BHUBANESWAR: As rains continued to lash several parts of Orissa and swelling rivers threatened to wreak
havoc on low-lying areas, the state government on Wednesday stepped up its preparedness to battle a
possible calamitous situation.

Though the low pressure formed over Bay of Bengal, which has triggered heavy rains during the past week,
moved into the land over central Orissa, heightening prospects of it turning weak, the weatherman
predicted "extremely heavy rain" at isolated places and "heavy to very heavy" fall at a few places during
the next two days.

River Mahanadi and its tributaries continued to swell, but authorities said things were under control and
the need had not arisen for opening up of any of the sluice gates of Hirakud dam.

The water-level at Hirakud stood at 603.15 feet as against its danger-level of 630 feet. While the inflow
was recorded at 2.14 lakh cusecs, the outflow was 31,101 cusecs, official sources said. The water flow at
Khairmal and Baramul was recorded at around five lakh cusecs, while at Mundali it was around six lakh
cusecs. "It can be dangerous if the water flow at Mundali touches nine lakh cusecs. But as of now we are
not apprehending anything major," a revenue department officer said.

Officials here said no fresh casualty was reported in the state, though heavy rains were experienced in
southern Orissa districts of Koraput, Rayagada, Ganjam, Gajapati, Kandhamal and Boudh. While the
unofficial toll stood at 16, the government has so far confirmed 11 deaths.

Revenue minister S N Patro, who along with the legislators of Nayagarh, Khandapada, Daspalla and Ranpur
toured flood-hit blocks of Nayagarh district, said he had given instructions to officials to expeditiously give
compensation to flood victims in tune with Calamity Relief Fund norms. "We have already taken all
precautionary measures and orders have been given to district administrations to remain vigilant and make
adequate stock of relief materials," he told TOI.

Meanwhile, at Naraj the water-level of Mahanadi river was steady at 25.60 metres compared to its danger
level of 26.41 metres. The Devi river was rising at Alipingal, while the Kushabhadra river was rising at
Nimapada. The Baitarani river was showing a rising trend at Akuapada but it remained steady at Anandapur.
The Brahmani river was also steady at Jenapur. The Bansadhara and Budhabalanga also showed a steady
trend at Gunupur and National Highway-five (Gobindapur) respectively, officials said.

b. Flood situation likely to be critical in State

The flood situation in the State is likely to worsen as the south-west monsoon is getting vigorous in Orissa.
The Met Department issued a fresh bulletin to this effect late on Wednesday.

Many rivers including Mahanadi, Bansadhara, Tel, Bhaga and Salunki have started swelling and threatened
to cross the danger mark. In view of the incessant rains for the last few days, the State Government asked
the Cuttack, Puri, Kendrapara and Jagatsighpur district administrations to remain on high alert. The water
level in Mahanadi is also slowly rising near Naraz.

Meanwhile, Boudh district has been cut off from the rest of the State. The road connecting Kanatamal to
Ghantapada was disrupted. The flood water is flowing over Jagannath road from Boudha to Harabhanga.
Similarly, water is flowing four feet above the bridge over Hati river in Bhawanipatna. However, no fresh
death has been reported today.

The rains also caused breaches on roads in the districts of Koraput, Ganjam and Kandhamal, snapping
communications in several parts in Southern Orissa. Flash floods in Baitarini river and its tributary
Kharosotra have snapped communication links at several places.

Meanwhile, the Weather Department said strong and gusty surface winds from westerly direction at 45-55
kmph to 65 kmph are likely to prevail along and off Orissa coast. It also warned fishermen not to venture
into the sea.

State Assembly Speaker Pradip Kumar Amat on Wednesday asked Revenue Minister Surjya Narayan Patro to
give a statement on the current flood situation.

Earlier, the members expressed their concern over the flood situation and wanted to know what steps the
Government has taken to meet the situation.

BJP legislature party leader KV Singh Deo raised the issue in the Assembly. “The incessant rains in last four
days have triggered a flash flood in the State. The situation in many areas has become grave. In many
areas, the road communication has been disrupted,” he said, adding that the Revenue Minister should
place a report on the floor of the House.

Making a scathing attack on the Government, he said the decision taken in the Natural Calamity Fund is
never implemented in the later stage.

