    “End hunger!” was the battle cry during the concert organized by the National Nutrition Council (NNC) of the Department of Health on 19 July 2013 at the Music Hall of SM Mall of Asia. The event raised awareness on the hunger situation in the country and the actions that can be done by everyone. The concert is one of the major events in this year’s Nutrition Month celebration keeping in line with its theme, “Gutom at malnutrisyon, sama-sama nating wakasan!” With over 1,000 attendees, the two-hour concert gathered various stakeholders who pledged to work together to put an end to hunger and malnutrition. According to NNC Executive Director Assistant Health Secretary Maria-Bernardita T. Flores, the concert is the first that the NNC has organized. “We believe that we can unite people to end hunger through the universal language of music.” Flores added that “we need people to know that many go to bed hungry and that each and everyone, not just the government, can do something to end this injustice.” Singer Nikki Gil together with Luis “Lucky” Manzano served as the event hosts. Guests “Aleng Maliit” Ryzza Mae Dizon danced to her hit song “Chacharap” and folk singer and composer Noel Cabangon sang the National Year of Rice theme song to promote the conservation of rice and use of rice alternatives. Acoustic singer Princess Velasco also entertained the audience and pledged her own commitment to end hunger. The Dancing DOH Assistant Secretary Eric Tayag also graced the event with his pop dance and the Palay Dance as part of the National Year of Rice campaign. The concert came in full blast as singer Bamboo Mañalac brought the house down with his hit songs. One of the highlights of the night’s affair was the showing of video clips of solidarity for the End Hunger campaign from Senator Grace Poe, Senator Pia Cayetano, Agriculture Secretary Proceso Alcala, Association of Nutrition Action Officers of the Philippines President Carmencita Abalos, and National Capital Region Barangay Nutrition Scholars Federation President Concepcion Benosa.

    RNC-NCR RESOLUTION NO. 02 Series of 2010

    RESOLUTION ENJOINING ALL THE CITY AND MUNICIPAL MAYORS AND BARANGAY CHAIRMEN (PUNONG BARANGAY) IN THE NATIONAL CAPITAL REGION TO ORGANIZE/REVITALIZE LOCAL NUTRITION COMMITTEES

    WHEREAS, the Philippine Constitution, Article XV Section 3 states that the State shall defendThe right of children to assistance, including proper care and nutrition and special protection from all forms of neglect, abuse, cruelty, exploitation and other conditions prejudicial to their development...; WHEREAS, Presidential Decree 491 or the Nutrition Act of the Philippines declared that nutrition is a priority of the government to be implemented by all branches of the government in an integrated fashion; WHEREAS, Republic Act 7160 or the Local Government Code devolved the responsibility for the delivery of basic services including nutrition to Local Government Units (LGUs); WHEREAS, the LGUs have the authority and the responsibility of operationalizing the Medium-Term Philippine Plan of Action for Nutrition (MTPPAN) and are considered as the prime movers for nutrition improvement at the local level; WHEREAS, Letter of Instruction 441 instructed various departments of government to address malnutrition and for the Department of Interior and the Local Government to establish functioning nutrition committees in every region, province, city, municipality and barangay; WHEREAS, the Local Nutrition Committee (LNC) is the mechanism for planning, implementing, monitoring, evaluating, and coordinating the plan of action for nutrition at the local level; WHEREAS, the Chairperson for the City/Municipal and Barangay Nutrition Committee are the Mayor and Barangay Chairman or Punong Barangay, respectively; WHEREAS, functions of the LNC include: 1) formulate a nutrition plan complementary to and integrated with other plans of the LGU and higher level plans; 2) advocate the adoption and financing of the plan; 3) coordinate and monitor nutrition and nutrition-related activities of member agencies and other agencies; 4) mobilize resources to ensure the plan is implemented; 5) conduct periodic visits and meetings; 6) assess progress of plan implementation and recommend appropriate actions; 7) monitor performance of other nutrition program; 8) hold regular quarterly meetings to assess plan implementation; and 9) introduce innovation in the management of nutrition program.

    WHEREAS, the results of the yearly Monitoring and Evaluation of Local Level Plan Implementation (MELLPI) conducted by the Regional Nutrition Evaluation Team for the past three years revealed that many of the local nutrition committees in the region are not truly functional; WHEREAS, there is a need to organize or reorganize/revitalize many of the nutrition committees at the city/municipal and barangay levels to ensure efficient and effective planning, management and implementation of nutrition programs and projects; NOW, THEREFORE, on motion duly seconded, BE IT RESOLVED, as the Committee hereby resolves to enjoin all Local Government Units in the National Capital Region to organize, reorganize or revitalize their City/Municipal Nutrition Committee and organize Barangay Nutrition Committee in all barangays in their locality; RESOLVED FURTHER, for the National Nutrition Council-NCR Regional Office being the RNC Secretariat, to furnish all local chief executives a copy of the guidelines/mechanics in organizing the local nutrition committees at the city, municipal and barangay levels, and provide technical assistance to the LGUs as needed; RESOLVED FURTHER, copies of this resolution be furnished to the National Nutrition Council-Central Office, offices of the member agencies of the RNC, and all Local Chief Executives in Metro Manila. UNANIMOUSLY APPROVED during the regular RNC meeting held on June 23, 2010 at the NNC Conference Room, Taguig City.
