The name is chosen, as like an Octopus this bulletin will tightly hold all
the information that you might need, from time to time.

The purpose of OCTOPUS is to provide generic information to our


fellow CSV residents. This can be a channel to communicate the services being rendered by MC for the upkeep of Concorde Sylvan View, with an aim to make it one of the best communities in Bangalore. We can also use it to share the best works and achievements of our kids, to share some thoughts from just some fun stuff. our kings and queens of CSV and for

Dear Residents, Greetings from your new Members Council (MC)! Having formally taken over the management of our community from the earlier MC, we would first of all like to thank the outgoing MC members for the excellent work done by them in the past year. Apart from taking over the baton from them on the ongoing works, we have thought of some new initiatives and one of them is Octopus. Hope this finds resonance with all of you and we will look forward to constructive suggestions and feedback for improvement of content. We have thought to organize our tasks around 4 major themes:

Facts and Challenges


Security Management Facts: For protection of our layout, we avail the services of Terrier Security Services with 13 guards daily. For the day shift (7 AM to 7 PM), we have 5 security guards (including 1 lady guard) and 1 security supervisor. The lady guard works from 8 AM to 5.45 PM. For the night shift (7 PM to 7 AM), we have 6 security guards and 1 security supervisor. The guards are posted at various locations inside CSV that has been decided based on our earlier experience. For monitoring the effectiveness of patrolling by the guards, we have placed RFID tags at 41 different locations in the layout and the patrolling guard needs to swipe an RFID reader against the RFID tags at each location. The reader is fed with time details of the swiping, which the MC downloads periodically to analyze the patrolling pattern and find any deviations there-in. Challenges: The lady guard leaves by 5.45 PM, leaving 4 guards and 1 supervisor till the next shift. But 5.30 PM to 7 PM is the peak hour with major traffic at main gate, where we need to operate both the gates, frisking the vendors/contractors leaving for the day, monitoring the kids in the parks and the back gate. So we have shortage of guards during the peak hours. Update: To safe guard the perimeter, one guard from main gate will be moved to watch tower #1 and the exit gate will remain closed from 10 PM to 6 AM. CSV Staff Management Facts: As on date we have 3 electricians and 3 plumbers. They work in 3 shifts, each of 8 hours. Still we manage with 1 day weekly-off for each one of them. They are entitled for 24 paid holidays in a year. Challenges: Because of 1 day weekly-off, each staff has to work 12 hours a day, twice a week. We have not yet streamlined the leave policies and compensation for the unused leaves. The calendar year, both for leaves and salary increment has not followed any consistency till date. CSV Housekeeping Management Facts: As on date we have 8 house keeping staffs on contract, 5 ladies and 3 gents. They work from 9 AM to 5.30 PM. Their work starts with cleaning the premises (common areas only) and picking up the garbage and dumping at the garbage dump yard near the main park. They also look after the gardens/parks. Each one is entitled for 1 day weekly-off and 8 paid holidays in a year, with the dates being agreed between the contactor and the management. However on any day there should not be less than 4 staffs serving us. Challenges: As per contract the staff are required to work Monday through Friday with full strength (each day 8 staffs) and to compensate weekly off, each Saturday and Sunday 4 staffs. However over a period of time, they have shifted the weekly-off to one day between Monday to Friday and again consider Sunday as half working day. Update: Effective 20 July 2013, they will work half days on both Saturday and Sunday, in lieu of 1 full day weekly off.