“The officers in connivance with the contractors are making huge money,” he allged.

Leader of Opposition Bhupinder Singh also raised his concern on this issue. Nationalist Congress Party
member Amar Satpathy also raised this issue. He also raised his concern on the price hike.

Moved by the concerns of the members, Speaker Amat asked Patro to put a statement on the flood
situation. However, he said the price rise issue would be discussed through an adjournment motion.

d. Orissa flash floods play havoc

BHUBANESWAR: As the State grapples with the crisis triggered by a devastating downpour, the low pressure
over Bay of Bengal concentrated into a depression threatening more rainfall. Many rivers continued to swell
despite indications that water level might recede by tomorrow. The districts along the Mahanadi basin were
put on alert today to cope with the release of six cusecs water from Hirakud reservoir.

At least 20 persons have perished in flash floods so far though official toll remained at 15. With several
districts experiencing heavy downpour since Monday, the administrations have been geared up.

The swollen Bansadhara was flowing above the danger mark at Kashinagar posing threat to downstream
areas in Andhra Pradesh. With road links snapped between Koraput and Rayagada, buses bound for other
regions of the State from Koraput have been diverted through Andhra Pradesh.
Nayagarh district received a record 302 mm rainfall in the last two days as against average annual rainfall
of 288 mm resulting in flash floods in many areas. Two gram panchayats remained cut off as the bridge over
Brutanga nullah collapsed. Five important roads of the district were washed away.
Nearly 250 families in 27 villages of the district have been affected as flood water entered their houses.

Last night, seven persons had perished in the district when their bus fell into a rivulet at Madhyakhanda.
Three persons were swept away when they were crossing a swollen rivulet of Nagabali by a boat at
Bandhugaon area of Koraput district. In Keonjhar district, three persons, including a fisherman, drowned in
Ramian rivulet in Telkoi block.

Reports reaching from Kandhamal said two persons, including a school teacher Maheswar Rana, were swept
away in flood water.

The Government announced financial assistance of Rs 1 lakh each to the next of the kin of the deceased.
Revenue Minister S N Patro said the Government will bear the medical expenses of the persons who have
been rescued from the bus which was swept away in Nayagarh.

e. Water level increases in rivers and dams of Orissa

Bhubaneswar, July 15 (ANI): The water level in almost all rivers and dams in Orissa has been increasing,
thanks to the relentless rain since the last four days.

Major rivers of the state like Mahanadi, Brahmani, Bansadhara and Rushikulya are flowing above the danger
mark at many places.

According to sources, nearly six-lakh cusec of floodwater was flowing in the Mahanadi River due to heavy
rain in catchments areas.

Similarly, the water level in the reservoirs at Hirakud, Rengali, Balimela, Machkund and Upper Kolab are
also increasing consistently.

The Orissa Government has alerted District Collectors of Puri, Jagatsinghpur, Kendrapara and Cuttack to
prepare for flood related challenges. (ANI)

Bhubaneswar, July 15 (IANS) At least 15 people have been killed and more than 10,000 affected in Orissa as
flash floods triggered by heavy monsoon rain have hit several areas, officials said Wednesday.

“Fifteen people were killed and more than 10,000 people have been affected by the flash floods,” an
official of the state flood control room told IANS Wednesday evening.

“While 5,000 people have been affected in Nayagarh district, another 5,000 people have been affected in
other parts of the state,” he said citing preliminary reports from various regions.

The torrential rains continued to lash most parts of the state for the fourth consecutive day disrupting
public transport and hitting normal life, stranding thousands of people.
Rains have thrown life out of gear in several places including in this state capital and its adjoining Cuttack
city.

Seven people had died in Nayagarh district Monday evening. Kandhamal, Koraput, Bhadrak and Keonjhar
districts also reported casualties.

Most deaths were due to drowning and took place during the past three days, the officials said.
In separate incidents, six people died Wednesday in house collapses in various parts of the state, local
television channels reported though official confirmation was awaited.

“Due to vigorous monsoon conditions in last two-three days, The amount of rainfall the state received by
Tuesday was eight percent more than what was expected from June 1 to till date,” S.C. Sahu, Director of
Bhubaneswar meteorological centre told IANS.

