Freedom of expression is a fundamental human right, enshrined in Article 19 of the Universal Declaration of Human Rights. But around the world, there are governments and those wielding power who find many [1] ways to obstruct it. -Ban Ki Moon

New technologies, such as the Internet, and satellite and digital broadcasting, offer unprecedented opportunities to promote freedom of expression and information. Limitations on such technologies will be a fine balancing act between defending the freedom of expression and information and ensuring protection from abuses e.g. spread of child pornography. [2] In democracies and authoritarian countries alike, efforts have been made by governments around the world to shut down Web sites, silence bloggers, filter out certain words or censor negative information.[3] The efforts made by the government of different countries violate the fundamental rights of citizens like right to information, freedom of expression and opinion etc . In Republic Of Moldova, little effort has been made to create mechanisms to ensure implementation across public institutions or to monitor compliance.[4] However Moldtelecom, Moldovas national telecommunications operator, entered into an agreement to connect all Moldovan public libraries to the internet, and also reduce connection and usage fees. This is enabling thousands of Moldovans to access needed information, particularly government services promoted under Moldovas new open government plan.[5] On february 23, 2005- Our Government endorsed the National Strategy On Information Society Development, entitled Electronic Moldova. The main objective set in IS Strategy is that the Republic Of Moldova Will become an active of the new knowledge based economy.[6]
Holding Regional Development Forums back-to-back with the six WTDC Regional Preparatory Meetings; indeed the first regional meeting for the CIS countries was held just last week in Moldova, and concluded with a series of highly-relevant proposals for the review process.[7] of

A sub- committee should be mandated to monitor the actions of various countries in regard to the agenda with special emphasis on PRISM initiated by the United State Government. 2. The working of pre-existing committees and conventions should be improved. 3. Encouraging ITU to continue the study of the question of International Internet Connectivity (IIC) as an urgent matter to develop appropriate Recommendations. 4. There should be a check by the United Nations on the censorship of internet by various countries as it violates many rights of citizens. 5. The United Nations should provide funds to developing countries to decrease the Global Digital Divide.
