Dear Hilary: It may be difficult to disagree with the logic of such an austere group of power parents in our community as those who recently advocated in a May 25 letter to the Claremont COURIER that teachers should be furloughed in order to balance our school districts budget. For me, however, Im reminded of the Flat Earth Society that historically has neither thought inside or outside of the box, but rather pedantically pursued the path of least resistance because of fear that they might represent some creative solution to work out our budget mess. It seems to me that these folks have been misled about our districts real money reserves. Our superintendent Terry Nichols and the school boardyou includedhave

recruited the power parents to now do the PR dirty work for our community by advocating furloughs for our teachers. Children need to stay in school longernot for shorter periods. These parents should be using their political clout to call on the district to come clean on the secret 9 percent reserves that the district has conveniently hidden from public scrutiny. The reserves, which are measured as a percentage of the districts operating budget and were built on the backs of teacher sacrifices on benefits and other contributions, are only required to be kept at a 3 percent minimum so as to stay in compliance with state safety and soundness requirements. It seems to me that the priorities of these parents are backwardsas well as those of the boards. Instead of advocating furloughs, they (the parents) should be writing a letter to the COURIER calling into question the $600,000 that the citys recreational assessment district is

handing over to the district for construction of bleachers at the high schools football coliseum. Oh, but wait, football and all of the other extracurricular activities in the school district are sacred. You and the rest of the board have lost my vote of confidence in terms of leadership, initiative and creativity. Respectfully,
Pat Maio Claremont

CUSD follows judges recommendation to reduce RIFs

ith the latest Claremont Unified School District Board of Education decision on Tuesday, now only 41 certificated district employees remain in the Reduction In Force (RIF) process.
The district acted quickly after Administrative Law Judge Susan Formakers recommendation to lay off 28.619 full time equivalent (FTE) certified employees. The vote was unanimous. The 41 CUSD employees32 of whom are teachersare significantly less than the 116 who initially received preliminary layoff notices starting the RIF process. A special meeting was also held on March 15th, where 42 of the RIFs were rescinded and then dropped. Were doing everything we can do to reduce the number of people who are being laid off, said CUSD Superintendent Terry Nichols. Ive said many times in board meetings that we want to protect

our students and staff and having our staff in place is how we protect our students. As a result of the judges recommendation and the boards approval, 19 teachers will retain their jobs and are no longer subject to layoffs. According to Superintendent Nichols, the rest of the positions could be saved if the CUSD and Claremont Faculty Association (CFA) bargaining teams are able to come to an agreement regarding furlough days when negotiations resume with a mediator on June 4th. The district declared an impasse on negotiations last month. Six furlough days would save every teachers job, he said. Theres not a lot of options on how to reduce costs. Were going to continue to do everything that we can to find a solution to this issue. The judges decision was the final step in the RIF hearings but not the final decision [overall]. Yet teachers such as Sheri Castro believe their positions were not handled properly according to the decision. The Sumner-Danbury Elementary School teacher is in danger of losing one of her two .5 FTE partial positions as a first

grade teacher. Her seniority dates for the 2 positions are September 1, 2001 and September 1, 2007 respectively. The Sumner teacher was forced to resign one of her positions when she decided to job share and work part-time to support her family. She was rehired for the same position in 2007. Ms. Castro believes whether she was full-time or part-time, her original seniority dates should have still applied for both positions. Why shouldnt I keep my original seniority dates as my employment was continuous? she asked the board on Tuesday. If our policy was like all other districts, I wouldnt be here talking to you right now. Unfortunately we dont have specific job share language in our contracts so we are forced to resign. I have paid a very large price for being a good parent. I took time off to care for my children and now I am in danger of losing have my job, which wont allow me to take care of my family. CFA Bargaining Chair Joe Tonan also spoke against the current district policy of teachers having to resign from their posi-

tions if they take a leave for more than one year. This policy is flawed and discriminatory against working mothers, Mr. Tonan said. I would ask you to retain the portion of the FTE where these teachers are required to resign for a job share [lasting] for more than one year. I hope that CFA and the district will attempt to fully end this policy at some future date when job shares are brought to the negotiating table. CUSD board member Mary Caenepeel reiterated how each of the boards decisions regarding the RIF come within difficult circumstances. This makes me sad that we have to move forward with this but one of the things the board has to do is ensure financial security for the district, she said. I would hope that as we move forward through the impasse process that we will come to some sort of resolution quickly that will perhaps, hopefully, mean we wont have to follow through on all this.

