OBJECTIVES

BUILDING COST MANAGEMENT


The design and construction of building projects is a highly complex and demanding process, especially with the increased sophistication of the various disciplines involved, such as architecture, surveying, construction and engineering. Delivering a project of such complexity within the right budget, quality and time-scale is critical in meeting clients expectations. Building cost management provides owners, developers, architects and contractors the highest degree of cost predictability over the life cycle of a building with the use of cost modelling and management techniques. The Specialist Diploma in Building Cost Management prepares you to manage construction cost planning and control right from project inception to the disposal phase of a building. It provides you an opportunity to gain industry-specific skills and experience in cost estimates and analysis, budget forecasts, facilities planning, conceptual studies and bid comparisons for the design and construction of property. The curriculum also covers capital and operating cost assessment skills and project control decisions. Building Technology and Services An understanding of building components and construction. Topics include preliminary works, preparation of large and restricted buildings, all temporary works involved in the construction of large buildings, different types of foundations and their methods of construction & conditions for use, the different types of walls & materials used in construction, the construction of timber, steel & concrete stairs, different types of doors & windows & their methods, different types of finishings, prefabricated components, suspended ceiling, civil engineering works and airport runway construction. An understanding of building services. Topics include the principles and application of water supply, sanitation systems & ventilation, natural & mechanical methods of ventilation, mechanical plants & electrical supply and installation. Building Measurement It covers the fundamentals and principles of standard method of measurement. Students will be taught taking-off to measure building quantities for foundations, reinforced concrete structural works, steelworks, masonry works, finishing, joinery, glazing, roof covering, building services and external works. IT applications relevant to Quantity Surveying work, focusing on applications such as Electronic Measurement System, E-Tendering, and E- Submission will be covered. Cost Estimating Fundamentals of cost estimating involving cost data, cost indices, construction cost in relation to time and present and future values; Owners capital cost estimation involving building cost, land values and development, land cost and social development, grants and taxation concessions and cost of financing the project; Contractors cost estimation involving pretender price, preliminaries, cost of labour, hire or purchase of mechanical plant, preliminaries, preparation of estimates for structural works, structural steelwork, architectural, plumbing and basic electrical works.

Contract Administration & Procurement Principles Pre-construction planning chart, manpower and resource scheduling, site organisation and supervision, understanding various types of insurance (e.g., first party, third party, etc). Building Law An understanding on the general legal principles, methodologies and the regulatory framework (including security of payment, planning, environmental and building regulations). Topics include contract methodologies and selection (including traditional & alternative forms of contracting), subcontract issues, cause of action, liability arising in contract, negligence and on other grounds, insurance and performance security, contractual claims and disputes, dispute resolution and relevant case studies. Life Cycle Costing and Value Engineering An understanding of life cycle costing, its purpose and the economic technique through identifying and quantifying all initial and on-going costs associated with assets over a buildings expected life. The impact of new legislation for environmental sustainability on LCC for sustainable development. Cost considerations for capital outlay which includes major replacement, refurbishment and upgrade and the operational outlay which includes repairs and maintenance, property and support services, utilities and statutory fees. The history of value analysis, areas of application, principles of the methodology, useful definitions and methodology of value engineering will be covered.

WHO SHOULD ATTEND


Construction personnel who aspire to be Quantity Surveyor or Cost Manager. Professionals working in property and facility management who wish to enhance their knowledge of building cost management.

EXAMINATION & AWARD OF CERTIFICATE


Participants must attain at least 75% of physical attendance and complete all assignments to acceptable standards to be eligible to take the examinations. Those who pass the examinations and complete all assigned projects will be awarded the Specialist Diploma in Building Cost Management.

ENTRY REQUIREMENTS
The applicant must be a Singapore Citizen or Permanent Resident or holder of valid employment pass/work permit and possess one of the following qualifications: a) A diploma (min course duration of 2 years) or equivalent qualification b) A relevant Advanced Certificate / Higher NITEC / Advanced NBQ with 2 to 3 years of relevant work experience c) A relevant certificate with 4 to 5 years of relevant work experience d) NITEC / Higher NBQ with at least 5 years of relevant work experience 5

OBJECTIVES
The Specialist Diploma in BIM is a 5-month parttime programme. The objectives of this programme are: To equip participants with fundamental knowledge for the adoption of BIM including the skill-sets required for the desired change to processes in the building lifecycle; To familiarize participants with BIM standards, guidelines and strategies for BIM project planning and implementation; and To equip participants with relevant skill-sets to use BIM for design analysis and project coordination among different parties and disciplines

Building Information Modeling


Building Information Modeling (BIM) has become one of the most exciting developments in the building and construction industry in recent years. As an integrated design and documentation tool used to enhance communication and collaboration among all the project stakeholders, BIM has already begun changing the way architects, engineers, contractors and building owners work together. With strategic implementation, BIM will significantly improve the design and construction process through more integrated project coordination. BIM has also been identified as one of the key technologies to be adopted under BCAs S$250-million Construction Productivity and Capability Fund (CPCF) to help the local construction industry improve productivity and enhance its capability. The Specialist Diploma in Building Information Modeling (BIM) aims to impart in-depth knowledge on BIM fundamentals and develop strategic skills for BIM project planning and implementation. It will focus on BIM applications for effective design analysis, productive design and construction coordination and holistic facility management. BIM standards and guidelines as well as BIM project case studies will also be included in this course. WHO SHOULD ATTEND


This Specialist Diploma Programme is designed for the upgrading of technical personnel, professionals, and CAD managers/ executives who are keen to enhance their skill-sets and implementation strategies for employing BIM for more effective design analysis and project coordination. Potential participants include designers, consultants, contractors, project coordinators, project managers, CAD/BIM managers, operators, draftspersons and BIM modelers.

ENTRY REQUIREMENTS
The applicant must be a Singapore Citizen or Permanent Resident or holder of valid employment pass/work permit; and possess one of the following qualifications in a relevant discipline: a) A diploma (min course duration of 2 years) or equivalent qualification b) A relevant Advanced Certificate / Higher NITEC / Advanced NBQ with 2 to 3 years of relevant work experience c) A relevant certificate with 4 to 5 years of relevant work experience d) NITEC / Higher NBQ with at least 5 years of relevant work experience In addition, applicants must also have BIM modeling skills (software knowledge) and experience relevant to their working disciplines. If not, they will need to attend a bridging course to obtain such software skills before they sign up for this BIM Specialist Diploma programme. Such BIM bridging courses are available from BCA Academy and the software vendors. Please submit relevant BIM skill certificates/documents together with the application. Below is a list of BIM skill certificates and/or documents acceptable: Certificates of BIM modeling hands-on courses (min 3 days) on BIM software such as Revit, ArchiCAD, Bentley and Tekla, etc; or Certificate of Successful Completion of BIM Modeling Certification Courses by BCA Academy (Architecture/MEP/Structure Track); or A letter from the applicants company certifying that the applicant has relevant BIM project and modelling skills experience.

This 9-month part-time specialist diploma programme aims to equip participants with a thorough understanding of construction processes, project planning and scheduling, construction costs management, procurement, contract administration, law and management. Interior and landscape design is about exploring space within a building and outside the building. And with design disciplines merging across the board, aspiring interior and landscape architects will have to take inspiration from architecture, landscape, product, graphic art and visual culture to perceive space, while considering wider issues such as the environment, functions and form. The Specialist Diploma in Interior & Landscape Design is structured to equip you with the knowledge of principles and theories in interior and landscape design, and how they are applied in real life. From idea conception to planning and creating interior and exterior spaces, you will explore new technologies to improve your design solutions and gain critical knowledge of building and material science to understand the behavioral, social and physical requirements of design in the built environment. OBJECTIVES
This 9-month part-time specialist diploma programme aims to familiarise participants with the Design & Build concept, BCAs CORENET e-submission, safe practices related to M&E works, M&E services, building structures and architectural construction, specifications, negotiating skills etc. The course emphasizes training on CAD coordination drafting and active learning via class discussion. SPECIALIST DIPLOMA IN

M&E COORDINATION
The growing complexity of Mechanical and Electrical (M&E) services in commercial, residential, industrial and infrastructural projects have made the role of an M&E coordinator increasingly important. Proper planning and coordination of M&E services are central to the success of building projects, playing key roles in building aesthetics, operational efficiency and optimal building maintenance. The Specialist Diploma in M&E Coordination designed to meet the increasing sophistication in building design as demanded by the market. It aims to equip individuals with the technical knowledge of industry best practices as well as managerial skills to undertake both conventional and specialised building projects. The Specialist Diploma in M&E Coordination is recognised by BCA as a technical qualification that is acceptable for M&E work head registration under BCAs Contractors Registry. Upon graduation, participants can look forward to become M&E engineers, property executives and facilities executives. Holders of Certificate in M&E Coordination will be exempted from these subjects

ENTRY REQUIREMENTS
The applicant must be a Singapore Citizen or Permanent Resident or holder of a valid employment pass/work permit; and possess one of the following qualifications: a) A diploma (minimum course duration of 2 years) or equivalent qualification b) A relevant Advanced Certificate / Higher NITEC / Advanced NBQ with 2 to 3 years of relevant work experience c) A relevant certificate with 4 to 5 years of relevant work experience d) NITEC / Higher NBQ with at least 5 years of relevant work experience

OBJECTIVES
The objectives of the Specialist Diploma in WSH are: To provide participants with an in-depth knowledge of WSH competencies under the WSH Qualifications framework; and To prepare participants to be competent WSH Officers for the construction industry

CONTENTS
The course consists of 14 Competency Units (CUs), of which 11 are Core Units and 3 are Elective Units. Core Competency Units Bridging Module: Apply Basic Mathematics and Science Topics in WSH* Application of mathematics, physics and chemistry principles in WSH such as calculation of forces, load, energy, pressure, ventilation, etc. *Applicants who possess a recognised engineering
or technology related Degree or Diploma may be exempted from studying the Bridging Module.

