Greetings! We are pleased to announce the launching of the 31 National Civil Engineering Students Quiz (31st NCESQ). I. Timetable 1) Regional Elimination should take place strictly between July 30, 2012 to October 31, 2012. 2) The names of Regional Winners including Regional Elimination Results, tally sheets signed by all the members of the Panel of Examiners and the Regional Coordinator should be submitted to the PICE National Office not later than November 9, 2012. 3) The Grand Finals is scheduled on November 22, 2012 at 10:00 AM 12:00 NN for Part 1 and 1:00 5:00 PM for Part 2 at the Cebu International Convention Center, Mandaue City, Cebu during our 38th National Convention to be held on November 22-24, 2012. 4) Awarding of Plaques, Trophies and Prizes to Winners will be held during the fellowship night, right after the Grand Finals. II. Qualifications The 31st NCESQ is open to all PICE Student Chapter members in good standing and who are currently enrolled in a BSCE program until November 2012. Contestants must possess a PICE student membership ID or Certification from the National Office, a valid school ID, and official receipts of 15th NCESC registration to this effect. III. Necessary Requirements All Regional Winners are required to register in the 15 National Civil Engineering Conference to be held on November 24, 2012 at the Cebu International Convention Center, Mandaue City, Cebu, before they can be qualified to join the Grand Finals. IV. General Guidelines 1. Student Chapters are enjoined to conduct school wide elimination, to be supervised by the school chapter adviser and under the auspices of the Mother Chapter. 2. Each Student Chapter is entitled to submit the names of an official representative and an alternate; the two contestants can participate in the Regional Elimination. The official representative(s), including the alternate, must not be a Grand Winner in the previous NCESQ Competition. 3. The Regional Elimination shall be scheduled and conducted by the respective Regional Coordinators or, if none, by the Host Chapter(s) to be selected and/or appointed by the NCESQ Committee. All Student Chapters within each region, the NCESQ Committee and the National Administrative Office must be notified of the final schedule and venue of the Regional Elimination at least two (2) weeks prior to the final schedule. Change of schedule of the Regional Elimination will not be allowed. 4. Rules for the conduct of the Regional Elimination are issued by the NCESQ Committee herein, including the Regional groupings indicating where the participants of a particular student chapter should compete. Student members competing in another regional competition where his/ school does not belong will automatically be disqualified. 5. Each Mother Chapter is strongly requested to support this activity and be responsible for sending all students chapter representatives under its jurisdiction to the Regional Elimination. 6. The Regional Coordinator/Host Chapter and the respective schools are requested to sponsor and be responsible for sending the regional representative to the final competition in Mandaue City.

V. Conduct of the Regional Elimination 1. The Regional Coordinator or the Host Chapter selected by the NCESQ committee shall organize its own Panel of Examiners composed of respected Chapter Members who shall conduct the elimination. The NCESQ Committee will prepare questions on the following subjects: a) Mathematics; b) Surveying and Transportation; c) Hydraulics and Geotechnical; and, d) Design and Construction. 2. The contestants will be asked to answer three (3) questions for each of the 4 subjects. - The 1st Question is answerable in 1 minute and is equivalent to 1 point. - The 2nd Question is answerable in 3 minutes and is equivalent to 3 points. - The 3rd Question is answerable in 5 minutes and is equivalent to 5 points. Thus, the perfect score per subject is 9 points and the perfect score for the whole elimination round is 36 points. 3. In case of ties, the competing participants shall answer a set of four (4) tie-breaking questions at the same time for 4 minutes. Each tie-breaking question is equivalent to one (1) point for a total of four (4) points. After this round, the contestant which has the highest score will be the declared winner. Example: The highest is thirty (30); the next highest score is twenty-six (26); and two gets a score of twenty (20) points to vie for the third place. Only the two contestants vying for the third place will go through the tie-breaking round. Winner of the tie-breaking round will be declared as the official third place winner. The points obtained during the tie-breaker round are not added to the points obtained during the regular round. Hence, the contestant with the highest score during the regular round shall be declared Grand winner. 4. The Chairman of the Panel of Examiners shall not be a member of the Host Chapter. Other members of this panel shall be appointed by the Regional Coordinator and/or the Host Chapter. 5. The complete official results/scores signed by the Panel of Examiners of the Regional Elimination must be submitted to the NCESQ Committee not later than November 9, 2012. 6. The Mother Chapters are requested to support the Regional Coordinators or Host Chapters in arranging/providing prices for the regional elimination. VI. Grand Finals 1. The 31st NCESQ Committee shall for a Panel of Examiners for the subjects: a) Mathematics; b) Surveying and Transportation; c) Hydraulics and Geotechnical; and, d) Design and Construction. The Chairman of the Panel of Examiners shall conduct the Grand Finals. 2. Qualifiers from each of the Region, as well as their alternates, are required to present their school ID(s) or Membership ID(s) (with photos), upon registration on November 22, 2012 at the Cebu International Convention Center, Mandaue City, Cebu. The alternates will be allowed to compete in the Grand Finals ONLY if the original finalists are absent as declared and verified by the Regional Coordinator. 3. The Grand Finals will consist of TWO (2) PARTS which are further described as follows: PART 1: Written Test. The Finalists will be given a two-hour modified multiple choice questions. Scores for this Part will make up to 40% of the participants' final score. Scores for this part will only be revealed after PART 2 shall have been completed.

Part 2: On-the-spot spot Q&A. Part 2 is an Under-time-pressure pressure Question and Answer portion which is divided into two (2) rounds: a. FIRST ROUND: The contestants will be asked to answer three (3) questions for each of the 4 subjects. - The 1st Question is answerable in 1 minute and is equivalent to 1 point. - The 2nd Question is answerable in 3 minutes and is equivalent to 3 point points. - The 3rd Question is answerable in 5 minutes and is equivalent to 5 points. Thus, the perfect score per subject is 9 points and the perfect score for the whole elimination round is 36 points. b. SECOND ROUND: The 2nd Round is a Wild Card round. Only the first participant to give the correct answer shall be awarded 5 points as winner of this round. Panel of Examiners will ask just ONE question which will be read only once. Contestants may immediately start solving for the correct answer but must wait for the Examiner to finish reading the question before they raise their hands for acknowledgment by the Panel. The panel's decision as to who gets to answer first is FINAL. The first contestant to give the correct an answer swer wins the round. If the answer given by the contestant is incorrect, 2 points will be deducted from the contestant's score and the other contestants will then be given a chance to give their answer. After this round, , the scores are tallied tall for Part 2 and are given a 60% 0% weight. Finally, the weighted scores of Parts 1 and 2 are added together to come up with the Total Score. The Top 3 in rank based on garnered Total Score will be declared winners (1st, 2nd, and 3rd Place, respectively) of the Grand Finals. If necessary, tie-breakers breakers will be given to break the knot. VII. Prizes for the Grand Finals of the 31st NCESQ 1st 2nd 3rd -P 20,000 + Plaque of Distinction; 1 Certificate each for the school chapter; the school; the Mother Chapter; Free Review Course and Books from Besavilla Engineering Review Center - P 15,000 + Plaque of Distinction; 1 Certificate each for the school chapter; the school; the Mother Chapter; Free Review Course and Books from Besavilla Engineering Review Center - P 10,000 + Plaque of Distinction; 1 Certificate each for the school chapter; the school; the Mother Chapter; Free Review Course and Books from Besavilla Engineering Review Center

All other Regional Contestants who participated in the Grand Finals will receive a Certificate of Appreciation and consolation prize of P2,500.00 each in cash. Let us all work together for the success of this endeavour. Thank you for your cooperation.
