1- General Statement
1.1- Scope This specification covers the minimum requirements for the fabrication and erection of steel structures for buildings, steel structures supporting equipments, steelyard supports pipe racks, claddings, plates, gratings, and miscellaneous structural steel, such as steel platforms, stairs, ladders, grating, walkways, stanchions, trolley beams, crane rails, railing, doors, supply of welding electrodes etc., for CONSTRUCTION OF OFF-SPEC CRUDE TANK AND REQUIRED ITEMS IN KARANJ/PARSI UNITS Project. 1.2- Definitions Owner: National Iranian South Oil-Fields Company (NISOC).

2-Reference Documents
The work shall be done in accordance with the IPS standards and national and local laws and regulations. For subjects not covered by regulations or specifications, the fabrication and erection shall be based on good engineering and working practice and shall be subject to approval by Owner. 2.1- Codes and Standards The latest edition of the following codes and standards shall constitute minimum requirements of this specification, where applicable. In any case of discrepancy between the applicable international codes and the clauses mentioned in this specification, the more stringent requirement shall govern. 3- Construction Requirements
3.1- Materials All materials shall be new stock. No substituted materials shall be allowed without written approval from the Owner. Special care shall be taken to avoid bending, twisting or otherwise distorting individual members. Unless otherwise specified, all structural plates, shapes and bars shall conform to Mild Steel Grade ST 37-2 in accordance with DIN 1025, 1026, 1028, 1050 and 17100, or ASTM A36 with a minimum yield tensile strength of 2400 kg/cm2 or approved equivalent.

All structural pipes shall conform to ASTM A53/Grade B and shall be either seamless or mill welded. Spiral welded pipe is not acceptable. Profiles of (IPE, UNP, HEA, HEB, etc.) will be used and in case of very heavy structures it will be permitted to use built-up sections. Meanwhile, for structure of sun shelter only the standard section (IPE) shall be used. Anchor bolts, washers and other anchorage or grillage materials to be built into masonry, should be shipped so that they will be on hand when needed. Regarding to shipping fabricated materials, if any shortage or damage are claimed by the owner, the fabricator should be investigated the relative claim immediately. 3.2- Bolts, Nuts and Washers Common machine bolts grade 4.6 or 5.6 conform to ASTM A307/Grade A (or approved equivalent) shall be used for secondary steel-to-steel connections. Preferable minimal diameter for these bolts is 12mm. High strength bolts grade 8.8 or 10.9 conform to ASTM A325 (or ASTM A490), or approved equivalent, shall be used for structural steel to steel connections. The minimum diameter to be used is 16mm. One high strength bolt assembly shall consist of one heavy semi-finished hexagonal structural bolt, one heavy semi-finished hexagonal nut and two hardened washers. Hardened washers are required to provide adequate bearing area. Bolts with square heads and/or square nuts shall not be used. 3.3- Welding Materials Welding materials shall comply with requirements of AWS D1.1, Chapter, 4 or approved equivalent. 3.4- Certificates Certified mill test reports of all materials used, shall be kept on file by the steel fabricator for inspection by Owner. The test reports shall be the property of the Owner and shall be transferred to the owner upon completion of fabrication. Steel shall be marked as per ASTM A6M Standard Specification for General Requirements for Rolled Steel Plates, Shapes, Sheet piling and Bars for Structural Use or other equivalent standards. Materials shall be certified by the following: Certificate of compliance with order for steel sections less than 200mm in depth. Inspection certificate for steel sections higher than 200mm in depth. The control certificate is the Manufactures certification that certifies that products supplied conform to order requirements, giving the results of conformity of the materials on samples taken from the products supplied. 3.5- Drawings The construction contractor shall provide shop fabrication drawings, shop drawings, general arrangement drawings, assembly drawings and as built drawings as stated below. Assembly drawings shall show clearly all components with their piece number (mark), indicating complete take-off of the bolts required for each structure The construction contractor shall check the contract documents, including the drawings immediately upon award of contract and shall promptly notify the Owner of all probable error and omissions. A comprehensive coding and numbering system shall be established to identify structural members and to be used on all fabrication drawings and general assembly drawings, erection drawings etc. to facilitate the erection activities. Fabrication drawings, shall be prepared, so that all of the main engineering data such as elevations (Top of Steel elevations, Bottom of Base Plate, etc.) working

