NodeB capacity can be expanded by adding more CE license or by adding more channel boards. If the capacity of the existing hardware is enough for capacity expansion, only license file need to be upgraded. Uplink and downlink capacity expansion could be implemented separately. Otherwise, new board and new license need to be added to meet the new requirement of capacity expansion. Uplink and downlink capacity expansion could also be implemented separately both for the hardware and license.

For Downlink A-DPCH is treated as R99 DPCH. It will consume 1 DL CE if only bearing signaling. For HS-DSCH and HS-SCCH, they will not affect Baseband capacity for R99 services. The resource need not to be dynamically shared among the R99 and HSDPA channels.
The CE resources for R99 and HSDPA are separately reserved on the baseband board. The CE resources are not dynamically shared between R99 and HSDPA channels.

For Uplink: HSUPA share CE resource with R99 services. SF of different channels is allocated by RNC, the NodeB implements different channels as per the RNCs control. The Spreading Factor determines the CE number consumed by the service. Different services are mapped to different spreading factors
Conclusion
The Channel element is one of the important factors for the Network design. It is dependent upon the Hardware and controlled by the license. The expansion of CE depends upon the CE utilization which can be quarried through the KPI counters. The utilization of CE depends upon the service used.
