Subject: Proposal to Furnish One FT8 Power Pac

We are pleased to submit this proposal to provide the equipment for one unit of FT8 gas turbine electric generating package, and installation services, spare parts, tools, drawings and manuals which are more specifically described in the Bill of Material section of this Proposal. The FT8 Power Pac offered in this proposal will consist of a DUAL fuel (liquid/gas) FT8 Gas Turbine, driving a single, open air-cooled synchronous generator with brushless excitation system. The FT8 combines over 25 years of reliable operating experience of the FT4 gas turbine with the latest Pratt & Whitney advanced technology developed in the highly successful JT8D-219 aircraft engine. The above equipment, and services and manuals will be provided for the prices shown in the Pricing section of this Proposal and in accordance with the delivery schedule shown in the Schedule section of this Proposal. Commissioning of the Gas Turbine will be done by engineers from PWPS can be arranged at extra cost. Operation and maintenance service and spare parts provision should be the subject of a post contract spare parts provisioning contract. We look forward to working on this project.

PLANT DESCRIPTION

The FT8 Power Pac is a completely self-contained, automatic, gas turbine powered electric generating unit containing all the equipment necessary for local and remote operation. The Power Pac consists of three primary units - the gas turbine unit, the generator unit, and the electrical/control unit. The gas turbine is directly connected through a diaphragm coupling to an electric generator with a through-drive overhung brush less exciter. The electrical/control unit primarily includes the 15 kV switchgear and the control house. The 15 kV switchgear is connected to the generator by prefabricated, totally enclosed, weatherproof, 15 kV class bus duct. The main control house contains all of the controls and instruments necessary to operate the Power Pac. The turbine/generator, 15 kV switchgear, and control units are housed in all-weather, prime-painted steel enclosures which include lighting and electrical services. Fire protection equipment is provided in the gas turbine enclosure. The Power Pac, as erected on a site, is ready for connection to the Purchaser's distribution system and water, steam, and fuel supply systems. The package concept of this type of power plant, coupled with its relatively small size, allows it to be readily installed in almost any location and conveniently relocated or combined with other units, or other equipment such as waste heat boilers, to meet an area's changing load requirements. The standard FT8 exhaust system converts easily to a combined cycle mode. To make this conversion, the exhaust transition section is removed and replaced with a secondary air exhaust silencer. This silencer allows the gas turbine to exhaust to the diverter damper, but secondary air is dumped to the atmosphere. An exhaust silencer is attached on top of the diverter damper.

GAS TURBINE The FT8 Industrial Gas Turbine consists of a gas generator and a power turbine. The gas generator provides high energy gas to the power turbine which, in turn, converts this gas into useful work when mechanically coupled to a driven load through a flexible coupling.

GAS GENERATOR The gas generator is made up of a 15-stage, high compression, axial flow compressor; a diffuser section; a can-annular combustion chamber; and a three-stage axial flow reaction turbine. The high compression ratio is achieved by use of a "twin-spool" or dual compressor design. This design features faster starts and higher part and full load efficiencies than can be obtained with a single spool design. The gas generator is an industrial derivative of the JT8D aircraft engine, and utilizes its basic technology to obtain the reliabi lity, performance, and economy demonstrated in the basic JT8D design. In addition, the gas generator incorporates the advanced spool design of the JT8D200 Series engines to make it more powerful, quieter, and even more efficient. Further efficiency advantages are provided by variable geometry inlet guide vanes on the inlet case and variable stator vanes in the low pressure compressor. The gas generator uses modulated, cooling air to the low pressure turbine to maintain optimum clearances throughout the operating profile of the machine. This system includes cooling air valves on the gas generator that are controlled by signals from the electronic engine control.

POWER TURBINE The power turbine converts the heat and kinetic energy in the exhaust of the gas generator to useful work energy in the form of shaft horsepower without the use of additional mechanical devices. The power turbine consists of an annular, diffusing, transition duct connected to the gas generator; a four-stage, axial flow, reaction turbine; and an exhaust casing consisting of a diffuser section and an exhaust collector.

BEARINGS Antifriction ball and roller type bearings are used throughout the gas turbine since they absorb about 50 percent of the power consumed by sleeve or hydrodynamic bearings and require a less costly and complex lubrication system. They can also withstand intermittent losses of lubricant flow for time periods that would be disastrous to sleeve bearings.

Components not integral to the gas turbine are mounted as a pre-engineered package on the ancillary skid. This package, located adjacent to the gas turbine enclosure, contains the combined reservoir, duplex filters, air cooled cooler, and the power turbine supply and scavenge pumps. The gas generator supply and return lines terminate at the accessory drive mounted gearbox. Since both the supply and scavenge pumps are hard coupled to the low-pressure and high-pressure compressor shafts, positive pressures are generated by shaft rotation. This system also supplies net positive suction pressure to the hydraulic system pump. The power turbine bearings are lubricated by identical three element pumps which provide primary and backup flow functions. The primary pump is ac motor driven at 3000 rpm and has a redundant standby, while the backup pump is dc driven at 1800 rpm. The DC driven pump is used for black-starts and for emergency shutdown when ac power is lost.

LIQUID FUEL SYSTEM In the liquid system, fuel is pumped from the forwarding filtering skids. After flowing through a fire valve, the fuel is filtered, then boosted by the gas generator mounted fuel pump, and sent to the modulating valve. The modulating valve meters fuel in response to a signal from the electronic gas turbine control. The fuel then flows through a flow divider, into the manifold, and through the nine liquid fuel nozzles.

STARTING SYSTEM The starting system for the FT8 Power Pac consists of an Air Start Pac and a starter mounted on the gas turbine. The Air Start Pac included in this offer provides compressed air storage sufficient for three starts of the gas turbine. Two reciprocating compressors on the Air Start Pac deliver air to a reservoir, where the compressed air is stored until needed. When a start is initiated by the operator, air is admitted to a pneumatic turbine geared to the high compressor rotor shaft of each gas generator. After fuel is admitted to the gas turbine combustion section and ignition is achieved, the starter is disengaged from the shaft at a preset high compressor rotor shaft speed. If any problems are detected during the start cycle, the control shuts off fuel flow, causing the starter to disengage.

Black Start Equipment The stored air starting system described above and a sixty cell, 125 V lead-acid battery allow the gas turbines to be started in the absence of station ac power. Fuel for black start is supplied by the dc fuel forwarding pump. This battery also powers the fire protection system and provides power to the dc generator and gas turbine lube oil pumps needed for turbine/generator coastdown after loss of ac power. A twelve cell, 24 V lead-acid battery is also located in the battery rack. This battery provides power to the gas turbine control system during normal operation, and in the event of loss of ac power.

FIRE PROTECTION SYSTEM Operation of the gas turbine enclosure fire protection system, powered by the 125 Vdc battery supply, is initiated by either automatic electro-thermal sensors or manual pull stations. C02 is employed as the fire suppression agent. The tanks, solenoids, and manifold are located outside the gas turbine enclosure, with the system's control module located in the control room. Immediately upon actuation of the system, the secondary air supply fans are de-energized and the fuel supply is shut off. A 15 second time delay permits rundown of the gas turbine before a solenoid valve releases the pressurized C02 into its distribution manifold.

A pneumatic cylinder, actuated by the pressurized C02 releases a pair of guillotine type dampers (just forward of the fan blades) closing off the secondary air path. Simultaneously, a series of nozzles floods the enclosure to a 30 to 35 percent concentration, sufficient for igniting the combustion process. This concentration is maintained for approximately 20 minutes, sufficient time to all ow combustibles to cool below their auto-ignition temperatures. To preclude hazard to operating or maintenance personnel, a manually activated valve in the discharge line prevents activation of the system when people are inside the enclosure. When the system is shut down in this manner, continuous alarm signals are sent to the monitoring system notifying the operator of this disarming of the system.

GAS TURBINE HEATING SYSTEM The gas turbine heating system maintains the internal parts of the gas turbine at a temperature above the dew point of the ambient air during non-operation periods. Hot air forced into the compressor section and out through the exhaust and inlet ducts prevents condensation, which can cause corrosion. The operation of the heating system is fully automatic for unattended operation.

Electric Generator
The generator unit consists of an open ventilated, air-cooled, two pole, end frame bearing type generator with a brush less excitation system.