LLD increase approved The Landscape and Lighting District assessment will continue to inch its way up this year by 1.86 percent or $2.72 per assessment unit. The increase represents the Consumer Price Index for Los Angeles, Riverside and Orange counties. The $2.7-million LLD program is used for landscaping, park and tree maintenance and street lighting improvements throughout the city. The assessment district was originally implemented in 1989 in the face of a $1.2 million budget shortfall as a means to avoid cutting city services. Since 1990, the tax has increased nearly $57 from the original rate of $92.92 to its current rate of $149.84. Councilmember Corey Calaycay has consistently opposed the annual increases during his years on the council and voted against the measure. It passed by a 4-1 vote.

Good things happen when teachers collaborate

laremont High School teachers who successfully integrated new technology in their classrooms shared their experiences with peers Wednesday morning.
The 2nd Annual Claremont High School Tech Buffet put a unique spin on professional collaboration as teachers showcased software that made a difference in their classrooms. During the school year, I work with a small cohort of teachers to help them implement technology in their classrooms, said Cheryl Fiello, special assignment technology teacher. This event is really the culmination of that and allows many teachers who had never used the equipment before this year to present [what theyve learned] to their peers. Its a cool model that allows them to give back what theyve learned. The Tech Buffet is part of the Technology Integrators program that began in 2008 with the support of the Claremont Unified School District and the Claremont Educational Foundation. The purpose is to equip students with 21st century tools and skills while providing teacher development in educational technology. Supporters of the program include CEF, CUSD English Learner Program, CHS School Improvement Program Committee, CUSD School Improvement Program, CHS Parent Faculty Association and the Claremont

Thursday, May 20 A home was burglarized on the 800 block of Ottawa Drive. Sometime between 7:30 a.m. and 3 p.m., unknown subjects entered the home by knocking the rear sliding glass door off its tracks. The subjects ransacked the home, stealing cash, jewelry and other property valued at about $1500. Police interviewed neighbors, but nobody reported seeing any suspicious activity. Police did recover some latent fingerprints at the crime scene that will be processed. Monday, May 24 A car was stolen on the 300 block of West Green Street sometime between 9:45 a.m. and 12:20 p.m. The victim told police he left the keys to the car in the ignition. The black BMW 525i was parked in his driveway and was not locked. Police said there were no witnesses to the theft. Police entered the vehicle information into a database for stolen vehicles. As of Thursday afternoon, the car had not been recovered. Tuesday, May 25 A man was arrested for possession of drug paraphernalia after his parked car was reported to police as being suspicious. Around 7 a.m., a witness called police to report a vehicle parked off Mt. Baldy Road near the Fergus Falls turnout. The car had blankets covering the windows. Police checked on the vehicle and found a man and a woman sleeping inside the car. When the blankets were pulled from the windows, police saw a glass pipe commonly used for smoking methamphetamine. The owner of the pipe, 21-year-old Michael Thornton of Pomona was arrested for possession of the pipe. He was later released with a citation to appear in court. Wednesday, May 26 A preliminary hearing has been scheduled for Thursday, June 17 in the case of the 17-year-old Claremont resident accused of burglary, lewd acts and sexual battery. Early in the morning on May 5, a homeowner on Morningside Drive found a man in the bedroom of his 7-year-old daughter. Forensics evidence linked the teenager to the scene and he was arrested later that day. Police believe it was not the first time the teenager entered the home without the homeowners knowledge.

