Background
The process for selecting sites is set out in the Site selection methodology paper. The amendments made in August 2011 do not change the site selection methodology process. The amendments only related to the introduction of a second phase of consultation (paragraphs 2.3.13-2.4.15) and minor factual updates.

The following is an overall summary of all elements that apply to all the sites on the final short list: Part 1C Creation of the preferred list of main tunnel (and CSO) sites site data, site visits, site suitability reports, engineering options report and optioneering workshops that are reported in the Phase two scheme development report.

The Site selection methodology paper also contains a provision for a back-check process in paragraph 2.5.6 that states: If any sites for any of the main tunnel sites or intermediate sites (or CSO site) are eliminated for any reason, if there are significant changes of circumstances in relation to existing sites or combinations of sites, if new or replacement sites are required or found or if the engineering design develops in unexpected ways then a targeted repeat of stages 1-3 will need to be undertaken in order to fill in any site gaps.

Consultation
Thames Waters approach to engagement and consultation for the Thames Tunnel project is outlined in the Statement of Community Consultation and the accompanying Community Consultation Strategy. Thames Water has engaged regularly with all potentially affected London local authorities, other stakeholders and interested parties on sites and the project. Phase one consultation has been completed for all the preferred and shortlisted sites along with the three main tunnel route options. The analysis of the consultation responses is set out in the Report on phase one consultation and Interim engagement report. Any relevant site comments were considered at the post phase one consultation optioneering workshops. The outcomes of these workshops are reported in the Phase two scheme development report. After the workshops, engagement on sites has continued with key stakeholders, and the engineering design for sites has also continued in parallel. In autumn 2011, phase two consultation will provide another opportunity for people to comment on sites.

Site suitability report S87HF as Carnwath Road Riverside. A site location plan is attached as Appendix 2. 2.1.3 The surrounding area is characterised by a mix of land uses. Immediately to the north of the site along Carnwath Road is the Piper Building, a large mixed-use building with high-density residential properties including car parking provision on the corner with Peterborough Road. Also to the north of the site are residential properties within Philpot Square. A four-storey residential block and a PC World superstore are located immediately adjacent to the site to the east. Situated to the west of the site are threeto four-storey high residential properties overlooking the site and the River Thames. Within the wider area further to the west is the Hurlingham Club, a private members club situated within Hurlingham Park, and to the northwest is Hurlingham Business Park, which consists of large footprint industrial and commercial buildings. Further residential properties occupy the wider area to the northeast. The site is covered by various planning and environment designations in the Hammersmith and Fulham Unitary Development Plan and emerging Core Strategy, including Thames Policy Area, Sands End Conservation Area and South Fulham Riverside regeneration area. Hurlingham Wharf is also designated as a safeguarded wharf. All the mapped designations, where data was available, are shown on the planning and environment plans in Appendix 3. Photographs of the site and surroundings, together with an aerial photograph of the site, are attached as Appendix 4. Road access to the site is via the adjacent Carnwath Road. Carnwath Road has on-street parking and is subject to traffic calming. The A217 Wandsworth Bridge Road is located approximately 260m to the east. There is no rail connection to the site. Imperial Wharf Overground Station is located approximately 1.3km to the east and Putney Bridge Underground Station is located approximately 1.1km to the west. A number of preliminary transport plans for the site are attached as Appendix 5. Third-party assets and significant utilities are listed below and are shown on the services and geology plan in Appendix 6: 2.1.9 Two electrical substations are located along the northern perimeter of the site. The proposed Wimbledon to Kensal Green cable tunnel will pass centrally beneath the site in an approximate north/south direction.

The locations of other third-party assets, such as BT and fibre optic communication cables, are to be confirmed by further studies and utility searches and may not be shown on the services and geology plan. Information on the geology specific to this site can be found within the services and geology plan, which is in Appendix 6. This plan shows that the shaft would be founded in London Clay.

These drawings provide initial preliminary schematic layouts that have not been optimised. If the site proceeds to the next stage as a preferred site, construction phase layouts would be optimised to minimise impacts. Drawings of typical activities associated with the shaft construction phase are provided in Appendix 7. Potential above-ground construction features (dependent on shaft type) include: approximately 3m high hoarding around the site boundary welfare facilities, double/triple stacked temporary structures, approximately 8m high grout plant, approximately 3m to 5m high, including silos stock and workyard facilities, double stacked, approximately 6m high mobile crane, approximately 30m high gantry crane, approximately 8m high.

Road
5.1.2 Direct road access to the site would be achieved from the adjacent Carnwath Road. This carriageway is approximately 7m wide and has areas of on-street parking. Traffic calming comprising speed cushions and kerb realignments are in place along the carriageway.
Rail
5.1.3 There would be no rail network to the site. Imperial Wharf Overground Station would be located approximately 1.3km to the east and Putney Bridge District Line Station would be located approximately 1.1km to the west.
River
5.1.4 5.1.5 5.1.6 The site would have direct access to the river. The site would have existing wharf facilities and the western, cleared section of the site currently has safeguarded wharf status. Information received from the Port of London Authority (PLA) indicates that the site may be served by 800 tonne barges. The site may support the use of larger motorised barges, although this would need confirmation. The site would be located directly opposite the Western Riverside Waste Authority within the London Borough of Wandsworth. This facility transfers

Site suitability report S87HF domestic waste onto barges for removal by river. The general impact on navigation at this location would require assessment. It would be necessary for this to be examined in detail in the form of a specific risk assessment (including modelling of barge movements), which would require discussions with and approval of the PLA. 5.1.8 Material movements for a reception/intermediate site would likely be by road. As the site is adjacent to the river with wharf facilities, there could be a feasible opportunity to use barge transport.

Planning context
The current planning policy context for the site is provided from the saved September 2007 policies from the Hammersmith and Fulham Unitary Development Plan, adopted August 2003. Several planning designations and policies from this development plan are applicable to the site and are detailed below. Policies are also presented from the emerging Core Strategy, which is expected to be formally adopted by the council in October 2011. Due to the advanced stage of the LDF documents, we consider the policies within the emerging development plan documents to be of material weight. In terms of regional policy, reference is made to the adopted London Plan (July 2011).
Safeguarded wharves
6.3.3 Hurlingham Wharf is designated as a safeguarded wharf. UDP Policy TN31 safeguards these sites against development that could preclude their future use for the transhipment of freight and associated uses. Use of the site should also be consistent with policy proposals to transfer freight traffic from road to water transport, including the provision of wharves or piers to facilitate such transport. In contrast, the emerging Core Strategy Policy RTC1 supports the withdrawal of the safeguarding of vacant wharves to allow for more flexibility in the use of vacant land. However, this emerging policy is contradictory to regional guidance, with the London Plan (Policy 7.26) supporting the protection of safeguarded wharves for waterborne freight transport. The London Plan encourages appropriate temporary uses of vacant safeguarded wharves, which should not preclude the wharf being reused for cargo-handling uses. The London Plan also states that development close to navigable waterways should maximise water transport for bulk materials, particularly during demolition and construction phases.
Conservation area
6.3.4 The site is located within the Sands End Conservation Area. UDP Policy EN2 requires all development to preserve or enhance the character or appearance of the conservation area, paying particular attention to the historical context, quality of design, scale, bulk, massing and materials.

Site suitability report S87HF explains how the area was formerly designated as an employment zone in the UDP until 2007; however, there is now an overriding need for new homes and much of the area is not accessible enough for significant new employment. 6.3.6 The South Fulham Riverside SPD (April 2011) first draft was issued for informal public consultation Friday 8 April to Friday 20 May 2011. The SPD provides guidance on how the area should be regenerated and developed over the next 20 years and, when adopted by the LBHF, will be taken into account when determining planning applications within the applicable area. Thames Water submitted comments in relation to water management issues, the Thames Tunnel project and approach to safeguarded wharves within South Fulham Riverside. Those comments made specific reference to the potential use of the Carnwath Road Riverside sites as a main tunnel drive site, and the inclusion of Hurlingham Wharf within the construction area and its use in accordance with the wharf safeguarding. The comments concluded that based on the significance of strategic policy support, the Thames Tunnel project should have primacy over aspirational residential-led development that could affect sites identified for its construction and operation.

