Extension of Voluntary Load Disclosure Scheme ( VLDS ) In view of overwhelming response and demand of consumers, government is pleased to extend the validity of Voluntary Load Disclosure Scheme (VLDS) published on 08-05-2012 upto 31-08-2012. The consumers are therefore requested to come forward and disclose their load voluntarily which shall lead to following improvements: Better infrastructure like sub stations and lines. Better quality of supply. Better voltage. Reduction in outages.

Availing VLDS shall not impact the electricity bill of a metered consumer. Further details about the scheme are available on the website of JKPDD viz; www.jkpdd.gov.in Please come forward and help JKPDD to serve you better.

Frequently asked questions about VLDS: Question : What is the purpose of VLDS? Reply : It has been observed that the consumers covered under Schedule 1: Domestic Category and Schedule 2: Non Domestic / Commercial Category of JKSERC tariff extend their electrical installations for using modern gadgets like ACs, Microwave Ovens, Water / Cooking Heaters, Washing Machines etc. but dont get their load regularized. In the absence of data of actual installed load, JKPDD is unable to plan and upgrade the existing transmission and distribution system to cater the actual load. This leads to more interruptions/breakdowns of supply due to overloading of distribution system, damage of distribution transformers causing avoidable inconvenience to our esteemed consumers. The matter has been considered and it has been decided to introduce Voluntary Load Disclosure Scheme (VLDS) for Domestic Category and Non Domestic / Commercial Category Consumers to give them opportunity to get their unauthorized load regularized. Question : Why should metered consumers disclose their load when the meters are already recording consumption / demand of consumers? Reply : The purpose of VLDS is to know the actual connected load of consumers i,e sum of
rated capacities of all energy consuming apparatus connected to the power supply system of PDD. The energy meters do not measure this parameter of the installation because all the gadgets are not being used simultaneously by the consumer.

Question : Since all gadgets are not being used by the consumers simultaneously, why should consumer enter into contract demand agreement with the department for full connected load? Page 1 of 3

Reply : Consumer need not enter into contract demand agreement for full connected load. The contract demand can be fixed for a percentage of the connected load. JKPDD is not empowered to decide on the minimum percentage of connected load upto which contract demand can be fixed. The issue comes within the purview of JKSERC which is an autonomous body to determine tariff and regulate other issues pertaining to power sector of the state. As per clarification issued by JKSERC vide communication no. JKSERC/261-64dated13-06-2012, the consumers of
domestic and non domestic categories while declaring their connected load under VLDS, can execute an agreement for a Contract Demand which cannot be less than 60% of Sanctioned Connected Load as per Para 11.37 of Retail Tariff Order for 2012-13. Example: If the connected load (sum of rated capacities of all energy consuming apparatus connected to the power supply system of PDD) of a consumer, disclosed under VLDS is 10 kW and the consumer, because of all his gadgets not being used simultaneously, assesses that his maximum demand (actual maximum load which can come on PDD system) shall not be more than 7 kW, the consumer can enter into Contract Demand Agreement with PDD for 7 kW only and his minimum/fixed charges, as the case may be, will be payable for 7 kW only. However, if the maximum demand of the consumer subsequently is found to be more than 7 kW, then minimum/fixed/energy charges for the load in excess of contract demand will be payable as per above corrigendum. However, the Contract Demand in this case cannot be fixed at less than 6 kW (60% of 10kW). Question : Will the disclosure of load under VLDS and subsequent revision of agreement, have any impact on the bill of the consumer? Reply : In metered areas, the revision of agreement shall have impact on minimum charges only which are anyway exceeded by the consumers. Suppose a consumer under domestic category has agreement for the contract demand equal to 2kW. His minimum charges will be Rs. 80 per month only. If the contract demand after availing VLDS is revised to 4kW, the minimum charges in second case will be Rs. 160 per month. Suppose the monthly bill of the consumer in first case was in the range of Rs. 1000 to Rs. 1500 per month, the monthly bill in the second case too shall remain the same so long as the consumption is same because the actual billed amount is much higher than the minimum charges in both the cases. However in unmetered areas the revision of agreement shall have direct impact on the electricity bill. The consumers in unmetered areas are therefore requested to cooperate with the department in metering. Question : What is meant by Connected Load, Sanctioned Load and Contract Demand Reply : The definitions of Connected Load, Sanctioned Load and Contract Demand as per SERC tariff are as under

Sanctioned Load The Connected Load shall mean the sum of the rated capacities in kW/HP of all energy consuming apparatus including portable apparatus duly wired and connected to the power supply system in the consumers premises. However, this shall not include the load of extension plug sockets, stand-by or spare energy consuming apparatus installed, through change over switch, which cannot be operated simultaneously and any other load exclusively meant for firefighting purposes. In case of domestic consumers load of geysers plus heaters or of air conditioners without heaters whichever is higher is to be considered.

Any equipment which is under installation and not connected electrically, equipment stored in warehouse/showrooms either as spare or for sale is not to be considered as part of the Connected Load. Sanctioned Load Sanctioned Load: shall mean load for which JKPDD has agreed to supply from time to time subject to the governing terms and conditions. The total Connected Load is required to be sanctioned by the competent authority. Contract Demand Contract Demand shall mean the maximum demand for which the consumer has entered into an agreement with the utility. The contract demand cannot be reduced to less than 60% of the sanctioned connected demand. Question: How to calculate connected load of a typical domestic consumer: Reply : For the purpose of computing total connected load, the actual continuous name plate rating of an apparatus/appliance connected to the wiring will be taken into account. Example : The connected load of a small domestic consumer is computed as under:

Hence total connected load rounded off would be 5kW and minimum Contract Demand shall in this case work out to 60% of 5kW i,e 3kW.

However, ratings from JKSERC Supply Code Regulation will be adopted for assessing the connected load, if actual rating is not specified by the consumer:
