up. When I joined the Indian Police Service in 1961, corrupt officials and dishonest politicians could be counted on one's fingers. Today, the same can be said of upright officials and honest politicians. The Government regrettably has failed even to make a token start in fighting corruption. It is not that it cannot do it, but just that it won't. The reasons are not difficult to guess. Someone needs to bring to the Government's attention what Thomas Carlyle once said: "Fool! The Ideal is in thyself, the impediment too is in thyself: Thy Condition is but the stuff thou art to shape that same Ideal out of: What matters whether such stuff be of this sort or that, so the Form thou give it be heroic, be poetic?"
FUTURE ANSWERS
DANGEROUS POLITICS
It is not just preposterous but also shocking that the Uttar Pradesh Government has been straining every nerve to release a bunch of persons accused of terror charges. The fact that these persons happen to belong to the minority community explains Chief Minister Akhilesh Yadav's eagerness. Mr Yadav claims that he is only fulfilling the promise he had made to secure the freedom of 'innocent Muslims' entangled in criminal cases. But that is a fallacious explanation, because by no legal yardstick can the accused he is wanting released be called 'innocent'. They face cases under various provisions of anti-terror laws, including Central laws such as the Unlawful Activities (Prevention) Act and the Arms Act. Since they have not been acquitted by any court, how can the Chief Minister conclude that the accused are innocent? But for a public interest litigation which five lawyers filed in the Allahabad High Court, Mr Yadav might well have freed the accused allegedly involved in the 2007 serial blasts in Lucknow, Varanasi and Faizabad, that left more than 15 persons dead and over 60 injured. Staying the State Government's proceeding to set free the accused, the High Court has called the move a 'purely political decision' which it certainly is. The Chief Minister must feel abashed that the court has seen through his game, but sadly Mr Yadav continues to cling to his position that he is only fulfilling his promises. It does not matter to him that the court has condemned his Government's action in words that should shame the regime. The court said that the common man would not feel secure if terror suspects are released in such a casual manner. Given that Mr Yadav has repeatedly sworn by his commitment to the welfare of the common man and the maintenance of law and order, he must explain why he is proceeding with actions that are contrary to his commitment. If the Chief Minister believes that he can retain the support of the minority voters in the run-up to the Lok Sabha election through such indefensible acts, he is mistaken. He should instead be concentrating instead on implementing concrete and sustainable measures that will empower the minority community in the State . But, apart from the low politics that he has indulged in, Mr Yadav has in his zeal to be the messiah of 'innocent Muslims', even forgotten the legalities of the issue. Experts believe that the State Government cannot take a unilateral decision to release persons accused under Central laws without getting the Union Government's nod. From all accounts, neither did Mr Yadav approach the Centre for clearance nor has the Union Home Ministry given it. In fact, such has been the State Government's hurry that it even failed to supply the High Court the list of terror accused against whom the State decided to withdraw the cases, or other related details. All that the lawyers of the Uttar Pradesh Government did in the court when the PIL was being heard was to question the maintainability of the petition and argue that the State did not need Centre's permission. Now that the matter has been referred to a larger Bench of the Allahabad High Court, Mr Akhilesh Yadav has an opportunity to undo the damage his image has suffered and let the law take its course. It's not his job to release terror suspects.
Friendship a medicine
DearEditor, We are so busy in our self-seeking pursuits that we overlook the necessity of making new or preserving old friends in our youth. Most part of our lives revolves around son, daughter, wife and future, never remembering our old friends. We feel the need of friends only when our children set about making careers and raising their families. Sharing joys and sorrows and spending time with friends actually reduces each other's stress in old age. Yours Etc, Senaha Bhan Dharamshalla
Toxic milk
Dear Editor, These days urea, detergents or caustic soda and dirty water are some of the ingredients being used with impunity for preparing spurious milk. Such milk, if consumed by children over a period of 15 or more years, can cause many diseases like autism, stunted growth, paralysis, etc. Nearly one in 20 children can't speak properly due to taking this milk. To sell toxic milk is also a crime against humanity. Sad to say, our milkmen never hesitate to sell spurious milk in society. Once Union Agriculture Minister Sharad Pawar made a statement that those who adulterate milk should be hanged. But what steps have been taken by him to check milk adulteration. Yours Etc, Balbir Singh Jammu