Facts and Challenges


CSV Sewage Treatment Plant (STP) Management Facts: Our Sewage Treatment Plant (STP) maintenance is outsourced to Sarovara Envirotech and is operated 24/7 by 3 operators, each working 8 hours daily. Challenges: The STP operators often go out for personal work leaving the STP unguarded while in operation because it is located outside of CSV campus. Any issues found, the contractor doesnt take responsibility to communicate to MC and fix it, so the setup loses ownership. CSV plumbers intervene to find out issues and solutions. When we talk about efficient management with the contractor, we are given high valued quotations which includes labor charges also. Update: Effective 20-Jul 2013, canceling the existing contract prematurely, we have renewed to a Comprehensive Maintenance Contract (excluding media change) to avoid the aforesaid issues. The monthly bills will carry details of spare parts replaced/repaired (in future, this could be used by MC to analyze data). Water Treatment Plant (WTP) Management Facts: We have 4 bore wells. At villa 81 (not working, dried up), at villa 69 (working, in Jan2013, 5HP motor installed to pump more water), at Villa 159 (working, in July-2013, new 5HP motor installed when the existing one became non repairable), near tennis court (working, new bore well with 15HP motor, in April-2013). These 3 bore wells pump water to the raw water tank with 1.6 Lakh liter capacity. The softener treats this water and the treated water is pumped to the final tank. From the final tank the water is pumped to all the villas using Hydro Pneumatic System (at a constant pressure) which runs 24/7. At the WTP, for softening the water we use common salt and change the media periodically. Challenges: As we are dependent on 3 bore wells only, we face challenge when there is less yield from the bore wells and the consumption by all/some of us becomes extremely high. We feel pity when we see both the raw-tank and the final-tank getting emptied quickly. The biggest challenge is, ALL OF US do not feel the same pity and do not take steps to conserve water. CSV Diesel Generator Management Facts: We have 1 DG at STP with unknown capacity and 2 DGs at WTP - 200 KVA and 35 KVA. The 35 KVA DG supplies power to security room, office and WTP. It starts automatically when power goes off and stops automatically when power resumes. The 200 KVA DG supplies power to all villas including STP. It is manually switched on/off by the electrician. The one at STP has never run, the reason being it is too old and needs much investment to run and maintain. Challenges: As 200 KVA DG is manual, the electrician is asked to switch it on and off. Even after power resumes, the 200 KVA DG runs and consumes fuel till the electrician switches it off. The 35 KVA DG runs even after the 200 KVA DG is on. So the challenge is to tap 200 KVA DG to 35 KVA DG, so that when the 200 KVA DG starts, 35 KVA DG should be off. The other option is to make the 200 KVA DG automated, stopping 35 KVA DG and so saving fuel of 35 KVA DG and unnecessary running of 200 KVA DG due to manual switch off. That was easy to understand, wasn't it!! :-) Update: After prolonged discussions and negotiations, on 24-July, we have released the purchase order for the AMF panel to automate the 200 KVA DG avoid the aforesaid issues.

Tasks Completed
Governance: 1. We negotiated with 6 vendors for water meter and the negotiated price ranged between 1700 to 3575 (addition of tax@ 14.5%). We also collected 2 samples, one of 1700/- and the other for 2200/-. Based on the company profile, vendor profile and dealing convenience, we have released the purchase order with KADAKIA TRADING CO, MUMBAI for the meter costing 2200/- each. The quote comparison is uploaded in the documents section of ADDA under OCTOPUS Jul 2013. Maintenance & Upkeep: 1. We have completed the concrete work at main gate ground, so that it will stop dogs sneaking through under the gates and will also work as speed breaker for all vehicles moving in and out. 2. We have fixed additional lights near villa 181, villa 22, villa 14 and the pathway between villa 25 & boundary, to brighten up these critical places, which were dark patches from a long time. 3. All trees have been treated with chemical and the trunk is painted 4 feet high to protect from termites and insects. 4. The place for making tea for all staffs and contract employees has been shifted from main gate to back of association office, by constructing a shed. This was an eye-sore at the main gate. 5. We have procured uniforms for CSV staffs for a decency in dressing while in service. We have also procured raincoats for a convenient working of the staffs even when it rains.

grills to avoid any mishap, especially by small kids.


7. We have cleaned the land between the small park and villa-171 and have planted some fruit bearing plants. Instead of the earlier garbage dumping yard, it now looks better and more hygienic. 8. We have planted new plants in all the lanes where they had died. E.g. villa 69, 72, 73, 87, 115,116,130, 162 etc. 9. The cleaning and repair work for the water fountain is completed and it is operational, cur-

rently in the evening hours.

10. New Radium stickers have been procured and pasted on the caution boards for better visibility. 11. Installed new caution boards in parks and on transformers. Long Term Issues: 1. We had sent the water for a quality test from 2 different places one sample from the STP final tank and one sample (drinking water) from the last lane of CSV. The water report is uploaded in the documents section of ADDA under OCTOPUS Jul 2013. Community Building:
1. We have started a Senior Citizens meet at CSV. The first meet happened on 28 -July with

good participation from across the layout. The meet ended with tea, samosa and cake (panoramic view below). Many suggestions were received from our respected elders and will be deliberated upon by MC for implementation where possible.

