He also emphasized that the people must know their responsibilities this upcoming fiesta such as picking their own wastes, avoiding troubles with other people, and following the traffic rules and regulation. The public must know their responsibility in maintaining the cleanliness, peace and order and traffic regulation not just during fiesta but even in ordinary, Lim said in an interview with Leyte Samar Daily Express. Mining operations continue in Leyte towns

TACLOBAN CITY The Nicua Mining Corporation (NMC) has temporarily ceased its operation in Macarthur, Leyte but the town is not completely free from mining as another mining operator braces for full operation while a junior firm seeks an exploration permit. Since 2012, Cebu-based Strong Built (Mining) Development Corporation (SBDC) has been extracting minerals in Barangay San Pedro for testing in preparation for commercial production, according to the regional office of the Mines and Geosciences Bureau (MGB). Nonita Caguioa, chief of the MGB regional mining environment and safety division, said that SBDC was given the authority to extract minerals in 7,411 hectares of lands in Dulag, Mayorga, Macarthur, and Abuyog, all in Leyte. The metallurgical testing, according to Caguioa, is now concentrated in Brgy. San Pedro in Macarthur town, an adjacent village of Villa Imelda, the site of Nicua Mining Corp. The location is far from Lake Bito and we will make sure that the mining company will abide environmental laws, Caguioa told Leyte Samar Daily Express. SBDC has been operating since 1999 with iron ore, manganese ore, and chromite as their main products. The firm has been enjoying an annual sales volume of US$1 million, according to china.cn website. Haul ass
some were late. The foreign diplomats were there not without any reason. They were there to monitor the act of ratication itself. Apparently, all they could monitor was not the ratication but the prancing about of the present senators whose hands were tied by the absence of their colleagues. They have something to report to their countries alright. They can report how impervious we Filipinos are of the slightest of things, like the simple act of being present when presence is required. What message are we sending then to the world by this show of indelicacy? That ours is a bunch of abby lawmakers who cant even do the menial act of attending sessions? Or the better question: what do we ought to do to those responsible for this blotch in our countrys already smeared reputation? I say haul ass, thats what!

or shame. Once again, the upper house of our Congress has yet found a way to embarrass itself and of course the country no less in front of foreign diplomats who were apprehensive that the country will ratify extradition treaties with their respective countries. When the least they could do was be present as an unacceptable return for our votes, they failed. When the least they could do for the authority we allowed ourselves to bestow upon them, they bungled. Exactly a week ago, our Senate was supposed to ratify three extradition treaties treaties that allow for the extradition of criminal offenders who are taking refuge under the turf of the states parties to it. Obviously, that never happened. Why, you ask? Ratication required 16 votes. Only 15 of our 23 (one seat remains to be vacant) honorable senators were present and get this, not all at the same time because

Elusive dreams
Public school teachers and Department of Education employees can find the City Savings Bank near them as a ready source of relief, if not temporary salvation, in case they are confronted with serious financial problems today. QN has noticed that the CSB at Tacloban has recently made known to the public that one can borrow from that bank up to P600,000. That means, even a low-salaried teacher can now be empowered (in a sense, even for only a day!) with a huge sum of money that is already nearing the vicinity of one million pesos. Other CSB branches in Eastern Visayas are also lending nearly that high, depending on the paying capability and performance of the schools to which borrowers belong. In the English weekly television program (ISSUES TODAY), which I had been hosting for Decobeam CATV recently concluded summer (the rainy season already set in, according to PAGASA) the the CSBs Brigada Eskuwela assistance reached the Balangkayan elementary school, Malinao integrated national high school, ESSU (Eastern Samar State University) main campus, and SNSAT (Samar National School of Arts and Trades). Just a cue to other schools wishing to be a future beneficiary of this kind of assistance from CSB: write this early to the CSB nearest branch and define the assistance needed. This past season, the recipient schools received paint and/ or other materials that they needed for their renovation, improvement or repair. Parents and schoolchildren may be thankful for this gesture of support from CSB-Borongan. ***

in Catbalogan, Samar and its operations chief Engr. Ray Gaspay, I learned directly from the ever first CSB manager in Region VIII, Boy Molo, a trustworthy friend of the Tacloban community, that loans processing are continually being studied to be easier and faster. The present loan scheme just takes a short bank visiting time. That is, for as long as the required documents are ready and the co-makers are available to borrowers.