India needs massive foreign investment, especially in infrastructure (roads, power, ports, railways, airports and so on). There is little coordination and agreement on matters concurrent to the Central and state governments. There has yet been little foreign investment in all infrastructures, except the failed Enron and minor power projects. Complex bureaucratic procedures for many approvals, changing guidelines, multiple clearances, avoidable delays in land acquisitions, and other approvals, add to costs. The government does not compensate for these losses.
that much of the present FII to India is really Indian money coming back by these routes. Another clever means of sending money out has been 'participatory notes', funds sent anonymously by banks overseas for investment into India. In this case, the overseas bank manages the investment and credits the owner without any information to the Indian government. Genuine FII has, in the last two years, been hurt by the downturn in the European economies and the preference of investors for the safety of the dollar for investment. This is in spite of the tribulations of the US economy. There is innate confidence in the dollar as reserve currency and in the innovative ability of the US economy. environment to attract foreign investment to their states. These policies should have been introduced in our years of high growth, low inflation, low current account and fiscal deficits. Today, the government must, as it is doing, get foreign money into our reserves by any means. But we should have a blueprint of what must be done, when our situation allows it, to increase FDI significantly in foreign investment into India. The biggest stumbling block is the unspoken conspiracy between politicians, bureaucrats and businessmen, to encourage portfolio investment through many avenues. Dear Editor, It has now become amply clear that LK Advani is not proving to be a mentor in the BJP. Ever since the 'Jinnah episode' Advani's actions and statements have cast a huge doubt on his position over various matters. After the debacle in the last general election, one would have expected him to step aside and allow and support the new generation of leaders to take over. But not only has he not done that, he has been consistently running down the achievements of Gujarat Chief Minister Narendra Modi. He did it most recently in Madhya Pradesh while addressing party leaders in the State. Now what kind of a leader would try and run down the sole hope of the party? Certainly not one who has the party and its interests in mind. It is sad that Advani, rightly credited for building the BJP to its present stature, should now be seen as the cause of infighting and groupism within the party. Yours Etc, Surinder Sharma Hiranagar

PATNA, JUNE 10: In light of the recent political developments in the Bharatiya Janata Party, the Janata Dal (United) leadership will hold deliberations and spell out its stand on the situation soon, Bihar Chief Minister Nitish Kumar told a press conference here on Monday. The BJP and JD (U) are
running a coalition government in Bihar, but their alliance has become fragile in recent times with Mr. Kumars opposition to Narendra Modi for the prime ministerial post. Asked about Mr. Modis elevation as head of BJPs poll panel, Mr. Kumar said the JD (U) had a keen eye on all the political develop-