lines, working points axis to axis dimensions, slopes of the bracings etc. can be easily checked and compared with design drawings. Construction contractor shall prepare as built drawings and submit each drawing (30) days after completion of the work. Each piece drawing should have its own material take-off tabulated beside the sketch and complete package also should have total bill of material table including weight of each piece, total weight of structure, painting area of each piece and total paint area. 3.6- Structures Structures will be designed such that the surfaces of all parts will be accessible for cleaning painting and inspection. Pockets or depressions, which would hold water, shall have drain holes. 3.7- Minimum Thickness of Members The minimum thickness of structural steel except rolled I-sections and channels will be 6mm. The thickness of gusset plates shall not be less than 8mm. 3.8- Connections Connections shall be constructed in accordance with the standard details provided (if any) or according to the applicable codes and standards (AISC etc.) In cases that specific connection details are not provided in standard drawings details should be considered in accordance with AISC Manual of steel Construction. Gusset plates thickness shall neither be thinner than the thickness of members to be connected nor than 8mm. End plates thickness for beams shall not be thinner than the flange thickness of that beam and not less than 10mm. Bracing members composed of two or more rolled shapes separated by intermittent fillers shall be connected at these fillers at intervals such that the slenderness ratio of either shape between the fasteners, dose not exceed times the governing slenderness ratio of the member as a whole.

Details of the connections should be so provided to fully satisfy the designer assumptions (i.e.) for example shear connections to be only able to transfer shear and no moment should be developed by means of weld or bolt at these types of connection. Provisions shall be foreseen in the design, which will make erection at high elevations more safe, e.g. clamps for temporary fastening of scaffolds. To be on the safe side, grade 8.8 bolts shall be used and the connections calculated as ordinary connections and not as friction grip connections. Therefore the tensioning (tightening) torques of the bolts during construction shall per the following table. One drainage hole 15 mm in diameter for every 2 square meter of floor plate shall be drilled after erection at low spots with a minimum of one hole per panel. Holes in the flooring (due to pipes passing through the flooring) and around vessels or other gaps shall be bonded with toe plates for holes diameter>=250mm. 3.9.2- Steel Gratings Steel gratings shall be a 30X50mm mesh, with bearing bars 30X3mm and transverse deformed bars: 8mm. Steel shall be in compliance with ASTM A36 or approved equivalent. Gratings shall be hot dip galvanized as per ASTM A123. Maximum span between supports of the gratings: 1.5meter. Grating parts to be provided with end bars. Grating shall be spliced near cut-outs, as indicated on design drawings and be provided with end bars. Flooring cut-out 150mm, or less in diameter for piping and other penetration shall be by the field. Flooring cut-out 250mm in diameter and greater for piping and other penetrations shall have a toe plate and shall be reinforced with a top plate tack welded to grating or checkered plate. Fixation of grating panels shall be as per standard drawings and applicable codes. 3.10- Walkways, Platforms, Stairways, Ladders and Hand railing Walkways, platforms, stairways, ladders and hand railing shall be as per standard drawing of the Project. 3.11- Fireproofing Fireproofing of structural steel members, marked (FP) shall be in accordance with fireproofing Specification Document No: 85205-AHC-ST-DB-283.

4- Fabrication
4.1- General The size of members indicated on design drawings shall be strictly followed. However, in case of lack of specified material, Owners approval in writing is required before material substitution. 4.2- Workmanship and Inspection The workmanship and finishing shall be equal to the best in modern shop practice, and fabrication shop shall be checked and approved by Owners supervisor. Only new material shall be used, which shall be thoroughly straightened in the shop by methods that will not cause damage before it is laid off or worked in any way and shall be checked and approved by Owner before any shop activity. All cutting and shearing shall be neatly done and all surfaces/edges exposed to view shall have a neat finish. Sharp edges shall be removed and rounded off with a radius of 3mm. All holes were possible should be drilled. However for executing a hole in plate with less than 12mm in thickness, the contractor can use the punch method. Owners inspector or designated representative shall have free access to the materials and to all parts of the steel structure, which is being fabricated. Materials which are found to be defective or contrary to this specification and the requirements of the Purchase Order, shall be cause for rejection. All finished welds (i.e. 100%) shall be visually inspected and the following types of weld defects shall be looked into: Surface blow holes, exposed porosity, unused welds etc. Surface cracks in weld metal and/or in parent metal adjoining to it.