Planning comments
The site consists of Hurlingham Wharf, a currently vacant safeguarded wharf, as well as Whiffin Wharf and a number of industrial, warehouse and retail units within Carnwath Road Industrial Estate. Use of the Hurlingham Wharf site for either a main tunnel drive site or a reception/intermediate site would be consistent with extant local development plan policies, as well as adopted regional policies, which support waterborne freight transport and the appropriate uses of safeguarded wharves. Proposals for campsheds for the main tunnel drive site, which would allow barges to transport construction materials, are also consistent with the London Plan policy for maximising water transport for such purposes. The temporary use of Hurlingham Wharf during the construction phase of the Thames Tunnel project would not preclude the wharf being reused for cargo-handling uses and would therefore accord with regional policy. Although the intermediate/reception site does not currently propose use of the river for transport, Hurlingham Wharf could be used for this purpose during the construction phase and should be investigated further. The location of the shaft and layout of permanent facilities for either the main tunnel drive site or intermediate/reception site will need consideration so

Site suitability report S87HF as not to prejudice the sites ability to function as a wharf in the future. The emerging Core Strategy departs from this protection and supports the withdrawal of the safeguarding of Hurlingham Wharf to allow for more flexibility of uses. However, this policy is contradictory to the London Plan designation, and removal of the safeguarding would require formal withdrawal by the London Mayor. 6.4.2 The Thames Policy Area is unlikely to be significantly impacted on since the construction works and remaining top structures should not result in overly prominent development in this location, and should not unacceptably obstruct local views. The proposal is also unlikely to have an unacceptable impact on the character or appearance of the Sands End Conservation Area, on the basis that the existing site character and context do not positively contribute to the appearance of the designated area and the sites could be improved in appearance as part of the project. However, appropriate consideration will still need to be given to the design and location of permanent structures in order to minimise potential adverse impacts, including quality of design, scale, bulk, massing and materials. A more detailed heritage assessment is included in Section 7. The site is designated within the wider South Fulham Riverside regeneration area, which has ambitious housing and job targets. The temporary use of the site is not expected to cause detriment to the delivery of these regeneration aims, and consideration of the shaft location and permanent structures, in close discussion with the council and landowners, will be necessary. There are currently no extant applications to redevelop this site. The emerging Core Strategy Policy SFR and South Fulham Riverside draft SPD expect redevelopment to continue the Thames Path riverside walk once development on these sites has been completed. Thames Tunnel project proposals to use the site include the diversion of the Thames Path inland temporarily during the construction period and reinstatement will need to be ensured. Under the main drive site option, campsheds are proposed to extend into the River Thames, which is designated as a mature conservation area. Mitigation measures will need to be implemented to ensure the quality of the waterside environment is not damaged as a result. However, the overall Thames Tunnel project will result in wider improvements to the ecological resource of the river, in line with emerging Core Strategy Policy RTC1. A four-storey residential block and a PC World superstore are located immediately adjacent to the site to the east. Situated to the west of the site are three- to four-storey high residential properties overlooking the site and the River Thames. The proximity of these residential properties immediately adjacent to the west and east of the site is of most concern, particularly the properties to the west, which have habitable room windows rather than blank facades orientated towards the site. Mitigation will be required to avoid potential adverse construction impacts, such as noise, dust, light and traffic movements. Control of construction working hours may also be required to safeguard amenity.

Site suitability report S87HF 6.4.7 Immediately to the north of the site along Carnwath Road is the Piper Building, a large mixed-use building with high-density residential properties including car parking provision, on the corner with Peterborough Road. Also to the north of the site are residential properties within Philpot Square. The configuration of the Piper Building is designed as an L-shape, which places residential dwellings to the north side of the building and commercial units to the south. This arrangement, with a blank facade fronting Carnwath Road, provides some protection to the residential units behind from construction impacts, such as noise, dust and lighting. Combined with the position of Carnwath Road, the separation distance to the residential properties to the north of the site is considered to be sufficient to safeguard residential amenity if combined with appropriate mitigation measures.