Jayalalithaa greets good friend Modi; rules out tie up for LS polls
NEW DELHI, JUNE 10: Tamil Nadu Chief Minister Jayalalithaa on Monday ruled out alliance with any political party in the state in the coming Lok Sabha polls even as she greeted her good friend Narendra Modi on his elevation as BJPs election campaign committee chief. Coming to the issue of alliance in the Lok Sabha polls, I have already stated very clear several times. The aim of the AIADMK is to win all the 40 seats 39 seats in Tamil Nadu and one in Puducherry for itself. So where is the question of any alliance, the AIADMK supremo told reporters here. She said this when asked whether developments in BJP after elevation of the Gujarat Chief Minister would affect the possible electoral ties with that party in Lok Sabha polls. I cant divulge plans right now. My plans are to win all the 40 Lok Sabha seats in Tamil Nadu and Puducherry. That is all I can say for the time being, she said to a query. The AIADMK chief termed as internal matter of BJP the resignation of L K Advani from key party positions. Whatever has happened is purely is an internal matter of BJP party. Politically, I do not think it would be proper for me to make any kind of comment on it, she said in a similar vein earlier in the day in Chennai when asked about Mr. Modis elevation in BJP. But at the personal level, I will only say that Narendra Modi is a good friend of mine. My good wishes are always with him. Whether he wins an election in Gujarat or whether he achieves an elevation within his own party, I am happy for him. That is all I have to say, Ms. Jayalalithaa said.
AHMEDABAD, JUNE 10: Special CBI court on Monday sent suspended IPS officer D.G.Vanzara to judicial custody till June 24 in the 2004 fake encounter case of Ishrat Jahan and three others. CBI, on Monday, produced Mr. Vanzara before the special CBI court of Additional Chief Judicial Magistrate (ACJM) S.H.Khutwad, who had remanded him to the police custody till today. CBI, not seeking his fur-
ther remand, urged the court to send him to judicial custody and also made a request to transfer Mr. Vanzara to Mumbai court for the trial of Sohrabuddin encounter case. We have concluded our investigation as far as this accused is concerned and now as he is required to be present before the special CBI court for the trial of Sohrabuddin Shaikh encounter case, this court may grant his transfer under the provisions of section
267 of CrPC, CBI said in its application. This was opposed by Mr. Vanzaras lawyer V.D.Gajjar, who claimed that, as per June 3 order of special CBI court in Mumbai, Mr. Vanzara has to remain in Gujarat till the investigation of the case is concluded. ACJM, after going through the copy of Mumbai court order, refused to grant CBI request for the transfer of the accused and ordered him to
MUMBAI, JUNE 10: Although the southwest monsoon hit Mumbai a day earlier than its usual date on Saturday, the cheer barely lasted a day as torrential rains disrupted normal life on Sunday. And, if reports are to be believed, then the Brihanmumbai Municipal Corporation (BMC) and the railways are keeping a watch on the tide condition fearing sea levels could surge to disconcerting levels thereby further worsening the flood condition in the city. According to the Met office, Mumbai recorded 89 mm rains on Sunday. The forecast is heavy to

NEW DELHI, JUNE 10: With Narendra Modi heading the BJP's Lok Sabha campaign panel, the stage is set for a virtual showdown between the Gujarat chief minister and Congress vice president Rahul Gandhi next year. While Modi was named the Bharatiya Janata Party's central poll campaign committee head Sunday, Gandhi was picked in November last year to head the Congress election coordination committee. This happened two months before Gandhi was made the vice president, second only to his mother and party chief Sonia Gandhi. Though neither Rahul Gandhi nor Modi have yet been named the prime ministerial nominee of their parties, it is clear that both will lead the charge ahead of the next general election. Modi and Gandhi are contrasting personalities. While Modi, 62, has an advantage of winning three assembly polls and administrative experience since 2001, Gandhi, 42, has not held any position in the government since he was elected to the Lok Sabha in 2004. Also, while Modi had a humble start as a Rashtriya Swayamsevak Sangh pracharak and gradually moved up the ranks in the BJP, Gandhi is viewed as one holding the present post largely due to his surname. But experts are not sure if Modi and Gandhi will be the prime ministerial candidates. "It is still not known if the BJP will project Modi as its prime ministerial candidate. There is already a power struggle on in the BJP," Nisar ul Haq, who teaches political science at Jamia Millia Islamia, told. Pradeep Dutta, who teaches political science at Delhi University, said the picture will be clearer after six months. "It depends on whether the Congress will project Rahul as future prime minister or not. Opposition to Modi from allies and low caste regional political players could well undermine his popularity," Dutta told. Congress spokesperson Shakeel Ahmed told: "If Modi is projected as PM it will help us."

Reserve Bank of India penalizes top private banks SC asks petitioner to bring solid evidence to