What would a borrower need this big amount for? Well, I heard from a few loan recipients that some of them had been planning to buy a car, build a house, invest in a farming enterprise, start a home livelihood, and even pay a huge loan. And they all said, the salary loan from this bank is a relief indeed. In another vein, CSB-Borongan branch became one of DepEds avid supporters of the governments Brigada Eskuwela project. Just this

Elusive...
from page 4
Tom Jones My Elusive Dream (I and my barkada at Southwestern University, Cebu City loved to sing it, along with Delilah until we returned to Tacloban) is now rarely heard. It once had its daily favourite playing times, but like Matt Monros My Way, it gradually went away by 2008 among singalong, karaoke and videoke bars in Leyte and Samar. But it had a much better staying power than Solomon Kings When We Were Young (although that never became popular among Cebuanos and Warays in the early 70s, nursing students housed in a nursing university dorm often requested me to sing it for their own delight). When We Were Young, however, got a lot of good talk in various blogsites and websites for years, unlike the two other manly compositions, except that on my return to Tacloban in the early 70s, I found out that I was the only one singing it, and yes, upon request. It seemed no other male singer did know its lyrics, or, none other was familiar with it. In fact, when I was still in my broadcasting years at DYBR and then DYMM, I never found a disc or record of that song, not even any other of Solomons. These elusive songs, are just like other matters in real life, particularly dreams. Many dreams of Warays, in fact, are elusive. Further, many Warays cannot even dream anymore. That was why, during the May 13, 2013 elections, nobody among them dreamt of a good leader winning. Nobody cared to dream. They just thought of how much was coming to them. Tut-tut-tut! *** Is there anything new with and inside An Waray PartyList? The Waray Region (Leyte, Samar, Biliran islands) and its Waray people deserve to know, or at least hear any update from this party-list which, incidentally, already symbolizes the Waray population (3,912,936) and acts as their mouthpiece, whether the people in that party-list likes it or not. That proceeds from the equally perceived oftenreluctant-and-elusive public perception power. Frankly speaking, I havent seen anything significant new thing in its website this past weekend. The website did display 2010 AN WARAY Party-List and did show the article Not Amazing, Simply Convincing which I found out to be my authorship, most likely lifted from this column in the Leyte Samar Daily Express in year 2010. Very recently, the DOST through its research agency the Food and Nutrition Research Institute (FNRI), has come up with a new formulation of an Ice-Cream that is very low in fat and sugar contents. The FNRI-DOST breakthrough has been clinically tested and chemically compared with the different brands of icecream found in the market. It costs cheaper, but contains all other ingredients found in other commercial icecreams. The ice cream product is a respite and a welcome development to people with positive to high cholesterol and blood sugar in their human system. The newly developed ice cream formulation is being introduced to the market on a limited scale testing its acceptability level. People should expect for more of the DOST breakthrough and/or contributions through their scientists, at times in collaboration with SUCs and HEIs-based fellow researchers. Given the bigger bucket for their budgetary needs, more contributions to science are in the offing. ooo000ooo NEXT TOPIC : US Firm Promotes Breeding of Farm Crops SHARE S & T THOUGHTS through EMail: drpacjr@yahoo.com. themselves. No amount of consideration can be expected from them. Why one turns out to be extremely arrogant could find explanation from certain reasons. A prestigious learning institution graduated from is one such reason. If, in that premiere institution, a culture of arrogance has been in place, then all that its products can do is inherit that attitude, at will or otherwise. Even if one does not necessarily embody that institutions ideals of excellence, one may think hes got them all, relishing and proud over his identification with that institution of high caliber. A skill mastered over time and is affording one with awards and distinctions is another potential ingredient of arrogance. If, with the acquisition of this skill, one has already gone too far, and

Notwithstanding being dubbed as one of the poorly budgeted government agencies, the researchers and scientists of the DOST (Department of Science and Technology), continue to contribute to the Philippines quest to advance along S & T, thanks to the bunch of dedicated laboratory and field science workers. Their contributions come in the form of food products, medicines, agricultural, and engineering items off-shots of research undertakings. Two of DOSTs latest contributions to R & D are in the fields of medicine and food products. Thus: 1. Capsules and Syrup. These products come from Lagundi in the forms of capsule and syrup as cough treatment, produced by two commercial adoptors, namely: Pascual Laboratories and the United Laboratories. The herbal medicine earlier developed by the PCHRD (Philippine Council for Health Research and Development), a sectoral council under DOST. Accordingly, the combined sales by the two firm-adoptors have now reached P1 billion, following a brisk sales of their

While the technology to make lagundi capsules and syrup came from the University of the PhilippinesManila, the research and development effort was funded by the DOST UP-M earns 3 % royalty from the invention. The royalty entitlement comes as a reward to the institution and the researchers for developing the medical and clinically tested formulation. The fact is, it took 2 Decades of extensive scientific research by the National integrated Research Program of Medicinal Plants, a consortium of top academic institutions and scientists of the country. Also, studies show that the lagundi capsules and syrup are at least 6-times safer than Carbocisteine per studies by the Irish Medical Board on Carbocisteine. The recent DOST breakthrough follows the now ASCOf Lagundi found in the market. It should be noted that researchers and scientists accredited with the NRCP (National Research Council of the Philippines), the DOSTs sectoral council for Basic Research, did earlier medical studies on Philip-

TEACHING ABOUT ADULTERY AND DIVORCE

(Jesus said to his disciples,) You have heard that it was said, You shall not commit adultery. But I say to you, everyone who looks at a woman with lust has already committed adultery with her in his heart. If your right eye causes you to sin, tear it out and throw it away. It is better for you to lose one of your members than to have your whole body thrown into Gehenna. And if your right hand causes you to sin, cut it off and throw it away. It is better for you to lose one of your members than to have your whole body go into Gehenna. It was also said, Whoever divorces his wife must give her a bill of divorce. But I say to you, whoever divorces his wife (unless the marriage is unlawful) causes her to commit adultery, and whoever marries a divorced woman commits adultery.

OPT FOR MERCY

The man was very angry and upset. His son had just come out to him, telling him that he was a gay, a homosexual. Now the man was outraged, pounding on the arm of the chair. How will he ever be saved from the fires of hell? he cried. I felt bad for him. He seemed to think that God had already separated the sheep and the goats! Some say that homosexuals are the goats because they commit sexual sin. But according to Jesus, we all commit sexual sin. The Bible says precious little about homosexuality, but it says plenty about adultery. We know that we sin in thought, word, and deed. So were all committing adultery, one way or another, now who are the goats? It seems to me that, if were faithful to the teaching of Jesus, we ought to put the stones down because none of us is without sin. In reality, were all under the same condemnation. But weve all been offered the same gift of salvation. So, unless were confident that we can make it through life without sinning wed better opt for mercy. (Between Sundays by Fr. Paul Boudreau published by Paulines. Visit us @ www.paulines.ph or at Paulines Media Center, Real St., Tacloban City.) Sowers Thought: The Bible is the great sacrament of the Word of God. Behind its pages burns the divine fire of the Holy spirit, just as under the sacramental species lives the divine person of Christ. (Blessed James Alberione, SSP, STD, Founder of the Pauline Family)

Reasons for arrogance

When we see somebody who would always hold his head high, chin up, his eyes reducing people around into insignificant creatures, we usually come to think of this man as one who is oozing with arrogance. Well, this is just the tip of the iceberg; such outward manifestations could have far deeper roots that extend into that persons innermost being. Exceedingly proud, feeling great, puffed up, pompous, haughtythese are just some of the words and phrases that come to mind when we attempt to describe such person. Pride, it is said,

is something innate to everyone, regardless of status in life, in society. But luckily, most people are able subdue it and put it under control, keeping a low profile of themselves despite possessing many things to be proud of. There are a few, however, who could not control their pride but are instead forcing more dosage of it into their countenance. They think they are floating in the air, their heads grown big, their achievements unreachable. As they do so, moreover, they think so little of others, especially in comparison with

Tacloban marks its city founding, PHL Independence Day

TACLOBAN CIT YThe city government of Tacloban jointly celebrated its 60th Charter Day and the 115th Philippine Independence Day yesterday morning marked with series of simple activities. The twin-celebration was held at the Rizal Park preceded by a Holy Mass at the Santo Nio Church. The event at the Rizal Park was started with the raising of the Philippine and the citys flags followed immediately by a wreathlaying offered by the heads of various government offices located in the city. This years Independence Day has a theme: Kalayaan 2013: Ambagan Tungo sa Malawakang Kaunlaran. The citys celebration of the countrys 115th Independence Day and the citys 60th founding anniversary was led by city administrator John Tecson Lim. Tacloban City Mayor Alfred Romualdez failed to attend the celebration due to problem of his flight schedule. Romualdez was in Manila yesterday. Joining Lim were the various heads of the city governments departments, regional directors of different offices based in Tacloban, officials of security offices like the Philippine National Police and the Bureau of Jail Management and Penology (BJMP). Tacloban became a charter city by virtue of Republic Act 760 signed by President Elpidio Quirino. Speaker Daniel Romualdez sponsored the measure with Idelfonso Cinco became the first mayor of Tacloban as a city. (GAY B.GASPAY)

Tacloban Karate Team to represent Philippines in the SEA Games

TACLOBAN CITY Four members of the Tacloban Karate Team (TKT) are sure to represent the Philippines to the Southeast Asian (SEA) Games in Myanmar come December. After winning several gold medals during the recently concluded Philippine Olympic Committee and Philippine Sports Commission National Games in Manila, the TKT is now all-efforts to hardcore trainings for its members who will become part of the Philippine team to compete in the forthcoming SEA Games. Although five from the TKT won gold medals, only four of them are sure to Myanmar, says Ramon S. Franco, Tacloban City Sports Consultant and National Coach of Tacloban Karate Team. However, the team still waits for the final decision of the higher ups if all of these five gold medalists from Tacloban will be sent to the SEA Games or will just remain to the initial plan of sending two males and two females. These gold medalists are Grace Ripalda, Joanna Mae Ylanan a World Champion during the 2012 World Cup Karate Championship in Korea, Alvin Bugal, Michael Badil and Ramon Antonio Hector Franco. Four of these five gold medalists come from Leyte Colleges (LC). I hope that all of these five gold medalists will be chosen to become part of the Philippine team, Franco said. For the meantime, the team focuses on their everyday trainings to clutch medals in the SEA Games and to give honor to the country and to the city government itself, which has been very supportive to them, both morally and financially. To note, the city gove r n m e n t o f Ta c l o b a n shouldered all the finances; transportation, food and allowance of the Ta cloban tea m t o the National Games. Although, Sepak Takraw and Karate teams were sent to Manila by the c i t y, o n l y t h e K a r a t e team was able to make it to the SEA Games. For five years to date, its only the Karate team that won gold medals in the National Games and for now, its only the Tacloban City team which won in the senior division from all the delegations in the region, if I am not mistaken, he added. These medalists are also given free education by the college school they are enrolled in and each of them receives a monthly allowance from the national government.