Transport
The site is considered to be suitable as a main tunnel single drive and main tunnel reception/intermediate site as potential road and rail access routes are suitable for HGVs. In the case of the main tunnel single drive option, the site has good access to the river, and material import and export is proposed using campsheds that will require construction. For both site options, the route to rail would pass through a high street area. To enable site access, some on-street parking bays on Carnwath Road may require removal if found to affect the turning movements of construction vehicles accessing the site (alternative parking may be available nearby). The potential for the workforce to access the site by public transport is low, however parking for the workforce could potentially be allocated within the site boundary, or workforce transport may need to be provided. The Thames Path will require diversion around the site.

Archaeology
Based on current information, the site is considered less suitable as a main tunnel single drive and main tunnel reception/intermediate site as there are records of archaeological receptors of medium value, including alluvial deposits, within the western part of the site. It is reasonable to anticipate that further archaeological receptors of high or medium value may be present elsewhere within the site and that these may include waterlogged deposits. Further desk-based assessment is required to assess in detail the risk posed by archaeological receptors within this site.

Ecology
The site is considered suitable as a main tunnel single drive and main tunnel reception/intermediate site, as impacts to ecological receptors are likely to be limited. There is some potential for buildings on the site to support roosting bats or nesting birds, and should roosts or breeding birds be identified then mitigation, possibly including offsite provision and mitigating work practices, would be required. There is a small area of wasteland habitat present on site, which could potentially support uncommon or notable invertebrates, plant species and reptiles; and, should this be the case, there may be a need for mitigation, which could include a limited amount of offsite provision.

Site suitability report S87HF 7.6.2 However, for the main tunnel single drive site, the construction of campsheds in the Thames is likely to require negotiation with the EA and may require compensatory habitat provision and post-works restoration which could result in the site being less suitable. Great care will be required to ensure that there will be no entry/leaching of spoil into the River Thames during loading and unloading of barges on the campsheds.

Flood risk
This site is considered less suitable as a main tunnel single drive site because it is located partially within the river channel and, as such, is within Flood Zone 3b functional flood plain. The site is located across flood defences and would require flood defence consent before work could commence. There is potentially space for attenuation SUDS to be accommodated on site, but further investigation is required to determine if the site is suitable for infiltration SUDS. This site is considered suitable as a main tunnel reception/intermediate site as there are no campsheds associated with this option and the site is not located across flood defences.

Air quality
This site is considered less suitable for use as a main tunnel single drive and main tunnel reception/intermediate site from an air quality perspective. There are residential properties in close proximity to the site, therefore there is potential for fugitive emissions of dust during construction to have a perceptible impact at these properties. These impacts could be minimised with standard dust control measures. There is potential for HGV movements on the local road network to cause localised air quality impacts in areas of already poor air quality. This could be somewhat mitigated by minimising the movement of HGVs during peak hours.

Noise
The site is considered less suitable as a main tunnel single drive and main tunnel reception/intermediate site due to the relatively short separation distances between the site and the closest sensitive receptors. The number of vehicles associated with the construction phase and their access route has the potential to cause disturbance to properties lining those streets. Due to the short distance of the shaft location and the nearest sensitive properties, vibration levels during construction may give rise to complaints.

Land quality
The site is considered less suitable as a main tunnel single drive and main tunnel reception/intermediate site based on the moderate potential for contamination of the site to have occurred, specifically from wharf operations, tanks, electrical substations, garage services, printers and industrial buildings located on site and, to a lesser extent, tanks and a concrete works located in the near vicinity of the site.

Site suitability report S87HF 7.10.2 The potential sources outlined above may impact on site workers and adjacent human receptors through direct contact/vapour inhalation exposure pathways. There is also the potential for surface water (the River Thames) to be impacted.

Socio-economic profile
The site is within the Sands End ward of the London Borough of Hammersmith and Fulham. Statistics from the Office of National Statistics (ONS) 2001 Census show the following indicators for the ward, in comparison to the rest of the borough, London and England: The proportion of 16- to 74-year olds in full-time employment is, at 45 per cent, greater than for London and England as a whole but broadly the same as the rest of the borough. The proportion of residents in the ward classified as AB and C1 social grade is greater than for London and England as a whole but broadly the same as the rest of the borough. In terms of the ethnic mix, almost 80 per cent of the people in the ward describe their ethnicity as white, which is greater than the proportion in the borough as a whole. Conversely, the proportion of people of Asian and black origin is slightly lower than for the borough as a whole. The percentage of people living in social rented housing is, at 25 per cent, higher than for the rest of the borough, London and England as a whole.

This data indicates that, in many ways, the ward is typical of the borough, with the number of economically active people in the ward also similar to the borough as a whole. The figures suggest there may be a relatively high proportion of social housing in the vicinity of the site.

Site suitability report S87HF the main tunnel reception/intermediate site option, it appears unlikely that any business would need to be relocated. 8.3.2 For both the main tunnel and main tunnel reception/intermediate site options, the residential properties and play area located immediately to the west of the site are also likely to be directly impacted due to their close proximity to the proposed shaft location. While it may be possible to partially screen this area from the works by locating the office and welfare facilities on this boundary of the site, the proximity to the shaft itself means it appears likely these properties may be affected by construction-related noise, dust and vibration. However, this depends on the type of mitigation used to address these issues. The residential properties to the east of the site appear also likely to be affected by the proposed works, particularly in relation to the main tunnel site option as these properties are directly adjacent to the site boundary. Mitigation will be required to reduce construction-related impacts. Residents and businesses operating out of the mixed-use Piper Centre and the two large residential apartment blocks which make up the south and western edges of Philpot Square, which are all opposite the site to the north, are also likely to be directly affected by either of the site use options. A number of properties in these buildings will overlook the entire worksite and are situated in relative close proximity to the main shaft works area. Further consideration should be given to the site layout in order to minimise local impacts. Use of this site for the main tunnel works option would require a further diversion of the Thames Path during construction, but it appears this stretch is not well used, so impact on local residents and other users would be small. The Currys store which neighbours the site to the east appears unlikely to be greatly impacted as it is at a distance from the main works area. For the main tunnel site option, the majority of construction materials will be transported to and from the site via river; however, some materials and personnel will still have to access the site by road, which may increase congestion in the area and impact on local residents. For the main tunnel reception/intermediate site option, road will be the primary method of transporting materials, so this is therefore likely to have the greater impact on the local highway network. It does not appear likely that there will be any long-term operational impacts of the proposed works as the site has been identified for redevelopment.

The site is made up of property known as Hurlingham Wharf, Wiffin Wharf and Carnwath Road Industrial Estate. Hurlingham and Wiffin Wharf are vacant sites and are held by a residential developer. The Carnwath Road Industrial Estate freehold is held by the London Borough of Hammersmith and Fulham and subject to a long lease in favour of a private investor. The estate is fully let and occupied by a number of businesses who each enjoy leasehold interests of varying lengths.

Engineering
This site is considered to be suitable as a main tunnel drive site and a main tunnel reception/intermediate site. For a main tunnel drive site, the site would have good river access as it already has wharf facilities. The sites river frontage would allow delivery of materials to site, together with removal of excavated material by river. For a main tunnel drive site, the site size would be a little constrained but manageable. There would be a good access opportunity available to the TLRN. The site would be level and predominately clear, with minimal enabling works required for the demolition of the light industrial units.

Planning
This site is considered to be suitable as a reception/intermediate site and a main tunnel drive site. Hurlingham Wharf is designated as a safeguarded wharf and is currently vacant. Temporary use of this site, including its use for the waterborne transport of construction materials (for the main drive site), is consistent with extant local policy and regional planning guidance. The Carnwath Road Riverside sites are subject of a number of planning policy designations, and the shaft location and layout of the permanent structures will need particular consideration, especially with regards to the wider conservation area and regeneration area. However, none of these designations are deemed significant to preclude the use of the site to deliver the Thames Tunnel project. The existing site character and context do not positively contribute to the appearance of the area and, once the temporary works are completed, the site could be redeveloped for alternative uses, as proposed in the draft South Fulham Riverside SPD. Of most concern is the potential adverse impact on residential amenity, particularly to the adjacent residential properties to the west and east. Residential properties within the Piper Building may also be impacted by the construction activities. Appropriate mitigation measures, as described in Section 10.4, will need to be adopted.

Environment
Overall, the site is considered to be suitable as a main tunnel single drive and main tunnel reception/intermediate site. However, mitigation would be required to enable the site to be used. Based on current information, the site is considered suitable from the perspective of transport, built heritage, townscape, water resources (hydrogeology) and ecology. In the case of the reception/intermediate option, it is also suitable from the perspective of water resources (surface water) and flood risk. The site is considered less suitable from the perspective of archaeology, air quality, noise and land quality. In the case of the single drive option, it is also less suitable from the perspective of water resources (surface water) and flood risk. Overall, the site is considered suitable, subject to further investigation of whether archaeology, air quality, noise and land quality impacts and, in the case of the single drive option, surface water and flood risk impacts, can be adequately mitigated. Likely mitigation considerations would include: archaeology further detailed archaeological assessment to assess risks associated with development impacts and to identify likely mitigation requirements

Some parking spaces will require removal if found to affect the turning movements of construction vehicles using the site access. Visibility splays in both directions from the site access are acceptable (more than 90m provided). Access to the A3205 (TLRN strategic highway network) along Carnwath Road (eastbound) onto Wandsworth Bridge Road and across Wandsworth Bridge. Carnwath Road is traffic calmed featuring speed cushions (which will not require removal). There are no visible restrictions over Wandsworth Bridge. Distance to TLRN 0.8km. Access to river Located directly adjacent to river. Material import and export provided via campsheds that will require construction. Access to existing railway sidings at Clapham Junction uses the same route to the TLRN (A3205) although continues across the gyratory between the A217 and A3205 on to the A214. The route then turns onto East Hill, following on to St Johns Hill before turning onto Plough Road for the Clapham Junction, Traincare Depot railway sidings. The route contains the same constraints as the route to the TLRN (A3205), in addition to passing through a Located directly adjacent to river. Material import and export provided via campsheds that will require construction. Route to possible rail link at Clapham Junction runs through a high street area along St Johns Hill and under a rail bridge with no visible restrictions, in addition to the constraints encountered on accessing the TLRN (A3205). Existing sources Local road traffic on Carnwath Road and other nearby residential streets, of significant noise coupled with more distant road traffic on the A219 to the east of the site, emissions will contribute to the local noise climate in the area of the sensitive receptors. There are no railway lines or significant industrial noise sources evident in the area. Potential issues Construction: The construction period is estimated at six to seven years for the single drive option and four to five years for the reception/intermediate option. For both options, the working hours will be 24 hours per day, Monday to Sunday. This has the potential to result in adverse noise impacts on the sensitive receptors on Carnwath Road.

This number of vehicle movements has potential to result in adverse noise impacts upon properties on Carnwath Road. Proposed 3m site boundary fencing will provide useful noise mitigation to some plant and construction activities. Situating plant in the central area of the site, along the boundary with the River Thames, would maximise the distance between them and the nearest receptors, and minimise the potential disturbance. Vibration resulting from general construction works is not anticipated to result in an adverse impact. The nearest receptors to the proposed shaft location are at a distance of approximately 15m and it is unlikely that vibration levels will result in minor cosmetic damage during shaft sinking. Vibration levels may give rise to annoyance. Vibration from tunnelling should be considered on a case-by-case basis at particular sensitive locations Operation: With appropriate attenuation (if necessary), there is no reason why noise from the ventilation column and associated permanent structures should result in adverse noise impacts to nearby sensitive receptors. Mitigation required and conclusions Provision of site boundary noise fences. Noisy construction activities, or activities which may cause vibration, to be undertaken during daytime hours only to reduce the noise impact during night-time construction.
Summary: The site is considered less suitable as a main tunnel single drive and main tunnel reception/intermediate site due to the relatively short separation distances between the site and the closest sensitive receptors. The number of vehicles associated with the construction phase and their access route has the potential to cause disturbance to properties lining those streets. Due to the short distance of the shaft location and the nearest sensitive properties, vibration levels during construction may give rise to complaints.
