The following resolutions were passed unanimously at the World Thamil Organizations Conference held at Ellicott City, Maryland, USA (a suburb of Washington, DC, USA). Tamil Eelam Issues 1. The Honorable Chief Minister of Tamil Nadu Selvi J. Jayalalithaa is profusely thanked and highly commended for passing a resolution in the Tamil Nadu Legislative Assembly calling for referendum on an independent, sovereign Tamil Eelam and for bringing Rajapaksa and other culprits to justice and punishment for the atrocities and genocide committed by them against the Tamil people. 2. The students in Tamil Nadu are congratulated for the righteous and bold stand they have taken in demanding the establishment of Tamil Eelam and bringing Rajapaksa and his cronies to justice and punishing them for the crimes and genocide committed by them against the Tamils. 3. As per the UN Convention relating to the Status of Refugees (CRSR), the Tamil people with their historical domicile in Tamil Eelam, but who are languishing under dire and horrible conditions as refugees in Tamil Nadu and elsewhere in India, must be given all facilities including the rights to buy properties and take jobs for their living anywhere in India, until they return to their ancestral land of thousands of years in Tamil Eelam which they will certainly do when the political situation there becomes conducive for them to live with complete freedom and with no fear or restrictions. Both the Governments of India and Tamil Nadu are urged to take necessary action in this regard immediately. 4. As an interim solution, an internationally-backed Transitional Administration must be established in the North East of Sri Lanka, this Administration being elected freely by the Tamil people, under international supervision. This Transitional Administration must have sufficient authority and powers, with no control by the Sinhalese Government, for three main reasons: i) To secure the Tamil Nation from the ongoing hardship and genocide being committed against it by the Sinhalese Government and its cronies, ii) Tamil people must feel safe in being able to come out and give evidence about the genocide and other atrocities (such as torture, murder and rape) committed against them ever since the British left the island in 1948, and iii) A meaningful reconstruction of the destroyed livelihoods of the Tamil people is possible only through an Administration that is directly accountable to the Tamil people.

5. An independent, international investigation must be conducted to investigate the war crimes, crimes against humanity, and genocide committed against the Tamil people in the island of Lanka in the last 65 years ever since the British left the island in 1948 and all those who are/were responsible for these crimes must be brought to justice and punished. 6. A referendum must be conducted under independent, international supervision in the North East of Sri Lanka (Ilankai) on an independent, sovereign Tamil Eelam in the North East of Sri Lanka as the lasting and permanent solution for the problems faced by the Tamil people who have a distinct language, distinct territory, a distinct culture, and a self-sustaining economy of their own in the island of Lanka. This referendum must include the Tamil Diaspora and its descendants. Kachaththeevu 7. The Honorable Chief Minister of Tamil Nadu Selvi J. Jayalalithaa is congratulated for filing a case in the Supreme Court of India challenging the constitutional validity of Indias ceding to Sri Lanka of Kachchatheevu which was part of the kingdom of the Raja of Ramanathapuram (of Tamil Nadu) when the British left India in 1947. We also demand that the Government of India take immediate action to make sure that Kachchatheevu remains part of India, as was the case in 1947. Other issues 8. The Honorable Chief Minister of Tamil Nadu Selvi J. Jayalalithaa is urged to close down all liquor shops run by the Tamil Nadu State Marketing Corporation (TASMAC), which spoils the livelihood, health and wealth of poor people, especially the youth. 9. The Honorable Chief Minister of Tamil Nadu Selvi J. Jayalalithaa is urged not to introduce English medium of instruction in the government schools, but to provide ONLY mother tongue or native language as the medium of instruction in the school system, as is the case in the neighboring State of Karnataka. 10. Both the Government of India and the Government of Tamil Nadu are urged to approach the protests by the people who oppose the Koodankulam Nuclear Project in an objective and humanitarian way. The support for nuclear energy itself is dwindling among the intellectuals as well as ordinary citizens worldwide and Koodankulam protests should be correctly viewed in this context. The governments and the courts must not allow the operation of the nuclear plant until there is strict, 100% compliance with all the international safety rules and regulations. It is the responsibility of the government to genuinely address all the concerns of the local population living in the Thirunelveli and Kanyakumari districts of Tamil Nadu and the southern part of Kerala.