Establish and Review WSH Policy and Objectives Developing, implementing and reviewing WSH policy and objectives. Advise on WSH Legal Compliance Issues Identifying WSH legal and other requirements to advise the stakeholders on compliance with the requirements. Establish Measurement and Monitoring of WSH Performance Establishing measurement and monitoring of WSH performance, as well as advising stakeholders on WSH hazard sampling. Design and Implement Behavioural Safety Programme Developing, maintaining and reviewing behavioural safety programmes. Establish and Manage Incident Investigation and Analysis Processes Developing, implementing and reviewing WSH incident investigation and analysis processes. Manage Internal WSH Audit System Developing internal WSH audit system; Conducting internal WSH audit; Reviewing and follow- up on audit findings.

SPECIALIST DIPLOMA IN

Workplace Safety and Health


Under the legal framework of Workplace Safety and Health (WSH), a WSH Officer is required to be appointed for a construction project with a contract sum of $10 million or more. The Specialist Diploma in Workplace Safety and Health (SDipWSH) is one of the qualifications recognised for the registration of a WSH Officer by the Ministry of Manpower. This course will also prepare the participants to take up employment as other WSH professionals such as WSH Managers, WSH Advisors, WSH Specialists, etc. The course is developed based on the WSH Professionals Workforce Skills Qualifications (WSQ) framework which is jointly formulated by the Singapore Workforce Development Agency (WDA), Ministry of Manpower (MOM) and the industry. The course contents have been developed to suit personnel who wish to work in the construction industry.

Identify WSH hazards and assess WSH risks Identifying hazards and assessing risks at the workplace, including estimating costs due to the WSH risks. Control WSH risks Establishing control requirements; Recommending reasonably practicable control measures; Implementing and reviewing risk control measures.

WHO SHOULD ATTEND


Persons with relevant qualifications or experience who aspire to be WSH Officers or other WSH professionals such as WSH Managers, WSH Advisors, WSH Specialists.

EXAMINATION & AWARD OF CERTIFICATE


i) Participants will be assessed individually for each Competency Unit (CU). ii) Assessment for each CU will be competency-based and may consist of: Work Assignments, Project Reports, Case Studies, Role-Plays, Oral / Written Questioning and Interview Sessions. iii)Participants must achieve at least 75% physical attendance to be eligible for the assessment. iv) Participants who are certified to be competent in each CU will be awarded a Statement of Attainment (SOA). Participants who obtained SOAs for all required CUs will be awarded a WSQ Specialist Diploma in Workplace Safety and Health.

WDA COURSE FEE GRANT 70% of the fee payable will be supported under course fee grant. The grant is applicable to Singapore Citizens or Singapore Permanent Residents only. BCA Academy reserves the right to claim back 70% of the course fee with GST from the participant / sponsoring company in the event that the participant fails to achieve 75% attendance or pass the assessments or have violated the rules or code of conduct set by BCA Academy. Skills Development Fund (SDF) Companies are required to enrol their staff (Singaporean or Singapore Permanent Resident) through WDAs SkillsConnect system @ www.skillsconnect.gov.sg. Eligible applicants will pay the balance of course fee (inclusive of GST) after the SDF support. Absentee Payroll (AP) This course is approved for absentee payroll funding under the Skills Re-development Programme (SRP). For more information on absentee payroll funding, please visit WDAs SkillsConnect website @ www.skillsconnect.gov.sg. Withdrawal If the notice of withdrawal is received by BCA Academy 14 working days or more before the course/semester commencement date, 90% of the fee paid will be refunded. If the notice of withdrawal is received by BCA Academy between 4 to 13 working days before the course/semester commencement date, 75% of the fee will be refunded. If the notice of withdrawal is received by BCA Academy less than 4 working days before the course/semester commencement date, no refund will be given. Replacement Replacement of participants is allowed if the substitute meets all the entry requirements and the request is made at least 4 working days before the course/semester commencement date. Deferment If the application for deferment is received by BCA Academy 14 working days or more before the course/semester commencement date, an administration fee of 10% of the original course/semester fee is chargeable. If the application is received by BCA Academy less than 14 working days but more than 3 working days before the course/semester commencement date, an administration fee of 25% of the fee is chargeable. No deferment is allowed if the notice is received by BCA Academy less than 4 working days before the course/semester commencement date. Under this circumstance, the case will be treated as a withdrawal unless the registered participant decides to proceed with the original course. Programme Switching Application for programme switching must be submitted to the BCA Academy at least 4 working days before the course/semester commencement date. If the application is approved, the participant may be given a refund if the fee of the new programme is lower than that of the original programme. However, any refund arising from programme switching shall not be more than 10% of the fee of the original programme. English Screening Test Applicants under the following categories shall take an English Screening Test (at a fee of $21.40, inclusive of GST) conducted by BCA Academy to enable the Academy to assess their enrolment eligibility. An English Screening Test is applicable for the applicants if: i) They do not possess a Diploma or NCCS certificate; or ii) They are holding Degrees or Diplomas issued by countries where English is not the main medium of instruction