CONSTRUCTION The generator incorporates a welded fabricated steel stator frame, a precision ground steel laminated stator core, and self-aligning end frame bearings.

LUBRICATION A separate air cooled lubrication system is provided, including a lube oil storage tank, ac motor driven lube oil pump, and dc backup pump.

COOLING The generator features integral axial flow fans which supply a large volume of filtered cool air flowing through the frame and over the stator and rotor coil ends and windings via interslot ventilation ducts and discharging at the top of the frame. The exciter is selfventilated.

EXCITATION The excitation system consists of a brush less exciter mounted on an extension of the turbine-driven generator shaft and a static type dual automatic regulator. The exciter output is rectified by a full wave, three phase bridge diode assembly and is connected to the generator field through copper conductors in the generator shaft.

GENERATOR OUTPUT LIMITATIONS RELATIVE TO LOSS OF INDIVIDUAL COMPONENTS AND VARIANCE IN AMBIENT CONDITIONS The appropriate generator capability curve displays generator output limitations relative to ambient temperature. Generator output limitations with regard to loss of individual components of the generator are related to the electrical and mechanical health of the generator; electrical health is guarded by protective relay systems which alarm and switch the generator off-service for abnormal electrical conditions; the mechanical health of the generator, likewise, is protected by pressure, temperature and vibration devices which guard the generator against abnormal mechanical conditions. Sufficient, dedicated, in some cases - redundant, monitoring devices ensure the generator's continuous efficient operation.

Electric/Control Unit The electrical/control unit consists of a single enclosure containing all of the equipment necessary to provide full local control of the Power Pac, together with the switchgear and generator protectives. The control enclosure contains the gas turbine control, generator control, motor control centre, low voltage metal clad switchgear, batteries and charger, sequencers, protective relaying, and master terminal board. MAIN CONTROL PANEL The main control panel contains all of the starting and operating controls, instrumentation, and CRT annunciator for the gas turbines and the electric generator.

PROTECTIVE RELAY PANEL The protective relay panel contains the protective relays, lockout devices, and solid state synchronizer.

MOTOR CONTROL CENTER The motor control center provides the distribution and protection of electrical power to the gas turbine and all of its ancillaries. It includes a manual transfer switch to the customer's alternate 380V, 3-phase, 50 Hz source, as well as the distribution transformer, the ac and dc distribution panels, circuit breakers, motor starters, contactors, and battery chargers.

TURBINE INSTRUMENT PANELS Each of two turbine instrument panels contains all the instrumentation necessary to monitor one gas turbine, such as vibration monitor and the gas turbine control. The final drivers, ignition, and bleed valve modules are located behind this swing frame panel.

INSTRUMENT PANEL The instrument panel contains the generator and other control room instrumentation, such as a static inverter, printer, and generator vibration monitor. In addition, this panel contains the instrumentation for the fire protection system.

DC POWER SUPPLY The battery system supplies dc power to all FT8 system loads for normal, backup, or emergency operation. The 24 Vdc battery system supplies power for the computers and input/output (I/O) for both station and turbine control. It also supplies power to the inverter that powers the monitoring system, and other 24 Vdc loads. The 125 Vdc battery system provides dc backup for lube oil pumps, emergency lighting, and other loads. In a "black start", the batteries supply power for dc lube oil pump operation to allow the unit to start without external ac power.

Control System The FT8 control system is composed of three subsystems: the turbine control, unit control, and monitoring system. The three subsystems communicate with each other and the operator through both discrete and serial signals to operate the unit in the safest and most fuel efficient manner.

TURBINE CONTROL The turbine control is a programmable, high reliability microprocessor based system. The control's main functions include: liquid fuel metering, compressor Inlet guide vane control, contact closures for gas turbine components "on/off", gas path parameter outputs for performance monitoring via serial data port.

In conjunction with the unit control integrated with the monitoring system, the gas turbine control facilitates local automatic unit operation, automatic parallel or isolated mode operation, and peak or base load level selection. Also the turbine control, working with other controls, will quickly bring the unit to a shutdown condition either by actuation of an emergency stop switch, or by automatic operation of the protective relays and turbine trip (shutdown) devices.

UNIT CONTROL The unit control is responsible for start sequencing of the unit, initiation of transients, unit synchronizing, and shutdown. Interface to all customer supplied equipment is via the unit controller. Remote I/0 is by either fibre optic or coaxial cable to reduce or eliminate stray induced voltage interference and yield possible reduced cable count from enclosure to the electrical/control enclosure. The unit control is a microprocessor controller, utilizing MC68000 microprocessor family technology. Programming the unit controller is by Turbo Power custom written application software using a PC-AT compatible computer.

MONITORING SYSTEM The monitoring system computer performs all of the operator interface functions for the turbine control and the unit control systems, as well as providing alarm and annunciator functions, and data logging and trending calculations and plots. The computer, in conjunction with the other control systems, provides all necessary functions for troubleshooting and problem diagnosis.

LOCAL OPERATOR INTERFACE EQUIPMENT All operator interface is by way of the monitoring system computer. A keyboard permits gas turbine control and unit control functions to be directed by the operator, while several output devices such as the CRT monitor, computer printer, dedicated raisellower switches, status indicator lamps, and full time dedicated analog meter type indicators, deliver required systems information to the operator.

REMOTE CONTROL CABINET If an operator utilized an optional remote control center, an additional monitoring system would be located in the remote cabinet, containing a keypad and CRT. A printer is not necessary, but recommended for data listings and reports, not alarms. All control functions are not possible from the remote cabinet, such as manual synchronization, manual breaker close and other manual functions. However, all automatic functions would be available. Dual redundant data highway cables will be used in this cabinet and failure will be alarmed. 15 kV CLASS SWITCHGEAR The 15 kV class switchgear is housed in a separate, outdoor, prime-painted, walk-in, metal clad enclosure, and is connected to the generator by a totally enclosed, outdoor bus duct system. This enclosure contains four compartments housing: the main generator breaker, the auxiliary transformer, voltage (potential) and current transformers, lightning arresters, and surge capacitors, metering and protective relaying. The main generator circuit breaker is a 750 MVA interrupting, 2010 Ampere continuous 95 kV BIL, 15 kV air circuit breaker featuring 125 VDC close and trip and a dry type fancooled, step-down 11.0 kV to 380/220 V transformer.

Gas Turbine Enclosure The gas turbine enclosure protects the gas turbine and other ancillaries located within it from the environment and provides noise attenuation. It provides a protected working environment and inside lighting for maintenance with the unit in a non-operating condition. It protects outside workers from the high component temperatures in an operating system. The gas turbine enclosure includes the inlet plenum and the exhaust enclosure. The inlet plenum channels the air from the inlet air silencer to the gas turbine bellmouth to minimize the inlet air pressure loss. The exhaust enclosure houses the exhaust diffuser/collector, which delivers the power turbine exhaust gases to the exhaust transition duct and silencer. The enclosure serves as a mounting structure for the inlet and exhaust air systems, and as a duct for passing secondary air over the gas turbine for cooling. The enclosure also provides a limited containment volume for the fire protection system. GAS TURBINE ENCLOSURE SECONDARY AIR SYSTEM The gas turbine enclosure secondary air system provides cooling air flow throughout the length of the enclosure. Air is drawn into the intake assembly, through the silencer chamber, and blown into the gas turbine enclosure. It passes along the length of the gas generator and power turbine, around the exhaust collector and up into the exhaust air silencer, where it joins with the gas turbine exhaust. A pair of ac motor driven fans, rated at 22,000 scfm, are mounted low on the front bulkhead of the enclosure to take in atmospheric air through a louvered opening with a 2inch x 2-inch mesh screen and a silencer module. If a gas turbine enclosure fire is detected, the fans are de-energized and a pair of guillotine-type gates are released to block the inlet air supply ports