K-9 subdues suspect after foot chase through neighborhood

Three Pomona men were arrested on Friday, May 21 for theft and other crimes while attempting to steal a UPS package from a residence. Around 2:50 p.m., an off-duty Claremont police officer was driving southbound along Mills Avenue on his way into work. He observed a man exit a truck and remove a UPS package from the doorsteps of a home on the 1400 block of Mills Avenue. The man then got back in the vehicle and left the scene. The off-duty officer notified police who tracked down the truck in the area. There were 3 individuals in the vehicle and 2 remained in the car when police surrounded it. One man attempted to flee the area on foot. Officers began a foot pursuit as the man climbed fences and ran through backyards in the residential neighborhood. Police borrowed a K-9 unit from the Pomona Police Department to help locate the suspect, 24-year old Cesar Delgado. Police finally tracked down Mr. Delgado in a backyard on the 500 block of Scottsbluff Drive. But he refused to cooperate with polices demands, Claremont Police Sergeant Robert Rauchfuss said. So police released the K-9 to subdue the suspect. Mr. Delgado continued to resist and began fighting with the dog. He kicked and punched the dog while the dog bit him on his arm and leg. When he eventually gave up, police pulled the dog off of the suspect, Sgt. Rauchfuss said. While trying to get him in handcuffs, Mr. Delgado continued to fight police and kicked one officer. He was taken to Pomona Valley Hospital for treatment of his injuries and required staples in his arm and leg due to the dog bites. He was then transferred to LA County jail for the theft and for resisting arrest. His 2 accomplices, Gerardo Torres, 31, and Jose-Manuel Moreno, 36, were arrested for possession of stolen property. Both had multiple outstanding warrants for their arrest. The UPS package that was stolen contained some microphones. Police say there has been an increase in package thefts since the release of the iPad. The Pomona K-9 suffered minor wounds during the struggle, Sgt. Rauchfuss said.

The options ranged from using Google Apps and Moodle to creating podcasts through GarageBand and using the same software to help with language development. Along with CHS teacher Kara Evans, Bob Bolton shared how using the Moodle software has opened up more learning opportunities in his chemistry classes. There is a calendar option thats amazing, Mr. Bolton said. It gives students access to information for the day. The software also gives me the ability to produce written work and quizzes. I keep looking and find out more things. The software also really fosters a learning community. Ms. Evans has used the software for

the past 3 years and has become a mentor to other CHS teachers due to her experience. She said the Moodle program has helped to extend student learning beyond the classroom through the use of options such as a discussion board. Its such a big tool, Ms. Evan pointed out. We have 56 [Moodle] sites up and have had a huge growth of teachers using it. This program expands the teaching bank. I only have 55 minutes with my classes so I dont have a lot of time for a lot of things. But with Moodle, the students can respond to each other and learn from each other in an online classroom at any time. English Learner Development teacher Barbara Bilderback has become a believer in the software as a result of the positive effects she has seen on her students. The program has helped turn simple vocabulary lessons into collaborations that keep her students engaged. Learning vocabulary is boring so if you can make learning vocabulary fun, then thats good, Ms. Bilderback told her group. ESL is an oral production and that is the weakest link when it comes to testing language students how they speak. Moodle opens up learning opportunities for the students and extends the learning day.

Ms. Ruby was born in American Fork, Utah on October 12, 1946 to Bill Ritz, a civil engineer, and Katherine Ritz, an elementary school teacher. She grew up in Orem and Provo, Utah and graduated from Provo High School in 1964. Following graduation, she attended the University of Utah until her family moved to California and settled in San Jose, where Ms. Ruby worked as a secretary at the Anderson Jacobson Company. While attending a class for Jewish adults interested in having a bar or bat mitzvah, Ms. Ruby met Richard and Adele Salle who would change her life. The Salles arranged a blind date between their cousin, Fred Ruby, and Ms. Ruby (Ms. Ritz at the time). It was a match meant-to-be, and the two were married at Temple Emanuel in San Jose on March 23, 1974. For the first few years of marriage, Ms. Ruby and her husband lived in South Pasadena, moving to Claremont in 1976. Braving a long commute, Ms. Ruby worked in downtown Los Angeles for Manufacturers Bank, initially as a secretary. Within 5 years, she was promoted to assistant vice president and manager of the banks equipment leasing subsidiary. When her second child, Matthew, was students with reading and math. She was gifted working with children, said her husband. Ms. Ruby was a member of Temple Beth Israel and served on its membership committee and also as an administrator and religious school teacher. She also took several classes in Judaism, devoted to learning more about matters of faith. Over the 36 years of marriage she shared with her husband, Ms. Ruby visited 34 countries and much of the United States. In the U.S., the beach and Zion National Park were 2 her favorites spots. Among the many places she visited abroad were the Tower of London, the Rock of Gibraltar, the Great Wall of China, the city of Dubrovnik in Croatia and the hills of Malaga and Verona. In the course of their sojourns, she traveled around South America, sailed through the Panama Canal, stood on the Continental Divide, threw snowballs into the Grand Canyon and climbed to the top of the Duomo in Milan. For 20 years of her life, Ms. Ruby owned a Fiat spider convertible and enjoyed many miles of cruising in the special car. She listened to the music of Eric Clapton, James Taylor, Roberta Flack and Dionne Warwick, and had a particular fondness for the Bee Gees: family members are unclear whether she could do the Hustle, but they know she could do the Twist like nobodys business. She read popular fiction but also loved Jane Austen, and she listened with patience to her childrens stories and poems. Ms. Ruby was also an enthusiastic fan of football and baseball. She looked for the best in everyone she met, remarked Mr. Ruby, noting that she will be best remembered for her vibrant sense of humor, adventurous spirit and compassion for others. Ms. Ruby is survived by her husband, Fred Ruby of Claremont; her daughter and son-in-law, Jennifer Ruby-Glik and Toby Glik of Murrieta; her son, Matthew Ruby of Claremont; her brothers and sisters-in-law, Louis Ritz and Joellen Singleton of El Sobrante and David and Marilyn Ritz of Sacramento; her brotherin-law, Paul Ruby of San Francisco; her sister-in-law, Loretta Ruby of San Francisco; and her nephews, Sam Ruby, Joe Ruby and Burt Ritz. Funeral and Shiva services took place earlier this week. A memorial service will be held at 2:30 p.m., Sunday, June 6, 2010 at Temple Beth Israel, 3033 N. Towne Ave., Pomona. Memorial donations may be made to a charitable organization of choice.

born, she quit working full-time to raise him and his older sister, Jennifer. In 1988, Ms. Ruby earned a bachelors degree in business administration from Cal Poly Pomona, having returned to school when her children were still young. A few years later, she began teaching elementary school through an internship program at California State University, San Bernardino. After 2 years of teaching, she began substitute teaching in Alta Loma and Upland, serving both districts for several years. In recent years, she volunteered in an after-school tutoring program, helping Claremont and Pomona

George B. Jenkins
professor, genealogist, traveler
Longtime Claremont resident and Cal Poly Pomona associate professor emeritus, George B. Jenkins, died on May 18, 2010 in Claremont. Mr. Jenkins was born to Grace Evelyn (Grubbs) Jenkins and Aaron Arthur A.A. Jenkins on January 8, 1919 in Sacramento, the third of 5 children in the family. He was a third generation Sacramento-born Californian, and a descendant of one of the African American pioneer families of the area. Mr. Jenkins attended Leland Stanford Elementary School, Stanford Junior High School and Sacramento High School. While in high school, he was employed as a pagethe first African American pageto serve in the State Capitol. As a page, Mr. Jenkins attended meetings held in Assemblys chambers and was responsible for note-and minute-taking and reporting to his representative. He was always very proud to say that he was a state employee at the age of 16, shared his family. Following high school graduation, Mr. Jenkins attended Sacramento Junior College. During these studies, he was drafted to serve in the U.S. Army during World War II. After military service, he attended the University of California, Berkeley on the G.I. Bill, proudly graduating in 1952 with a bachelors degree in history. Two years later, in 1954, he graduated from Atlanta University with a masters degree in social work. For many years, Mr. Jenkins worked for the County of Los Angeles, first with the Board of Adoptions and then as a juvenile probation officer. In Los Angeles, he was very active as an advocate for civil rights and equality for all people. His daughter, Lorraine Jenkins Jones, remembers how important it was to her father when the family marched in support of Dr. Martin Luther King, Jr. Expressing his love and respect for humanity, Mr. Jenkins once described himself as a true believer of freedom at that time, CSWE did not accredit undergraduate degree programs. During the last commencement ceremony prior to his retirement, the Academic Senate gave Mr. Jenkins the honorable position of mace-bearer. And, his civil rights and equality efforts were recognized in a resolution: he provided a voice of moderation and responsibility during the turbulence of the late sixties and early seventies. During that era, Claremont High School students felt the impact of these efforts. When some race-related incidents occurred on campus, Mr. Jenkins worked tirelessly for equality and representation for all students. He also served on the Claremont Bicentennial Committee and on the Pomona Valley YMCA board of direcfrom all bigotry and militarism. tors.