Three major rivers, Mahanadi, Brahmani and Baitarani, were in spate and their water levels have crossed
danger marks in some places, state flood control room officials said.

As the meteorological office has predicted more rains during the next 24 hours, the state government has
cautioned all district collectors to remain alert to meet any eventuality.

BHUBANESWAR: The water level of Mahanadi showed a rising trend following heavy rains triggered by a low
pressure as three more persons died due to flash floods and rainrelated incidents on Wednesday.

Worst hit were southern districts Koraput, Malkangiri, Rayagada and Ganjam as many places remained cut
off with flash floods in hilly streams and rivulets breaching and submerging roads.
One person got drowned in flooded Reba river in Dhamnagar area of Bhadrak district and another was
swept away by strong current of Bena canal.

A 22-year-old woman was killed when the wall of her house collapsed at Sindhuri village in Nayagarh
district. The water level in some rivers was rising following heavy rains in many parts of the State during
the past two days. However, the water level is falling in Brahmani, Baitarani, Subarnarekha and Rushikulya
rivers.

The water level of Mahanadi river at Naraj was at 25.60m as against the danger level of 26.41m.
All the branch rivers of Mahanadi are also rising. Sources in the Water Resources Department said about 6
lakh cusecs of water entered the river system since last night due to rains on the upper catchment areas.
The Deltaic region of the river system also received heavy rainfall during the last 48 hours.

Hirakud dam is swelling with its water level at 603 feet as against the full reservoir capacity of 630 feet.
Bansadhara was in spate in Gunupur. Its water level was at 82.68m as against the danger level of 84m. Fear
of flood looms large as the Met centre here predicted heavy to very heavy rainfall accompanied by high
speed wind in most parts of the State during the next 48 hours.

Bhubaneswar, July 15 (IANS) The death toll in flash floods that was triggered by heavy monsoon rains rose
to 15 in Orissa Wednesday, officials said. The toll, however, could be more than 20, according to non-
official sources.
The torrential rains continued to lash most parts of the state for the fourth consecutive day disrupting the
public transport system and hitting normal life, forcing thousands of people to stay stranded.

“The death toll due to flash floods has risen to 15″ Revenue and Disaster Management Minister Surya
Narayan Patro told IANS.

The district of Nayagarh reported the highest number of deaths on Monday evening, where seven people
died. Other deaths have also been reported from the districts of Kandhamal, Koraput, Bhadrak and
Keonjhar.

Most of the deaths were due to drowning and took place during the past three days, officials said.

The meteorological office has predicted more rains during the next 24 hours and Patro said the government
has alerted collectors of all districts to remain alert to meet the challenges.

In the past 24 hours several places recorded high rain fall. The highest 135.8 mm rain fall was recorded at
Titlagarh town, the Bhubaneswar meteorological centre said.

Damages are caused due to floods mainly in three major rivers Mahanadi, Brahmani, and Baitarani.” The
water level of these rivers have crossed warning level in some places, state flood control room officials
said.

The flood water in the Mahanadi River was flowing near Naraj at 25.46 meters against the warning level of
25.41 meters Wednesday morning at 6 a.m.” control room officials said.

Catchment Rainfall Summary

Heavy to very heavy rainfll has occurred at isolated places over Lower Brahmani, Upper and Lower
Mahanadi and heavy rainfall has occurred at isolated places over Burhabalanga, Baitarani catchments.
Rainfall has occurred at most places over all the catchments of Orissa.

Chief Synoptic Situation

South West monsoon has been active over Orissa. Yesterday's well marked low pressure area over North
Orissa and neighbourhood now lies as a low pressure area over East Madhya Pradesh and neighbourhood and
associated upper air cyclonic circulation extends up to Mid Tropospheric level. The axis of monsoon trough
at sea level passes through Phalodi, Swampa central region of low pressure area, Sunadergarh, Balasore
and thence South East wards to East central Bay of Bengal across North West Bay of Bengal.

Forecast valid for next 24hrs

Rainfall likely to occur at most places over Upper Mahanadi, at many places over rest catchments except
Vamsadhara, Rushikulya where it will be at a few places.