CATBALOGAN CITY Officials of the Samar Island National Protected Area (SINP) and the Regional Eagle Watch are urging Samar folks, especially those in upland communities, and LGUs to help protect Samar wildlife from hunting and trade. The nation observed Philippine Eagles Week from June 4 to 10 this year with the theme, Saving our eagles, protecting our forest and securing our future. Let us help save our eagles, protect our forest and secure our future, SINP superintendent Angelito Villanueva said in a text message. Villanueva said that in March this year, a birdwatcher named Ruth Francisco with a local guide sighted the Philippine Eagle perched on a tree in the thick forests of Samar

Groups call for Samar forest protection

which is also considered the Philippine Eagle Sanctuary. It has been a while since the elusive bird was seen by humans. The official said that the presence of the Philippine Eagle in its natural habitat is a sign that we are still living in an ecologically balanced environment. I hope that people will value the remaining forest cover, that they will think very well before the ravage the forest, he said. Reports of widespread charcoal making from the forest woods and bird trade have reached DENR officials. If these trade continue, we will just wake up one day with all the forest and prime bird species gone because of the activities of men, he added. Although the trans-

port of charcoal has been banned, still Samarnons do the trade with poverty as an excuse. While we recognize that there are poor people, we do not recommend that they ravage our forests to fill their need. The sighting of the eagle is a challenge to the people of Samar to help protect the remaining forests of Samar, Villanueva said. (PIA-SAMAR

recognitions have been given him by prestigious organizations, then all the more that one will assume societal significance, especially if he has already produced meritorious bodies of work. Such distinction earns him the right to be haughty, and to look down on others while he elevates himself up to greater heights.

Needless to say, connections with prominent personalities in society likewise provide one with all the reasons to be arrogant. If, with these connections, his upward mobility had been that easy, then one may have the notion he has become one of those dignitaries, just like a bird who eventually thinks he is a carabao just because he is standing on the beasts back. From a wise mans view-

point, however, arrogant people like these are, after all, nothing. They are not even worth paying attention to. A highly impressive person is not one who exalts himself; it is he who keeps his feet on the earth and does not allow his head to grow big in spite of the multifarious talents, connections, and worthwhile backgrounds ha has had. The humble, not the arrogant, are the most impressive people in the world.

Soria urged men to perform their best as tribute to Filipino heroes as nation marks 115th Independence Day
Camp Kangleon, Palo, Leyte, June 12, 2013 As the nation observes the 115th proclamation of its independence, the regions top cop encouraged his men to render the best performance in doing their duties as public servants as a way of paying tribute to the Filipinos hardfought achievement in attaining its liberty. This was underscored by Police Regional Office 8 (PRO8) director PCSupt. ELMER RAGADIO SORIA as he led a simple but meaningful celebration of the 115th Independence Day simultaneous with other police offices all over the region. The ceremony that started with the mass singing of the Philippine National Anthem led by the PRO 8 band, recitation of the Panunumpa sa Watawat and Police Officers Pledge, and was highlighted by the reading of the message of PNP chief PDGen. ALAN LM. PURISIMA by SORIA. PURISIMA in his message said that todays celebration reaffirm our commitment to the ideals espoused by our forefathers and our heroes who sacrificed their lives so that we and the next generation of Filipinos may live in freedom and peace. As law enforcers, it is our duty to secure not only the safety and security of the community, but the democratic ideals that our heroes and forefathers gallantly fought, the message added. The activity culminated with the singing of Pilipinas Kong Mahal and the releasing of white doves symbolizing the countrys independence. The declaration of Philippine Independence occurred on June 12, 1898 where Filipino revolutionary forces under General Emilio Aguinaldo, who later become the countrys first Republican President, proclaimed the sovereignty and independence of the Philippine Islands from the colonial rule of Spain after the latter was defeated at the Battle of Manila Bay during the SpanishAmerican War. The declaration was done in the presence of a huge crowd at the ancestral home of Gen. Aguinaldo between four and five in the afternoon in Cavite el Viejo (now Kawit), Cavite, some 30 kilometers south of Manila. The event saw the unfurling of the national flag and the playing of the Marcha Filipina Magdalo as the countrys national anthem, today known as Lupang Hinirang. The declaration, however, was not recognized by the United States or Spain, as the Spanish government ceded the Philippines to the US in the Treaty of Paris in consideration for an indemnity for Spanish expenses and assets lost. While the Philippines first celebrated its Independence Day on June 12, its independence was only recognized on July 4, 1946 by the United States. Henceforth, Independence Day was observed on July 4 until Republic Act 4166 was signed into law by President Diosdado Macapagal in 1964, proclaiming June 12, which up to the time had been observed as Flag Day, as Independence Day. This years celebration has for its theme Kalayaan 2013: Ambagan Tungo sa Malawakang Kaunlaran.

OPEN LETTER to PNP Regional Director Elmer Soria

1. We - concerned citizens here in Tacloban would like to know why our PNP City Director Cleve Taboso was suddenly transferred from Tacloban to the Regional Office Another question: When will he be transferred back - if ever? Is it true that he was relieved because he failed to give Presidential sister Kris Aquino police protection when she came to Tacloban just before the May 13 elections? 2. During the last election campaign - Regional and provincial police were seen publicly protecting Congressman Noel during his rallies and alleged vote-buying activities - complete with long-arms.

Were you aware of this or did they do this on their own? Now that you know - are you not going to sanction them for such illegal acts? The clamor of the citizens of Tacloban is strong and urgent. Unless you listen to us, we might be forced to take the law into our hands. Is this the Matuwid na Daan that President Aquino keeps repeating? Our fellow-Taclobanons abroad - all over the world - know what happened here - the worst political situation our City has ever experienced. The Social Media will soon hear what the PNP did here in our City. Please answer us! Concerned Citizens of Tacloban

Kalangggaman Beckons
TACLOBAN CITY As summer is about to end, everyone wish it would stretch for a couple of months to enjoy the sun, sea and sand.
Surprisingly, one of the best finds this summer is the sixhectare islet off the northwest of Palompon, Leyte. Visited twice by luxury cruise ships last March and May, the islet got the attention of tourists who scampered to get first to Kalanggaman. I am lucky who set foot in Kalanggaman for the first time, after turning several invitations for lack of time. This time, however, I cant say no to my Manila-based dear sister architect Rina (consultant of Rockwell Land Corporation), who bought along her architect-friends from Manila. Part of our plan is to stay overnight in Kalanggaman romancing the moon. Yes, we were part of the huge crowd that went to the island that day, even on a Thursday to catch the full moon. From end to end, we explored the island, truly a jewel glistening in its splendor. The crystal clear blue waters and fine-white sand amazed everyone. Dwarf coconut trees dotted the island that provides shade to beach lovers. Its distinct long stretch of sand bar in the eastern side has been a popular spot, photographed a thousand times based on postings in social networks. We had a wonderful time watching the sunset, with the magical change of hues from pink to purple to orange, a testimony of Gods greatness. It was simply awesome. Amenities are minimal but still it was heaven to us. You can enjoy kayaking, snorkeling, birding and scuba diving. According to Palompon environment officer Raoul Bacalla, the tourists have increased 300% since March. On April, the ecotourism office recorded 5,959 arrivals in the island and 7,143 domestic and foreign tourists for May. The island is managed by the municipal government of Palompon under the leadership of Mayor Ramon Oate. Love, Laugh and Live