Tasks in hand
1. Procuring the plumbing materials needed for water meter installation. 2. Installing water meters at individual villas. So far the primary issue is finding a suitable contractor/plumber for installation. 3. Completion of 200 KVA DG automation and tapping 35 KVA DG to 200 KVA DG. 4. Diesel pump with meter to be procured to monitor the usage and to stop spilling of diesel when we fill the generators. 5. STP house plastering and safeguarding tanks, damage caused by roots of near-by big trees. 6. Install focus light on the CSV name board. 7. Replace the worn out stickers for villa direction boards. 8. STP Media cleaning. 9. Independence day celebration program details to be finalized and broadcasted to all. A few of the Green initiatives planned on 15th Aug: We have invited a vendor (Daily Dump) who will educate us on how to convert kitchen waste into compost and will sell the product at a discounted price. We have invited an NGO who will guide us to understand dry waste segregation and use of dry waste. We have invited a vendor who will guide us to understand how to implement bio -gas for individual houses.

Tips on gardening (Lakshmi, villa-179) 1. Coarsely crush expired medicines (only tablets) and sprinkle them around the roots of flowering plants. This works wonders for roses and marigold. 2. If you are out on a vacation and you do not want your indoor plants to wilt then, place several layers of damp newspaper over the soil. This will retain the moisture in the soil. Another option is to take a plastic water bottle. Fill it with water and put the cap. Now make a tiny hole on the cap and just insert this bottle upside down in the soil. Please give me five more minutes... (Indu, villa-117) Have you wished to see five more minutes of TV, five more minutes of sleep on weekdays, five minutes more to dress up, five more minutes before the school bus comes, five more minutes to gossip before kids start calling us? If you have wished like that then you can continue reading . Now a days we are time crunched. We always hear that this technology will save your time, this app will help you in reducing your work etc etc. We have all these apps and technologies and gadgets...but still we are time crunched. WHY????? Hey, I am not going to give you any solutions or helpful thoughts. Because I myself am time crunched . I was staying in CSV for the last three years. During my stay at CSV, I was really time crunched. Not enough time to eat, not enough time to dress up, not enough time to cook (even though there was a maid to cut vegetables) not enough time to gossip.. not enough time to spent with the kid and hubby, no time to visit my ailing neighbour and cook for her, still I never thought of resolving it. I just went with the flow. I went on saying that next year I will be more organized and learn the art of time management. But the next year never came. It continued like that for many years. And I was time crunched all these years. Then in the form of my hubbys transfer, we shifted to Trivandrum. At first I was really happy as it was close to my native place and I won't be working anymore. I thought of attending each and every baptism, engagement, marriage, betrothal, housewarming, birthdays of my cousins and nieces and nephews and I started collecting information about Trivandrum through my friends who had stayed there. Through them, I came to know some of the harsh realities of life in Trivandrum: a) No shopping malls (Where will I spend my Saturdays and Sundays?) b) Very highly paid maids (means I have to do all work on my own) c) No fabindia (where will I go for shopping ?) d) The roads are narrow so can't double it up as jogging track....oh my god I just saw my image with double the weight.... e) And last but not the least what will I do with all the time? I was exhilarated thinking that I won't be time crunched in the new city. Keeping all this in my mind I was ready to attack the Trivandrum city. On the first day, I got into the lift of the new flat expecting to meet some new faces. Ya, thank God. Lift stopped on third floor. I gave a very big smile (all my teeth were out) to see it returned. I looked at her again with a smile. I thought I will clarify the situation and told her that We are new tenants in 6B. She gave a

questioning look and said hm-mm. I was waiting...waiting......Expecting a smile from her. My god, I looked up and saw in the lift console that we had already reached ground floor, is she not going to smile? I told her a big bye. And again she gave me back a hmmm. I just consoled myself that may be she is time crunched. Then at that moment I realized, I am no more time crunched. I have lot of time in the whole world. Ya, I wanted to shout to the whole world that I have enough time with me, a lot of time. Two months are over in Trivandrum and harsh realities were actually not very harsh. 1) My Saturday and Sunday trips to Jayanagar and shopping malls turned into trips to beaches, lakes, palaces and sunset watching. 2) Maids are still expensive compared to CSV but managed to get one. She works in the Home Ministers' Daughter's house too. So whatever she does I just smile as I cant afford to have a police arrest for maid harassment. 3) At last I found a FabIndia near to my son's school. So every other day I have a reason to go to my son's school. 4) The roads are still narrow. So I found out very very narrow roads where cars and vehicles cannot ply. Only cycles and humans can go to jog. Also my hubby took me to a nice jogging track, a very spacious one which turned out to be the jogging track of Kowdiar Palace. 5) And the last harsh reality what will I do with all the time? Seeing me grumbling about all the free time my sweet hubby helped me to take a State Library Membership card and this idea actually took all of my time as I had to return my 5 novels in time to the library without fine. Now I don't have time to cook, to clean, to look into my kids homework, to talk to my neighbours and even to smile at the people in the lifts. Oh God I am really time crunched!!!!!