Profile defects such as excessive convexity or concavity, unequal leg lengths, incompletely filled grooves. 10% of lengths all fillet welds shall be examined randomly by magnetic particle test or dye penetration test as directed by steel structure supervisor and quality control site representative. 100% of fillet welds which are considered critical and has been marked up accordingly in the relative shop drawings shall be inspected. 10% of lengths all butt welds (shop welds) shall be tested randomly by radiographic or ultrasonic testing as directed by steel structure supervisor and quality control site representative. 100% of all butt welds (field welds) shall be tested by radiographic or ultrasonic testing as directed by steel structure supervisor and quality control site representative. In the cases that test results are not satisfactory in addition to repair of the specimens, the extent of testing can be increased up to 100% as site supervisor of steel structure and Q.C representative will consider. Welds not complying with the acceptance requirements shall be corrected whole or portions either by removing and replacing by means of: chipping, grinding, machining or partial repair by cutting out portion sufficiently deep and long to remove the defect and rewelding. As a guide, the minimum repair length should not be less than 100mm with 70mm minimum at the bottom of the repair groove. 4.3- Tolerances All structural elements shall be straight, plumb level and aligned based on the theoretical setting out points and centerlines of the structure references. The Contractor shall provide personnel, equipment & instruments necessary to monitor and control dimensions and tolerances. Members distorted or misaligned by the heat of welding can be corrected by mechanical means or by careful application of limited amount of heat. Heat correcting to be approved by Owner in written and shall be done under the direct

inspection of site supervisor, controlling the rate of heating and maximum temperature of 600C, which should be measurable by appropriate device.

4.4- Connections All shop connections shall be welded, except shop connections for light platforms etc This may be bolted. Field assemblies shall be bolted, unless otherwise noted on drawings. Bolted connections shall be made with a minimum of two bolts. Allowed holes diameter shall be in accordance with AISC code. The contact surface of the friction type moment resisting connections shall be left unpainted and to be noted on corresponding drawings. All bolts, nuts, washers, shims, grating clamps, etc., will be supplied by Manufacturer. Quantities as delivered to site shall include 15% extra per size and length for all type of bolts. Size and length of the bolts should be clearly stated on the fabrication drawings and a total bolts take-off should be offered beside the assembly drawings. 4.5- Detail Calculations Manufacturer will provide Owner with a complete set of detail and connections calculations, in accordance with Owner design calculations and drawings. References shall be made to the Owner design calculations (if present), drawings and to Manufacturers shop drawings. Minimum requirements (when no loads are provided) for the design of the connections. Main bracings: minimum 4 bolts

The above minimum requirements shall apply to the connections for which no forces are given in the Owners design calculations or drawings. When forces are given for the connections, the connections shall be designed for the given forces. Connections shall be fabricated only after detail drawings and calculations have obtained Owners approval.

IMPORTANT NOTE: Moment connections (MC) details for pipe racks and structures supporting equipment and/or piping shall follow the general arrangement provided below. In case this arrangement cannot be satisfied, Manufacturer shall submit for approval the detail before proceeding the connection design in order to avoid any probable clashes with the piping etc.

4.6- Shop Painting

Before surface cleaning and shop prime painting welding shall be approved by Owners inspector. Before any shop prime painting, pre-assembly should be done and all required adjustments should be completed. Surface preparation and cleaning and shop prime painting shall be done in accordance with the Project painting specification. Contact surfaces of all parts assembled with high strength bolts, including surfaces adjacent to washers, when assembled, shall be free of all paint, oil, dirt, loose scale, burrs, pits and other defects that would prevent solid seating of the parts or that would interfere with the development of friction between the parts. The steel members marked with (FP) symbol will be fireproofed. 4.7- Hot-Dip Galvanizing Structural Steel In general, all structural steel will be painted. Hot dip galvanizing of structural steel (if any) shall be in accordance with ASTM A123 with the average weight of the zinc layer of 550 gr/m2 of galvanized surface, with a minimum of 500 gr/m2.

5- Marking
All structural members, grating, handrails, stairways, stringers, stair treads, etc, shall be marked with identification marks as may be required to facilitate erection, in accordance with the marking diagram to be supplied by Manufacturer. Punch-type marking shall be used, surrounded by square outlined in colored paint so as to be easily recognizable. Preferably the notations used in fabrication drawings should be used. Erection marks shall be painted with a weather resistant paint clearly in white paint on all structural members and loose parts in symbols at least 50mm high. In addition, they shall be stamped on both sides of all structural members, in symbols at least 12mm high. Painted marking shall only be applied after the priming coat is thoroughly dry. Marks will have references to the relevant mark and erection drawings and to the relevant bolt-nut-washer-shim lists.

