Overview
On December 17, 2008 the Board authorized the Department of Economic Development and
Intergovernmental Affairs to issue a Request for Qualifications and Experience (RFQ) for
development of Opportunity Sites at Mather. These sites are depicted in Attachment 1. The
Department advertised the RFQ in the Sacramento Business Journal, Wall Street Journal and
on the National Association of Defense Communities website. The Department also provided
the RFQ to over one hundred regional, national and international firms.

Ten developers submitted written responses to the RFQ by the March 2, 2009 due date. Nine
of the responses were deemed complete by staff. Following interviews on April 2 and
April 3, 2009, and evaluation of both written responses and performance during interviews, a
six-member panel (panel members are identified in the Discussion Section of this report)
recommended three of the nine development entities to enter into negotiations for
development of eight sites. Approval of actions recommended in this report will authorize the
Director of Economic Development and Intergovernmental Affairs to enter into negotiations
with Sares Regis/RAMCO Enterprises, Jackson Properties and RCH Group/West Coast
Championship Sports (WCCS).

Recommendations
1. Approve the RFQ evaluation panel’s selection of Sares Regis/RAMCO Enterprises,
Jackson Properties and RCH Group/West Coast Championship Sports.
2. Approve the attached Resolution authorizing the Director of Economic Development
and Intergovernmental Affairs to enter into negotiations with Sares Regis/RAMCO
Enterprises, Jackson Properties and RCH Group/West Coast Championship Sports for
development of Mather Opportunity Sites.
3. Direct staff to report back to the Board with Development Agreement
recommendations in three months for the Board’s review and approval.

Additional investment in Mather will increase County revenues, create jobs and increase the
quality of life for the region.

Fiscal Impact
These activities are funded with Mather funds managed by the Department. There is no impact
to the General Fund.

BACKGROUND

On December 17, 2008 the Board authorized the Department of Economic Development &
Intergovernmental Affairs to issue a Request for Qualifications and Experience (RFQ) for
development of Mather Opportunity Sites.

Following Board approval, the Department released the RFQ. The RFQ was provided to over
one hundred regional, national and international firms that either specifically requested a copy or
were identified by the Department. In addition, advertisements were placed in the Sacramento
Business Journal, Wall Street Journal and on the National Association of Defense Communities
website.

Consistent with Board direction, the RFQ was designed to solicit submittals from firms or teams
that have the necessary qualifications, experience, and financial resources to participate in and
bring equity investment to the development of the Mather Opportunity Sites. The RFQ
evaluation process was designed to narrow the field through a qualitative rather than quantitative
review process applying evaluation criteria to facilitate the opportunity for detailed discussion
between the County and the most qualified firms or teams. This approach was used to respect
the time and resources of both the development teams and the County.

DISCUSSION

Ten RFQ submittals were received by the March 2, 2009 due date. Nine responses, submitted by
the teams identified in Table 1 on page 4 of this report, were deemed complete by staff. The
tenth response, which was submitted by Forrest City, was rejected as being non-responsive to the
RFQ requirements.

Evaluation and Selection Process


A six member evaluation panel was assembled to evaluate the responses and development teams
utilizing the criteria identified in the RFQ. The panel was comprised of the following
individuals:

On April 2 and April 3, 2009, the evaluation panel heard presentations and interviewed the nine
development teams.

Evaluation Criteria and Scoring


The evaluation panel scored submittals based on developer responses to information requested in
the RFQ. Consideration was given to the written responses received and information provided
by and the performance of the developers during interviews with the panel on April 2 and
April 3, 2009. Information requested in the RFQ covered the following areas outlined in the
RFQ.

• Fee Structure
• References
• Disclosures

Consistent with Board direction, developer responses for each parcel were scored separately by
the panel. Eighteen separate criteria were evaluated by panel members for each parcel. Each
criterion had a maximum possible point value of five. A perfect individual panel member score
for a parcel would be 90 points (5 points x 18 criterion). A perfect panel score for a parcel
would be 540 points (6 evaluators x 90 points). The 18 criteria are listed in Attachment 2.

Following the panel’s evaluation of both written responses and performance during interviews
panel members scored the responses. Total panel scoring by developer for each opportunity site
is summarized in Table 1 on page 4. Sares Regis/RAMCO scored the highest for Parcels 22, 24,
46, Jackson Properties scored the highest for Parcels 20 and 23 and RCH Group/WCCS scored
the highest for Parcels 30, 31 and 32.

Due to economic conditions impacting general aviation and the status of the Mather Airport
Master Plan Environmental Impact Report, it is recommended that Parcel 21 not be awarded at
this time. Parcel 21 is the 50 acres Corporate/General Aviation area located west of the Mather
Airport Terminal Building. Development of this area will be pursued in the future.

Developer Selection
With the exception of Parcel 21, which was deleted from the RFQ evaluation as mentioned
above, the evaluation panel recommended the developers with the highest total score from the
panel to enter into negotiations for development of the eight sites. Each of the panel members
agreed with the outcome of the scoring. Based on the panel’s recommendations the Department
is recommending that the Board: approve the RFQ evaluation panel’s selection of Sares
Regis/RAMCO Enterprises (Sites 22, 24, 46), Jackson Properties (Sites 20, 23) and RCH
Group/West Coast Championship Sports (Sites 30, 31, 32); and authorize the Director of
Economic Development and Intergovernmental Affairs Director to enter into negotiations with
Sares Regis/RAMCO Enterprises, Jackson Properties and RCH Group/West Coast
Championship Sports for development of Mather Opportunity Sites.

Additionally, the evaluation panel felt it would be beneficial for Sares Regis to act as the overall
Program Manager for Parcels 22, 22, 24, 30, 31, 32 and 46 due to their proximity to each other.
As Program Manager, Sares Regis will serve as a single point of coordination for County staff in
dealing with common issues to development of the South Mather Parcels, including the 500
acres that the County has been working with Centex/Stone and Youngberg to develop. Common
issues would primarily consist of various infrastructure and utility elements.