PRO8 turns over new patrol cars to 3 stations

CAMP KANGLEON, Palo, Leyte- Aiming of decreased crime rate in the region, the Police Regional Office 8 (PRO8) has turned-over brand new mobile police vehicles to three police stations and one to public safety company to boost police visibility and mobility and for use in various anti-crime operations. The vehicles were turned over by PCSupt. Elmer Ragadio Soria, PRO8 director, to representatives of three police stations and the Northern Samar Provincial Public Safety Company (NSPPSC) in a simple yet fitting ceremony right after the Monday flag raising ceremony at PRO8 grandstand. The newly issued patrol vehicles are meant to improve police mobility, visibility, prompt response to emergencies and enhance the response time to call for police assistance by the recipient police stations, Soria said. The regional police chief added that aside from immediate response to any crime incidents and continued maintenance of the peace and order, patrol vehicles are also used to ferry victims to the hospitals in times of emergencies and other disaster-response efforts. Recipients of the Toyota Innova Wagon patrol cars were Maripipi Municipal Police Station(MPS) in Biliran, Villareal MPS in Samar and Catubig MPS in Northern Samar while the Northern Samar PPSC received one Toyota Hilux patrol vehicle. Meanwhile, one brand new Toyota Hi-Ace van will be used in various command activities in the regional headquarters. The distribution of new patrol car is part of the continued effort of the Philippine National Police to upgrade the facilities and equipments of the local police forces to support field operations under the Capability Enhancement Program (CEP) of the PNP Integrated Transformation Program Performance Governance System (ITPPGS), otherwise known as Peace and Order Agenda for Transformation and Upholding the Rule of Law or PNP Patrol Plan 2030. Soria encouraged the recipients to make good use and maintain the newlyissued vehicles to enable them to better serve the community. The police official further said that this effort in equipping the police force with the ability to fight criminality through the acquisition of these vehicles and other police equipment showed that the PNP organization is sincere in transforming the police organization into a more credible police force as envisioned in the Patrol Plan 2030, its roadmap towards achieving this vision. Rev. Fr. Amadeo Alvero, Social Communication chief of the Archdiocese of Palo, officiated the rites of blessing of the new vehicles.

EDC has yet to submit work plan for it to resume operation at landslide site
been no feedback from EDC after the May 30 deadline as to when they will submit the completed geotechnical plan. Pending the submission and implementation of the work plan, work stoppage order is still being enforced since the area is not yet cleared of potential landslide threat, Sarcauga said in a phone interview. Last March 5, the DOLE regional office issued a work stoppage order at the Pad 403 in Upper Mahiao, Barangay Lim-ao, Kananga, Leyte, the site of the landslide incident that happened on March 1 this year. At least 20,000 cubic of debris cascaded down from the mountain that buried and killed 14 workers who were constructing protection structures for the steam pipes of the EDC. The labor department is expecting EDC to submit the documents within the week so the agency will have enough time to examine the plan. Lopez-led EDC and contractor First Balfour, Inc. has been re-extending the deadline to complete the work plan. We understand that its not easy to formulate a work plan. EDC and First Balfour even hired geotechnical consultants

to conduct the study, Sarcauga said. The official said after the work plans submission, they will conduct a thorough review within two weeks before lifting the work stoppage order. DOLE safety engineers will inspect the area on foot to validate if suggestions conform to the geographical terrain. Presently, the place is closely guarded. Considering the risk in the area, nobody is even allowed to enter the place, he added. Sarcauga confirmed that EDC is also looking at other options to include diverting pipeline work to other areas of the geothermal complex. The study is focused on how to remove the debris in the site and ensure that no similar incident would happen during resumption of work. Clearing operation will be done by First Balfour. Sarcauga admitted that completion of work plan is time-consuming than expected since they have to consider safety of the team tasked to remove debris. and problems that it presently confronts. These includes, according to the governor, problem on poverty, ignorance, hunger and disease. Our vision now should focus on economic growth to address these problems and we should also give importance to education because it will give us knowledge and freedom from ignorance, Bagulaya said. The governor, who is to step down on June 30, also reminded those who were present at the commemorative program, to give thanks to soldiers, past and present, who had rendered their services and commitment in ensuring the independence and peace of our country. Celebrating Independence Day every year gives us opportunity to remember what had happened yesterday before we were able to achieve what we are today, Bagulaya stressed. Among those present during the program were Board Member Marilou Go-Soco, Philippine Information Agency Regional Director Olivia Tiu, and various department heads and employees of the provincial government. This years Independence Day commemoration of the province of Leyte was organized by the Leyte Provincial Association of Government Employees (Page). (ROEL T.