Inlet Air Filtration The air filtration system has a filtration efficiency of 99.5% for particles down to 5 microns and 95% down to 2 microns. Clean elements flow 190 pounds of air per second with a maximum pressure drop of approximately one inch H20. The filter house, approximately 20 feet long, 10 feet wide, and 9 feet high, is constructed of mild steel and rests atop, and with its flange bolted to, the air inlet silencer module. Acoustic attenuation is provided by the structure's roof. The end walls are stiffened and each of the long side walls is configured to support 36 two foot square filter elements in individual galvanized frames. The high efficiency, replaceable fiber-glass filter, by AAF, Farr or Dollinger, is preceded by a coalesce/pre-filter. The two filters are retained together by a pair of extended spring clips. Inlet Air Silencer The inlet air silencer module attenuates noise over a broad band of frequencies. Nominally 10 feet wide by 11.5 feet long, the box configuration housing is four feet high and flange bolted on top of the forward end of the gas turbine enclosure. Air flows through this module directly into the contoured inlet plenum. A similar flange ringing the top of the housing is bolted to a mating flange in the floor of the inlet air filter house. The silencer outer wall is 3/16-inch steel plate and the inner wall is 16 gauge perforated stainless steel, with four inches of mineral wool fiji between them. Module walls, configured for sound attenuation, consist of seventeen equally spaced, transversely mounted vertical acoustic baffles. The baffles, which have a 16 gauge perforated stainless steel shell and are filled with three inches of mineral wool, may be removed for servicing.

Exhaust Silencer The exhaust silencer is composed of two major modules, the exhaust silencer transition module and the exhaust silencer module. , The exhaust silencer transition module provides a transition for the gas turbine exhaust gases and surrounding secondary cooling air. The exhaust silencer module is flangemounted to the exhaust silencer transition housing module. Four sound attenuating baffles are contained in the exhaust silencer module. Each consists of perforated stainless steel channel shapes filled with fibreglass wrapped by stainless steel wire mesh. The baffles slide into module sidewall channels. The exhaust silencer modules are stacked for maximum sound attenuation. Surfaces exposed to hot exhaust gas are made from 409 stainless steel.

Operation

The FT8 Power Pac is designed for either local or remote automatic operation on the distribution or transmission system of an electric utility. The unit may be started and operated from a local or remote control station as a peaking unit in parallel with other units or as an isolated generating station. Local operation is defined as that control of the Power Pac utilizing the instrument and control panels located in the main control building. The Power Pac has four modes of operation: 1. 2. 3. 4. Normal Mode The generator output is synchronized to a live bus or powered transmission system. This mode provides the capability of achieving any desired load level either automatically or manually. AUTOMATIC STARTUP During the standby period, the Power Pac's nonessential auxiliaries are powered by the generating station's bus. Prior to initiating the starting signal, the load schedule is selected, i.e., peak, base, or minimum, though not all are incorporated in the same unit, and the unit will automatically load to the selected load schedule. Several things occur upon activation of the master start switch. Depending upon the fuel selected, the fuel delivery pump or the gas compressor, if provided, starts. The starter accelerates each NH rotor to approximately 2400 rpm, at which speed, fuel is admitted and the unit is ignited. At approximately 4800 rpm, the starter is disengaged while the gas generator continues to accelerate to and maintain 6500 rpm until the power turbine Np rotor achieves 1000 rpm. (The ignition system is de-energized at 4800 rpm NH.) At this point, the gas generator accelerates the Np rotor to a speed of 2950 rpm. The unit automatically synchronizes, closes the main breaker, and loads to the load schedule previously selected. The time from start initiation to breaker closure is approximately three minutes.

The Np load pulser switch determines a "normal" or "emergency" loading rate. Normal loading rate--The unit can obtain full load from breaker closure within five minutes. Emergency loading rate--The unit can obtain full load from breaker closure within fifteen to twenty seconds.

MANUAL STARTUP Prior to initiating the starting signal, the desired load schedule is selected. The schedule selected on the load selector switch establishes the limit of manual drive up. The normal starting sequence is initiated upon the activation of the master start/stop switch and is identical, up to 2950 rpm Np, to the automatic operation description. Once that speed is reached, 3000 rpm Np synchronous speed is obtained by manually adjusting the load control switch. As the synchronous indicator approaches the zero pOint, the breaker switch is manually closed, thereby connecting the generator with the power station bus. The megawatt output is then increased to the desired load. Any megawatt output between zero and the highest load schedule selected may be obtained except that selection of Minimum Load permits loading only between zero and the Base Load schedule.

