1. As of May 17, 2009, the total cost of emergency relief assistance extended to the
IDPs in 3 affected regions as well as the cost of early recovery programs amounted
to Php 320.407Million.

B. Current Initiatives in Perspective


2. Relief efforts are continuously being undertaken by the concerned LGUs,
government line agencies, UN agencies and NGOs.
3. The NDCC and RDCCs concerned are continuously monitoring the situation of
the armed conflict affected areas.
4. WASH requirements and other sanitary arrangement at the different ECs are
well taken care of by the LGUs concerned with the support from NGAs, NGOs
and INGOs.
5. Basic IDPs food needs are provided by the government with support from UN
agencies and INGOs.
6. LGUs concerned facilitate the proper waste disposal of garbage from
different ECs with the RHUs operating 24/7 to help address the health and
sanitary needs of IDPs.
7. Relocation and rehabilitation of IDPs especially inside evacuation centers
along National Highways are now the subject of government’s concentration.

C. Summary of Accomplishments Per Cluster

1. Food and Non-Food Items (NFIs)


a) NDCC OPCEN provided 11, 700 sacks of rice to the LGUs of Regions X, XII
and ARMM amounting to PhP11,132,500.00
b) DSWD provided the emergency relief needs of the 144,420 family-evacuees in
Regions X, XII and ARMM in the form of food and non-food items such as
mosquito nets, mats, clothing, soap, blankets, plywood used as beds, and
cooking utensils; funded and assisted in the operation/management of
community kitchens benefiting 20,733 family-evacuees in 80 evacuation centers
in the provinces of Maguindanao and Shariff Kabunsuan; provided supplemental
foods to 23,627 children with age ranging from 0-6 years old who are staying in
evacuation centers brokendown as follows: Maguindanao - 19,078; Shariff
Kabunsuan - 3,182; Lanao del Sur -41; North Cotabato - 1,000, and Lanao del
Norte- 326; and conducted supplemental feeding to 126 pregnant and lactating
mothers in the evacuation centers in Kolambugan, Tangkal and Munai, all of
Lanao del Norte.
c) DSWD ARMM distributed relief goods to the evacuees in Datu Piang, Datu Saudi
Ampatuan, Shariff Aguak and Mamasapano, Maguindanao consisting of 250
sacks used clothing (8 packs/sack); 2,000 tins canned goods; 113 boxes canned
rice (32 cans/box); 14 boxes pack rice with flavor (80cans/box); and 7 boxes
canned porridge (48 cans/box) and launched its “Community Kitchen” program
whereby evacuees who are currently occupying bunkhouses are engaged in
communal cooking.
d) ICRC/PNRC Economic System Team provided food and non-food assistance to
64,036 families/316,015 persons in Regions X, XII and ARMM from August to

December 2008,

2. Health, Nutrition, Psychosocial and WASH


a) DOH- CHDM is continuously addressing the needs of the IDPs in the 3
affected regions in coordination with other GOs, various INGOs and UN
system through the following interventions:
 Health - Conduct of medical consultations, disease surveillance, health
education campaign, mass immunization and vitamin A supplementation among
IDP children and women. The ARMM Regional Epidemiology and
Surveillance Unit reported that there was no outbreak of communicable
disease monitored as of May 2009. based on daily surveillance data at
the RHU gathered and analyzed at DOH-ARMM. The leading causes of
communicable diseases for almost nine months were cough, fever and
dearrhea. Since August a total of 303 measles cases were recorded
wherein most of the cases were admitted at RHU Datu Piang of which,
more than half of them were children below 6 years old. A second round
of special immunization activity was completed with primary services on
measles immunization for children 6 months to 15 yrs old. An isolation
room for communicable diseases was established at RHU Datu Piang
supported by MSF. Strengthened and improved disease surveillance data
collection through its training on Basic Disease Surveillance on
Emergency in collaboration with Save the Children, with 35 participants
from RHUs attended.
 WASH -Construction of latrines and WASH facilities by CHDM in coordination
with DSWD, DPWH and WHO; conduct of education campaign on water
sanitation and hygiene through distribution of posters and IEC materials
at the different evacuation centers; distribution of 911 hygiene kits for
pregnant women; construction of communal toilet facilities and
prioritization of solid waste management activities as part of regional
plan; and on going assessment of latest WASH status by IPHO
Maguindanao and members of the cluster
 Nutrition - Expansion of complementary feeding to children from 2-6 yrs
old in other affected areas with a total of 1,668 children for enrollment to
High Energy complementary feeding of WFP which started on January 12,
2009; provision of multi-vitamins to children identified with Global Acute
Malnutrition (GAM) in Guindulungan; Provision of therapeutic feeding to
identified 2 severely malnourished children in Datu Piang in collaboration
with MSF using plumpy nut as a therapeutic food supplement
 Psychosocial - Conduct of critical stress incidence debriefing (CISD)
among IDPs in coordination with DSWD; promotional activities on health
intervention and prevention and control measures; and construction of a
semi permanent Harmony Play Center by CFSI and UNICEF

b) DOH-HEMS augmented PhP1 Million out of its Quick Response Fund (QRF) to
Region X and PhP2 Million to Region XII as sub-allotment fund.
c) DepEd X conducted its health intervention programs through feeding/food
subsidy and breakfast feeding programs for 80 days to Grades I and II pupils
in conflict - affected areas; expanding medical check-up by establishing data
on health and nutritional status of school children to serve as bases for
planning and sourcing for school feeding and health services; mobilizing local
health providers to ensure the examination of target populace treatment and or
referral of identified cases/children at risk in Grades I - VI pupils and 1st - 4th

year students; deworming of grades I - VI pupils to address the problem of
intestinal parasitism; establishing Mental Health Psychosocial Support
Interventions in Mindanao for 58 participants in Koronadal City with 58
participants in RELC, Zamboanga City; crisis intervention/ stress debriefing;
orientation on guidelines for management of IDPs in evacuation centers;
program for children (in evacuation centers in Datu Piang like draw and tell
and singing contest); community kitchen at various bunkhouses; and
distribution of food supplement to 1,000 children.

3. Emergency Shelter

a) DPWH and DSWD completed the construction of 37 bunkhouses (30 in


Maguindanao, 4 in Shariff Kabunsuan and 3 in Lanao del Norte) for 1,130
displaced families in Region X and ARMM to decongest the evacuation centers
and for the utilization of the school class rooms used as temporary shelters for
the resumption of classes

4. Education

a) DepEd implemented the Modified In-School Off-School Approach thru the


Curriculum Development Division, Bureau of Elementary Education in cooperation
with UNICEF as an intervention to the displaced school children in Mindanao and
provided self instructional materials in English, Filipino, Mathematics, Health and
Science, HEKASI and EPP to 51 schools in Mindanao: 11 in North Cotabato, 10 in
Sarangani, 10 in Sultan Kudarat, 10 in Maguindanao and 10 in Sulu for alternative
delivery modes
b) DSWD supervised neighborhood play sessions to 326 children (6-12 yrs old)
staying in evacuation centers in Munai(130), Kolambugan (91) and Tangkal (105),
all in Lanao del Norte
c) Conduct of alternative learning; provision of supplementary feeding to students
by DOH, DepEd –ARMM and World Food; establishment of makeshift class
rooms by DepEd ARMM, LGUs, UNICEF and CSFI; distribution of supplies and
instructional materials by AFP, LGUs, Dep-Ed-ARMM, UNICEF and CFSI; and
introduction of educational assistance and psychological intervention by
concerned agencies.

5. Agriculture

a) Provision of fertilizers and replacement of animals, fishery items and rice mills.

6. Logistics Emergency Telecommunication

a) Coordinative networking with international human rights organization, NGOs and


others; strengthening of PDCC, MDCC, CDCC and BDCC structures;
telecommunications and ICT upgrade of DCCS in armed conflict affected areas;
and resources mobilization.

7. Army Engineering Brigade


a) Repair and construction of houses and farm to market roads.
