1.0 SCOPE

This SEC Transmission Material Standard Specification (TMSS) specifies the minimum
technical requirements for design, engineering, manufacture, inspection, testing and
performance of Coupling Capacitor Voltage Transformers (CCVT) 69 kV through 380 kV
intended to be used outdoors in the transmission system of the Saudi Electricity Company,
Saudi Arabia.


2.0 CROSS REFERENCES

This Material Standard Specification shall be read in conjunction with the latest revision of
SEC General Specification No. 01-TMSS-01 titled "General Requirements for All
Equipment/Materials", Speicfication No. 50-TMSS-02 titled Voltage Transformers (CVT)
110 kV through 380 kV and Speicfication No. 54-TMSS-01 titled Mineral Insulating Oil
for Electrical Appartus which shall be considered as an integral part of this TMSS. This
TMSS shall also be read in conjunction with SEC Purchase Order or Contract Schedules for
project, as applicable.


3.0 APPLICABLE CODES AND STANDARDS

The latest revision/amendments of the following Codes and Standards shall be applicable for
the equipment/material covered in this TMSS. In case of conflict, the vendor/ manufacturer
may propose equipment/material conforming to one group of Industry Codes and Standards
quoted hereunder without jeopardizing the requirements of this TMSS.

4.0 DESIGN AND CONSTRUCTION REQUIREMENTS

4.1 General

4.1.1 A coupling capacitor device is a capacitor unit used for coupling high
frequency power line carrier systems to high voltage overhead lines, as
defined in IEC 60358.


4.2 Design Criteria

4.2.1 These devices shall comprise one or more hollow porcelain units, having
aerodynamically shaped sheds and containing series connected oil
impregnated capacitor elements. Each unit shall be hermetically sealed with a
steel bellows provided to equalise the oil pressure at different temperatures.
A low voltage bushing shall be provided on each device for termination of
high frequency power line carrier equipment.

Note: Other materials instead of hollow porcelain units like Composite
Ruber (SiR) can be accepted and used if concerned departments
review the technical information and accepted.

4.2.2 Coupling capacitor devices are classified as follows:

Oil filled capacitor stacks housed in porcelain bushings for phase to earth
connection and suitable for exposed installation outdoors under the service
and system conditions defined in SEC General Specification No.
01-TMSS-01.

4.2.3 Each coupling device shall provide adjustable wideband tuning to pass carrier
frequencies with minimum loss in conjunction with coupling capacitors or
coupling capacitor voltage transformers.

4.2.4 High Frequency Carrier Coupling Requirements are:

a. The frequency range for power line carrier transmission will be
30-500 kHz.

b. Capacitor divider units and coupling capacitor devices shall be
designed to carry a line trap fixed to an upper mounting flange.

4.3 Ratings

The specific rating shall be as specified in data shedule.

4.4 Coupling and Protective Devices

Each coupling device shall include at least the following coupling and protective
devices:

4.4.1 A tuned coupling inductor which, together with the coupling capacitor, shall
form a wideband filter arrangement which shall provide a low impedance
carrier frequency path between the PLC terminal and the power transmission
line for transmission lines with surge impedance of 250-700 .

4.4.2. An impedance-matching transformer to match the coaxial cable impedance to
the impedance of the power transmission line.

4.4.3 A balanced isolation transformer, suitable for phase-to-phase coupling
arrangements, to provide the electrical connection between the coaxial cable
from the PLC terminal equipment and the line tuning equipment.

4.4.4 A main arrester which shall be set to conduct when a potential of 3000 volts,
60Hz or greater is applied across its terminal. The arrester shall be capable of
protecting the coupling unit even when the coupling capacitor becomes
shorted.

4.4.5 A drain coil which shall be connected to the output lead of the coupling
capacitor to provide a low impedance path to ground for the 60Hz component
of the incoming current.

4.4.6 A secondary low voltage discharge arrester which shall have a breakdown
voltage of 1000 volts or less.

4.4.7 An earthing switch which shall be used for grounding the lead-in cable from
the coupling capacitor for the safety of maintenance personnel.

4.5 Coupling Capacitor Device Cabinets

4.5.1 Mount the coupling devices in cabinets suitable for outdoor installation. Each
cabinet shall be manufacturers standard size and colors. The cabinet shall be
weatherproof, protected against the entry of insects and ventilated to prevent
condensation to the level of IP54, as per 01-TMSS-01.

4.5.2 The bottom plate of the box shall be furnished un-drilled, but sufficiently
large to accommodate three cable gland of up to 40 mm external diameter.

4.5.3 The cabinets shall have screened ventilating holes (25 mm diameter), a front
door with locking facilities and a ground connector for a ground wire.

4.6 Capacitor Unit or Stack

4.6.1 The capacitor unit or stack shall consist of series connected oil impregnated
capacitor elements C1 (high voltage capacitor) and C2 ( Intermediate voltage
capacitor) housed in porcelain bushing completely filled with oil and
hermetically sealed. Each capacitor unit or stack shall be fitted with stainless
steel bellows (oil volume adjusting device) to allow for change in volume of
oil and maintain a slightly positive oil pressure at any temperature in the
operating range.

4.6.2 The capacitor unit or stack used with the voltage transformer shall have a
capacitor divider with intermediate voltage terminal for connection to
electromagnetic unit. The insulation of the low voltage terminal of the
capacitor voltage divider shall be tested for one minute per IEC 60044-5 or
NEMA C93.1.

4.6.3 The transient over voltage surges transmitted from primary to secondary
terminals of CCVT shall not exceed the values given against Type A and
Type B per IEC 60044-5 or equivalent standard for CCVT installed in air-
insulated Substation and gas insulated metal-enclosed substation (GIS)
respectively.

4.6.4 The low voltage end shall be terminated in a bushing insulated from the base
and capable of withstanding a test voltage of 10kV for 1 minute.

4.7 Electromagnetic Unit

4.7.1 The electromagnetic unit shall consist of intermediate voltage transformer,
carrier blocking impedance (if used with PLCC equipment), compensating
reactor, and associated protection circuitry. The electromagnetic unit shall be
housed in the base on which the capacitor unit or stack is mounted on the
top.The base housing shall be filled with oil and hermetically sealed.

4.7.2 The voltage transformer shall have two secondary windings. The rated
secondary voltage (nominal) of each winding shall be 66.39 (115/3) V or
110/3 V or as specified in or as specified in the data schedule. All
secondary circuits of voltage transformer shall be provided with miniature
circuit breakers or fuses or MCBs .

4.7.3 The CCVT for relaying service shall have a rated burden of at least 100 VA
at a power factor of 0.85 lagging and shall be be of standard accuracy class
3P per IEC 60044-5 or 1.2R accuracy class per NEMA C93.1. Additional
accuracy classes ( T1, T2, T3 per IEC 60044-5) for transient performance for
CCVT for relaying service shall be as specified in the data schedule. The
CCVT for metering service (except for revenue) shall have an accuracy class
0.5 per IEC 60044-5 or accuracy class 0.3 for burdens X, Y, and Z and power
factor per NEMA C93.1. The CCVT for revenue metering service shall have

accuracy class of 0.2 per IEC 60044-5 and shall be capable of simultaneous
loading of accuracy of 0.2 per IEC 60044-5for all secondary windings up to
their rated burden and power factor.

4.8 Porcelain Housing

The insulator unit or units, shall be made of commercial grade, wet process
porcelain, brown glazed over its entire visible surface which shall be relatively free
from imperfections. It shall be designed to withstand the static and dynamic stresses
imposed by rated voltage, short circuit current, conductor pull and other loads
imposed by wind pressure will be 2kN/m
2
. In addition, the insulator may be required
to withstand extra loads imposed by placing line traps on top.

The supplier/contractor shall furnish evidence of the integrity of the porcelain
housing, such as test certificates for electrical routine test proposed.


4.9 LV Terminal Box

4.9.1 The voltage transformer secondary terminals and fuses/MCBs, damping
devices (for limiting over voltages, preventing sustained ferro-resonance and
acheiving a higher performance of transient response of CVT for relaying per
IEC 60044-5 or NEMA C93.1), protective devices and thermostatically
controlled space heater shall be enclosed in the LV terminal box which shall
be part of the base housing enclosure.

4.9.2 The internal face of the cover shall bear a metallic plate with the schematic
diagram of windings and of their terminal markings.

4.9.3 Terminals on terminal board or terminal block for user's field wiring
connections shall be non-captive pan head screw type.

4.9.4 The bottom plate of terminal box shall be furnished with cutout complete
with undrilled cable gland plate to accommodate cable gland of up to 40 mm
external diameter. Provisions for conduit entrance shall be provided.

4.9.5 The enclosure shall be weatherproof and dust-tight having degree of
protection in accordance with 01-TMSS-01.

4.9.6 An external earthing stud capable of accepting twin-copper conductor of
240mm
2
connected to the metal base shall be provided on all units.

4.9.7 The CVT shall have an earthing terminal provided within the secondary
terminal box for earthing the secondary windings and cable screens.

4.10 H.V. Terminals

H.V. terminals shall be flat, tinned and shall be designed to withstand the electrical
and mechanical stresses due to rated voltage short circuit current and mechanical
forces. The rated mechanical load, in any direction, shall be 2kN.

4.11 Grounding

The coupling capacitor devices shall be:

Terminated in a bushing insulated from the base and capable of withstanding a test
voltage of 10kV for 1 second. An external earthing stud capable of accepting twin-
copper conductor of 240mm
2
cross-sectional area, connected to the metal base shall
be provided on all units. Capacitor voltage transformers shall have an earthing
terminal provided within the secondary terminal box for earthing the secondary
windings and cable screens.

4.12 Mounting Arrangements

The coupling capacitor devices will be mounted on a freestanding structure. It may
be required to mount line traps on top of coupling capacitors. Therefore, the
supplier/contractor shall liaise with the manufacturer of the line trap to ensure
that suitable support arrangements are provided. If an adaptor plate or other
fittings are required at the interface to the line traps they shall be provided by the
supplier/contractor.

4.13 Nameplate

The rating plate for coupling capacitor devices shall be in accordance with IEC
60358. In addition, the relevant OHL circuit, the order number and the year of
manufacture shall be marked in English on all units. All rating plates shall be made
of stainless steel with black letters and white background.


5.0 TESTS

All test results shall be provided for review and approval by SEC.

5.1 Type (Design) Tests

5.1.1 Type tests shall be carried out in accordance with IEC 60358 for coupling
capacitor devices and as specified herein.

5.1.2 Type tests shall be supported by a Test Certificte, giving the type,
description, location and date of the tests carried out by an approved
independent testing authority or witnessed by the representative of an
approved independent testing authority.

5.1.3 The type tests required on coupling capacitor devices are:

a. High frequency capacitance and equivalent series resistance
measurement in the range of the rated temperature category: in
accordance with Clause 12.1 of IEC 60358.

b. Measurement of stray capacitance and stray conductance of the low
voltage terminal in accordance with clause 12.2 of IEC 60358.

c. A.C. voltage test, wet: in accordance with Clause 9.2.2 of IEC 60358

d. Lightning impulse voltage test: in accordance with Clause 9.2.5 of
IEC 60358

e. Discharge test: in accordance with Clause 11 of IEC 60358.

f. Partial Discharge Test: in accordance with Clause 13 of IEC 60358.

g. Determination of Temperature Co-efficient: in accordance with
Clause14 of IEC 60358.

h. Cantilever test: in accordance with Clause 16 of IEC 60358.

i. Artificial Pollution Tests:

1. According to IEC 60507 using the solid layer method
specified in Clause 13.

2. A separate test shall be carried out for each reference layer
conductivity.

3. The solution composition shall consist of 40g kaolin, 1000g
water and salt giving the various reference layer
conductivities, according to Clause 13.

4. The measurement of the layer conductance shall be in
accordance with Clause 16 (procedure b). The
determination of the layer conductivity shall be in
accordance with Clause 17. The withstand test procedure
shall be as outlined in Clauses 18.2 & 19.

j. Porosity Test

On hollow insulator, in accordance with Clause 8 of IEC 60233.

k. Verification of Dimensions

On hollow insulator, in accordance with Clause 7 of IEC 60233.

5.2 Routine (Production) Tests

Routine tests shall be carried out in accordance with IEC 60358 for coupling
capacitor devices and as specified herein. The required routine tests are:

5.2.1 Capacitance Measurement of Power Frequency In accordance with Clause 7,
IEC 60358.

5.2.2 Capacitor Loss Measurement: In Accordance with clause 8, IEC 358