NORMAL SHUTDOWN Upon activation of the master start/stop switch: The generator is automatically unloaded by a controlled drive down. The main breaker automatically opens at zero power and the fuel shutoff valves close. Auxiliaries are shut down.

NORMAL RESTART A restart may be initiated when the ready-to-start lights are on, indicating system readiness.

EMERGENCY SHUTDOWN In an emergency, the Power Pac can be quickly shut down by actuation of the emergency stop button located at the control panel. Actuation of this button, or any of the shutdown relays, causes the quick-acting fuel shutoff valves to close, thus bypassing the normal shutdown sequence and stopping the unit in the shortest time interval.

RESTART AFTER EMERGENCY SHUTDOWN The Power Pac may be restarted anytime after an emergency shutdown when the readyto-start lights are on.

Maintenance

Recommended maintenance program for the FT8 Industrial Gas Turbine includes the following inspections. General Inspection (Preventive Maintenance) Hot Section Inspection (HSI) Major Field Inspection (MFI) Major Shop Inspection (MSI)

GENERAL INSPECTION (PREVENTIVE MAINTENANCE) The preventive maintenance inspection schedule is a suggested maintenance/inspection program for gas turbine users. Use of the preventive maintenance schedule, in conjunction with the monitoring of operation data that reflect gas turbine condition, will result in improved reliability and reduced maintenance costs. During this inspection, all wiring and external accessories and tubing are checked for security of mounting and evidence of leakage or chafing. Gas turbine flange joints and cases are checked for evidence of leakage or distortion which would indicate internal discrepancies. The inlet, exhaust, and accessory gearbox areas are checked for indications of abnormal conditions. In addition to the visual checks made during the general inspection, the minor fie ld inspection includes removal of the fuel and lube oil filters. They are disassembled, inspected, cleaned, and reinstalled, or replaced, as applicable. Samples of the oil are taken at this time. Gas turbine inlet filter inspection is based on user experience/local environmental effects.

HOT SECTION INSPECTION (HSI) Hot section inspection is a scheduled precautionary review of the gas generator and pcwer turbine for developing conditions which may not be obvious. It is not a repair event. HSI is predominately an examination of all visible/accessible combustion and turbine section parts made possible by limited disassembly. In addition, it includes, to the extent practicable, direct visual and borescope examination of the compressor gas path components for cleanliness, erosion, and damage which may affect subsequent performance, reliability, or repair cost. The security and condition of all generator/power turbine cases, brackets, tubing, and electrical wiring/components are reviewed . Initial hot section inspection is the first hot section inspection conducted in advance of the normal established inspection interval.

The initial inspection, which usually takes place at 25 percent of the normal period, offers an early opportunity to assess the effects of operation in the installed environment, and to provide confirmation of proper operating procedures. The initial hot section inspection may be performed on a sampling basis in multiple unit installations, if operation is identical on all units with reference to fuel type, power level, and start cycles.

Warranties, Remedies and Limitations

Energy Capital warrants to ----- that at the time of delivery the goods sold hereunder will be free from defects in material and manufacture and will conform substantially to Energy Capital's applicable specifications as stipulated. Energy Capital's liability and -----'s sole remedy under this warranty are limited to the repair or replacement, at PWPS's election, of goods or parts thereof returned to PWPS at the factory of the manufacturer which are shown to Energy Capital's reasonable satisfaction to have been defective in material or workmanship; provided, that written notice of the defect shall have been given by ----- to Energy Capital within one (1) year after the date of delivery of such goods. The one (1) year warranty only covers Gas Generator and Power Turbine sold hereunder. For ancillary systems and related goods sold hereunder, Energy Capital warrants these for six (6) months after first operation or use of the goods but in no event later than one (1) year after the date of delivery of such goods. Title to parts replaced under this warranty shall transfer to PWPS upon the delivery of the replacement parts to -----. Transportation charges for the return of defective goods to PWPS and their reshipment to ---- and the risk of loss thereof will be borne by -----. Taxes and duties if any shall be borne by -----. Field labor charges and expenses of field disassembly and assembly shall be borne by -----. No allowance will be made for repairs or alterations made by ----- or a third party without Energy Capital's written consent. If repairs or alterations are attempted without Energy Capital's written consent, Energy Capital's warranty is void.
