Why HOWEVER?
Past Present

Cold war Political contrast Protect homeland Flooding Northern India National chauvinism Right/False Command & Control

Peace war Religious contrast Free the world 1953 last big distaster Society is a melting pot Allah Coordination

The world has changed

Internationalization (crises without passports) Chaotization (unconceivable crises) CNN-ization (crises are media events) Politization (blame and claim) Manage to manage (organize to reorganize)

Vulnerability paradox
While advanced societies become less vulnerable due to the provision of modern public services. The societal, economic and political impact of any disruption thereof is significantly increased.

Solving problems > Opportunities

National coordination nearly impossible;

Mayor in charge but minister has to solve it; To many kingdoms with different tasks; Everyone knows it better;

Importance tangle is higher then functionality;

No: National Inter Agency Incident Management System; Not aware of the Cynefin Model;

ICT is unmanageable;

Lots of information; Lack of expertise.

My advice
You can not learn to swim in the desert! Buy old bikes and learn biking, then make one that fits.

There are more foreigners then Dutch people

Use tools that are used everywhere so you can share information with the outside world