6- Packing & Transportation


Packing and shipping will be carried out in such a way that during transportation, lifting and storage outside, no damage or loss of parts can arise. Packed items shall have clear references concerning contents and weights. Transportation will be done in logical sequence to prevent erection delay. All bolts, washers and nuts required for erection shall be included in the first shipment of fabricated steel, for each unit or structure.

If any confusion is likely to arise in reception, sorting or distribution of elements, all parts shall have painted on them a further distinctive mark in addition to any erection or transportation mark. Such additional markings shall consist of colored band or other marks. All identification marks shall be applied on at least two sides of each package. All of the above shall be in accordance with the packing and marking procedure. Structures shall be transported in assembled position as far as possible.

7- Erection
7.1- Assembly Drawings Manufacturers erection or assembly drawings, bolting lists, etc., are required at Job site before receipt of material. Fabricator should explain the erection, sequence and all other requirements. 7.2- Receipt of Material Upon receipt and concurrent with unloading, the structural steel shall be inspected insofar as possible for conformance to bills of loading and determination of damage in transport. Any evidence of nonconformity and/or damage shall be reported immediately to allow proper measures to evaluate and rectify the situation.

Systematic unloading and segregation will assist the Owners material department in checking the transportation and will help to avoid delays by early discover of missing material, Columns and beams shall be laid out to facilitate identification and erection. Smaller components such as bracing, ladders, cantilevers, etc., shall be segregated and stored clear of the main structural members.

7.3- Assembly All steelwork shall be plumb and level, thoroughly fastened and braced before welding or permanently bolting, so as to keep the structure members plumb and true during erection. During erection, temporary bracing and guys shall be used to maintain structural integrity. Sufficient temporary wind bracing should be used over night and during holidays to prevent collapse by wind. To facilitate the bolting up progress, it is recommended that several bolting platforms be made up and placed at lifting stations in a logical sequence. Before setting of base plates, concrete surfaces shall be roughened and cleaned. Shims to be installed for leveling the supported members. Tighten the anchor bolts after supported members have been positioned, plumbed, leveled and aligned. Locate shims back from base plate edge, to secure grouting and prevent rust bleeding. 7.4- Corrections in Field

Correction of fabrication errors, which involve flame cutting, heating, additional holes, relocation of clips, etc, shall not be undertaken without approval of Owners representative. Contractor shall submit to Owners representative a sketch in duplicate, showing the error and the proposed method of correction. Owners representative shall indicate approval by signing both copies of the sketch. He shall return one copy to contractor and retain the other for his files. Where flame cutting is done in an area subject to high stress, it is extremely important to make the finished surfaces smooth and rounded with no corners or points of sharp curvature remaining to act as stress risers. Burning of holes at site is not allowed.

7.5- Field Welding and Flame Cutting Field welding shall be kept to the absolute minimum. Field welding and flame cutting is only allowed after Owners approval. No welding of structural steel may be done without qualified welders, as per AWS D1.1 and approved welding procedure. Test samples of a welders work shall be furnished to Owner for approval when requested. In welded structures, the welding foreman or inspector shall mark all connections, to show welding details ahead of welding crews. Field welding of structural and miscellaneous steel shall be performed at the locations which are indicated on the drawings. Welding shall be carried out only under the direction of an experienced and competent supervisor. A record shall be kept to enable butt welds to be identified with the Welders responsible for the work. Butt welds which are shown on drawings to have complete penetration shall produced with the aid of backing material or shall have the root of the initial layer

gouged out on the backside before welding is started from that side and shall be so welded as to secure sound metal and complete fusion. Welding shall be carried out sheltered from rain, snow or wind. Welding shall be stopped when the temperature inside the welding station is below minus 5C. Between minus 5C and 0C, special precautions shall be taken, in accordance with the approved erection welding procedure. Slag shall be removed and the weld shall be wire brush cleaned. 7.6- Field Painting 7.6.1- Specification Field painting shall be in accordance with painting Specification.

7.6.2- Damaged Areas Immediately after erection, all surfaces on which the shop coating has been damaged, shall be thoroughly cleaned and touched up with the same coating and in accordance with painting specification. Finish coating shall be done after final checking of the plumbness of columns alignment of all members and bolt tightening. 7.7- Field Inspection Owners representative shall have the right to inspect the structural steel at any time to assure that the materials and workmanship are in accordance with this specification and contract. 7.8- Erection Tolerances Erected steelworks shall comply with the tolerances set out in "Code of standard Practice" A.I.S.C. section 7 together with the following requirements:
