1. Materials Approval and Control


HDB Material List provides a comprehensive selection of products needed for the HDB construction projects ML listed in website http://ml.eptc.sg

Products selected must comply fully with technical specifications, functional and performance requirements

Display of Approved Samples

Approved materials are to be displayed in sample display room Facilitate verification of materials approved by Consultant against those installed on site

Testing of Materials
Provisions in specifications for a Schedule of Material Tests (SMT) to be conducted Ensure that all tests are carried out according to SMT

Element of surprise A form needs to be attached to the samples specifying - Required tests - Test reports to be sent to consultant and contractor
Sample marked before send to lab

Report stamped and endorsed by consultant before filing

2. Trade Demonstration
Trade demonstrations to be conducted for architectural trades prior to mass production

Ensure works are carried out according to specifications and drawings Understanding and agreement on the work method and workmanship standards Enable supervisory staff know what to look out for during the mass production stage Architect is responsible for inspection and approval of trade demonstration

Procedures for Trade Demonstration


1. Approving work method by Consultant before trade demonstration Briefing by contractor for understanding and agreement of work method Conducting trade demonstration at actual work area to simulate real work situation Refining approved work method during trade demonstration if necessary Distributing work method to supervisory staff for supervision Displaying trade demonstration photo in meeting room for reference

Trade Demonstration
Requirements : Ensure all approved work methods comply with drawings and specifications Conduct trade demonstrations for all trades Set the standard for work procedures and workmanship Highlight to supervisory staff key processes to look out for during the mass production Document all the trade demonstrations on site

3. Timber Mock Up for Kitchen and Toilet


To be constructed within 3 months after commencement of work To identify and resolve any design discrepancies, maintenance issue and practicality of layout To confirm the sanitary fittings and M&E services arrangement before the approval of precast workshop drawings

4. Sample Units
Sample units to be constructed for all flat types : Ensure unit type is constructed according to specifications & drawings Eliminate any discrepancies between drawings and sales brochures Minimise subsequent design adjustment Serve as visual reference for workmanship standard for finishing works

5. In-process Supervision
Establish guidelines on frequency of checks

Must check /sampling checks (eg) waterproofing for bathroom/kitchen functional test tiling work timber flooring timber door installation painting cement block laying etc

6. CONQUAS
Actively involved in raising CONQUAS Score of project :
Be trained and familiarized with CONQUAS 21 Work with HDB to seek commitment from Contractors Senior Management Design to CONQUAS eg avoid detailing that demand highly skilled workers

Conduct pre-assessment of completed works before contractor book for BCA assessment

Conclusion

Consultants are required to develop their Quality Management System to meet HDB requirements. The QMS shall cover the following: a) Accountability and responsibility of the project team in supervising the project b) Duty of the project team in inspecting the works at different stage of construction a) Quality control system ( eg checklist , inspection and testing records) and guidelines for in-process supervision works