Govt could take YES Bank promoters may settle more steps to curb dispute outside court gold import: Rajan
NEW DELHI: Within days of hiking import duty on gold, Chief Economic Advisor Raghuram Rajan today said government could take more steps to curb demand for the precious metal amidst widening current account deficit. "We have taken number of measures to curb the import of gold. The government will never say its end of it," he told reporters on sidelines of a workshop here. Last week the government increased import duty on gold to 8%, the second such hike within six months. The monthly gold imports have averaged 152 tonnes in first two months of the fiscal as compared to an average of 70 tonnes seen in the 2012-13 financial year. High gold imports is one of main reasons behind high CAD, which touched a record high of 6.7% of GDP in December quarter of last fiscal. The CAD is likely to be in the range of 5% for the 2012-13 fiscal. As per experts a CAD of 2.5% is sustainable. KOLKATA: The public dispute between YES Bank promoters - Rana Kapoor and Madhu Kapur (widow of co-founder Ashok Kapur) - might be settled outside of court as both the parties appear to be in favour of such an option, according to people familiar with the development. "It will be nice as nobody wants a situation like this. We will certainly favour an out-ofcourt settlement," a person close to Madhu Kapur told. In 2009, a few months after Ashok Kapur died in the 26/11 Mumbai terror attack, Madhu Kapur had requested the bank for a board position but the proposal was rejected. Earlier this month, she requested the bank to appoint her daughter Shagun Kapur Gogia as her nominee board member. Kapur then filed a petition in the Bombay High Court requesting a stay on the bank's annual general meeting (AGM) and alleged that she was not consulted, as mandated by the bank's articles of association, on appointment of three directors - Diwan Arun Nanda, Ravish Chopra and MR Srinivasan. While the court refused to order a stay on the
The high CAD in turn affects rupee value. In early trade, the rupee hit life-time low of 57.54 against the US dollar. Rajan further said India has a large CAD, and currencies of emerging markets with large CAD have depreciated more. "We are undergoing period of volatility (in rupee)... Obviously in the government, we don't like to see volatility... This could be temporary phenomenon," he said. He, however, said government does not have in mind any specific level at which the rupee should be. The chief economic advisor in the Finance Ministry also said the medium term measures taken by the government in past will continue and help rupee to find a level consistent with the sustainable growth.
AGM, it directed YES Bank to advance its board meeting by a month to June 27, 2013 and consider appointment of Gogia as director on the board. "YES Bank's chairman M R Srinivasan and Rana Kapoor had offered to discuss Shagun's appointment in the bank's next board meeting (originally scheduled on July 24, 2013) even before the court order. They had offered to resolve the dispute through discussion. So, there is scope for this matter to get settled outside of court," said a person familiar with the development in YES Bank. A source indicated that the disagreement between the promoters is primarily over the right to nominate directors on the board of the bank. "Whether or not Shagun should be appointed is secondary. As per the articles of association, the family of Ashok Kapur has the right to nominate directors on the bank's board. That right needs to be protected," the person said adding that the dispute could be resolved if the bank allows Madhu Kapur to nominate directors. The next hearing on the case is scheduled on July 1, 2013.
NEW DELHI: The Supreme Court today asked the petitioner who wanted cancellation of the licence of drug manufacturer Ranbaxy to bring solid evidence to show that its medicines are adulterated. The petition was moved by a lawyer M L Sharma, stating that since the US authorities have found the medicines produced by the Indian company unfit there, the company should not be allowed to function in India also. However, the bench consisting of Justice Gyan Sudha Misra and Madan Lokur asked him to provide some prima facie evidence for making his charges by Wednesday, when the case will be taken up again. They said the matter was serious, but they could not act on newspaper reports.

Sharma insisted that the Federal Drug Administration (FDA) of the US had investigated the issue for four years and they issued two warning letters against the company. It was after such thorough that the US authorities had taken action, following which Ranbaxy admitted there that the medicines were of the required quality.
NEW DELHI: The crucial meeting of FIPB which was to discuss the Jet-Etihad deal as well as the FDI proposal of Norway's telecom firm Telenor has been postponed to Friday. The Foreign Investment Promotion Board was scheduled to meet on Tuesday. "Meeting of the FIPB scheduled to be held on Tuesday has been postponed and will now be held on Friday... The Agenda already circulated
will remain," the Finance Ministry said in a note. No reason was cited for rescheduling of the meeting. The FIPB, headed by Economic Affairs Secretary Arvind Mayaram, will also take up 28 other FDI proposals including that of Multi Commodity Exchange (MCX). While Jet Airways plans to sell 24% stake to Abu Dhabi-based Etihad for about Rs. 2,058 cr, Telenor is seeking govt. approval to hike stake
